As part of these journeys, refugees are increasingly turning to courts to ask for protection, not from persecution in their homeland, but from a place of 'refuge'. In Infrastructures of Impunity Elizabeth F. Drexler argues that the creation and persistence of impunity for the perpetrators of the Cold War Indonesian genocide (1965-66) is not only a legal status but also a cultural and social process. Impunity for the initial killings and for subsequent acts of political violence has many elements: bureaucratic, military, legal, political, educational, and affective. Although these elements do not always work at once--at times some are dormant while others are ascendant--together they can be described as a unified entity, a dynamic infrastructure, whose existence explains the persistence of impunity. For instance, truth telling, a first step in many responses to state violence, did not undermine the infrastructure but instead bent to it. Creative and artistic responses to revelations about the past, however, have begun to undermine the infrastructure by countering its temporality, affect, and social stigmatization and demonstrating its contingency and specific actions, policies, and processes that would begin to dismantle it. Drexler contends that an infrastructure of impunity could take hold in an established democracy.

Ethnopolitical Entrepreneurs presents the story of the Armenians of Glendale, California. Coming from Argentina, Armenia, Egypt, Iran, Jordan, Lebanon, Russia, Syria, and many other countries, this group is internally fragmented and often has limited experience with the American political system. Nonetheless, Glendale's Armenians have rapidly mobilized and remade an American suburban space in their own likeness. In telling their story, Daniel Fittante expands our understanding of US political history. From the late nineteenth-century onward, Irish, Italian, Jewish, and several other immigrant populations in large American cities began changing the country's political reality. The author shows how Glendale's Armenians--as well as many other immigrants--are now changing the country's political reality within its dynamic, multiethnic suburbs. The processes look different in various suburban contexts, but the underlying narrative holds: immigrant populations converge on suburban areas and ambitious political actors develop careers by driving coethnics' political incorporation.

Infrastructures of Impunity
In Infrastructures of Impunity Elizabeth F. Drexler argues that the creation and persistence of impunity for the perpetrators of the Cold War Indonesian genocide (1965-66) is not only a legal status but also a cultural and social process. Impunity for the initial killings and for subsequent acts of political violence has many elements: bureaucratic, military, legal, political, educational, and affective. Although these elements do not always work at once--at times some are dormant while others are ascendant--together they can be described as a unified entity, a dynamic infrastructure, whose existence explains the persistence of impunity. For instance, truth telling, a first step in many responses to state violence, did not undermine the infrastructure but instead bent to it. Creative and artistic responses to revelations about the past, however, have begun to undermine the infrastructure by countering its temporality, affect, and social stigmatization and demonstrating its contingency and specific actions, policies, and processes that would begin to dismantle it. Drexler contends that an infrastructure of impunity could take hold in an established democracy.
Subaltern Silence

Instead, this illuminating book shows, a host of subtle new techniques have arisen that dominate vast categories of people by rendering them silent. Kevin Olson investigates how contemporary societies silence the subaltern: sometimes a literal silencing, often a metaphor for other ways of making people unheard. Such forms of silence make some people invisible, push others to the margins, and devalue the voices and actions of still others. Subaltern Silence traces the development of these techniques to the early years of European colonialism, focusing on Haiti's revolution and postcolonial trajectory. Exploring rich archives from Europe and the postcolonial world, Olson critiques fundamental modern institutions and technologies, such as the public sphere, the free press, and even progressively minded democratic revolution, as sites of exclusion. With the emergence of postcoloniality, he argues, subordination has become increasingly abstract, virtual, and symbolic. Nonetheless, it lies at the heart of contemporary racial politics, divides Global South from Global North, and allocates privileges and burdens in ways that are often scarcely perceptible. Engaging deeply with the thought of Gayatri Spivak and Michel Foucault, Subaltern Silence offers a new genealogy of colonialism and postcoloniality that is both historically informed and theoretically rich.
