Spatial Politics in Istanbul

Over the past decade, the AKP, under the leadership of Recep Tayyip Erdoğan, has decisively turned Turkish politics in the direction of conservative Islamic national identity. A specific ideological framework undergirded the AKP's conception of the built environment, the plans it implemented to transform it and the forms of resistance that these plans generated. This framework is termed Erdoğanian Neo-Ottomanism and describes AKP's use of the power of the state to shape public surroundings in their social and ideological image. By utilising an interdisciplinary approach that incorporates religion, politics and space, Courtenay Dorroll and Philip Dorroll focus on the role of the Turkish state under the AKP in the restoration of traditional Islamic and Neo-Ottoman imagery and iconography. This book explores the momentous shifts in power during this crucial decade in Turkish history through an analysis of four case studies. The 2010 designation of Istanbul as the European Capital of Culture, the 2013 Gezi Park protests, the Monument to the Martyrs of July 15 and associated memorial practices related to the 2016 coup attempt and the transition of Hagia Sophia from museum to mosque in 2020 - these are identified as the most prominent ways in which the AKP has restructured public spaces in Istanbul to reflect its values. The authors scrutinise this phenomenon and intentional transformation of the physical landscape through an accessible but interpretive method that uncovers issues crucial to understanding Turkey's most recent history.

A Bipolar Strategy for a Multi-Polar World

According to official public statements, China's nuclear arsenal exists solely to deter nuclear attacks. There are, however, growing indicators that Beijing sees broader utility in these powerful weapons. Behind the scenes debates, internally circulated publications, a puzzling array of delivery systems, and the positioning of nuclear forces in the vicinity of non-nuclear states suggests a strategy aimed at more than simply deterring nuclear attacks. This thesis attempts to cut through the veil of secrecy and ambiguity that surrounds China's nuclear policy to determine the true nature of Beijing's nuclear posture. By examining key indicators of nuclear strategy, including equipment, targeting, communication, and nuclear stated thresholds, it shows that, with respect to the United States and Russia, China maintains a minimum deterrent posture aimed solely at deterring a nuclear attack. This is consistent with its official position. With respect to potential regional adversaries however, including deployed US conventional forces, China appears to have opted for a war-fighting strategy aimed at deterring both nuclear and conventional war. This is a significant departure from Beijing's official position, and represents a shift from China's long-standing minimum deterrent posture. This thesis concludes by recommending several measures that Washington should take in light of the shift in Chinese strategy. These measures include a renewed effort to dissuade Taiwan from making overt moves toward independence, a continued demonstration of willingness to oppose Chinese attempts at forcible reunification, the dispersal and hardening of key facilities in the region, and a reiteration of the overwhelming American response to a nuclear attack the US, its allies, or American deployed forces.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. China-Latin America Military Engagement

This monograph examines Chinese military engagement with Latin America in five areas: (1) meetings between senior military officials; (2) lower-level military-to-military interactions; (3) military sales; (4) military-relevant commercial interactions; and, (5) Chinese physical presence within Latin America, all of which have military-strategic implications. This monograph finds that the level of PRC military engagement with the region is higher than is generally recognized, and has expanded in important ways in recent years: High-level trips by Latin American defense and security personnel to the PRC and visits by their Chinese counterparts to Latin America have become commonplace. The volume and sophistication of Chinese arms sold to the region has increased. Officer exchange programs, institutional visits, and other lower-level ties have also expanded. Chinese military personnel have begun participating in operations in the region in a modest, yet symbolically important manner. The monograph also argues that in the short term, PRC military engagement with Latin America does not focus on establishing alliances or base access to the United States, but rather, supporting objectives of national development and regime survival, such as building understanding and political leverage among important commercial partners, creating the tools to protect PRC interests in the countries where it does business, and selling Chinese products and moving up the value-added chain in strategically important sectors. It concludes that Chinese military engagement may both contribute to legitimate regional security needs, and foster misunderstanding. The North Korean Ballistic Missile Program

North Korea's nuclear weapons and ballistic missile programs have drawn international attention for years. In the early 1960s, Pyongyang began to pursue the capability to produce advanced weapons systems, including rockets and missiles. However, foreign assistance and technology, particularly from China and the Soviet Union, were instrumental in the acquisition of these capabilities. The ballistic missile inventory now totals about 800 road-mobile missiles, including about 200 Nodong missiles that could strike Japan. In April 2007, North Korea for the first time displayed two new missiles: a short-range tactical missile that poses a threat to Seoul and U.S. Forces in South Korea, and an intermediate-range missile that could potentially strike Guam. Although North Korea has not demonstrated the ability to produce a nuclear warhead package for its missiles, its missiles are believed to be capable of delivering chemical and possibly biological munitions. North Korean media and government officials claim the country needs a nuclear deterrent to cope with the "hostile policy of the United States," but Pyongyang has never officially abandoned its objective of "completing the revolution in the south." US Power Dominance in the 21st Century

This study comprises an analysis on why the United States will remain the world's pre-eminent superpower through examination of case studies on the Roman and British Empires and the United States. Using patterns adopted from theoretical models on political change, the author assesses the technological, economic, and military factors that led to the rise and fall of the Roman and British Empires. The conclusion is that although dominance in these areas contributed to the empires' power, deficiencies in these same areas led to their respective fall. Next the author examines the United States rise to power and then draws out similarities with and differences between the Roman and British empires with respect to the areas of technology, economics, and military power. The results of this process show that the United States, through the sustainment of its technological advantage, economic strength, and military power, will continue its reign as the global hegemon for the foreseeable future. Discerning Iran's Nuclear Strategy

Unable to forge a world consensus against the potential dangers of a nuclear armed Iran, US policy makers must prepare for the inevitable. The development of successful US policy with regards to this issue demands an appreciation of Iran's potential nuclear strategy. United Nations and Military Interventions

Numerous UN military interventions have taken place in the post-Cold War era. Some stand out as failure: stability efforts did not succeed and UN forces were often incapable of protecting the people. Rwanda, Somalia and Bosnia come to mind. These missions have been well documented, but are such failures representative of UN military interventions in the post-Cold War era? This question warrants an assessment of the UN's ability to lead, or in other words to plan, manage, direct and support military interventions. This monograph will perform this assessment by determining which factors really impact the success or failure of post-Cold War military interventions, and by comparing the ability of the UN to lead such interventions with that of an international alliance or coalition. It will be argued that the UN has in fact proven to be no more or no less effective than international coalitions, operating under the legitimacy of a UN resolution, in leading military interventions to success in the post-Cold War era. Only two factors greatly influence the outcome of any such interventions: the political will of the international community and the regional adversaries' interest in achieving a sustainable peace. United Nations璽€(TM) Operation in Somalia

This study examines whether the UN Operation in Somalia could have succeeded with a different approach or application. Somalia plunged into catastrophic humanitarian crises amidst brutality by the repressive regime and the civil war that followed its overthrow in January 1991. After a costly lapse of time, the UN undertook a peacekeeping operation in Somalia on 24 April 1992 with the adoption of Security Council Resolution 751. During the next three years of involvement, the UN sought to alleviate human suffering, disarm the factions, and institute a government--areas that would eventually determine success or failure. Given the major turns of events, the UN proved unequal to the task in each stage because of a chain of continuing flaws. However, this study suggests that chances for success were there and a different approach and application were needed. First, an early involvement could have yielded a positive outcome. Second, decisive and pragmatic approach during the United Nations Operation in Somalia (UNOSOM) I promised to be yet another way of being successful. The last possibility of success was linked with ability to capitalize on and continue the improved security and humanitarian situations that was achieved by the Unified Task Force. Strategic Communication and Public Affairs

Public Affairs and Strategic Communication are becoming increasingly more important in today's information-centric world. Air Force officials have given lip-service to the primacy of these skill sets, but have not reinforced those words with significant action toward training or equipping today's public affairs officers to be strategic communicators. Using the problem-solution research methodology, I begin this paper by examining the current state of Air Force Public Affairs, including the doctrine and training. One of the primary areas considered is the lack of consistent formal training for public affairs officers beyond their initial career field training. I also delve into the realm of the emerging strategic communications field, and how the Air Force and Department of Defense (DoD) officials are struggling to define and meet this mission area. Next, I analyze the necessary ties in strategic communication between public affairs and information operations, the doctrinal overlaps and similarities, and some of the challenges therein. The conclusion of the paper is a recommended roadmap for enhanced, standardized training for Air Force public affairs officers throughout their careers. The application of an operations-type initial qualification training (IQT) and mission qualification training (MQT) system is prescribed, to ensure the necessary training objectives are met. The Mechanism for Strategic Coercion

In the post-cold war environment of shrinking budgets and uncertain threats, America can no longer politically, nor economically, afford strategies that rely on our traditional military strategy of annihilation and exhaustion. Furthermore, America's position as the single remaining superpower virtually guarantees that our vital interests will not be directly challenged. This means that the use of military force is becoming even more politicized. Despite military leaders' apparent adherence to Clausewitz's maxim that war is an extension of policy, they usually approach strategic planning as if the application of force can be planned separately from the political effort. The traditional American military brute-force strategy does not always meet our national needs in this new world order.Strategic Coercion offers one alternative to this brute-force approach. Simply stated, strategic coercion is the act of inducing or compelling an adversary to do something to which he is averse. It involves using force and threatening action to compel an adversary to cease his current activity, or coerce him to reverse actions already taken. Two contemporary theories of strategic coercion seem to offer promising alternatives to brute force.First, Robert Pape's Denial Theory is based on the assumption that states make decisions as if they are rational, unitary actors attempting to maximize the utility of their choices. Essentially, nations perform a cost-benefit evaluation to determine the best course of action. Theoretically, one may be able to coerce a target nation by raising the expected costs to a prohibitive level, but Pape advocates that this is generally ineffective in conventional conflicts. Instead, coercion requires that the target nation be denied the probability of achieving the sought-after benefits. Africa has recently become strategically important to the US and China, mainly for economic reasons. The US and China, the leading consumers of oil in the world, have devised strategies to secure and expand their interests, especially the quest for resources in Africa. This involves the employment of the DIME instruments of national power to achieve their objectives. The strategies being adopted by both countries in pursuing their interests in Africa differ in principle and implementation. Many conflicts in Africa have been linked to the ways through which the US and the USSR pursued their policies in Africa during the Cold War. This research seeks to point out the likelihood of the Cold War mechanics being replicated with the increased presence of the US and China in Africa. It examines the possibility of instability increasing from the ways through which China and the US are pursuing their policies in Africa, using Nigeria and Sudan as case studies. The research concludes that although the Cold War model cannot be applied to this new competition, there are similarities that cause concern. United States National Security Interests and North Korea

United States (US) policy towards North Korea has struggled to adequately address the US national security interests. Contrary to interests delineated in the US National Security Strategy, North Korea possesses nuclear weapons, demonstrates the propensity to proliferate weapons of mass destruction (WMD), destabilizes the Korean Peninsula with its military threat, violates the human rights and dignity of its citizens, and is listed as a state sponsor of terrorism, . This work identifies opportunities for cooperation with China, Japan, South Korea, and Russia to meet US security interests while exposing the challenges for the same. With the exception of terrorism, all countries share US interests related to North Korea. However, a significant divergence in ways and means complicates a coordinated approach. In general, the US and Japan support hard power, favoring all instruments of national power, while China, Russia, and South Korea favor a diplomatic approach to issues. A National Security Strategy for Sweden

National security strategies should entail all instruments of power and not just the military. Furthermore, the strategy needs to identify both threats and opportunities. A national security strategy must consider the long-term if the state concerned shall stand any chance to take appropriate action and try to shape the environment in order to avoid or counter threats, mitigate undesired effects, and benefit from arising opportunities. Strategy development requires predictions of the future. A method well suited to strategy development is trend analysis. Trends are broad enough to capture all overarching patterns of change and do not include the degree of detail and speculation that scenario analysis can contain. Each trend consists of drivers and consequences. The role of strategy is to shape undesired drivers, support desired drivers, mitigate undesired consequences, and take advantage of desired consequences, in accordance with core national interests and the strategic situation of a particular country.The paper begins by identifying four foundational trends: climate change, globalization, energy transformation, and global demographic change. It goes on to describe Swedish core national values and interests, and evaluates the Swedish strategic position in the world. Finally, it develops a suggestion for a Swedish national security strategy focusing on global, regional, and local actions. Resurgent Russia and America's Vital Interests

Is the United Nation's Current Policy in Iraq Effective? Evaluation of Economic Sanctions and the Oil-for-Food Program

The United Nations policy toward Iraq, consisting of economic sanctions and what has come to be known as the Oil for Food program, is flawed- it does not meet either the national security objectives or the humanitarian objectives it was set out to accomplish. Saddam Hussein is still a threat and the Oil for Food program, the largest humanitarian program ever administered by the United Nations (UN), has done little to stop the widespread suffering of the Iraqi people. On one hand, the policy is evaluated on its success or failure in terms of national security by the United States Administration and a number of prominent U.S. think-tanks. On the other hand, it is evaluated based on its success or failure as humanitarian intervention by the International Committee of the Red Cross, the World Health Organization, the World Food Program, and a number of non-governmental organizations. Conclusions are based on the respective 'frame of reference' thereby polarizing the issue. A comprehensive policy for Iraq must address both national security and humanitarian concerns if it is to be successful. US Power Dominance in the 21st Century

This study comprises an analysis on why the United States will remain the world's pre-eminent superpower through examination of case studies on the Roman and British Empires and the United States. Using patterns adopted from theoretical models on political change, the author assesses the technological, economic, and military factors that led to the rise and fall of the Roman and British Empires. The conclusion is that although dominance in these areas contributed to the empires' power, deficiencies in these same areas led to their respective fall. No Fly Zones

This study attempts to determine if no-fly zones are effective tools of US foreign policy. In doing so, the author first defines what a no-fly zone is, what its key characteristics are, and what usable analogies are available to help decision-makers understand them. From there, he evaluates how the strategy development process applies to no-fly zones, and arrives at a framework that will provide beneficial for evaluating no-zones. This framework, broken into three levels of grand strategic, operational military, and domestic political, allows the reader to compare similar costs and benefits in a comprehensive manner arriving at useful conclusions. Next, the author applies this framework to the three no-fly zones the US has conducted since 1991-northern Iraq, southern Iraq, and Bosnia-Herzegovina. Using these case studies, the author shows that although expensive in some aspects no-fly zones are effective strategic tools that decision-makers should always consider when faced with national security challenges. The Mechanism for Strategic Coercion

In the post-cold war environment of shrinking budgets and uncertain threats, America can no longer politically, nor economically, afford strategies that rely on our traditional military strategy of annihilation and exhaustion. Furthermore, America's position as the single remaining superpower virtually guarantees that our vital interests will not be directly challenged. This means that the use of military force is becoming even more politicized. Despite military leaders' apparent adherence to Clausewitz's maxim that war is an extension of policy, they usually approach strategic planning as if the application of force can be planned separately from the political effort. The traditional American military brute-force strategy does not always meet our national needs in this new world order.Strategic Coercion offers one alternative to this brute-force approach. Simply stated, strategic coercion is the act of inducing or compelling an adversary to do something to which he is averse. It involves using force and threatening action to compel an adversary to cease his current activity, or coerce him to reverse actions already taken. Two contemporary theories of strategic coercion seem to offer promising alternatives to brute force.First, Robert Pape's Denial Theory is based on the assumption that states make decisions as if they are rational, unitary actors attempting to maximize the utility of their choices. Essentially, nations perform a cost-benefit evaluation to determine the best course of action. Theoretically, one may be able to coerce a target nation by raising the expected costs to a prohibitive level, but Pape advocates that this is generally ineffective in conventional conflicts. Instead, coercion requires that the target nation be denied the probability of achieving the sought-after benefits. Failing states present many threats to the international security arena and have recently come to the fore of international security circles. States which have failed require a greater level of effort in terms of intervention to contain their global effects versus those states which are failing. The United States is the only nation with the Military and Economic resources capable of independently engaging both failed and failing states. Unfortunately, U.S. interests, national will and domestic politics all guide whether or not the U.S. intervenes in certain failing states and prevents the U.S. from engagement in others. Engaging failing states with a global perspective requires an organization that is committed to the betterment of states, regions, and the global community as a whole, and is prepared to intervene in state domestic issues in order to ensure regional and global security. To engage failing states, the world needs a globally focused organization capable of engaging a policy of prevention. Protecting the Heavens

On 11 January 2007, the People's Republic of China successfully flight tested an antisatellite (ASAT) weapon against one of their own weather satellites, obliterating the satellite and creating thousands of pieces of dangerous debris in low earth orbit. China's flight test brought the world's attention to China's ASAT capabilities and resulted in a variety of US domestic responses. Renewed cries for treaties banning space weapons were heard and calls for the development of US counterspace capabilities began to materialize among military professionals. This singular, but significant, strategic event raises important questions: Does the United States need to revise its space policies and strategies in light of China's developing ASAT space capability? And if so, what is an optimum strategy? These questions are not easy to answer and fraught with ramifications for US national security. Overestimating China's capabilities or misunderstanding their intentions could cause the United States to unnecessarily expend resources protecting U.S space systems. Conversely, underestimating the threat could result in the degradation or loss of US space systems in time of war or crisis, significantly hindering US military power. This paper will examine China's ASAT weapons programs and possible intentions. The 2009 Failed States Index identifies many nations as being in danger of becoming failed states-in fact, two-thirds of the world's states are critical, borderline, or in danger of becoming just that. Failed states do not possess the necessary conditions to have truly sovereign governments that meet the needs of their populations. Colombia garnered a rating of 89 on the 2009 Failed States Index, just below that of Kyrgyzstan. It has experienced conflict for decades and as the author observed, was a "paradigm for a failing state" in that it was replete with terrorism, kidnapping, murder, corruption, and general lawlessness. But today it is much safer through the imposition of the Rule of Law. China-Latin America Military Engagement

This monograph examines Chinese military engagement with Latin America in five areas: (1) meetings between senior military officials; (2) lower-level military-to-military interactions; (3) military sales; (4) military-relevant commercial interactions; and, (5) Chinese physical presence within Latin America, all of which have military-strategic implications. This monograph finds that the level of PRC military engagement with the region is higher than is generally recognized, and has expanded in important ways in recent years: High-level trips by Latin American defense and security personnel to the PRC and visits by their Chinese counterparts to Latin America have become commonplace. The volume and sophistication of Chinese arms sold to the region has increased. Officer exchange programs, institutional visits, and other lower-level ties have also expanded. Chinese military personnel have begun participating in operations in the region in a modest, yet symbolically important manner. The monograph also argues that in the short term, PRC military engagement with Latin America does not focus on establishing alliances or base access to the United States, but rather, supporting objectives of national development and regime survival, such as building understanding and political leverage among important commercial partners, creating the tools to protect PRC interests in the countries where it does business, and selling Chinese products and moving up the value-added chain in strategically important sectors. It concludes that Chinese military engagement may both contribute to legitimate regional security needs, and foster misunderstanding. Full Steam Ahead

This research paper analyzes the international political factors associated with deploying a ballistic missile defense system (BMDS) in Eastern Europe. The analysis focuses on potential benefits to US national security, domestic considerations in the countries involved, Russia's viewpoint and objections to the plan, and a scrutiny of the threat. Due to the currency of this topic, most of the research relied on current event documents, including both pro- and anti-BMDS perspectives. Additional resources included official US, Polish, Czech, Russian, and Iranian publications. Ultimately the research supports the paper's thesis, which is that deploying BMDS to Eastern Europe will enhance US security interests. The United States proposed a deployment of ten interceptor missiles to Poland and a tracking radar system to the Czech Republic to counter the proliferation of ballistic missile technology throughout the world. Iran is working to enhance its missile capabilities and may be able to target Europe and the United States with long-range missiles by 2015. Other potentially hostile nations are likely to follow in Iran's footsteps as such technology becomes available. Poland and the Czech Republic are ideally positioned so that BMDS can effectively counter long-range missiles launched from the Middle East and destined for Europe or the United States. Both countries endorsed the proposal at the NATO Summit in April 2008, but neither country has actually granted final approval. US-China Military Engagement in the 21st Century

This research paper examines the current framework of military engagement between the US and China in order to determine its effectiveness in meeting US national strategic and military objectives, and to recommend a strategy and framework better suited to meeting those objectives. The research begins by reviewing the history of the US-China military relationship since 1972, and breaks it into four phases in order to discuss recurring themes in each. The paper then analyzes current US-China relations from each nation's perspective and then each nation's interest in pursuing military engagement with the other. After reviewing the current engagement activities in the US framework, this research offers an assessment of engagement from both the American and Chinese perspective. From these perspectives, recommendations for improving the framework are developed.This research concludes that some aspects of engagement are furthering US national objectives in form, and fewer in substance, and US policy makers believe it is primarily Chinese political sensitivities that are to blame. China's perspective on engagement, however, reveals a conflict between each nation's perspectives on the end states of the relationship, the value of transparency in reaching them, and the preferred construct of framework. It is this conflict of perspectives that prevents engagement from effectively reaching US objectives.This research suggests that a strategy for engagement must address the Chinese concepts of mutual understanding and trust and must develop strategic dialogue that addresses China's sensitivities. Air Force Public Affairs

Air Force information operations doctrine includes public affairs among the various components of influence operations, which is one of the three major elements of information operations. In contrast, joint doctrine segregates public affairs and information operations, with the former serving as a related capability to the latter. Due to the inherent conflict between the core purposes of public affairs and influence operations, the Air Force approach poses a risk to the effectiveness of public affairs programs and activities, and may ultimately undermine the fundamental principle of civilian control of the military. Therefore, the Air Force should amend its doctrine to explicitly separate public affairs and influence operations, and ensure its operational concepts draw clear distinctions between these similar but separate spheres of military communication. This paper argues in favor of this course of action by summarizing the changes in the global information and security environment that have prompted the need to reexamine operational concepts involved in public affairs and influence operations, then identifying the essential purpose of the public affairs and influence operations, respectively, and the contradictions created by forcing public affairs into the influence operations yoke. The China-Taiwan Conundrum

United States relations with the Peoples' Republic of China (PRC) have been tainted by the long-standing dispute between the PRC and Taiwan. US involvement began with support of Taiwan after World War II as an effort to stop the spread of Communism in Asia. In the ensuing 50-plus years, US ties to both the PRC and Taiwan have grown into a tremendously different, extremely complex state. The world threat of Communism does not exist now-eliminating the main reason we supported Taiwan in 1950. Conversely, the PRC is a growing influence in both the Asia-Pacific Region and the world-especially with its expanding economic strength. Recognizing and Adapting to Unrestricted Warfare Practices by China

In 1999, two Chinese Colonels published a concept paper which advocated that China adopt an #65533;Unrestricted Warfare#65533; (URW) strategy to respond to U.S. power and military superiority. Over the last 10 years, the Chinese government seems to have implemented elements of this strategy to erode U.S. world power and influence. Due to its cultural, doctrinal, and legal biases and constraints, the United States has experienced difficulty in recognizing and responding effectively to URW practices. If the U.S. hopes to deter, prevent, and/or respond to all forms of current and future URW threats, it must make policy and organizational changes within its government and the military. A primary reason why the U.S. is experiencing difficulty in adapting to URW practices is the difference in the thoughts and approach to warfare by the U.S. and the Chinese. The American way of conducting warfare has been greatly influenced by European authors and militaries that advocate that warfare as a physically violent action to compel an enemy to bend to your will and agree to your terms. Therefore, America fights wars of attrition and annihilation against its opponents and is best prepared for combat against symmetrical, regular enemy forces rather than asymmetrical ones. As with America and the West, the Chinese way of war is greatly influenced by its history and culture. The teachings of Confucius and Sun Zi, are of particular significance. These men taught obedience to the state, the primacy of relationships over law, and the importance of deception and surprise in warfare and the affairs of state. Defending the Homeland

Fall of 2009 five Al Qa'ida operatives were arrested by federal authorities while in the final stages of separate operational plans to conduct attacks within the United States. Clearly, law enforcement was aware of their activities. Others within the United States intelligence community were aware of who some of the individuals were and of their relationships with Al Qa'ida, but they had no knowledge of the specific plots that were underway. Alarmingly, The Adjutants General (TAGs) of the states where the plots were unfolding were unaware of these activities until the individuals were arrested and the stories hit the press. This is significant because the National Guard plays a key role in the American Homeland Security (HLS) enterprise, principally in response to a chemical, biological, radiological, nuclear or explosive (CBRNE) event. The United States and ASEAN-China Relations

While the overall security situation in Southeast Asia is something of a mixed bag, with grounds for both optimism and pessimism, one of the most encouraging trends in recent years has been the development of ASEAN's relations with major external powers. Relations between China and ASEAN in particular have demonstrated a marked improvement over the past decade, thanks to a combination of burgeoning economic ties, perceptions of China as a more constructive and responsible player in regional politics, and Beijing's "charm offensive" toward Southeast Asia. Overall, the development of ASEAN-China relations poses few security challenges to the United States today: good relations between China and ASEAN enhance regional stability, and a stable Southeast Asia is clearly in America's interests, especially with Washington focused on events in the Middle East. However, although ASEAN-China relations are very positive, this does not necessarily mean the United States is losing influence in Southeast Asia, or that ASEAN members are "bandwagoning" with China--in fact, they are hedging by keeping America engaged and facilitating a continued U.S. military presence. While ASEAN-China relations are relatively benign today, in the future several sources of potential friction could create problems in Sino-U.S. relations: these are Taiwan, Burma, and the South China Sea dispute. A National Security Strategy for Sweden

National security strategies should entail all instruments of power and not just the military. Furthermore, the strategy needs to identify both threats and opportunities. A national security strategy must consider the long-term if the state concerned shall stand any chance to take appropriate action and try to shape the environment in order to avoid or counter threats, mitigate undesired effects, and benefit from arising opportunities. Strategy development requires predictions of the future. A method well suited to strategy development is trend analysis. Trends are broad enough to capture all overarching patterns of change and do not include the degree of detail and speculation that scenario analysis can contain. Each trend consists of drivers and consequences. The North Atlantic Treaty Organization (NATO) was formed sixty years ago as a defensive alliance, in response to the threat the Soviet Union and, eventually, the Warsaw Pact in general posed to Western Europe. Today, neither of those entities exists, yet NATO stands supreme as the institution most able to guarantee the security of its members, and the stability of the greater Euro-Atlantic area as a whole. NATO Enlargement

This paper analyzes NATO enlargement and explores the dichotomy between Articles 5 and 10 of the Washington Treaty. Drawing from previous studies on NATO enlargement (Szayna, Cox and Kendall), it introduces a dual-axis model using democratic and strategic values to predict which nations NATO will invite into the Alliance in the future. It then applies the model to the first two rounds of post Cold-War NATO enlargement, and explains anomalies.
