The central argument set out in this Element is that the combination of a perceived radical change in the threat environment post 9/11, and the new capabilities afforded by the long silent reach of the drone, have put pressure on the previously accepted legal frameworks justifying the use of force. This has resulted in disagreements - both articulated and unarticulated - in how the Western allies should respond to both the legal and operational innovations in the use of force that drones have catalysed. The Element focuses on the responses of the UK, France, and Germany to these developments in the context of the changing US approach to the use of force. Locating itself at the interface of international law and politics, this is the first attempt to look at the interplay between technological innovations, legal justifications, and inter-alliance politics in the context of the use of armed drones.
India's National Securitry Challenges
The Constitution of India provides that it shall be the duty of the Union to protect the states against internal disturbance and external aggression, and the states shall be responsible for maintaining police forces and securing public order. A large country, with nearly 23,000 km. of land and sea borders, India faces a host of internal, external and varied other serious security challenges. The contributors to this volume, almost all of whom are respected veterans of our three Defence Services have, on the basis of their long experiences, highlighted their concerns and pointed to the way forward.A crucial issue emerges from the writings in this book: there is an urgent need for the enunciation of a holistic National Security Policy which will provide the doctrinal basis for determining the nature, scale, and management architecture of the civil and military armed forces, intelligence services, and the growing number of agencies which are engaged in strengthening and safeguarding India's security.

Indirect rule has long characterized interstate relationships and US foreign relations. A key mechanism of international hierarchy, indirect rule involves an allied group within a client state adopting policies preferred by a dominant state in exchange for the dominant state's support. Drawing on the history of US involvement in the Caribbean and Central America, Western Europe, and the Arab Middle East, David A. Lake shows that indirect rule is more likely to occur when the specific assets at risk are large and governance costs are low. Lake's conceptualization of indirect rule sharpens our understanding of how the United States came to occupy the pinnacle of world power. Yet the consequences of indirect rule he documents--including anti-Americanism--reveal its shortcomings. As US efforts at democracy promotion and other forms of intervention abroad face declining support at home, Indirect Rule compels us to consider whether this method of rule ultimately advances US interests.

Bordering and Governmentality Around the Greek Islands
This book focuses on processes of bordering and governmentality around the Greek border islands from the declaration of a 'refugee crisis' in the summer of 2015 up until the emergence of the Covid-19 pandemic in 2020. The chapters trace the implementation of the EU migration hotspot approach across space and time, from the maritime Aegean border to the islands (Lesvos and Samos) and from the islands to the Greek mainland. They do so through the lenses of peoples' refusal to succumb to categories that get reified as identities through the hotspot approach, such as that of the 'deserving refugee', the 'undeserving economic migrant', the 'translator', the 'volunteer', the 'tourist' and the 'researcher'. This book explores how 'migration management' in Greece from 2015-2020, along with the reshaping of space and time, reconfigured peoples' relationships with one another and ultimately with one's self.

Statecraft and the Political Economy of Capitalism
Rising inequality, the advance of far-right populism, ecological and climatic catastrophe and the scourge of global pandemic disease - these are among the defining crises of our time. Addressing the governing challenges posed by each requires a more expansive vision of the scope and possibilities of state action than political scientists and economists have furnished to date. In Statecraft and the Political Economy of Capitalism political economists Scott G. Nelson and Joel T. Shelton examine several key social and political dynamics of advanced capitalism for insights into the fate of equality, community and solidarity. In chapters addressing divergent problems and spanning several centuries, statecraft is presented as a conceptual lens through which the art and practice of public action is continually rearticulated in response to the shifting economic, social and political conditions of a given epoch. The Inter- And Transnational Politics of Populism
Populism has lately experienced a meteoric rise to become one of the most widely used terms in academic and wider public discourses and a supposedly defining feature of both domestic and world politics. Situated at the intersection of International Relations (IR), Political Theory and Comparative Politics, this book makes a critical intervention into the burgeoning IR scholarship on populism and problematizes the often hyperbolic and sweeping usage of the term as a general descriptor for non-centrist politics of different persuasions. The book seeks to move into a different theoretical direction and broaden the empirical focus of existing IR research. Theoretically, it bridges the gap between theories of populism and IR by bringing the Laclauian, discursive approach and IR poststructuralism together in a theoretical framework. The proposed framework moves away from the search for the policy preferences and impact of populism, and instead conceptualizes foreign policy and world politics as potential sites for practicing populism, ranging from the articulation of societal grievances to the construction of populist identities such as 'the people'. Empirically, the book takes IR scholarship beyond the predominant focus on the populist radical right and single-country and -region studies. Building on the discourse analysis of an original data set, it offers a comparative analysis of right-wing and left-wing populist discourses in different world regions as well as populist cross-border collaboration and identity construction.
Beyond 2%--NATO Partners, Institutions & Burden Management
This book advances North Atlantic Treaty Organization (henceforth, NATO) burden analysis through a decomposition of the political, financial, social, and defense burdens members take on for the institution. The overemphasis of committing a minimum of 2% of member state Gross Domestic Product (GDP) to defense spending, as a proxy indicator of alliance commitment does not properly reflect how commitments reduce risks should Article V be invoked through attack (i.e., 2% is a political & symbolic target adopted by Defense Ministers in 2006 at Riga). Considering defense burdens multi-dimensionally explains why some members overcontribute, as well as, why burden sharing negotiations cause friction among 30 diverse members with differing threats and risks. In creating a comprehensive institutional burden management model and focusing on risks to members, the book explores the weaknesses of major theories on the study and division of collective burdens andinstitutional assets. It argues that member risks and threats are essential to understanding how burdens are distributed across a set of overlapping institutions within NATO's structure providing its central goods. The importance of the USA, as a defense underwriter for some, affects negotiations despite its absence from research empirically; new data permit testing the argument (Kavanaugh 2014). This book contributes conceptual innovation and theoretical analysis to advance student, researcher, and policymaker understanding of burden management, strategic bargaining, and defense cooperation. The contribution is a generalizable risk management model of IO burden sharing using NATO as the case for scientific study due to its prominence.

How Border Peripheries Are Changing the Nature of Arab States
This book addresses the multiple dimensions of the limited reach, or breakdown, of central authority in border regions of Arab states, and their implications for state sovereignty and modes of governance. These include the emergence of illicit networks of exchange, the rise of new nonstate actors in border regions, including paramilitary or jihadi groups, and the transformation of border areas into areas of regional conflict. Collectively, the essays in this volume address such processes, which have been observable in conflict-stricken countries such as Syria, Iraq, and Yemen, and in fragile political or economic contexts, like the ones in Lebanon, Tunisia, and Algeria, as well as in relatively stable Emirates such as Kuwait. The contributions also shed light on how border peripheries in the Arab world have impacted the center of political and economic power in their states.

Active Borders in Europe
This book explores how identities, public spheres and collective memories are being transformed in cross-border areas, contributing to the broad sociological context of Europeanization. Offering case studies on the German-Czech-Austrian, and Czech-Polish-German borderlands, the book introduces original primary data on cross-border cooperation. This data is interpreted using the concept of active borders, which approaches borders as a source of multicultural competence and cognitive capacity. In turn, the authors argue that Europeans need to treat borders, both territorial and symbolic, as specific cultural forms. Active borders allow an unprecedented level of cross-border cooperation and integration, and foster a better understanding of differences, rather than re-embedding them or constructing others. Accordingly, the authors contend that active borders promote more dynamic, open and resilient societies, and represent crucial prerequisites for the success of the European integration project.
Blue Labour
Labour has been on a wild ride over the past thirty years. New Labour argued that we had no choice but to accept a globalized free market economy in which the race was to the swift, the open and the flexible. Corbynism reacted against this with a jumble of old school statism and identity politics. Both ultimately failed. The Four Ages of American Foreign Policy
A new and unique framework for understanding the history of the foreign policy of the United States.The United States is now nearly 250 years old. It arose from humble beginnings, as a strip of mostly agrarian and sparsely populated English colonies on the northeastern edge of the New World, far removed from the centers of power in Europe. Today, it is the world's most powerful country, with its largest economy and most powerful military. How did America achieve this status? In The Four Ages of American Foreign Policy, Michael Mandelbaum offers a new framework for understanding the evolution of the foreign policy of the United States. He divides that evolution into four distinct periods, with each defined by the consistent increase in American power relative to other countries. His history of the four periods features engaging accounts of the major events and important personalities in the foreign policy of each era. Cosmopolitan Elites
Cosmopolitan Elites narrates the birth, everyday life, and fracturing of a Western-dominated global order from its margins. Kira Huju explores how these diplomats set out to remake the service in the name of a radically anti-colonial global subaltern, but often ended up seeking status within its hierarchies through social mimicry of its most powerful actors. This is a book about the struggles of belonging: it revisits what it takes to be a recognized member of international society and asks what the experience of historically marginalized actors inside the diplomatic club can tell us about the evident woes of global order today. In interrogating how Indian diplomats learned to live under a Westernized world order, it also offers a sociologically grounded reading of what might happen in spaces like India as the world transitions past Western domination. An awkward balancing act animates the order-making of India's cosmopolitan diplomats: despite a genuine desire to strive toward a postcolonial world founded on diversity, difference, and the symbolic representation of a global subaltern, there is a strong sense of a lingering caricature-like notion of a white, European-dominated homogenous club, to which Indian diplomats feel a deep-rooted and colonially embedded desire to belong. Cosmopolitanism operates inside this balancing act not as an international ethic upholding an equal, tolerant, or liberal global order, but rather as an elite aesthetic which presumes cultural compliance, diplomatic accommodation, and social assimilation into Western mores. Based on 85 interviews with Indian diplomats, politicians, and foreign policy experts, as well as archival work in New Delhi, the book asks what the experience of historically marginalized actors inside the diplomatic club tells us about the social hierarchies of race, class, religion, gender, and caste under global order.
International Cooperation Against All Odds
International Cooperation Against All Odds: The Ultrasocial World recasts how we understand international relations through an examination of how the human evolutionary predisposition to be "ultrasocial" as a species impacts which political ideas succeed, transform, manipulate, and inspire on a global scale. At a time when pessimism about our current world order is at an all-time high, this book overturns widespread assumptions that international relations is mainly about conflict, power, and national self-interest. In the last 10-20 years, scientists have discovered that as a species, we are biologically hard-wired, soft-wired, and pre-wired to be other-regarding and cooperative. Humans are an ultrasocial species, and yet this predisposition is completely ignored in governments across the world. Political leaders, experts, and the media have cultivated a myopic vision of global conflict, feeding an obsession on crises of the moment, rather than recognizing frequent and significant breakthroughs in peaceful cooperation and overall trends in the decline of violence. This book shows how time and time again our ultrasocial predisposition has pushed us towards big ideas that inspire and bring us together around the power of possibility. Featuring original research on international cooperation in outer-space exploration, European Union integration, nuclear weapons, and climate change, among other examples, Mai'a K. Davis Cross shows ultrasociality at work in a range of contexts. Tracing the path from social neuroscience and evolutionary biology (among others) to the power of ideas to international agreements, International Cooperation Against All Odds opens up an entirely new understanding of world politics. If we recognize our nature as a species and the potential we have to work together, we can start to transform institutions, and devise policies that take advantage of this. The book ends with a roadmap to promote more international cooperation, and eventually, a more stable, peaceful world order.
Restraining Power Through Institutions
This book challenges the traditional view that meaningful analogies cannot be drawn between domestic and international politics. Alexandru V. Grigorescu shows that there are important parallels to be drawn across these two realms, if political interactions among states over the past two centuries are compared to those within states going back about a thousand years. He focuses specifically on the evolution of institutions that restrain concentrated power, such as courts, assemblies, and bureaucracies. Restraining Power through Institutions begins by developing a set of theoretical arguments about the emergence, change, and consolidation of institutional restraints on power. These are primarily derived from literature focusing on domestic politics going back to events such as those surrounding the signing of the Magna Carta and the emergence and evolution of the Curia Regis in England, or of the Estates General and Parlements in France. It then assesses the relevance of such arguments for the evolution of numerous international institutions: international courts, such as the Permanent Court of Arbitration, International Court of Justice, and International Criminal Court; international assemblies and parliaments, such as the Assembly of the League of Nations, UN General Assembly; and European Parliament; and international secretariats, such as those of the Central Commission for the Navigation of the Rhine, League of Nations, UN, and World Bank. The similarities between developments in the domestic and international realms lead to a number of important conclusions about future expectations for international institutions and for world politics more broadly. In particular, the book argues that complementing the traditional focus on efforts to acquire power with the "Lockean" focus on restraining power offers a more complete depiction of international politics. This novel perspective consequently shifts the focus from the interests and actions of a handful of powerful states to those of virtually all states and groups of states, regardless of how powerful they are.

Ngos Mediating Peace
This book explores the role of nongovernmental mediators in promoting "inclusive peace" to negotiating parties in Myanmar's Nationwide Ceasefire Agreement (NCA) negotiations from 2011-2015. The influx of NGO mediators directly engaging with the negotiating parties and promoting the inclusivity norm coupled with the salience of discourse around "all-inclusiveness" at the end of the NCA process forms a puzzle around the agency that NGO mediators wield in influencing political outcomes, despite their lack of political and material leverage.The author argues that NGO mediators can effectively promote norms, using mediation processes as a site of norm diffusion. Bespoke international conflict resolution NGOs have become key mediation actors, within the last three decades through creating the niche world of "private diplomacy" and acting as "norm entrepreneurs" at the same time. As informal third parties, these NGO mediators directly engage with politically sensitive actors or convene unofficial peace talks. As NGOs, they are part of an epistemic community of mediation practice, professionalizing the field and producing knowledge on what peace mediation is and what it ought to be. This dual identity as both NGOs and mediators nicely sets them up with a unique agency to promote and diffuse norms. These norms often reflect the liberal peacebuilding paradigm promoted from the Global North, such as inclusion, gender equality and transitional justice, with the view that these norms are not ends in themselves but as necessary ingredients for effective mediation.The book further questions whether NGOs should promote norms in the first place. The outcome of the NCA process presents a critical and cautionary tale of promoting a presumed universal norm into a given locale and expecting a certain outcome without understanding how an external norm interacts with existing normative frameworks. The book illustrates that while NGO mediators do possess the "normative agency" to effectively promote norms to negotiating parties, my empirical research analyses how their promotion of the "inclusivity" norm to the negotiating parties in Myanmar's NCA paradoxically resulted in exclusionary outcomes: only half of the armed groups in the ethnic armed groups' negotiating bloc signed, and civil society was effectively crowded out from meaningful participation despite lofty rhetoric.This is an open access book.
Turkish Paramilitarism in Northern Kurdistan
This book focuses on relations between paramilitary groups and the Turkish state during the armed conflict between the state and the Kurdistan Workers' Party (Partiya Karker礙n Kurdistan, PKK) in the 1990s. In August 1984, the PKK launched an armed struggle against the Turkish state, leading to a full-blown war throughout the 1990s. During the conflict, the Turkish state established new armed groups, many of them having a paramilitary character. This research investigates the ways in which these paramilitary groups emerged, functioned, and were deactivated. It analyses the historical background, transformations and continuities of these paramilitary groups, and examines their violence against civilians particularly in two regions of Northern Kurdistan: Batman province and Cizre district.

After the Gulf War-1 and the liberation of Kuwait from the occupation of Iraq, the U.S. remained trapped in the Gulf without any clear ideas or planning and was totally separated from the international coalition which it had perfectly built to defeat the Iraqi leader Saddam Hussain The New world order that was proclaimed by the then U.S. President, George Bush Sr. the Dazzling Military Victory against Saddam Hussein's forces after it was drowned out of Kuwait. this victory in February 1991 and the collapse of the Soviet Union at the end of 1991 was the biggest gain for the U.S. resulting in the U.S. was duly proclaimed the only Superpower in the World. Immediately after the Gulf War-1 President Bush Sr, diverted forces on the Arab Israeli dispute. The defeat of Saddam Hussain and the collapse of Soviet Union gave a timely opportunity for the U.S. reshape the politics in the Middle East. Undoubtedly huge progress was made on all the attempts but the prospects for peace had shattered by unending violence between Israel and Palestine. However, the separation of Palestine from Israel was a big relief from conflict and violence in the region. With the political limitations and the sanction imposed on Iraq the U.S. was fully exposed and then the idea of bringing a regime change in Iraq became a strong decision in the U.S. government, but before this decision was taken the U.S. Central Intelligence Agency had made efforts to promote internal dissent to bring down Saddam Hussain, but the effort of CIA had failed miserably. The Bush Administration then decided to step up disbursement of funds to Iraq National Congress and the opposition forces to resume its activities in Iraq. The Bush Administration then had many more problems to handle. Iraq was a problem; North Korea was a problem and Iran was a problem and some like the one interrupting their Christmas dinner. and there were some other ones they had to deal with that particular moment.

Liquid Sovereignty: Post-Colonial Statehood of China and India in the New International Order
This book project studies the variation of sovereignty in international order by analysing how the general model of sovereignty is localised in the political practice of two major non-Western rising powers, namely China and India. It aims to investigate how the sovereignty of these states is constituted, which includes the question of how sovereignty works and becomes constituted in specific contexts and cases that fall outside the discourses and positions of the so-called Westphalian (conservative, absolutist) sovereignty that is dominantly advocated by these two states on a global level. The core of this project explores specific contested cases and situates them vis-?-vis the broader approaches of China and India to sovereignty. I specifically analyse four particular cases: China's approach to sovereignty in relation to Hong Kong and Taiwan and India's approach to sovereignty in relation to Bhutan and Kashmir. In doing so, I will illustrate that sovereignty is a flexible and plasticphenomenon which can be intertwined with principles, models or practices that are usually seen as divergent from or contradicting sovereignty; for example, those that derive from China's and India's imperial and colonial history.

Maneuver and Exploit
Why do leaders make foreign policy decisions that often appear irrational or engage in major reversals of previous policy to the extent that observers wonder at their intentions? How are leaders in the Global South (GS), the majority of which should lack much influence in international politics, sometimes are able to defy external pressure or even get powerful states to do their bidding? While some analysts focus on domestic politics or on external factors to explain shifts in foreign policy, the GS decision model emphasizes that observers forgo useful insights in applying these categories to occurrences that are in fact transnational--when the domestic and foreign cannot be disentangled. Drawing on the poliheuristic decision making model, which makes political survival paramount, Andrea K. Grove argues that leaders weigh political considerations and eliminate options that do not fit with the most pressing concerns for these leaders: legitimacy and regime security. Application of this model to the cases of Uganda, Kenya, Qatar, and Turkey not only improves understanding of foreign policy pathways but reveals ways in which leaders of developing states can manipulate their tough environments to serve their interests. They can sometimes exploit more powerful countries to raise their state's profile beyond what is warranted by objective measures.

The governance of the internet has gained a central role in global politics.
