This book gives a carefully documented interpretation of Canadian -American relations during an important period in Canadian history. Its major thesis is that in the years immediately preceding the South African War Canada's political, military, and economic relations with Britain and the Empire were of great importance as a counterpoise in Canada's relations with the United States; that the movement for imperial unity contained much anti-Americanism; and that the later constituted the significant underlying reason for Canada's participation in the South African War.Professor Penlington explores the many facets of Canada's dealings with its mighty neighbour and with the mother country in the years 1896-1899; the Venezuela affair, the Dingley Tariff Bill, United States enforcement of the "open door" in the Yukon, and the disputed Alaskan boundary, all of which contributed to a current of resentment against the United States; and Canadian attempts to maintain close connections with Britain, particularly in the economic sphere, while striving to achieve political, diplomatic, and military status as a nation. Politics in Newfoundland

Alone among the present provinces of Canada, Newfoundland remained politically separate until 1949, and until 1933 maintained its political independence as a self-governing dominion, constitutionally the equal of Canada itself. At that time, however, facing financial collapse, it became the first country to surrender dominion status. Its parliamentary government was replaced by a British-appointed commission which ruled the island without any vestige of representative democracy for fifteen years.This is the first comprehensive examination of the turbulent politics which characterized the rise and fall of the Dominion of Newfoundland, and in which the present-day politics of the province have their genesis. For, contrary to what is often assumed, politics in the island did not begin anew with confederation, but grew out of an existing political culture from roots which survived the long hiatus of commission rule.Professor Noel examines politics in Newfoundland in the twentieth century, paying particular attention to the role of political parties (including the emergence of the radical Fishermen's Protective Union movement) and to the effects of international economic forces and diplomatic entanglements upon domestic affairs. He also studies the administration of the Commission of Government, and processes of social and political change in the post-confederation period. Contemporary politics on the island of Newfoundland cannot be fully understood without an appreciation of the evolution of its political institutions.

The First Contingent left Canada in September 1914, destined to become an integral part of the British Army. When the Canadian Corps returned in 1919, it was part of a Canadian Army, commanded by Canadians and controlled by Ottawa. That transformation reflected the real emergence of Canada from colonial status to the role of a junior but sovereign ally. In this book, Desmond Morton shows that the change was not easy and that most of the difficulties were created by Canadians themselves. He reveals that the mossiest agent of change was Canada's Minister of Militia, Sir Sam Hughes. Determined to exercise personal control over every aspect of the CEF, Hughes deliberately fostered confusion, conflict, and political intrigue in the Canadian administration in England. To overcome Hughes's failure, a full government department - the Ministry of the Overseas Military Forces of Canada - was established in London under the direction of Sir George Perley. Staffed by Canadians like Sir Richard Turner, who had earned his reputation in France, the department achieved a marked improvement in every facet of Canadian military administration in England. It formed the basis for increasingly effective control of Canadian Forces in France and also played a part in winning overwhelming support for the Union government from soldiers voting in the 1917 election. The Overseas Ministry proceed to strengthen civilian and political control without resorting to the political patronage of the Hughes era, established direct Canadian liaison with the British General Headquarters in the field, and, after 11 November, coped with the enormous and unprecedented problems of demobilization.A Peculiar Kind of Politics presents the inside story of how Canadians earned their autonomy in war through the increasing competence they displayed, not merely in action, but in their own administrative management.

Canada has been giving foreign aid now for about fifteen years, and this book is the first to show what Canada has done in this new area of international diplomacy. Several projects--Warzak Dam, St. Vincent Dock, Canada-India Reactor, Nigerian Air Survey, Maple Leaf Cement Plant--are recounted in detail, from the practical administrative point of view. The various forms and methods of aid adopted by Canada are described. But the author's main concern is policy. In the first chapter he asses the more popular theories of aid and finds them more or less superficial. Aid is inescapably political in context and the author pleads for increasing understanding and sophistication in choosing its objectives, methods, and recipients. A national aid policy should be part of over-all foreign policy (the author recommends therefore a cabinet committee on external relations) and should be executed and reviewed by a corps of "aid diplomats" (hence a recommendation for a corps of professional field workers).This book is written both for professional theorists and practitioners of aid and for all those interested in Canadian foreign policy or indeed in evaluating the aid component in any international policy.

There are also calls for Canadian federalism to be modernized to provide a more effective political response to the global challenges of the contemporary world.Recognizing that Canada is facing a renewed and potentially disastrous constitutional impasse, the Business Council on National Issues has commissioned the papers in this book to provide a fresh analysis of our difficult constitutional problems. The contributors include some of Canada's leading academic commentators in the fields of political science, economics, philosophy and law.These papers do not provide a single blueprint for Canada's future; rather they present a range of possible solution and arrangements, each with attendant opportunities and risks. Among the alternatives explored are a restructured federalism, a looser federal union with strong provinces, and an arrangement called "asymmetrical federalism" which would treat Quebec differently than the other nine provinces. Other options include looser forms of confederal economic union, and the possible separation of Canada into two or more independent successor-states.Choosing among the alternatives will not be easy, but the message of these papers is that if Canadians do not now weigh the alternatives carefully and decide what they want, the options will narrow and could produce unintended and undesired results. Diefenbaker's World

He was much less at home negotiating with the heads of other governments and formulating foreign policy. As prime minister from 1957 to 1963, Diefenbaker oversaw Canada's role in some of the most dramatic moments of twentieth-century world affairs, but it was an arena in which The Chief was never really comfortable.The Diefenbaker years were a distinctive era in Canada's external affairs, both in the international challenges the country faced and in the style with which government met those challenges. Basil Robinson served Diefenbaker as External Affairs liaison officer for five years. They found Diefenbaker always interested, conscientious, and accessible to his immediate advisers. But each of his foreign policy decisions was inevitably coloured by domestic political considerations: how would it play in Saskatoon?That question informed Diefenbaker's' attitudes on most of the international issues that confronted him: the North American air defence agreement (NORAD); the controversy over the stationing of nuclear weapons on Canadian soil; the withdrawal of South Africa from the Commonwealth; his attempt to obstruct the United Kingdom's negotiation for entry into the European Economic Community; the crises of Berlin in 1961 and Cuba in 1962; and the nuclear weapons controversy which brought about the fall of his government in 1963.Robinson takes us through each of these developments and Diefenbaker's handling of them. We find out why he got along so well with Dwight D. Eisenhower and so badly with John F. Kennedy, and about the ups and downs of his relationship with Harold Macmillan. And we see what impact all those things had on the way Canada interacted with our allies and enemies in those years of international tension.

Finally, he gauges how far the party was affected by 'Disraelian' ideas of popular appeal on the basis of social improvement, and how far its outlook and character were being shaped in other moulds.

Yet the second-ranking powers such as Colombia are particularly significant for an understanding of the factors which shaped inter-American relations, the objective of U.S. policy, and the impact of a major industrialized nation on a developing society.By the end of the First World War Colombia occupied an important, though clearly secondary, place in United States-Latin American policy. During the 1920s Colombia was the third- or fourth-ranking trading partner of the United States in South America. Her strategic proximity to the Panama Canal also made her adherence to a pro-United States position an important objective of Washington's policy, as did the promise of major petroleum reserves that were yet to be exploited. Conscious of these issues and concerned that the spark of nationalism generated by the Mexican revolution would inflame other developing nations in Latin America, United States officials in the 1920s and 1930s re-examined the methods of American diplomacy and gradually moved away from the cruder forms of military intervention, gunboat and dollar diplomacy.In analysing the commercial, financial, and industrial presence of U.S. interests in Colombia and their diplomatic manifestations, this study suggests the extent to which the United States erected a policy designed to provide primacy for American interests rather than the equality of treatment implied in the terms 'good neighbor' and 'open door.'

The citizen, a figure capable of self-government is both the political and the personal sense, is a central and enduring theme of political thought. The role of the citizen in the modern state was question raised persistently by French political theorists from Rousseau on, as they sought new principles of legitimacy to replace those of the ancient regime. Richard Vernon's studies in this volume examine a series of moments in French political thought when the possibility and meaning of citizenship were called into question.Vernon considers the view held by Rousseau and later Durkheim that citizenship was sustained immediately by moral principles, a view that was criticized by others who refused any such identification of political and moral order. Vernon shows how this refusal governs, in different ways, the political thinking of theorists as diverse as Maistre, Proudhon, Tocqueville, Comte, Sorel, and Bergson. He explains why the idea of citizenship in its political sense was exposed to so many objections, objections that may in turn suggest a new approach to the topic of political legitimacy.Citizenship may once have been legitimated by ideas of moral, religious or cosmic order, but in a modern context it is the civic process itself that must exercise a legitimating function. Once, citizenship rested upon order; now, suggests Vernon, we may have to realize that order depends upon citizen.

It's all Perception "The Shah of Iran had maintained excellent relations with Israel, and the Jews of Iran flourished, but upon the advent of Khomeini in 1978, who dubbed Jews the 'enemies of Allah, ' those attitudes were reversed overnight until under President Ahmadinejad, Iran and its Hizbullah operatives in Lebanon became the most virulent and violent enemies of Jews and Israel everywhere. Similarly, one cannot compare the dominant stature of Yasser Arafat at the helm of the Palestinians, as he was himself a revolutionary operative who dipped his hands in terrorism, to the more subdued conduct of Abu Mazen, his successor, who enjoys the comfort and prestige of his position but shuns combat, and is content with iconizing PLO terrorists and murderers as models to be emulated by his people, in order to show that the momentum of the Palestinian Revolution did not recede even though the leader could no longer serve as the model himself." Under authoritarian regimes the depiction of events, politics and events of the future as well as of the past are unpredictable. They are often dependent on the whim of the ruler, who makes his own "constitution" when he comes to power, not as a rigid set of laws to restrict his own power, but as a blueprint for his unrestricted plan of action during his tenure. The manufacturing of lies, myth, invented history, and imagined genealogies, all geared to justify post-facto the ruler's takeover of the regime, or the self-allocation of titles and feats that aggrandize his fame, create a variant pattern of rule. This can even happen with the establishment of a dynasty under a republican regime, when the authoritarian ruler bequeaths his rule to his offspring (as has happened in Egypt, Libya, Syria, Iraq, and Yemen, greatly contributing ultimately to the fall of the regimes). Even more impressive and lasting is the self-conviction embraced by the ruler in the religious Islamic environment, when an expedient political fact like the failed succession of the Prophet Muhammad by his cousin and son-in law Ali was turned into a sacred creed that sanctified through the generations the millennial split of the Shi'ia from mainstream Sunni Islam. Thus, events are often perceived by Muslims in the light of their religious convictions, and myths are created to fill in historical gaps, which can generate distortions of policies when they are acted upon. About the author: Raphael Israeli has taught Islamic, Chinese, and Middle Eastern history at Hebrew University in Jerusalem. A graduate of Hebrew University in history and Arabic literature, he earned a Ph.D. in Chinese and Islamic history from the University of California, Berkeley. Now retired, he has been a Fellow of the Harry Truman Research Institute at Hebrew University and the Jerusalem Center since the1970s. He is the author of over 90 books and 100 articles.

The European powers that colonized much of the world over the last few hundred years created a variety of social systems in their various colonies. In Ruling Emancipated Slaves and Indigenous Subjects, Olukunle P. Owolabi explores the divergent developmental trajectories of Global South nations that were shaped by forced settlement, where European colonists imported African slaves to establish large-scale agricultural plantations, or by colonial occupation, which resulted in the exploitation of indigenous non-white populations. Owolabi shows that most forced settlement colonies emerged from European domination with higher levels of education attainment, greater postcolonial democratization, and favorable human development outcomes relative to Global South countries that emerged from colonial occupation after 1945. To explain this paradox, he examines the distinctive legal-administrative institutions that were used to control indigenous colonial subjects and highlights the impact of liberal reforms that expanded the legal rights and political agency of former slaves following abolition. Spanning three centuries of colonial history and postcolonial development, this is the first book to systematically examine the distinctive patterns of state-building that resulted from forced settlement and colonial occupation in the Black Atlantic world.

This book is about the peaceful resolution (PR) of territorial and maritime disputes and states' strategic behavior vis-?-vis methods of peaceful resolution: bilateral negotiations, good offices, inquiry, conciliation, mediation, arbitration, and adjudication. The authors argue that the high stakes associated with settlement of territorial and maritime disputes, the diversity of PR methods employed, and unpredictability of outcomes push states to strategize. Strategic considerations undergird states' choice of the particular PR methods, and states' behavior during the resolution once a particular method such as adjudication or negotiations, has been initiated. Uncertainty about the outcome drives states to pursue "strategic selection." The process of strategic selection occurs at two interrelated stages: the initial pursuit of a particular method and venue--choice-of-venue strategic selection, and decision-making once a PR method/venue has been identified--within-venue strategic selection. The driving force behind strategizing in these two settlement stages is the hope of reducing uncertainty and of increasing the chances of winning. Importantly, as the disputants progress through the settlement process, states reconsider and refine these strategies. For each stage of strategic selection, Powell and Wiegand identify several mechanisms that influence states' strategies, including past experiences with PR methods (winning/losing), the relationship between domestic law and international law, framing legal claims, and shaping the resolution procedures. This book embraces a multi-method approach and combines statistical analyses and in-depth qualitative interviews with states' legal counsel, judges, arbitrators, government officials, and other experts from multiple countries. The book also highlights numerous real-world instances of territorial and maritime disputes including the Philippines v. China arbitration case in the South China dispute.

This book analyzes how variations in the traditional pillars of Italian foreign policy (the US, the EU and multilateralism) can be related to changes in the US-led international hegemonic order and to the role that Italy plays within that order. To explore these variations, the book proposes an analysis of the Italian voting and sponsoring behavior at the UN in the period 2000-2017, in both the General Assembly and the Security Council, and emphasizes the importance of the latter forum to detect how Italian behavior reflects changes at the international system level. By focusing on the Italian coalition behavior, the book explores how Italy as a status seeking middle power has traditionally played the role of coalition facilitator, adapting its foreign policy to be part of a coalition of European states and building on this coalition to increase its contribution to the maintenance of the international system in support of the US-led order. Ultimately this behavior also contributed to its status. However, at a moment when traditional coalitions are reshuffling, and elements of uncertainty are present, elements of volatility are present in Italian foreign policy, especially in the choice of intra-European coalition partners. Italy still builds on a coalition of European states and still does so in support of the US and its authority in the international hegemonic order. But changes in the bargaining environment are making the facilitation of a coalition of European states more difficult and less rewarding. The book also highlights ongoing challenges at both the domestic and international level that might lead to more marked discontinuities in the traditional Italian foreign policy behavior

There are more than 350 FTAs worldwide today. The authors draw from a host of qualitative data, including research interviews and examination of judicial decisions, various bills under study, Hansard debates from the floor of the House of Commons, committee and Senate scrutiny of legislation, bureaucratic advice and Charter statements by the department of justice, and news media coverage.The book offers a set of concrete reform proposals to improve the transparency and accountability of executive and bureaucratic vetting processes, and to strengthen the role of Parliament in upholding constitutional values and holding the government to account. In doing so, Legislating under the Charter contributes to the broader comparative scholarship on models of judicial review, morality policy, policy change, and constitutionalism.

The tropical forests of Oceania are an enduring source of concern for indigenous communities, for the migrants who move to them, for the states that encompass them within their borders, for the multilateral institutions and aid agencies, and for the non-governmental organisations that focus on their conservation. Grounded in the perspective of political ecology, contributors to this volume approach forests as socially alive spaces produced by a confluence of local histories and global circulations. In doing so, they collectively explore the multiple ways in which these forests come into view and therefore into being. Exploring the local dynamics within and around these forests provides an insight into regional issues that have global resonance. Intertwined as they are with cosmological beliefs and livelihoods, as sites of biodiversity and Western desire, these forests have been and are still being transformed by the interaction of foreign and local entities. Focusing on case studies from Papua New Guinea, the Solomon Islands and the Gambier Islands, this volume brings new perspectives on how Pacific Islanders continue to creatively engage with the various processes at play in and around their forests.
