The Office for Budget Responsibility and the Politics of Technocratic Economic Governance is about the politics of economic ideas and technocratic economic governance. It is also a book about the changing political economy of British capitalism's relationship to the European and wider global economies. It focuses on the creation in 2010 and subsequent operation of the independent body created to oversee fiscal rectitude in Britain, the Office for Budget Responsibility (OBR). More broadly, it analyses the politics of economic management of the UK's uncertain trajectory, and of British capitalism's restructuring in the 2010s and 2020s in the face of the upheavals of the global financial crisis (GFC), Brexit and COVID. A focus on the intersection between expert economic opinion of the OBR as UK's fiscal watchdog, and the political economy of British capitalism's evolution through and after Brexit, animates a framework for analysing the politics of technocratic economic governance. The technocratic vision of independent fiscal councils fails to grasp a core political economy insight: that economic knowledge and narratives are political and social constructs. The book unpacks the competing constructions of economic reason that underpin models of British capitalism, and through that inform expert economic assessment of the UK economy. It also underlines how contestable political economic assumptions undergird visions of Britain's international economic relations. These were all brought to the fore in economic policy debates about Britain's place in the world, which in the 2010s centred on Brexit. This book analyses OBR forecasting and fiscal oversight in that broader political context, rather than as a narrowly technical pursuit.

Better Than Welfare?

The end of the very long-standing Community Development Employment Projects (CDEP) scheme in 2015 marked a critical juncture in Australian Indigenous policy history. For more than 30 years, CDEP had been among the biggest and most influential programs in the Indigenous affairs portfolio, employing many thousands of Aboriginal and Torres Strait Islander people. More recently, it had also become a focus of intense political contestation that culminated in its ultimate demise. This book examines the consequences of its closure for Indigenous people, communities and organisations. The end of CDEP is first situated in its broader historical and political context: the debates over notions of 'self-determination' versus 'mainstreaming' and the enduring influence of concerns about 'passive welfare' and 'mutual obligation'. In this way, the focus on CDEP highlights more general trends in Indigenous policymaking, and questions whether the dominant government approach is on the right track. Each chapter takes a different disciplinary approach to this question, variously focusing on the consequences of change for community and economic development, individual work habits and employment outcomes, and institutional capacity within the Indigenous sector. Across the case studies examined, the chapters suggest that the end of CDEP has heralded the emergence of a greater reliance on welfare rather than the increased employment outcomes the government had anticipated. Concluding that CDEP was 'better than welfare' in many ways, the book offers encouragement to policymakers to ensure that future reforms generate livelihood options for Aboriginal and Torres Strait Islander Australians that are, in turn, better than CDEP.

The Terrorism Trap

After two decades and trillions of dollars, the United States' fight against terrorism has achieved mixed results. Despite the vast resources and attention expended since 9/11, terrorism has increased in many societies that have been caught up in the war on terror. Why have U.S. policies been unable to stem the tide of violence? Harrison Akins reveals how the war on terror has had the unintended consequence of increasing domestic terrorism in U.S. partner states. He examines the results of U.S.-backed counterterrorism operations that targeted al-Qaeda in peripheral regions of partner states, over which their central governments held little control. These operations often provoked a violent backlash from local terrorist groups, leading to a spike in retaliatory attacks against partner states. Senior U.S. officials frequently failed to grasp the implications of the historical conflict between central governments and the targeted peripheries. Instead, they exerted greater pressure on partner states to expand their counterterrorism efforts. This exacerbated the underlying conditions that drove the escalating attacks, trapping these governments in a deadly cycle of tit-for-tat violence with local terrorist groups. This process, Akins demonstrates, accounts for the lion's share of the al Qaeda network's global terrorist activity since 2001. A novel mixed-methods approach was used to measure social networks and access to resources based on the different types of people farmers might interact with as part of their livelihoods: hired laborers, vendors, other farmers, etc. Digging deeper into social network patterns, typologies of power are illustrated as they manifest household agency through diverse pathways. More broadly, a political ecology lens is used to link together the multiple and fragmented Yamuna farmers' stories with broader social, ecological, infrastructural, and economic contexts to suggest future directions for inquiry and policy related to localized urban food systems and sustainable development. The Terrorism Trap

After two decades and trillions of dollars, the United States' fight against terrorism has achieved mixed results. Despite the vast resources and attention expended since 9/11, terrorism has increased in many societies that have been caught up in the war on terror. Why have U.S. policies been unable to stem the tide of violence? Harrison Akins reveals how the war on terror has had the unintended consequence of increasing domestic terrorism in U.S. partner states. He examines the results of U.S.-backed counterterrorism operations that targeted al-Qaeda in peripheral regions of partner states, over which their central governments held little control. These operations often provoked a violent backlash from local terrorist groups, leading to a spike in retaliatory attacks against partner states. Senior U.S. officials frequently failed to grasp the implications of the historical conflict between central governments and the targeted peripheries. Instead, they exerted greater pressure on partner states to expand their counterterrorism efforts. This exacerbated the underlying conditions that drove the escalating attacks, trapping these governments in a deadly cycle of tit-for-tat violence with local terrorist groups. This process, Akins demonstrates, accounts for the lion's share of the al Qaeda network's global terrorist activity since 2001. Drawing on extensive primary sources--including newly declassified documents, dozens of in-depth interviews with leading government officials in the United States and abroad, and statistical analysis--The Terrorism Trap is a groundbreaking analysis of why counterterrorism has backfired.

For people of color, distrust is also rampant but for different reasons. Over the last fifty years, America has witnessed increasingly overbearing policing and swelling incarceration numbers. These changes have disproportionately impacted communities of color, helping to make the criminal legal system a unique visible manifestation of government in these communities.While distrust of government emerges in both cases, these different roots lead to different consequences. White people are mobilized into politics by their distrust, feeling that they must speak up in order to reclaim their misspent tax dollars. In contrast, people of color are pushed away from government due to a belief that engaging in American elections will yield the same kind of unresponsiveness and violence that comes from interactions with the police. The result is a perpetuation of the same kind of racial inequality that has always been present in American democracy. Wall Street's Financing of World War I; Liberty Loans and Financial Demonization.

World War I was a gold mine for the capitalist class. The only problem was that they did not want to pay the entire war cost themselves. The banking plutocrats created the Liberty Loan programs to pass much of that cost along to the underclasses - five in total from 1917 to 1919. An intense campaign was put in motion to sell the bonds, perhaps the most significant public relations campaign to that time. Those who refused to buy any bonds or less than their "fair share" were demonized by the capitalist class as "financial slackers." Such individuals were attacked in the media by all the opinion makers of the day. No excuse for not buying was acceptable. It was a program crafted exclusively by the banking plutocracy, the United States Treasury Department bureaucrats, and administered by the newly created Federal Reserve banking system. The bond program was unnecessary since the ruling class could easily have paid the total cost, with almost enough money in liquid bank deposits alone. In all the discussions about how to raise money for the war, there was never any mention of some wealth tax; it was there the majority of money of the capitalist class was to be found, not from "income" as usually defined. Resistors to buying the bonds were often subject to summary dismissal from their jobs, tarred and feathered, and ridden out of town on a rail. Those who declined to purchase bonds were ruthlessly attacked by naming, shaming, force, and coercion. No one had a good word to say about those who declined to purchase bonds; dissent was not allowed.

The way that Western countries approach work and care for others is fundamentally dysfunctional. The amount of time spent at work places unsustainable stress on families, particularly in the face of rising inequality, while those who perform care are underpaid and their labor undervalued. In Part-Time for All, Jennifer Nedelsky and Tom Malleson propose a plan to radically restructure both work and care. As such, they offer a solution to four pressing problems: the inequality of caregivers; family stress from competing demands of work and care; chronic time scarcity; and policymakers who are ignorant about the care that life requires--the care/policy divide. Nedelsky and Malleson argue that no capable adult should do paid work for more than 30 hours per week, so that they can contribute substantial amounts of time to unpaid care for family, friends, or other "communities of care." While the authors focus primarily on human-to-human care, they also include care for the earth as a vital part of this shift. All of the elements of Nedelsky and Malleson's proposal already exist piecemeal in various countries. What is needed is to integrate the key reforms and scale them up. The result is an actionable plan to motivate widespread take-up of part-time work and part-time care. Highlighting how these new norms can create synergies of institutional transformation while fostering a cultural shift in the value of care and work, this "care manifesto" identifies the deep changes that are needed and lays out a feasible path forward.

They provide the largest share of employment after agriculture. The book is based on a research study conducted in one of the municipal regions of Tamil Nadu. This study aims to bring out the performance, problems, and prospects of Micro Enterprises promoted under Swarna Jayanti Shahari Rozgar Yojana (SJSRY) operating in Tiruppur municipal region of Tamil Nadu.
