This book collects a number of Martin Shefter's most important articles on political parties. They address three questions: Under what conditions will strong party organizations emerge? The Hidden Welfare State
Despite costing hundreds of billions of dollars and subsidizing everything from homeownership and child care to health insurance, tax expenditures (commonly known as tax loopholes) have received little attention from those who study American government. This oversight has contributed to an incomplete and misleading portrait of U.S. social policy. Mistaken Identity
Is it ever legitimate to redraw electoral districts on the basis of race? In its long struggle with this question, the U.S. Supreme Court has treated race-conscious redistricting either as a requirement of political fairness or as an exercise in corrosive racial quotas. Cutting through these contradictory positions, Keith Bybee examines the theoretical foundations of the Court's decisions and the ideological controversy those decisions have engendered. He uncovers erroneous assumptions about political identity on both sides of the debate and formulates new terms on which minority representation can be pursued. As Bybee shows, the Court has for the last twenty years encouraged a division between individualist and group concepts of political identity. He demonstrates convincingly that both individualist and group proponents share the misguided notion that political identity is formed prior to and apart from politics itself. According to Bybee, this "mistaken identity" should be abandoned for a more flexible, politically informed understanding of who the "people" really are. Thus, a misdirected debate will be replaced by a more considered discussion in which the people can speak for themselves, even as the Court speaks on their behalf. Engaged in the politics of minority representation, the Court will be able to help citizens articulate and achieve more fruitful forms of political community.

Regulation by Proxy catalogues the intermediaries that are critical to organic certification, including the National Organic Standards Board, accredited certifying agents, organic inspectors, the California State Organic Program, the Accredited Certifiers Association, the International Organic Inspectors Association, and material review organizations. Drawing on a range of evidence, from original data to the work of prominent food policy authors, Carter assesses each intermediary's contributions to organic standards development, administration, and enforcement. Carter's analysis shows that there are undeniable benefits to how organic food is regulated in the U.S., however, relying on an assortment of intermediaries requires multifaceted oversight for which the USDA may not always have sufficient tools or capacity to realize.
The Populist Paradox
Do small but wealthy interest groups influence referendums, ballot initiatives, and other forms of direct legislation at the expense of the broader public interest? Many observers argue that they do, often lamenting that direct legislation has, paradoxically, been captured by the very same wealthy interests whose power it was designed to curb. Elisabeth Gerber, however, challenges that argument. In this first systematic study of how money and interest group power actually affect direct legislation, she reveals that big spending does not necessarily mean big influence. Gerber bases her findings on extensive surveys of the activities and motivations of interest groups and on close examination of campaign finance records from 168 direct legislation campaigns in eight states. Her research confirms what such wealthy interests as the insurance industry, trial lawyer associations, and tobacco companies have learned by defeats at the ballot box: if citizens do not like a proposed new law, even an expensive, high-profile campaign will not make them change their mind. She demonstrates, however, that these economic interest groups have considerable success in using direct legislation to block initiatives that others are proposing and to exert pressure on politicians. By contrast, citizen interest groups with broad-based support and significant organizational resources have proven to be extremely effective in using direct legislation to pass new laws. Clearly written and argued, this is a major theoretical and empirical contribution to our understanding of the role of citizens and organized interests in the American legislative process.
The Politics of Cultural Differences
How did Republicans manage to hold the White House through much of the past half century even as the Democratic Party held the hearts of most American voters? The authors of this groundbreaking study argue that they did so by doing what Democrats have also excelled at: triggering psychological mechanisms that deepen cultural divisions in the other party's coalition, thereby leading many of its voters either to choose the opposing ticket or to stay home. The Politics of Cultural Differences is the first book to develop and carefully test a general theory of cultural politics in the United States, one that offers a compelling new perspective on America's changing political order and political conflict in the post-New Deal period (1960-1996). Popular Efficacy in the Democratic Era
Social scientists have long criticized American voters for being "unsophisticated" in the way they acquire and use political information. The low level of political sophistication leaves them vulnerable to manipulation by political "elites," whose sway over voters is deemed incontrovertible and often decisive. In this book, Peter Nardulli challenges the conventional wisdom that citizens are "manageable fools," with little capacity to exercise independent judgment in the voting booth. Rather, he argues, voters are eminently capable of playing an efficacious role in democratic politics and of routinely demonstrating the ability to evaluate competing stewards in a discriminating manner. Nardulli's book offers a cognitively based model of voting and uses a normal vote approach to analyzing local-level election returns. It examines the entire sweep of United States presidential elections in the democratic era (1828 to 2000), making it the most encompassing empirical analysis of presidential voting to date. Nardulli's analysis separates presidential elections into three categories: those that produce a major, enduring change in voting patterns, those that represent a short-term deviation from prevailing voting patterns, and those in which the dominant party receives a resounding endorsement from the electorate. These "disequilibrating" elections have been routine in American electoral history, particularly after the adoption of the Progressive-Era reforms. Popular Efficacy in the Democratic Era provides a dramatically different picture of mass-elite linkages than most prior studies of American democracy, and an image of voters as being neither foolish nor manageable. Moreover, it shows why party elites must take proactive steps to provide for the core political desires of voters.
Trade Unions and the State
The collapse of Britain's powerful labor movement in the last quarter century has been one of the most significant and astonishing stories in recent political history. How were the governments of Margaret Thatcher and her successors able to tame the unions? In analyzing how an entirely new industrial relations system was constructed after 1979, Howell offers a revisionist history of British trade unionism in the twentieth century. Democratic Commitments

Teachers and Politics in Japan
The Japan Teachers' Union, which represents 500,000 elementary and lower secondary school teachers, is an important interest group in Japanese politics. It is especially significant as a radical group operating both within and outside the political system and in direct conflict with conservative government policies in education and other areas of domestic and foreign policy. Donald R. Japan's Postwar Party Politics

Because Japan has usually been treated as a country of unique cultural, historical, and societal characteristics, the analyses of this study point to the broader applicability of the microanalytic approach in the field of comparative politics, especially for the exploration of party competition in advanced industrial democracies.

European trade unions are among the most influential and powerful institutions within Western economies, in many cases cooperating with the government and employers' associations in socio-economic decision-making processes. Consequently they also play an important role in the formulation of policies relating to immigration and the migrant workers, who are arriving and becoming part of the workforce the unions are representing and protecting against employers and other authorities. However, trade unions have not always fulfilled their role as the most obvious organization to defend the interests of foreign workers to the extent they could be expected. The reasons for this are complex and due to conflicts of interests that arise from their intermediary position between employers, government authorities, and indigenous workers. This volume offers a rich analysis of the situation in seven major European countries but also a comparison of the data found and an attempt to account for the differences established. It ends with some conclusions on the prospects of trade unions within the European Union, and on the lessons to be learned from the present analysis.
The Populist Challenge
During the last decade and a half a new political party family, the extreme Right-wing populist (ERP) parties, has established itself in a variety of West European democracies. These parties represent a monist politics based on ethnic nationalism and xenophobia as well as an opposition against the 'political establishment'. Being the prototypic ERP party, the French Front National (FN) has been a model for ERP parties emerging elsewhere in Western Europe. This study presents a theoretically based explanation that combines the macro and the micro-level, as well as the political supply and the demand-side. More specifically, this study shows that it is necessary to consider both opportunity structures, created by demand and supply-side factors, as well as the ability of the FN to take advantage of the available opportunities. Of particular interest is the author's analysis of the sociology and attitudes of the FN-voters.
Refugee Policy in Sudan 1967-1984
Based on the work of Ahmed Karadawi, Refugee Policy in Sudan discusses Sudanese government policy towards the refugee flows from Ethiopia into the Eastern Region of Sudan in theperiod 1967 to 1984, arguing that there were two underlying assumptions behind successive governments' policies: that refugees were considered a security threat and a socio-economic burden. In response, the policies incorporated the Organization of African Unity norms, which offered a platform to depoliticise the refugees, equally with the international conventions relating to refugees, which assured the externalization of responsibility and access to aid. This prescription, however, ignored the dynamism of the conflict that continued to generate refugees - and, as numbers accumulated in Sudan, the international aid regime did not act as a willing partner of the government. The consequences of a sizeable refugee population revealed a serious conflict of priorities, not only within the Sudanese government of the day, but also between the government and aid donors - thus, the objectives of the government policy were seriously undermined.
Alien Policy in Belgium, 1840-1940
Belgium has a unique place in the history of migration in that it was the first among industrialized nations in Continental Europe to develop into an immigrant society. In the nineteenth century Italians, Jews, Poles, Czechs, and North Africans settled in Belgium to work in industry and commerce. They were followed by Russians in the 1920s and Germans in the 1930s who were seeking a safe haven from persecution by totalitarian regimes. In the nineteenth century immigrants were to a larger extent integrated into Belgian society: they were denied political rights but participated on equal terms with Belgians in social life. This changed radically in the twentieth century; by 1940 the rights of aliens were severely curtailed, while those of Belgian citizens, in particular in the social domain, were extended. While the state evolved into a "welfare state" for its citizens it became more of a police state for immigrants. The state only tolerated immigrants who were prepared to carry out those jobs that were shunned by the Belgians. Under the pressure of public opinion, an exception was made in the cases of thousands of Jewish refugees that had fled from Nazi Germany. However, other immigrants were subjected to harsh regulations and in fact became the outcasts of twentieth-century Belgian liberal society. This remarkable study examines in depth and over a long time span how (anti-) alien policies were transformed, resulting in an illiberal exclusion of foreigners at the same time as democratization and the welfare state expanded. In this respect Belgium is certainly not unique but offers an interesting case study of developments that are characteristic for Europe as a whole.
