This book presents a varied and multi-dimensional view of challenges of governance in Southeast Asia and ASEAN through the variety of disciplines and nationalities involved. In light of 50 years of regional collaboration and integration as the member states of ASEAN seek to chart out a future path for the region, this book is dedicated to showcasing different challenges to governance that occur due to internal and external pressures for the various member states. The editors are particularly interested in the multi-level governance challenges on issues of democracy, equity, and sustainability, the adaptation of policies and norms to fit an ASEAN way, and the changing roles of civil society and citizens in this process of seeking a common identity and voice.The book is divided into four sections. The first section introduces the fundamental political institutional dynamics that are in play within the region and the interplay between regional forces and national norms. Conflict at the Edge of the African State: The ADF Rebel Group in the Congo-Uganda Borderland studies one of the oldest and most secretive rebel groups in the eastern Congo warscape: the Allied Democratic Forces (ADF). Operating in the Rwenzori borderland of western Uganda and eastern Congo for nearly three decades now, they have proven to be an extremely resilient rebel force, surviving longer than nearly any other violent actor in the area. Consolidating Economic Governance in Latin America

The African Worry and Hope
The African worry is full of sorrow, losses and pain accrued since the colonial era which today has inflicted much agony and psychological trauma in the minds of its leaders and its common citizens. Because life in Africa is consumed in an atmosphere of fear and insecurity, its people's desperation has thus been transformed towards political and economic crime for individual security and egoistic prosperity. This however does not reflect the culture of family that governs the African people as their strong holds and values for peace and development. Where has such African community spirit values evaporated to? Can we get them back?Within this brief literary piece Dr. Kelly NGYAH and CEO of Modern Advocacy Humanitarian Social and Rehabilitation Association (MAHSRA) consecrates much effort in attempts to reexamine the suppression and oppression of the imperial colonial administration upon their conquered indigenous territories during the colonial period and how their rule had affected the political direction of the indigenous elite in the advent of independence. Because the indigenous political citizenry were deemed inapt or unprepared to manage the complex western political philosophies adopted during their colonial days during at post-independence, he also examines the post-colonial governance impasses and heavy failures that were attributed to the indigenous elites' conundrum face-to-face nationalism and the true politically independent nation-state management. As well, towards regaining Africa's hope on its development pace, a remark is made on the regional organizations and financial institutions that have committed themselves in redressing the African worry in the fields of peace, poverty eradication, infrastructural and socioeconomic development of the continent.
The Troubled Relationship between Religions and the State
The issues discussed in this book all stand at the crossroads of freedom of speech and freedom of religion. In some cases, the two rights clash when somebody practising their right to freedom of speech affects others' rights to freedom of religion, as in instances of blasphemy and hate speech. In other cases, the two rights, reinforcing one another, together provide protection for the individual. Not even this joint protection, however, is always sufficient to prevent state intervention, for example, the restriction of rights in wearing religious symbols or religious advertising rules. A question of a third type is when the state, or a state body, enters the public space and becomes the 'speaker' on matters of religion, in which case the state might be subject to special restrictions.Although their ideological and constitutional foundations seem stable, the extent of freedom of religion and freedom of speech have repeatedly been the subject of public debates because of social and political changes in a dynamically transforming Europe. Identifying the precise demarcation lines between these rights by means of the law is not a task that has been accomplished completely or for all time. The increasing rate of immigration, with a resulting involuntary cohabitation of various religious cultures, as well as the continual weakening of the Christian character of the continent make it critical to find the right responses to the questions discussed in this book, both in the individual European legal systems and at the level of the European community of states and of the European system of protecting human rights.The first and second chapters of the book discuss the appearance of religions in the public sphere and in public education. Traditionally, the state is not a subject of fundamental rights, and yet it takes a position on questions relating to religion, which-no matter how we explain it-is a type of 'speech'. This raises the question of how such speech can be restricted, or 'where are the limits on the "freedom of speech" of the state'? The role of the state might be to defend or even shape the community identity of its citizens.Chapters 3 and 4 discuss the restriction of opinions with religious content. Chapter 3 analyses the restrictions on wearing symbols and clothing imposed by both the state and private entities, whereas Chapter 4 discusses the regulation of publishing religious advertisements in the media. Unlike the issues related predominantly to Christianity discussed in the first two chapters, the questions of wearing symbols and clothing also involve the restrictions of opinions expressed by followers of Islam.Chapter 5 of the book is dedicated to questions relating to defamation of religions and blasphemy. The topicality and significance of these issues became obvious after the tragic events in Paris on January 2015, where many were killed in an attack against the editorial offices of the magazine Charlie Hebdo.The books touches upon certain types of conduct which are rooted in religious conviction and may have legal consequences, but which, in the absence of an expressive content, do not belong to the sphere of freedom of speech. Examples of this include doctors refusing to carry out an abortion, or registrars unwilling to administer the marriage of same-sex couples. since we do not regard such types of conduct as relating to the freedom of speech, they are not discussed in this book.Andras Koltay's seminal monograph tackles these and other issues. It is a magisterial work, possibly the best exposition of the subject available today.

The use of violence to extract political gains is not a new phenomenon in American society as some of our leaders would have us believe. Our history is coated with incidents of violence: The treatment of Native Americans, the enslavement of blacks, the Whiskey Rebellion, the Civil War draft riot in New York, the post-civil war treatment of blacks, the Pullman Strikes, the civil rights movement, the war in Vietnam and the resulting on-campus student rebellion and, more recently, white supremacists, radical environmentalists and the Occupy Wall Street movement, just to cite a few, With so many of our citizens engaging in various forms of group conflict to achieve their political agendas, it is time to take a fresh look at the role group conflict and political violence plays in affecting the issues involved and determine the members participating in the conflict. Most alarmingly, gun ownership and the right to bear arms has become its own political movement over the past twenty-five years. Similarly, the pro and anti-abortion movement has many examples where activists have resorted to group conflict and violence to achieve their political agendas. While there are many other examples to choose from, I believe it was an ethnic conflict that began in New York City in 1968 that ignited the shifting of the paradigm from labeling group conflict and political violence as deviant behavior to an atmosphere where such actions were to be expected because of the gains achieved. Racial tensions and strife reached a boiling point during the 1968 New York City teacher's strike. Out of this turmoil emerged Meir Kahane and the Jewish Defense League, standing up against anti-Semitism and shouting, "Never Again."

Debordering Europe
This contributed volume analyzes in depth how a border area is constantly reshaped as migration policies harden, and what kind of social, political and economic impacts are produced at local and international level. The study is focused on Ventimiglia, an Italian town located 6 km away from the French-Italian border on the gulf of Genoa with a long story of commerce, custom and smuggling activities related to its proximity to the frontier. While several projects have analyzed other symbolic places of the EU migration crisis such as Lampedusa, Calais and Lesvos, there is a severe empirical gap regarding Ventimiglia, a border town at the very geographic core of the Schengen area. This case study may provide emblematic insights into what European migratory movements are currently revealing in terms of the lack of shared responsibility between EU Member States, the EU common asylum system and respect for human rights, with increasing claims for national sovereignty by some Member States.

Sweden has often been described as a democratic forerunner, with one of the world's most stable party systems and with a well-functioning parliamentary system. However, the political landscape in Sweden has undergone a rapid change in recent years. The institutions of the political system - not least political parties - appear from a historical perspective to have become partly dysfunctional. The previously stable party system has become unstable. Consequently, it has become more difficult to form governments, and more difficult for governments to govern. The famous culture of consensus has been replaced by a harsher and more confrontational political climate; the tone in political debate has become more aggressive.During the so-called `golden age' of the party system, which lasted for a few decades from the middle of the twentieth century, parties could successfully mobilize broad and well-defined social interests with strong collective identities. Now, other conditions apply that have dramatically changed the role of parties in the democratic process. Parties have gone from being member-based popular movements to becoming professionalized voter-orientated campaign machines.
