The Balkan Wars
Described as the "sick man of Europe" by the Great Powers, the Ottoman Empire in the early twentieth century was in terminal decline. The newly independent Balkan states-Greece, Serbia, Montenegro and Bulgaria-each had significant ethnic populations who had remained under Ottoman rule. Under the guidance of Russia, which had its own interests in south-east Europe, they joined forces against the Ottomans, under the name of the Balkan League, in 1912. In the first phase of the Balkan Wars, Bulgarian, Greek, Montenegrin and Serbian armies fought together against the Ottoman Empire, dealing the Ottomans a heavy defeat in a result that made headlines around the world. In the second phase, the Balkan states fought each other, and Romania also entered the war. In the conflict's aftermath, new borders failed to satisfy any of the belligerent parties. Interventions by the Great Powers further increased tensions in the region. As the ultimate result, the first bullet that triggered the First World War was fired in Sarajevo in June 1914. The causes and effects of the Balkan Wars have remained controversial despite the passage of time. In this volume, writers from various Balkan nations and from across various disciplines have come together under the aegis of the Balkan History Association to address little-known and little-studied aspects of the wars. Critical Security Studies in the Digital Age
This book demonstrates that the disciplinary boundaries present within international relations approaches to security studies are redundant when examining social media, and inter- and multi-disciplinary analysis is key. A key result of the analysis undertaken is that when examining the social media sphere security scholars need to "expect the unexpected". This is because social media enables users to subvert, contest and create security narratives with symbols and idioms of their choice which can take into account "traditional" security themes, but also unexpected and under explored themes such as narratives from the local context of the users' towns and cities, and the symbolism of football clubs. The book also explores the complex topography of social media when considering constructions of security. The highly dynamic topography of social media is neither elite dominated and hierarchical as the Copenhagen School conceptualises security speak. However, neither is it completely flat and egalitarian as suggested by the vernacular security studies' non-elite approach. Rather, social media's topography is shifting and dynamic, with individuals gaining influence in security debates in unpredictable ways. In examining social media this book engages with the emancipatory burden of critical security studies. This book argues that it remains unfulfilled on social media and rather presents a "thin" notion of discursive emancipation where social media does provide the ability for previously excluded voices to participate in security debates, even if this does not result in their direct emancipation from power hierarchies and structures offline.

Crises of European Integration
The book offers explanations for the striking variation in the outcomes of European integration crises. It analyzes eight major cases over the entire integration process, starting from the early 1950s and lasting until very recently. All cases went beyond a single policy field or member state but affected key features, principles, and objectives of European integration. As such, they qualify as "constitutional crises". My cases comprise the crisis of the European Defence Community (1952-54); the empty chair crisis (1965-66); the oil crisis (1973-74); the budgetary rebate crisis (1979-84); the end of the Cold War crisis (1989-92); the Constitutional Treaty crisis (2004-07); the Euro crisis (2009-12); and the migration crisis (2015-16). Taking a historical-comparative perspective, the book shows that crises have been an integral part of the European integration process since its beginning. European integration, after all, started with a major setback when member states in 1954 failedto realize plans for a European army through the European Defense Community.

(Un)Civil Democracy
This book offers a systematization of the recourse to political incivility by different subjects and in different contexts. The authors argue that incivility has now become a strategic resource that can be used by various actors in the public arena to achieve specific goals. We are referring not only to traditional political subjects, but also to journalists, citizens, movements and protest groups, that is to a plurality of actors who, from different angles, contribute to the construction of the "political spectacle". This resource can be activated according to circumstances and conveniences, whether their nature be political (to place an issue at the center of public debate or a new actor in the offer range), mediatic (to achieve an increase in visibility or viewership) or relational (to expand one's visibility and centrality in social media). The book identifies common elements linking the different levels of use of incivility, which can be traced in uncivil forms of communication. These are their expressive power (memorable gestures and unequivocal messages, which are immediately recognizable and visible), their aggregation power (they build group identities, and consolidate allegiances and bonds) and their mobilization power (they galvanize people, and inspire them to participate and take action).

It has not been long since the world faced the onslaught of COVID-19. I offer in this book a different approach to observing the Syrian revolution by dividing it into phases, and using more precise terms. Thus I have divided the Syrian revolution into three phases:1) Revolution from below, where popular and peaceful uprising was the mainstream character of the Syrian revolution; 2) Internal war, where mutual violence was spread formally and nationally after the formation of the Free Syrian Army (FSA); 3) Holy war (Jihad), where most revolutionaries have turned into national Jihadists accompanied with the arrival of global Jihadists to Syria to fight the Assad regime, and to establish the Islamic State (Caliphate). Furthermore, the rising and elapse of ISIS is investigated comprehensively in this book.I use the term internal war rather than civil war in order to be more specific in analyzing the war in Syria. Also, the international relations of the Syrian revolution occupies considerable part of this book. The behavior of states and sub-state actors regionally and internationally, and the stance of the international organizations towards the Syrian revolution are critically examined. In addition, the massacres and war crimes which have been committed by Bashar Assad, Iran, and their militias against the people in Syria are well documented in this book.

The Making of the International Solar Alliance

With no perceivable competitive advantage in solar manufacturing or technologies, what explains India's relative success in bringing together countries to form a new international organization focused on solar energy? Why did India insist on a treaty structure for the ISA? What are the transaction costs of bringing the 'solar rich' countries vis-?-vis the 'solar poor' countries on board? What was the role of France in the treaty-making process? Responding to these questions, the book draws on the political economy approach to analyse the motivations for India to steer a new treaty-based international organization. It presents the empirical evidence and arguments using three frames: process, politics, and players. Conflict and Post-Conflict Governance in the Middle East and Africa
This book explores the challenges of the governance and public policy in the midst and after conflicts, revolutions, and civil wars in the Middle East and Africa. As anywhere else, the task of rebuilding peace and institutionalizing stability in countries experiencing a conflict or just emerging from it is daunting, uncertain and context specific. Yet, focusing on the Middle East and Africa is of particular relevance, as these two regions feature the highest numbers of inter- and intra-state conflicts on the one hand, and the central states are more often contested than in the rest of world regions. The first half of the book proposes different cases addressing the fundamental challenge of inclusion and cohesion as well as the recurring issue of exclusion in conflict-affected situations, with four different cultural and institutional settings. The second half of the book offers more theoretical insights and proposed pathways to develop more inclusive and peaceful governance settingsin Africa, the Middle East and beyond. This edited book has been designed to be a helpful contribution to the analysis of conflict and post-conflict governance and peacebuilding. To do so, it deploys different lenses of social sciences, especially public policy and international relations, but also benefits from social psychology, political anthropology, and other disciplines that enable a more comprehensive understanding of the multifaceted, complex and dynamic issues at play.
The Selection and Tenure of Foreign Ministers Around the World
Foreign ministers are prominent actors in foreign affairs, often second only to heads of government in their influence. Yet, despite the growing awareness of the importance of key actors, and their backgrounds, in the study of international relations, foreign ministers remain understudied. In this Element, we make an important empirical contribution by presenting an original dataset on the personal and professional background of foreign ministers, spanning thirteen countries and more than 200 years. We use these data to answer three questions: who are the foreign ministers, why are foreign ministers with particular features appointed, and why do some foreign ministers have longer tenure than others? We find that foreign ministers tend to be men of politics who are appointed both on the basis of their affinity to, and to complement the experiences of, the head of government. We also find that foreign ministers stay longer in office when they perform well or are expected to do so, but that they are more likely to lose their posts when conditions make heads of government more prone to 'pin blame' on them to deflect criticism from foreign policy failures.

Anger Management
On 7 August 2019, High Commissioner Ajay Bisaria was expelled from Islamabad, the first time an Indian head of mission had been asked to leave by Pakistan. His expulsion marked yet another low in the troubled relationship between the two neighbours who had been born within a day of each other in 1947. The latest diplomatic row followed the dismantling of Article 370 in the erstwhile state of Jammu & Kashmir, but the hostility had been ratcheting up for a while, with the Pakistani terror attack in Pulwama, followed by the Indian airstrikes on terrorists in Balakot, and the grandstanding Pakistan engaged in over the return of a captured Indian Air Force pilot, Abhinandan Varthaman. This book looks in eye-opening detail at all these incidents that took place while the author was India's top diplomat in Pakistan, including blunders by Imran Khan, the then Pakistani prime minister, and parleys engaged in by the powerful head of the Pakistani army, General Qamar Bajwa. He also describes his interactions with Prime Minister Narendra Modi, External Affairs Minister Sushma Swaraj, and key members of the Indian establishment as they dealt with the multiple crises that took place during that time. Identities, Borderscapes, Orders
This book provides a pre-history of Russia's war on Ukraine and Europe's relations to it, illuminating the deep roots of the EU's neighbourhood crisis as well as the migration crises the Union created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscapes to guide research, analysis, and interpretation. Drawing on the author's experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the politics of post-communist transitions as well as the contemporary politics of CEE. It also shows how EU bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. Bandwagoning in International Relations
Whether states balance against or bandwagon with threatening great powers remains an unsolved problem for international relations theory. One school argues that military power compels minor powers to accommodate threats, while another defends that it elicits balancing instead. With the emergence of potential hegemons in both Asia and Europe - namely China and Russia - understanding state alignment is more urgent than ever. This book shows that bandwagoning has been a rare choice in contemporary Asia and Europe. The only states that chose bandwagoning with China or Russia faced both conflicts with third rivals and low levels of U.S. assistance. Going further, I divide bandwagoning between full alignment, survival accommodation, and profit accommodation. Bandwagoners choose among these three options based on the severity of the threat posed by the potential hegemon, the intensity of third conflicts, and the level of U.S. assistance. I test this novel theory against three European (Armenia, Belarus, and Serbia) and four Asian (Cambodia, Myanmar, North Korea, and Pakistan) cases. This study is the first to provide an exhaustive and compelling explanation of bandwagoning fully compatible with neorealism and adds to the balancing-bandwagoning debate. Beyond scholarly implications, this research's findings offer advice for policymakers concerned with the changing balance of power in Asia and Europe and how to counter China and Russia's influence.

What If There Was No Congress
In the Winter Session of Parliament in February 2022, Prime Minister Narendra Modi posed a question, 'What if there was no Congress in India?' This question reflected the sentiments expressed by Mahatma Gandhi in 1948 in what was perhaps the last letter written by him. He wrote three days before his assassination that the Congress in its current form had 'outlived its use' and should be disbanded.
