Challenging Citizens: Democratic Innovations at the Local Level
The book aims to complement the existing research on democratic innovations mainly by making unique comparative analyses of the democratic innovations at the local level in selected European post-communist countries, i.e. the Czech Republic, Poland and Slovakia. Democratic innovations can help overcome political apathy, decreased confidence in democracy and improve efficiency of governance. We traditionally consider cities and municipalities to be cradles of democracy and connect them with deliberations on the further development of democratic theory and political practice. We therefore argue that the local level is a suitable arena and laboratory for both changes of institutional settings within the traditional model of representative democracy, and the structural changes, which concern changing relations between local representatives and citizens.
The Aarhus Convention
The Aarhus Convention on access to information, public participation in decision-making and access to justice in environmental matters has been celebrated as a pioneering international environmental agreement. Given that a quarter-century has passed since Aarhus was opened for signature, now is an opportune moment to revisit it from a fresh perspective. Marking this anniversary, this book explores Aarhus from the vista of the English School of International Relations, an ethically-minded perspective used to gauge the prevalence of state-oriented and human-oriented progress from the Convention's rationales and realities. It firstly considers Aarhus' propagation, investigating the legal, diplomatic and geopolitical contexts enabling its emergence. It secondly investigates Aarhus' germination, with reference to its trinity of procedural rights. Thirdly, the book examines the Convention's growth, in terms of the development of its organisational infrastructure. The chief finding is that Aarhus demonstrates, in environmental contexts, the feasibility and benefit of fostering 'humankind' solidarist progress, rooted in moral cosmopolitanism, within the existing power arrangements of a sovereignty-based pluralism. Pluralist concerns for diversity and international order are found to be a precondition for more ethically ambitious solidarist endeavours. These observations reinforce the logic of solidarisation, an English School innovation that presents sovereignty as (a) being ethically matured by solidarism whilst (b) delimiting solidarism within the threshold of states' tolerance.

Act of Revenge
From 1975 to 1979, while Cambodia was ruled by the brutal Communist Party of Kampuchea (Khmer Rouge) regime, torture, starvation, rape, and forced labor contributed to the death of at least a fifth of the country's population. Despite the severity of these abuses, civil war and international interference prevented investigation until 2004, when protracted negotiations between the Cambodian government and the United Nations resulted in the establishment of the Extraordinary Chambers in the Courts of Cambodia (ECCC), or Khmer Rouge tribunal. The resulting trials have been well scrutinized, with many scholars seeking to weigh the results of the tribunal against the extent of the offenses. Here, Julie Bernath takes a different tack, deliberately decentering the trials in an effort to understand the ECCC in its particular context-and, by extension, the degree to which notions of transitional justice generally must be understood in particular social, cultural, and political contexts. She focuses on "sites of resistance" to the ECCC, including not only members of the elite political class but also citizens who do not, for a variety of tangled reasons, participate in the tribunal-and even resistance from victims of the regime and participants in the trials. Bernath demonstrates that the ECCC both shapes and is shaped by long-term contestation over Cambodia's social, economic, and political transformations, and thereby argues that transitional justice must be understood locally rather than as a homogenous good that can be implanted by international actors.

Therefore, a significant part of the Arthashastra has to do with the science of economics. When it deals with the science of politics, the Arthashastra describes in detail the art of government in its widest sense-the maintenance of law and order as also of an efficient administrative machinery. We know that countless humans are reeling with climate anxiety and experiencing fear, anger, grief, despair, dread, and understandably attempting to cope with the reality of potential human extinction with massive amounts of denial. As a result, the House Republican caucus evolved from a body that advocated largely for low taxes and small government to one equally invested in moral and social issues, especially abortion and gay rights. The new moralistic Republican candidates were able to win in districts where traditional business Republicans could not, thereby creating the foundation for a durable Republican majority in the House and reshaping the American political landscape.

How domestic courts in newly democratized states become willing and able to enforce international human rights law When do domestic courts protect international human rights? By the end of the twentieth century, the world had witnessed an unprecedented flourishing of international human rights law and a growing number of democratic states whose domestic institutions promised to protect those rights. A single institution often became the center of these efforts: the court. Advocates in newly democratized states could look to high courts to demand that their governments comply with international law and bring policy into line with liberal rhetoric. This process, however, put these young courts in a difficult position. With no deep well of historical legitimacy to draw on in new political environments, courts had to weigh high-minded legal principles against the limited resources or political preferences of elected governments. In such situations, how did these courts respond, and what strategies allowed some to successfully build their legitimacy over time while others faltered, succumbing to political pressure or suffering political backlash? In Between Possibility and Peril, Chris Kendall explores this dynamic in three states--Colombia, Mexico, and South Africa--in the twenty years following each country's democratic transition. The case studies reveal a common pattern: what matters most is not international law itself, but a court's ability to control its procedural environment. Central banks are typically regarded as conservative, politically neutral institutions that uphold conventional macroeconomic wisdom. Yet in the wake of the 2008 global financial crisis and the 2020 COVID-19 crisis, central banks have upended observer expectations by implementing largely unknown and unconventional monetary policies. Far from abiding by well-established policy playbooks, central banks now engage in practices such as providing liquidity support for a wide range of financial institutions and quantitative easing. They have even stretched the remit of monetary policy into issues such as inequality and climate change. Moschella argues that the political nature of central banks lies at the heart of these transformations. While formally independent, central banks need political support to justify their policies and powers, and to obtain it, they carefully manage their reputation among their audienceselected officials, market actors, and citizens. Challenged by reputational threats brought about by twenty-first-century recessionary and deflationary forces, central banks such as the Federal Reserve System and the European Central Bank strategically deviated from orthodox monetary policies to preempt or manage political backlash and to regain public trust.
