Conflict Termination and Regime Change

Many US military operations since the end of the Cold War have ended improperly; the failure has not been due to a flaw in doctrine. Instead, senior civilian and military leaders have chosen to ignore or have neglected the complexities of termination. The US seemingly began Operating Enduring Freedom and Iraqi Freedom with no apparent exit strategy. Senior US civilian and military leaders in the Bush Administration erroneously presumed that some other entity would assume responsibility for termination. Their decision was in direct conflict with doctrine, which clearly outlined the responsibility to plan for termination. Consequently, the United States was forced to assume responsibility for nation building. The research sought to explain why senior military or civilian leaders have neglected the specification of termination criteria. To provide the answer, it was necessary to explore four possible explanations. The first possible explanation is simply that military doctrine never addressed termination or that military theory neglected war termination. A second possible explanation was that both civilian and military leaders did not see termination as a responsibility of the US military. The next possibility was that the US did not intend to create a long-term commitment to the stability of a particular government. Lastly, the failure to define termination may have been simply a consequence of unforeseen unique circumstances. The research assessed US doctrine and operations in the pre-September 11, 2001 environment with post September 11, 2001 operations in Afghanistan and Iraq. The object of the study was to review the lessons learned from earlier operations and determine if they were applied to planning for Operation Enduring Freedom and Iraqi Freedom. Operation Just Cause in 1989 and Operation Uphold Democracy in 1994 were chosen because both operations focused on regime change. Termination for operations in Panama, although executed poorly, ended successfully. Relationships Between Political Development and Intervention

The Democratic Republic of the Congo (the Congo) received its independence from Belgium on 30 June 1960. The Congo's political development from the 1700s to 1960 resulted in a democratically elected Congolese administration that at the time of independence was unable to operate the national government or the economy. As a result, the Congo became a failing state within days of gaining independence. Beginning with King Leopold II's reign over the Congo in 1885 and continuing under the administrations of President Joseph Mobutu, President Laurent Kabila, and President Joseph Kabila, successive Congolese administrations employed four governing practices that undermined the country's stability. Congolese administrations relied upon foreign political support to retain power. They used private international companies to fulfill many security and economic functions. They manipulated ethnic differences within their populations to maintain control, and they used the state's resources to increase their own personal wealth and power at the expense of the Congo's larger social well being. These governing practices have both helped and thwarted international interventions into the Congo since 1960. Between 1960 and 2005, the United Nations, the international community, and various African states launched interventions into the Congo. The intervening entities used a combination of military, political, and economic means to stabilize the Congo. The interventions varied in their use of opportunities made available by the Congo's state of political development. Examples of such opportunities included the widespread public support for democratic rule, the presence of a democratically elected administration, and the Congo's dependence on foreign aid. Roles and Functions of Fire Support in Peace Operations

The collective security environment has changed dramatically in recent years. Ethnic conflict, traditional rivalries and religious disputes have increased the scope and frequency of peace operations for military forces. Instability is now the 'norm' which characterizes nearly all peace operations environments. UN and US forces are ostensibly committed to peace operations on a continual basis and must, therefore, extract the maximum contribution for each component element. Versatile application of all capabilities within the fire support Battle Operating System (BOS) will enhance the peace force's ability to implement the political mandate. This monograph analyzes the potential roles and functions for the fire support BOS during the conduct of peace operations. Recent peace operations suggest five methods that fire support can be used during peace operations: conventional use for force protection; psychological intimidation; command and control; agreement compliance; and other specified collateral missions. The four most recent peace operations involving significant US participation form the database for the analysis. Additionally, combat training center results from the limited number of peace operation rotations conducted form a fifth case study. This study concludes that there are important roles and functions for the fire support battle operating system during peace operations. Historical evidence supports each of the five categories of roles and functions proposed. Of these roles, force protection remains the highest priority for fire support use. Fire support units and elements are also well-designed for non-traditional missions common during peace operations. However, regardless of the role or function performed, fire support involvement in peace operations requires updated doctrine and a focused training approach. Potential for Normal Political Relations Between the United States and Iran Following Presidential Elections in Each Country

With Presidential elections in both the United States and Iran occurring within eight months of each other, one can suspect major changes in the political environment. This environment is not just the relationship between the U.S. and Iran, but the entire world, and more specifically the Middle East. With one new President and another possible new President in Iran, the impacts could be dramatic. The author believes that the political landscape will change, however, the unilateral relationship between the United States and Iran will not change substantially. The basic factors examined are limited, but the assumptions would be the same if the base were expanded. The major efforts are put into the history of the relationship between the United States and Iran. This history points out that despite the various stages there was once a congenial relationship. The historical review depicts that both countries have had both positive and negative events that influenced the relationships. This fact in itself would lead to believe that if it was so once, it could be possible again. The use of terrorism throughout the world has created a new paradigm for political processes and expectations by state and non-state actors. Terrorism is not a political recognized bargaining tool, but many countries are now expending millions if not billions of dollars attempting to defeat it. These efforts are wide-ranging and influence relationships across the globe. More specifically, terrorism has negative impacts in almost all countries. The use of terrorism by a state actors, or countries that expect respect is a limiting factor in this world of instant information. Terrorism is a limiting factor when trying to establish relationships, however, non-state actors can negatively influence these attempted relationship-building efforts. This research project was undertaken to support the Assistant Secretary of Defense for Public Affairs' [ASD (PA)] in-depth audit and analysis of communication processes, procedures, staffing and resources for PA operations into the 21st Century. I was tasked to provide a chronology of DOD 's PA history and evaluate the documents developed by the military departments and Department of Defense (DOD) for their Public Affairs (PA) activities. The evaluation involved identifying duplications and redundancies, and if possible, to streamline the documents maintained by the PA communities. A later tasking brought the need to evaluate how joint doctrine affects PA activities. While reviewing the voluminous PA data and references to website sources provided by the four services, I became aware that all the services initiated guidance to their personnel based on directives levied by ASD (PA) but each service's written guidance reflected their service's culture - not a PA vision provided by DOD and service PA leaders. Operational Implications of Private Military Companies in the Global War on Terror

This monograph discusses the implications of private military companies (PMCs) in the global war on terror (GWOT). The recent upsurge in the use of PMCs to support the prosecution of the global war on terror has impinged increasingly on what is traditionally seen as the state monopoly on violence. PMCs as entities on the stage of conflict are widely misunderstood and as a result, often operate in an area of scant regulation, limited oversight, and ineffective control. As PMCs become increasingly involved in operations, the implications for the military are wide ranging and planners and commanders need to be aware of the capabilities and limitations of PMCs. Currently, little doctrine and guidance exists on PMCs. Specifically, this monograph examines the myriad factors concerned with PMCs, their benefits and disadvantages. The purpose of this paper is to assess the operational implications of the employment of PMCs. It will analyze the identity and current state of the PMC industry. The hypothesis is that the current level of PMC use is not a deliberate policy decision, but a result of assumptions of the nature of the GWOT and that the current state of legislation and contractual oversight is woefully inadequate. Why are armed civilians operating with legal impunity in Iraq? How much is the military aware of this and why is there no doctrine available for commanders or planners to consult regarding PMCs? Through the application of a strengths, weaknesses, opportunities and threats analysis, the above questions will be answered. The analysis is then presented, primarily, through the lens of the elements of operational design. The monograph concludes that the considerable utility of PMCs should not be overlooked and that they can be valuable contributors and partners in the war against terror. Currently though, numerous issues regarding PMCs need attention. This monograph focuses on a region of geopolitical and strategic importance to the United States. The region of Central Asia comprises five countries; Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan, and Kyrgyzstan. Historically, this area of the Asian continent was the "mid-point" on the fabled Silk Road trade route between the East and the West. By 21st Century standards, the region straddles the Asian continent at its mid-point, between east and west - China and Europe and in particular Russia. Following the terror attacks on September 11, 2001 on the United States, Central Asia took on renewed strategic importance. Finally, proximity to the Taliban regime in Afghanistan necessitated staging bases and support structures to support coalition force combat operations as part of Operation Enduring Freedom. Following the collapse and break-up of the Soviet Union, the United States quickly recognized and then established diplomatic relations with the five newly independent Central Asian republics. Initial engagement was bilateral and mainly economic, based on development of energy resources and infrastructure to export energy resources to the west. Five years into the War on Terror, the United States continues to engage with the individual Central Asian nations on a bilateral basis. This methodology of engagement does not take into account the new and shared global realities of the 21st Century, nor common interest shared with the major powers that border the region, Russia and China. This monograph proposes a new approach, a Phase 0 (Zero, based on current joint doctrine) regional engagement framework based on the instruments of national power as addressed in the National Military Strategic Plan for the War on Terrorism. The ?one China? policy that the US currently backs limits the military options to preposition people and supplies on Taiwan. The long ranges inherent with Pacific operations, for both deployment and employment, require that we be ready to defend Taiwan from austere and distant locations such as Andersen AB, Guam. China's ability to produce and procure modern weapons forces US and Taiwanese assets to fight within Chinese threat rings, while still achieving accurate results. US aircraft must be able to operate in these threat envelopes and gain air superiority, while supporting Taiwan's amphibious defenses. This study comprises an analysis of the German nuclear policy and encompasses two major aspects. First, an attempt to explain Germany's reluctance towards nuclear weapons, and secondly, an analysis of the implications of the findings for Germany's nuclear posture in the future. The research begins with a look at Germany's recent history following WWII with particular emphasis on its politics and nuclear ambitions. The historic part is separated into three chapters, the phase when Germany was disarmed and carefully began to regain signs of political life, followed by the struggle to rearm, and finally Germany's way into the Western Alliance. The underlying argument points out the German government's persistent strife for nuclear ownership in order to regain political status beyond its initial goal of national sovereignty and reunification. Watching its neighbors gaining prestige and status through their independent nuclear weapons program the young Republic undertook several attempts to gain control over those weapons, but ultimately failed. As will be pointed out during this study, the German population did not entirely share its government's enthusiasm for nuclear weapons. The last 60 years saw a great change in United States involvement in the world. From an isolationist position before World War II, the United States moved to world leadership as underwriter of European security and balancer of Soviet expansionism. The reason this country bore the brunt of that huge undertaking was clear. It was in our "Vital National Interests." First, fascist aggression sought world domination, and war resulted. Then, the security of the United States was clearly tied to blocking the spread of communism through a national policy of containment. In November 1989, the Berlin Wall came tumbling down and with it Churchill's famous Iron Curtain. Just two years later, in December of 1991, the Union of Soviet Socialist Republics died. The rapid fall of the Soviet Communist regime did two drastic things to international politics. First, it ended the communist threat to the US and free world. Second, the fall ended the Cold War and with it, bipolarity. Now turbulence worldwide generates as ethnic and nationalistic sentiments surface and cause civil and regional conflicts. Previously, these sentiments were buried under the mantel of communism. These conflicts present new challenges for the world and those concerned with maintenance of its order. The United States has not determined how to define these problems and the interests of this country, nor what the proper response to these events should be. The old bipolar paradigm is inadequate and a new one must be developed. This monograph examines the United States' position regarding further expansion of the North Atlantic Treaty Organization (NAT0) to include additional countries that were part of the former Warsaw Pact during the Cold War. This process has been evolving since the early 1990s and has already seen Poland, Hungary, and the Czech Republic join the ranks of the alliance in 1999. The purpose of this monograph is to recommend a position that the United States should favor at the 2002 Summit in Prague, where the allies will address further expansion. This monograph begins by analyzing the history of NATO, an alliance that many consider one of the most successful in history, concentrating on NATO's evolving strategy after the dissolution of the Soviet Union and the Warsaw Pact in 1991. This monograph also explains why the United States must stay involved in European affairs and keep Europe as a cornerstone of our national security strategy. This monograph next analyzes lessons learned from previous alliance expansions and how the alliance has helped solve historic differences between countries, as in the case of France and Germany, or perhaps helped them at least avoid war, as in the case of Greece and Turkey. This section also analyzes the impact of the first round of expansion on the alliance and concludes with a brief country overview of each of the nine NATO aspirant countries. In 1999, two Chinese Colonels published a concept paper which advocated that China adopt an #65533;Unrestricted Warfare#65533; (URW) strategy to respond to U.S. power and military superiority. Over the last 10 years, the Chinese government seems to have implemented elements of this strategy to erode U.S. world power and influence. Due to its cultural, doctrinal, and legal biases and constraints, the United States has experienced difficulty in recognizing and responding effectively to URW practices. If the U.S. hopes to deter, prevent, and/or respond to all forms of current and future URW threats, it must make policy and organizational changes within its government and the military. A primary reason why the U.S. is experiencing difficulty in adapting to URW practices is the difference in the thoughts and approach to warfare by the U.S. and the Chinese. The American way of conducting warfare has been greatly influenced by European authors and militaries that advocate that warfare as a physically violent action to compel an enemy to bend to your will and agree to your terms. Therefore, America fights wars of attrition and annihilation against its opponents and is best prepared for combat against symmetrical, regular enemy forces rather than asymmetrical ones. As with America and the West, the Chinese way of war is greatly influenced by its history and culture. The teachings of Confucius and Sun Zi, are of particular significance. These men taught obedience to the state, the primacy of relationships over law, and the importance of deception and surprise in warfare and the affairs of state. Security and stability in the 21st century have little to do with traditional power politics, military conflict between states, and issues of grand strategy. Instead they revolve around the disruptive consequences of globalization, declining governance, inequality, urbanization, and nonstate violent actors. The author explores the implications of these issues for the United States. He proposes a rejection of "stateocentric" assumptions and an embrace of the notion of the New Middle Ages characterized, among other things, by competing structures, fragmented authority, and the rise of "no-go" zones. The objective of this paper is to determine how environmental degradation impacts U.S. National Security by researching the evolution of the concept of environmental security. Research was pursued via Internet and AU Library sources. Significant articles, papers, and books on population impacts, environmental degradation, violent conflict, and environmental security were reviewed and analyzed from 1960 till 1998. In the first chapter, I analyzed the research material investigating the causes and effects of environmental degradation in the 1960s and 1970s, focusing on the impact of population growth. This early material debated the potential, deadly environmental effects, swift decline in living conditions, and violent conflict for scarce renewable and nonrenewable resources that the impending "population bomb" would cause. Chapter Two looks at the growing debate during the 1970s and 1980s on the effects of environmental degradation on ecosystems, and the possible ramifications on international security. The first appearance of the concept of environmental security was seen during this phase. The third chapter deals with the connection between degradation of renewable resources, violent conflict, and environmental security. Requirements and Challenges Facing the NATO Intelligence Fusion Center

Since September 11, 2001, both the United States (US) and North Atlantic Treaty Organization (NATO) have undergone transformation to improve intelligence collection, analysis, production and dissemination in support of the Global War on Terrorism (GWOT). The Intelligence Reform and Terrorism Prevention Act passed by Congress in 2004 provided guidance to the US Intelligence Community on the establishment of an integrated intelligence network.1 Similarly, NATO's Allied Command Transformation (ACT) determined that NATO's intelligence architecture must transform to meet future operational intelligence needs and proposed establishment of the NATO Intelligence Fusion Center (IFC). Officially opened by NATO on October 16, 2006, the IFC's ultimate goal is to provide a mechanism by which NATO's 26 member states can collaboratively develop and share information and intelligence in support of the common goal of winning the GWOT and promoting global peace and stability. Cognitive Biases

Our vast and powerful Department of Defense is focused on the war in Afghanistan. As of President Obama's West Point Speech, it has become the main war effort. Signs began to appear though, that the National Security Agency (NSA) was falling prey to some of the common cognitive biases that we all fall prey to. Research into past conflicts revealed that in fact the executive branch's very set up incline it to succumb to these biases, unknowingly. This paper explores those cognitive biases, the results from the past and the potential areas where the NSA is vulnerable to these cognitive biases. The research consisted mainly of psychology articles and manuals, history books and papers and newspapers and articles on Afghanistan today. It showed that we do have vulnerabilities, and it recommends some potential ways ahead to make sure that our decisions in Afghanistan are based on sound reason, and not unconscious mental 'shortcuts.'This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Conflict and Conflict Resolution

The Army faces both significant external and some internal changes. These external changes in its operational environment, precipitated by the end of the Cold War, have created new threats and conflicts for the Army to contend with. This monograph proposes that the Army must reevaluate its understanding of the role of theory, the definition of conflict, and the practices of conflict resolution to effectively deal with these changes. The method of research used was comparing and contrasting the theories, definitions, and practices as found in the literature of the fields of Theory, Peace Studies, and Conflict Resolution with those found in Army publications. This comparison of literature developed a clear understanding of what a theory is, how it is developed, and its role in the development of a body of knowledge. The research applied this foundational understanding of theory to the body of knowledge concerning conflict and conflict resolution. This concept of what conflict is as defined by the fields of Peace Studies and Conflict Resolution was compared to what is found in Army publications. The same was done concerning the concept, theories, and practices of conflict resolution. The research concluded that the Army's concepts of theory, conflict, and conflict resolution are deficient, especially when compared to those found in the fields of Theory, Peace Studies, and Conflict Resolution. From this conclusion, three recommendations were made for the Army: (1) incorporate a fuller explanation of theory in Army capstone manuals and a greater use of current theorists throughout Army manuals, (2) expand the definition of conflict within Army manuals, (3) develop a separate Army manual for conflict resolution.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. This monograph explores the strategic dilemma facing the Australian Strategic Planning System in the post Cold War environment. Previously the Australian Government and Australian Defense Organization produced Defense White Papers to provide an articulation of government policy regarding Defense. These white papers provided the primary guidance to the military from the government for setting strategic objectives and major defense tasks. Consequently, military strategy sought to attain the objectives set forth in the Defense White Papers. Since the end of the Cold War, the strategic environment in Australia's strategic area of interest has changed dramatically. The development of a globalized market economy has further complicated these changes. The result is the need for the Australian Government to articulate Australian national interests as a means to focus the development of economic, diplomatic, informational and military strategy. Presently no national security document exists in which to guide the development of a national approach to strategy development. Peacekeeping Operations in West Africa

West Africa has one of the most efficient regional organizations on the continent. The Economic Community of Western African States or ECOWAS includes 16 countries that speak English, French and Portuguese. This language diversity seems to be a handicap for the unity of this area of Africa. However, these language differences related to the colonial history, West Africa did organize its peacekeeping operations to guarantee the security of the people of Liberia and later on, restore the regime of the democratically elected president, Ahmad Tejan Kabbah, of Sierra-Leone on 10 March 1998. The aim of this study is to show how West Africa solved the security problem despite some scarcities regarding logistics and financial resources. Some political problems did evolve because of cultural differences between its members and also the existing alliances between some of them and the warring factions. The major lesson learned is that these operations can be successfully conducted provided the countries have the will to do it and then put together their assets and focus on the high interest of this region rather than on their traditional rivalries. Bush's New World Order

The phrase "new world order" has been widely used on the political scene since first publicly coined by former president, George Bush, in 1990. Although quickly adopted as the catch phrase of the 1990s, few people actually agree on what "new world order" really means. Since "new world order," while elusive in definition, is most frequently used to describe aspects of the post Cold War international scenario, understanding the true meaning of that phase is critical to projecting our future strategic environment and prospects for the new millennium. The attempt of this paper is to reveal that true meaning. Historical analysis will be the primary methodology used to reveal the meaning of George Bush's specific terminology describing his concept of "new world order." In a January 16, 1991 speech, he identified the opportunity to build a new world order "where the rule of law. . .governs the conduct of nations," and "in which a credible United Nations can use its peacekeeping role to fulfill the promise and vision of the UN's founders." These words will be dissected and historically analyzed to develop a clear picture of the "new world order." Preserving United States Dominance

The United States and ASEAN-China Relations

While the overall security situation in Southeast Asia is something of a mixed bag, with grounds for both optimism and pessimism, one of the most encouraging trends in recent years has been the development of ASEAN's relations with major external powers. Relations between China and ASEAN in particular have demonstrated a marked improvement over the past decade, thanks to a combination of burgeoning economic ties, perceptions of China as a more constructive and responsible player in regional politics, and Beijing's "charm offensive" toward Southeast Asia. Overall, the development of ASEAN-China relations poses few security challenges to the United States today: good relations between China and ASEAN enhance regional stability, and a stable Southeast Asia is clearly in America's interests, especially with Washington focused on events in the Middle East. However, although ASEAN-China relations are very positive, this does not necessarily mean the United States is losing influence in Southeast Asia, or that ASEAN members are "bandwagoning" with China--in fact, they are hedging by keeping America engaged and facilitating a continued U.S. military presence. While ASEAN-China relations are relatively benign today, in the future several sources of potential friction could create problems in Sino-U.S. relations: these are Taiwan, Burma, and the South China Sea dispute.
