In the 1980s, Britain actively engaged with China in order to promote globalisation and manage Hong Kong's decolonisation. Influenced by neoliberalism, Margaret Thatcher saw Britain as a global trading nation, which was well placed to serve China's reform. During the negotiations over Hong Kong's future, British diplomats aimed to educate the Chinese in free-market capitalism. Nevertheless, Deng Xiaoping held an alternative vision of globalisation, one that privileged sovereignty and socialism over market liberalism and democracy. By drawing extensively upon the declassified British archives along with Chinese sources, this book explores how Britain and China negotiated for Hong Kong's future, and how Anglo-Chinese relations flourished after 1984 but suffered a setback as a result of the 1989 Tiananmen Square crackdown. This original study argues that Thatcher was a pragmatic neoliberal, and the British diplomacy of 'educating' China yielded mixed results.

A compelling account of the threat immigration control poses to the citizens of free societies Immigration is often seen as a danger to western liberal democracies because it threatens to undermine their fundamental values, most notably freedom and national self-determination. In this book, however, Chandran Kukathas argues that the greater threat comes not from immigration but from immigration control. Kukathas shows that immigration control is not merely about preventing outsiders from moving across borders. It is about controlling what outsiders do once in a society: whether they work, reside, study, set up businesses, or share their lives with others. But controlling outsiders--immigrants or would-be immigrants--requires regulating, monitoring, and sanctioning insiders, those citizens and residents who might otherwise hire, trade with, house, teach, or generally associate with outsiders. The more vigorously immigration control is pursued, the more seriously freedom is diminished. The search for control threatens freedom directly and weakens the values upon which it relies, notably equality and the rule of law. Kukathas demonstrates that the imagined gains from efforts to control immigration are illusory, for they do not promote economic prosperity or social solidarity. Nor does immigration control bring self-determination, since the apparatus of control is an international institutional regime that increases the power of states and their agencies at the expense of citizens. That power includes the authority to determine who is and is not an insider: to define identity itself. Looking at past and current practices across the world, Immigration and Freedom presents a critique of immigration control as an institutional reality, as well as an account of what freedom means--and why it matters.

Corruption and the Voter’s Decision

Despite voters' distaste for corruption, corrupt politicians frequently get reelected. This Element provides a framework for understanding when corrupt politicians are reelected. One unexplored source of electoral accountability is court rulings on candidate malfeasance, which are increasingly determining politicians' electoral prospects. The findings suggest that (1) low-income voters - in contrast to higher-income voters - are responsive to such rulings. Unlike earlier studies, we explore multiple trade-offs voters weigh when confronting corrupt candidates, including the candidate's party, policy positions, and personal attributes. The results also surprisingly show (2) low-income voters, like higher-income voters, weigh corruption allegations and policy positions similarly, and are slightly more responsive to candidate attributes. Moreover, irrespective of voter income, (3) party labels insulate candidates from corruption, and (4) candidate attributes like gender have little effect. The results have implications for when voters punish corrupt politicians, the success of anti-corruption campaigns, and the design and legitimacy of electoral institutions.
