After serving as governor, Bryan defeated incumbent Republican Senator Chic Hecht for a seat in the United States Senate. He served two terms in the Senate, retiring at the end of his term in 2001.
Economic Growth and Cohesion Policy Implementation in Italy and Spain
This book concerns EU Cohesion Policy and the economic convergence of underdeveloped regions in Italy and Spain from the first programming period to the present: it investigates the political and institutional factors that determine the success or failure of implementing EU Cohesion Policy at national and sub-national level, as well as their impact on economic growth. On the wave of the American tradition of development studies, this book suggests that public policy analysis can be fruitful for understanding economic growth and cohesion, if it were to reconstruct domestic public interventions for development and the institutional characteristics of the subjects responsible for pursuing development goals. To do so, this book derives its theoretical foundations from the traditional debate on the role of state actors in promoting economic development and on the institutional characteristics that the public authorities involved in the process ofeconomic development should display. More precisely, by adopting an Hirschmanian approach to development, it elaborates an original framework to compare different Cohesion Policy implementations and to understand its economic results in different countries, using Italy and Spain as pilot studies.

Current policy processes often fail to adequately capture complexity, favouring 'quick fix' approaches to regulation and integration that result in various forms of alienation: problem alienation, institutional alienation, political alienation and social alienation. How to Win Well
Civil resistance is one of the most powerful forces for moving countries from dictatorship to democracy. Yet many civil resistance campaigns, even when they achieve a breakthrough against their authoritarian opponents, fail to result in high-quality new democratic regimes. I argue that one key factor influencing this is the mechanism through which civil resistance campaigns achieve this breakthrough. Winning a civil resistance campaign via an election or negotiation tends to promote democratization, while extra-institutional seizures of power, even when primarily nonviolent, tend to make democratization less likely. Crossnational statistical evidence from all successful civil resistance campaigns from 1945-2011 and two key case studies from Egypt and Armenia provide strong supportive evidence of the importance of breakthrough mechanisms and the democratizing impact of elections and negotiations. To promote democracy, civil resistance typically must not just win, it must win well.

An N Enquiry Into Linear Conflict Models
This monograph generalises, and extends, the classic dynamic models in conflict analysis (Lanchester 1916, Richardson 1919, Boulding 1962). Restrictions on parameters are relaxed to account for alliances and for peacekeeping. Incrementalist as well as stochastic versions of the model are reviewed. These extensions allow for a rich variety of patterns of dynamic conflict. Using Monte Carlo techniques as well as time series analyses based on GDELT data (for the Ethiopian-Eritreian war, 1998-2000), we also assess the empirical usefulness of the model. It turns out that linear dynamic models capture selected phases of the conflict quite well, offering a potential taxonomy for conflict dynamics. We also discuss a method for introducing a modicum of (bounded) rationality into models from this tradition.
From the Hills to the Streets to the Table
From 1996 until 2006, Nepal experienced a civil war that resulted in over 16,000 casualties. Remarkably, the conflict transitioned from an armed insurgency to a civil resistance campaign that overthrew the monarchy and brought about a transition to democracy. Leveraging a framework developed by V矇ronique Dudouet in her 2017 ICNC Special Report, Powering to Peace: Integrated Civil Resistance and Peacebuilding Strategies, this case study analyzes how a combination of civil resistance and peacebuilding strategies made the transition from civil war to civil resistance in Nepal possible and how it led to a successful conflict settlement. However, it also reveals how failures in post-conflict peacebuilding and some shortcomings of civil resistance strategies during that time have produced a turbulent aftermath, falling short of the goals of reconciliation, transitional justice, and sustainable peace.

And he demonstrates how the targets of rights campaigns repulse such assaults, using their own rights-like weapons: denying the abuses they are accused of, constructing rival rights to protect themselves, portraying themselves as victims rather than violators, and repudiating authoritative decisions against them. This sophisticated framework is applied to a diverse range of examples, including nineteenth-century voting rights movements; the American civil rights movement; nationalist, populist, and religious movements in today's Europe; and internationalized conflicts related to Palestinian self-determination, animal rights, gay rights, and transgender rights. Comparing key episodes in the deployment of rights, Rights as Weapons opens new perspectives on an idea that is central to legal and political conflicts.

The Security Sector Governance-Migration Nexus
The main argument is that improving migrants' rights and conceptual linkages between SSG/R and migration is best achieved, by decentring our gaze, namely going beyond the 'national' and 'state-centric' view that characterizes traditionally SSG/R and to consider the agency of both migrants and SSR actors. First from a migrants' perspective, it is key for SSR actors to go beyond traditional legal classifications and to consider the diversity of personal situations that involve refugees, stranded migrants and asylum seekers, which might endorse different roles at different times of their journeys and lives. Second, the transnational nature of migration calls for a transnationalization of SSG/R too. For too long the concept has mostly been applied within the national setting of SSR institutions and actors. Migration calls for a clear decentring that involves a transnational dimension and more work among transnational actors and policymakers to facilitate a norm transfer from the domestic to the interstate and international level. As such, the 'transnational' nature of migration and its governance needs to be 'domesticated' within the national context in order to change the mindset of SSG/R actors and institutions.More importantly, the paper argues that poor SSG/R at home produces refugees and incentivizes migrants to leave their countries after being victims of violence by law enforcement and security services. During migrants' complex and fragmented journeys, good security sector governance is fundamental to address key challenges faced by these vulnerable groups. I also argue that a better understanding of migrants' and refugees' security needs is beneficial and central to the good governance of the security sector.After reviewing the key terms of migration and its drivers in section 2, section 3 reviews how SSG is part of the implementation of the GCM. SSR actors play a role in shaping migratory routes and refugees' incentives to leave, in explaining migrants' and refugees' resilience, in protecting migrants and refugees, and in providing security. Although it cautions against artificial classifications and the term of 'transit migration', section 4 reviews what the core challenges are in the countries of origin, transit and destination. Section 5 provides a detailed overview of the linkages between migration and each security actor: the military, police forces, intelligence services, border guards, interior ministries, private actors, criminal justice, parliaments, independent oversight bodies and civil society. Section 6 formulates some recommendations.

Yves Montand in the USSR
This volume is the first book-length account of Yves Montand's controversial tour of the Soviet Union at the turn of the years 1956/57. It traces the mixed messages of this internationally visible act of cultural diplomacy in the middle of the turbulent Cold War. It also provides an account of the celebrated French singer-actor's controversial career, his dedication to music and to peace activism, as well as his widespread fandom in the USSR. The book describes the political background for the events of the year 1956, including the changing Soviet atmosphere after Stalin's death, portrays the rising transnational stardom of Montand in the 1940s and 1950s, and explores the controversies aroused by his plan to visit Moscow after the Hungarian Uprising. The book pays particular attention to Montand's reception in the USSR and his concert performances, drawing on unique archival material and oral history interviews, and analyses the documentary Yves Montand Sings (1957) released immediately after his visit.

This book begins by defining the concept of a creeping crisis, showing how existing literature fails to properly define and explore this phenomenon and outlining the challenges such crises pose to practitioners. Why is cabinet government so resilient? Despite many obituaries, why does it continue to be the vehicle for governing across most parliamentary systems? Comparing Cabinets answers these questions by examining the structure and performance of cabinet government in five democracies: the United Kingdom, Denmark, the Netherlands, Switzerland, and Australia. The book is organised around the dilemmas that cabinet governments must solve: how to develop the formal rules and practices that can bring predictability and consistency to decision making; how to balance good policy with good politics; how to ensure cohesion between the factions and parties that constitute the cabinet while allowing levels of self-interest to be advanced; how leaders can balance persuasion and command; and how to maintain support through accountability at the same time as being able to make unpopular decisions. All these dilemmas are continuing challenges to cabinet government, never solvable, and constantly reappearing in different forms. Comparing distinct parliamentary systems reveals how traditions, beliefs, and practices shape the answers. There is no single definition of cabinet government, but rather arenas and shared practices that provide some cohesion. Unaccompanied Migrant Children
Unaccompanied migrant children are the most vulnerable group of migrants and refugees. Their experiences, their contested legal status in the host countries, and their treatment before, during, and after migration call for an ethics of child migration that places unaccompanied migrant children at the center. This volume gathers international experts from the fields of social work, social science, law, philosophy, and Catholic ethics. Social science, psychological, and social work studies, analyses of US and international law of child migration, refuge and asylum policies, and several case studies regarding law enforcement highlight the more recent shifts in policies both in the United States and Europe. The current policies are confronted with two major normative frameworks that go beyond migration laws or the international refugee and asylum provisions: the United Nations Convention of the Rights of the Child, and the approach of the Catholic social ethics of migration. The authors address the challenges of childhood under the conditions of migration: the uprooting of lives, the journey and transition into foreign countries and cultures, and the transition into adulthood. They discern the legal provisions and obstacles of the immigration process, the securitization of the borders, and the criminalization of unaccompanied migrant children. Catholic social ethics, the theological authors argue, must offer more than its pastoral call for charity, solidarity, and compassion that is already in place, inspiring multiple Catholic organizations, groups, and individuals. The Christian emphasis on family rights and values, originating in the story of the Holy Family, is necessary, yet insufficient when children are separated from their parents--instead, children must be recognized as vulnerable agents in their own right, and the moral dilemmas families sometimes face be acknowledged. US and European policies must be informed by the interpretation of justice, and the principle of the common good must be held against the firewalling of the West. As a political ethics, Catholic social ethics must critique and reject the use of the Christian religion for nationalist policies and depictions of migrant children as a threat to the cultural identity of Western societies.
The Nexus Between Security Sector Governance/Reform and Sustainable Development Goal-16
This Security Sector Reform (SSR) Paper offers a universal and analytical perspective on the linkages between Security Sector Governance (SSG)/SSR (SSG/R) and Sustainable Development Goal-16 (SDG-16), focusing on conflict and post-conflict settings as well as transitional and consolidated democracies. Against the background of development and security literatures traditionally maintaining separate and compartmentalized presence in both academic and policymaking circles, it maintains that the contemporary security- and development-related challenges are inextricably linked, requiring effective measures with an accurate understanding of the nature of these challenges. In that sense, SDG-16 is surely a good step in the right direction. After comparing and contrasting SSG/R and SDG-16, this SSR Paper argues that human security lies at the heart of the nexus between the 2030 Agenda of the United Nations (UN) and SSG/R. It first provides a brief overview of the scholarly and policymaking literature on the development-security nexus to set the background for the adoption of The Agenda 2030. Next, it reviews the literature on SSG/R and SDGs, and how each concept evolved over time. It then identifies the puzzle this study seeks to address by comparing and contrasting SSG/R with SDG-16. After making a case that human security lies at the heart of the nexus between the UN's 2030 Agenda and SSG/R, this book analyses the strengths and weaknesses of human security as a bridge between SSG/R and SDG-16 and makes policy recommendations on how SSG/R, bolstered by human security, may help achieve better results on the SDG-16 targets. It specifically emphasizes the importance of transparency, oversight, and accountability on the one hand, and participative approach and local ownership on the other. It concludes by arguing that a simultaneous emphasis on security and development is sorely needed for addressing the issues under the purview of SDG-16.
