This book tells the stories of the transformation of the rail freight industry, in Australia and New Zealand, from 1990 to 2020.Privatisation was seen in the 1990s as the way for state and national governments to avoid the on-going deficits of their railway systems. The policy of privatisation was applied with faith and hope, but with no understanding of the risks for governments as policy-makers for their economies and for land transport. Governments became ignorant of, and uninterested in, the freight rail industry, and thus were unprepared for the consequences of their earlier decisions. In Australia, it is now recognised that policy gridlock has ensued. In New Zealand, the Government was forced to pay far too much to renationalise the country's railway system, in order to avoid subsidising its private owner in perpetuity.Explaining what happened, where, and why, and how political ideology influenced the outcomes, is the purpose of this book. Spencer Naith worked for over thirty years in freight railways as a research leader, project manager and consultant in railway operations planning and service design. He has a deep knowledge of the interplay of the resources required to operate freight railways successfully. The study of violent extremism has seen a great deal of academic and practitioner focus on the processes of radicalization, and strategies to counter and de-radicalize extremists. Comparatively, little has been written on the subject of Diversion - early, upstream interventions aimed at deflecting individuals from a pathway of radicalization. This volume addresses this gap in scholarship by analyzing the strategies being deployed worldwide, aimed at diverting or deflecting individuals, and communities, from the path of radicalization. Disengagement - which is often necessary when one has already progressed past the 'at-risk' stage - is also addressed, given that social workers, counselors and other practitioners do not necessarily find the distinction between the two a critical issue in practice. Rust Belt Union Blues
In the heyday of American labor, the influence of local unions extended far beyond the workplace. Unions were embedded in tight-knit communities, touching nearly every aspect of the lives of members--mostly men--and their families and neighbors. They conveyed fundamental worldviews, making blue-collar unionists into loyal Democrats who saw the party as on the side of the working man. Today, unions play a much less significant role in American life. In industrial and formerly industrial Rust Belt towns, Republican-leaning groups and outlooks have burgeoned among the kinds of voters who once would have been part of union communities. Lainey Newman and Theda Skocpol provide timely insight into the relationship between the decline of unions and the shift of working-class voters away from Democrats. Drawing on interviews, union newsletters, and ethnographic analysis, they pinpoint the significance of eroding local community ties and identities. Using western Pennsylvania as a case study, Newman and Skocpol argue that union members' loyalty to Democratic candidates was as much a product of the group identity that unions fostered as it was a response to the Democratic Party's economic policies. As the social world around organized labor dissipated, conservative institutions like gun clubs, megachurches, and other Republican-leaning groups took its place. Rust Belt Union Blues sheds new light on why so many union members have dramatically changed their party politics. Zero Poverty Society
The notion that every person living amidst the relative affluence of the rich world has a right to a minimum income enabling social participation, be it frugally and soberly, holds as a fundamental matter of social justice to most people. But how can we make sure that every person has a decent minimum income allowing for a life with dignity in societies rich enough to afford such a right? How can we ensure that minimum income support is cost-effective and compatible with other goals such as promoting work effort, self-reliance, and upward mobility? How can political support for such schemes be fostered and made robust? Zero Poverty Society assesses the current state of minimum income protection in the rich world, building on original empirical analysis. It also engages with debates on topics as diverse as optimal targeting and means-testing, administrative complexity, non-take-up, behavioural economics, the political economy of minimum income protection, and basic income. Marchal and Marx conclude that more adequate poverty prevention is possible, without the costs having to be prohibitive. However, they are sceptical about 'silver-bullet' solutions such as basic income. Adequate minimum income protection is not a matter of getting one scheme or policy right. It is a matter of getting multiple policy levers right, in the right configuration. Incremental, context-conscious expansion is the way forward if we really care about the most vulnerable.
