In this intersectional reconceptualization of US rape culture, Alisa Kessel reveals how sexual violence is a political act that preserves and emboldens the dominant sociopolitical order. While other violent crimes, such as assault or murder, can be committed out of a material need or desire for security, and may even have political motivations, theft and murder are not exclusively motivated by a desire to dominate others. What convinces perpetrators of rape to dominate through sexual violence? How do perpetrators identify who they are entitled to dominate? In Rape Fantasies, Alisa Kessel makes the case that to prevent sexual violence in the US and elsewhere, we must confront rape as a crime that is not born of natural sexual appetites, simple miscommunication, or ethical breach. Instead, Kessel argues that rape is a political act, and that the myths and practices of a rape culture identify both who is dominable and who is entitled to dominate. In US rape culture, sexual violence is an essential political tactic to preserve--and, oftentimes, to embolden--hierarchies of race, gender, sexuality, and class. James Logan (1674-1751) of Philadelphia was a luminary with few equals in British America in the first half of the 18th century. He amassed the largest scholar's library in the colonies, wrote and published on botanical science and optics, was an accomplished mathematician and astronomer, and a master of languages ancient and modern. As the representative of the Penn family in the colony, he was enmeshed in Pennsylvania politics, holding several major positions, including Chief Justice. In 1734 Logan turned his creative drive to moral philosophy, He compiled six or seven chapters, but in the end could not finish his treatise, and they survived only in a manuscript which was found about 1969. This analysis gives Logan's effort new life.

U.S. Military Forces and Police Assistance in Stability Operations
Establishing an effective local police force is one of the most critical elements of successful counterinsurgency and stability operations, but is a task for which the U.S. government is poorly prepared and lacks capacity. This monograph retraces the recent history of U.S. foreign police training, from the well-coordinated effort by the U.S. Agency for International Development (USAID) from 1961 to 1974, the U.S. congressional prohibition of the use of foreign assistance funds for police training which ended the USAID police training role in 1974, and the subsequent evolution of a patchwork approach to U.S. foreign police training involving up to 30 departments and agencies, a variety of private police contractors, and multiple fund appropriations. Despite this bureaucratic complexity, the key principles for developing effective local police in stability operations remain the same. There must be a distinction between stability policing and community based policing, with a transition from the former to the latter at the appropriate phase of stability operations. Normative standards are critical for effective community based policing, and must be established by shaping police organizational subculture in the context of local societal culture. Cyber Power in the 21st Century
Historically, the United States Congress has acknowledged that a separate branch of military service is required to exert supremacy over each of the recognized Domains of Operation. Throughout the evolution of modern warfare, leading minds in military theory have come to the conclusion that due to fundamental differences inherent in the theory and tactics that must be employed in order to successfully wage war within a domain's associated environment, a specialized force was needed - until now. With the recent inclusion of Cyberspace as an operational domain by the Department of Defense, the case should be made that it, too, is far too specialized an area to be rolled up into any or all of the current branches of service. This research investigated the concept of cyber power in the 21st century, what it means to wield it, and how this capability may be used to wage war. Security Sector Reform
The authors explore the definition of SSR as it has emerged in the international community. The makeup of the security sector is examined, emergent principles are identified for implementing SSR in the community of practice, and the outcomes that SSR is designed to produce are specified. The supporting case studies of Haiti, Liberia, and Kosovo assess the impact of SSR programs on host nation security sectors. The authors conclude that those conducting SSR programs must understand and continually revisit the policy goals of SSR programs so as to develop concepts that support a transitional process that moves forward over time. Intermediate objectives required in support of this transition also articulate what is good enough and fair enough at various stages in the transformational process. State actors must acknowledge and often accommodate nonstate security actors more effectively in SSR planning and implementation, while recognizing both the advantages and the risks of collaborating with such actors. The authors also identify a need for rebalancing resources committed to SSR, especially given that justice and civil law enforcement typically are badly under-resourced as elements of SSR programs. Unity of Effort in an Irregular Environment
The United States today finds itself in an era of persistent irregular conflict, the root cause of which may be illegitimate governance within failed or failing states. The resulting instability will likely require future U.S. military and civilian agency intervention to assist host nations to build capacity and maintain legitimacy in the eyes of their populations. Success in these irregular environments will require operating "grand strategically," integrating the effects of all elements of national power into one coherent strategy under the direction of a single leader. A combination of security concerns and a lack of expeditionary civilian capacity will require the military to assume responsibility for stability tasks better suited to civilian agencies. However, current laws mandate parallel civilian and military chains of command that separate de facto responsibilities from necessary authorities to direct the activities of all elements of statecraft toward the accomplishment of national security objectives. This separation makes it impossible to operate in a "grand strategic" manner as demanded by the character of irregular warfare. Trainers, Guns and Money
In this article a joint author team analyzes U.S. security assistance programs to counter urgent and emergent threats. The authors recommend that Congress adopt a newly proposed Global Security Contingency Fund in parallel with the existing Global Train and Equip authority, known as the Section 1206 program. The highly constrained Section 1206 program allows the Defense Department, with State concurrence, to train partner militaries in counter terrorism and in stability operations in which the U.S. participates. The new Fund would build on Section 1206's model interagency approach to reach security forces under control of partners' ministries of interior, and focus longer term on justice sector and prison reform as well as other rule of law programs. Women, Change, and Iran
The present state of tension between the United States and Iran signifies a failure of current and past diplomatic approaches to influence Iran. Curiously, the Islamic Revolution and the Iranian elections over the last decade indicate that support from Iranian women is essential to achieving domestic political objectives in Iran. It may be that women provide a path to influencing Iranian foreign policy. This study analyzed the Iranian government's policy toward women over the course of the past fifty years. The analysis sought to determine when and how women influenced changes in policy. Samuel P. Huntington's discussion of modernization in Political Order in Changing Societies provides a framework with which to asses the influence of women. Other authors such as Harold Lasswell and Abraham Kaplan in Power and Society: A Framework for Political Inquiry provide insight into the concept of influence and its assessment. When these frameworks are applied to Iran, it reveals a model that argues that traditional and modernizing forces shape the development of Iranian politics. Iranian politics can be seen as a set of circles of influence. Within these circles are the Supreme Leader, the Guardian Council, the Expediency Council, the Parliament, and the President. From time to time women have been able to enter these circles. Finally, the research reveals that modernizing women have had success achieving certain levels of power and influence within the domestic politics of Iran. However, further study failed to show a causal link between women and change. Women have had some success in influencing the politics of Iran through the mechanisms of state bureaucracy, mobilization of masses of people, and through other groups. This monograph discusses the contemporary calls for a specialized unit to conduct Military Operations Other Than War (MOOTW). MOOTW is an interagency affair, in which the military serves to support civil government organs and non-governmental relief agencies. Successful MOOTW requires the military to possess martial proficiency, an awareness of the dynamics of the physical, social, political, and military dimensions of the operation, and leader skills that are different from those used in war. The Army's "Just-in-Time" method of preparing units for MOOTW is effective, but not efficient. The "Just-in-Time" methodology induces risk to the Army's ability to execute the United States' two Major Theater of War (MTW) strategy. This monograph begins with an examination of the US Commission on National Security/21st Century (also known as the Hart-Rudman Commission) report. That report advocates development of forces optimized for MOOTW. The recommendations of the Hart-Rudman Commission are compared to the Army's Title X responsibilities for the conduct of land warfare. These differing approaches to national security present the framework for evaluating the research question. Using historical examples from Operation UPHOLD DEMOCRACY, the 1994 intervention in Haiti, this monograph presents a framework for evaluating the MOOTW environment. The physical, social, political, and military dimensions of MOOTW determine the operational and tactical level tasks that a MOOTW force must execute to accomplish the strategic purpose. The low-level tactical tasks required in MOOTW are essentially the same tasks that are required in war. However, the leader tasks are substantially different because of the increased importance of civil-military interaction inherent in MOOTW. U.S. Government Initiatives in Afghanistan
This work applies the diffusion of innovations theory in the analysis of the USG's governance and development efforts in Afghanistan to determine if the key elements of diffusion of innovations are present. This study further examines if, when present, these elements correlate with the Afghans'; increased adoption of the programs. Where the positive elements of diffusion of innovations are found in USG governance and development efforts, those efforts should be more successful. Diffusion of innovations is a multi-disciplinary theory conceptualized by Communication Professor, Everett Rogers. Diffusion of innovations is widely accepted in academia. In the past, scholars used the theory in Cultural Geography, Communication, Anthropology and Rural Sociology, among other disciplines. This monograph employs a case study methodology examining USG programs in Afghanistan, their effects on the Afghan people and the Afghan people's use of these programs. An important source for this analysis is the Afghanistan Survey 2010, which provides recent survey data of the Afghan's perceptions on a wide range of topics. Evidence from the survey and other research suggests Afghans are not fully adopting USG initiatives and programs. The findings of this study demonstrate that many of the reasons Afghans do not adopt these programs can be explained by the elements of diffusion of innovations. Unbalanced Stability
Over the past decade, the United States has focused its military energy on the conduct of Stability Operations. The U.S. Department of Defense raised Stability Operations to the same level of importance as Offensive and Defensive Operations in 2005. The U.S. government has worked to integrate other national government agencies, as well as partner host nation agencies, into Stability Operations. Many cities in the United States suffer from threats that are similar to those faced in fragile states. These cities have been successful in deterring violence and achieving stability within violent neighborhoods. They used variations of the Broken Windows model of order maintenance. The Broken Windows model of order maintenance requires police foot patrols to pay attention to minor offenses and physical appearances of public property. The Broken Windows model attacks the perception of disorder. Utilizing an approach similar to the Broken Windows model in stability operations will decrease insurgent terrorist activity and increase a sense of connection to the government in transition. The outcomes of the Broken Windows model are the perception of security, a raised community maintenance standard, and a new definition of civility through self-policing. Applying a model of response in Stability Operations that draws on aspects of the Broken Windows model leads to sustainable development. The author will use vignettes from both in the United States and abroad to delineate the parallels between crime deterrence and Stability Operations. Intercontinental ballistic missiles (ICBMs) have had and continue to have a variety of impacts on the United State Air Force. National security guidance, including a recent nuclear policy review, make clear the expected existence of ICBMs for the foreseeable future. At the same time, the relevance of ICBMs to the nation is not wholly clear. The numbers and types of nuclear arms continue to be negotiated away, and there is some academic discussion on the continued need for the traditional strategic force posture--the nuclear triad. Fourth Generation Warfare and the Cultural Divide
The world is in tension. Global conflict rages along cultural lines. The events of 9/11, the war in Iraq, and the undercurrent fear of terrorism lie close to the heart of democracies and, yet, America's shining light to the rest of the world has been dimmed. While America's exported culture becomes more prolific, many watch in disgust as their traditions, politics, and religion change to suit the influx of Western influences. Some feel that America is a rotting egg -- bright and clean on the outside, decaying on the inside. This perception is not exclusive to non-Western citizens; many in America feel that we have lost our guiding principles and have lost the vision of the Founders. Multiculturalism, humanism, and political correctness have drowned the truth, but in a dichotomy of perceptions, those who espouse "progressive" ideas feel that America is a victim of her own socio-political agenda. While the West exports its brand of democracy, Islamists concurrently export their incompatible ideology to the West. Fourth Generation Warfare is not restricted to combat zones, but rages in time and dimension foreign to Westerners. The divisions in society that arise, whether in Iraq or America, will give way to a isolating cultural divide. Islam is not incompatible with democracy, but the free speech protected under democracy must not give way to extremist ideologies. A divided democracy can stand on principle, but once the torch is dimmed, it is only a matter of time before it is extinguished. The Space Triad Organizing for an Effective Milspace Deterrent Strategy
The United States military now has an ever-increasing dependence on its military space-based capabilities. That dependence requires protection of those capabilities, as well as the ability to reconstitute them if protection efforts fail. This paper studies the need to deter an adversary from attempting to attack military space capabilities through the coordinated use of Space Situational Awareness (SSA), Offensive Counterspace (OCS), and Joint Warfighting Space (JWS). This paper also advocates the need for JFCC SGS to obtain command and control for all three legs of the space triad. In order to familiarize readers with deterrent strategy this paper provides a brief discussion of nuclear deterrence, the origins of the Nuclear Triad, and the organization that made it successful in winning the Cold War. SSA capabilities are well documented and the customers benefiting from this mission are Joint in nature. This paper looks at the forces conducting SSA missions and determines where those organizations can change their composition to increase efficiency and effectiveness as one leg of a space deterrent triad. OCS forces are studied in the same manner, investigating joint command and control, tasking, and execution functions to make the second leg of the triad more viable. The third leg of this new triad is studied in a different light. Bargaining Theory and Building Strategies for Countering Armed Groups
The author believes that elements of bargaining theory and negotiation techniques typically used in economic and business are powerful tools in building strategies that will guide the use of force through the ebbs and flows of persistent conflict. His paper demonstrates that the theories and techniques of bargaining are not new to war, rather they are found throughout classic war theory in the writings of Sun Tzu, Thucydides, and Carl Von Clausewitz. Meeting the Strategic Needs of the 21st Century With the Conventional Strike Missile
The intent of this paper is to assert that the concept of Global Prompt Conventional Strike (GPCS), specifically with the Conventional Strike Missile (CSM), offers capabilities that reach to the heart of our current challenges. It describes a future force that meets the requirements of both the 2002 NSS and the 2006 NSS; extraordinary preemptive attack capability and, as a result, increased deterrence. With the CSM, the President would have at his disposal a prompt global strike capability to preempt impending terrorist attacks, uses of WMD, and atrocities to humanity in cases where our traditional forces cannot be mobilized to offer the required short notice response. Strike could occur within minutes, not in hours or days that provide time for fleeting targets to evade. In addition to compressed response time, the threat of short notice strikes can be imposed regardless of relative positioning of US forces.
