This has resulted in disagreements - both articulated and unarticulated - in how the Western allies should respond to both the legal and operational innovations in the use of force that drones have catalysed. The Element focuses on the responses of the UK, France, and Germany to these developments in the context of the changing US approach to the use of force. Locating itself at the interface of international law and politics, this is the first attempt to look at the interplay between technological innovations, legal justifications, and inter-alliance politics in the context of the use of armed drones.

Indirect rule has long characterized interstate relationships and US foreign relations. A key mechanism of international hierarchy, indirect rule involves an allied group within a client state adopting policies preferred by a dominant state in exchange for the dominant state's support. Drawing on the history of US involvement in the Caribbean and Central America, Western Europe, and the Arab Middle East, David A. Lake shows that indirect rule is more likely to occur when the specific assets at risk are large and governance costs are low. Lake's conceptualization of indirect rule sharpens our understanding of how the United States came to occupy the pinnacle of world power. Yet the consequences of indirect rule he documents--including anti-Americanism--reveal its shortcomings. As US efforts at democracy promotion and other forms of intervention abroad face declining support at home, Indirect Rule compels us to consider whether this method of rule ultimately advances US interests.

Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as 'the people'. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.

Beyond 2%--NATO Partners, Institutions & Burden Management

This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO's structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

In interrogating how Indian diplomats learned to live under a Westernized world order, it also offers a sociologically grounded reading of what might happen in spaces like India as the world transitions past Western domination. An awkward balancing act animates the order-making of India's cosmopolitan diplomats: despite a genuine desire to strive toward a postcolonial world founded on diversity, difference, and the symbolic representation of a global subaltern, there is a strong sense of a lingering caricature-like notion of a white, European-dominated homogenous club, to which Indian diplomats feel a deep-rooted and colonially embedded desire to belong. Cosmopolitanism operates inside this balancing act not as an international ethic upholding an equal, tolerant, or liberal global order, but rather as an elite aesthetic which presumes cultural compliance, diplomatic accommodation, and social assimilation into Western mores. Based on 85 interviews with Indian diplomats, politicians, and foreign policy experts, as well as archival work in New Delhi, the book asks what the experience of historically marginalized actors inside the diplomatic club tells us about the social hierarchies of race, class, religion, gender, and caste under global order.

Restraining Power Through Institutions

This book challenges the traditional view that meaningful analogies cannot be drawn between domestic and international politics. Alexandru V. Grigorescu shows that there are important parallels to be drawn across these two realms, if political interactions among states over the past two centuries are compared to those within states going back about a thousand years. He focuses specifically on the evolution of institutions that restrain concentrated power, such as courts, assemblies, and bureaucracies. Restraining Power through Institutions begins by developing a set of theoretical arguments about the emergence, change, and consolidation of institutional restraints on power. These are primarily derived from literature focusing on domestic politics going back to events such as those surrounding the signing of the Magna Carta and the emergence and evolution of the Curia Regis in England, or of the Estates General and Parlements in France. It then assesses the relevance of such arguments for the evolution of numerous international institutions: international courts, such as the Permanent Court of Arbitration, International Court of Justice, and International Criminal Court; international assemblies and parliaments, such as the Assembly of the League of Nations, UN General Assembly; and European Parliament; and international secretariats, such as those of the Central Commission for the Navigation of the Rhine, League of Nations, UN, and World Bank. The similarities between developments in the domestic and international realms lead to a number of important conclusions about future expectations for international institutions and for world politics more broadly. This book explores the role of nongovernmental mediators in promoting "inclusive peace" to negotiating parties in Myanmar's Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The influx of NGO mediators directly engaging with the negotiating parties and promoting the inclusivity norm coupled with the salience of discourse around "all-inclusiveness" at the end of the NCA process forms a puzzle around the agency that NGO mediators wield in influencing political outcomes, despite their lack of political and material leverage.The author argues that NGO mediators can effectively promote norms, using mediation processes as a site of norm diffusion. Bespoke international conflict resolution NGOs have become key mediation actors, within the last three decades through creating the niche world of "private diplomacy" and acting as "norm entrepreneurs" at the same time. As informal third parties, these NGO mediators directly engage with politically sensitive actors or convene unofficial peace talks. As NGOs, they are part of an epistemic community of mediation practice, professionalizing the field and producing knowledge on what peace mediation is and what it ought to be. This dual identity as both NGOs and mediators nicely sets them up with a unique agency to promote and diffuse norms. These norms often reflect the liberal peacebuilding paradigm promoted from the Global North, such as inclusion, gender equality and transitional justice, with the view that these norms are not ends in themselves but as necessary ingredients for effective mediation.The book further questions whether NGOs should promote norms in the first place. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. The book illustrates that while NGO mediators do possess the "normative agency" to effectively promote norms to negotiating parties, my empirical research analyses how their promotion of the "inclusivity" norm to the negotiating parties in Myanmar's NCA paradoxically resulted in exclusionary outcomes: only half of the armed groups in the ethnic armed groups' negotiating bloc signed, and civil society was effectively crowded out from meaningful participation despite lofty rhetoric.This is an open access book.

In August 1984, the PKK launched an armed struggle against the Turkish state, leading to a full-blown war throughout the 1990s. During the conflict, the Turkish state established new armed groups, many of them having a paramilitary character. This research investigates the ways in which these paramilitary groups emerged, functioned, and were deactivated. It analyses the historical background, transformations and continuities of these paramilitary groups, and examines their violence against civilians particularly in two regions of Northern Kurdistan: Batman province and Cizre district.

Undoubtedly huge progress was made on all the attempts but the prospects for peace had shattered by unending violence between Israel and Palestine. However, the separation of Palestine from Israel was a big relief from conflict and violence in the region. With the political limitations and the sanction imposed on Iraq the U.S. was fully exposed and then the idea of bringing a regime change in Iraq became a strong decision in the U.S. government, but before this decision was taken the U.S. Central Intelligence Agency had made efforts to promote internal dissent to bring down Saddam Hussain, but the effort of CIA had failed miserably. The Bush Administration then decided to step up disbursement of funds to Iraq National Congress and the opposition forces to resume its activities in Iraq. The Bush Administration then had many more problems to handle. Iraq was a problem; North Korea was a problem and Iran was a problem and some like the one interrupting their Christmas dinner. and there were some other ones they had to deal with that particular moment.

Liquid Sovereignty: Post-Colonial Statehood of China and India in the New International Order

This book project studies the variation of sovereignty in international order by analysing how the general model of sovereignty is localised in the political practice of two major non-Western rising powers, namely China and India. It aims to investigate how the sovereignty of these states is constituted, which includes the question of how sovereignty works and becomes constituted in specific contexts and cases that fall outside the discourses and positions of the so-called Westphalian (conservative, absolutist) sovereignty that is dominantly advocated by these two states on a global level. The core of this project explores specific contested cases and situates them vis-?-vis the broader approaches of China and India to sovereignty. I specifically analyse four particular cases: China's approach to sovereignty in relation to Hong Kong and Taiwan and India's approach to sovereignty in relation to Bhutan and Kashmir. In doing so, I will illustrate that sovereignty is a flexible and plasticphenomenon which can be intertwined with principles, models or practices that are usually seen as divergent from or contradicting sovereignty; for example, those that derive from China's and India's imperial and colonial history.

Why do leaders make foreign policy decisions that often appear irrational or engage in major reversals of previous policy to the extent that observers wonder at their intentions? How are leaders in the Global South (GS), the majority of which should lack much influence in international politics, sometimes are able to defy external pressure or even get powerful states to do their bidding? While some analysts focus on domestic politics or on external factors to explain shifts in foreign policy, the GS decision model emphasizes that observers forgo useful insights in applying these categories to occurrences that are in fact transnational--when the domestic and foreign cannot be disentangled. Drawing on the poliheuristic decision making model, which makes political survival paramount, Andrea K. Grove argues that leaders weigh political considerations and eliminate options that do not fit with the most pressing concerns for these leaders: legitimacy and regime security. Application of this model to the cases of Uganda, Kenya, Qatar, and Turkey not only improves understanding of foreign policy pathways but reveals ways in which leaders of developing states can manipulate their tough environments to serve their interests. They can sometimes exploit more powerful countries to raise their state's profile beyond what is warranted by objective measures.
