Sovereignty in Conflict

Julia,Rone  著
Palgrave M 出版
2023/06/08 出版

This edited volume brings together leading international researchers in an attempt to disentangle and understand the multiple conflicts of sovereignty within the European polity in the aftermath of the 2008 economic crisis. While most research on sovereignty focuses on its international dimensions, what makes this volume distinctive is the focus on the mobilization of sovereignty discourses in national politics. Contrary to tired paradigms studying clashes between national and supranational sovereignty, the various chapters of the volume offer a provocation for the readers - what if these old vertical conflicts of sovereignty are increasingly complemented by horizontal conflicts between executives and parliaments at both the national and international level?

Unite History Volume 5 (1974-1992)

Mary,Davis  著
2023/06/08 出版

Sold as a multi-volume set - the individual volumes are also available for purchase. This volume traces the history of the TGWU from its zenith in the period of the Labour Government to its nadir in 1992. It easily divides itself into two distinct periods. The first from 1974-79 saw a reforming Labour government which, recognising trade union strength, was determined to 'bring about a fundamental and irreversible shift in the balance of power and wealth in favour of working people'. It marked the zenith of the TGWU in which the union played an important role, overseeing the repeal of anti-union Industrial Relation Act, and the enactment of a raft of pro-worker legislation. But this was insufficient to sustain the 'Social Contract' between the Labour Government and the Trade Unions- leading to the 'Winter of Discontent' and the Tory election victory of 1979.The second period, 1979-92, witnessed the nadir of the TGWU. A right wing Conservative government led by Margaret Thatcher, was determined to reverse all the gains of preceding Labour administrations. Anti-union legislation and the cruel tool of unemployment created the economic and political conditions to decimate trade unions. Defensive struggles could not stop the defeats suffered by car workers, miners, printers and dockers.Trade union membership declined in the Thatcher years, leading to a bleak period of industrial defeat and union retrenchment, characterised by mergers and reorganisation - mitigated only by positive moves to tackle endemic racism and sexism in an attempt to involve previously disregarded women and black workers.

Uncivil Wars

Waleed,Aly  著
Quarterly Essay 出版
2023/06/08 出版

Why is public debate increasingly polarised - and what can we do about it?Is our democracy corroding? In this original, eloquent essay, Waleed Aly and Scott Stephens explore the ethics and politics of public debate - and the threat it now faces. In a healthy society we need the capacity to disagree. Yet Aly and Stephens note a growing tendency to disdain and dismiss opponents, to treat them with contempt. This toxic partisanship has been imported from the United States, where it has been a temptation for both left and right. Aly and Stephens discuss some telling examples, analyse the role of the media, and look back to heroes of democracy who found a better way forward.Arguing that democracy cannot survive contempt, they draw on philosophy, literature and history to make an urgent case about the present.'So what do we owe those with whom we might profoundly, even radically, disagree? In our time, the answer increasingly seems to be: Nothing. Absolutely nothing. We've come to regard our opponents as not much more than obstructions in the road, impediments standing between us and our desired end. We have grown disinclined to consider what it might mean to go on together meaningfully as partners within a shared democratic project. To put it bluntly, we see no future with our political opponents because we feel we have nothing to learn from them.' Waleed Aly & Scott Stephens, Uncivil Wars

Dear Mr Putin

Peter,Breen  著
2023/06/08 出版

An epistolary exhortation in monthly installments to Mr. Vladimir Putin, President of Russia, that asks: "Are you sure about waging war and brandishing a cross against the woman who promised Russia's conversion and world peace...?""If my requests are heeded, Russia will be converted, and there will be peace; if not, she will spread her errors throughout the world, causing wars and persecutions of the Church. The good will be martyred; the Holy Father will have much to suffer; and various nations will be annihilated. In the end, my Immaculate Heart will triumph. The Holy Father will consecrate Russia to me, and she will be converted, and a period of peace will be granted to the world." From Mary's prophecy at Fatima in Portugal - July 13, 1917"What I started in Fatima, I will complete in Medjugorje. My heart will triumph." When Our Lady said these words, all I knew about Fatima was that it was vaguely similar to Medjugorje - the Blessed Mother had appeared to three children there. But after this message, I became curious about it, and the more I learned, the more I began to see deeper connections between Fatima and Medjugorje." Mirjana Soldo, My Heart Will Triumph, 2016

Target Tehran

Simon & Sc 出版
2023/06/08 出版

A Wall Street Journal Best Book of the Year/Politics Winner of the Jewish Book Council's Natan Notable Book Prize "One of the most accurate and fascinating books so far" (Michael Bar-Zohar, coauthor of Mossad) about how Israel used sabotage, assassination, cyberwar--and diplomacy--to thwart Iran's development of nuclear weapons and, in the process, begin to reshape the Middle East. Yonah Bob and Ilan Evyatar describe how Israel has used cyberwarfare, targeted assassinations, and sabotage of Iranian facilities to great effect, sometimes in cooperation with the United States. Even as it takes lethal action, Israel has managed to alter the politics of the Middle East, culminating in the Abraham Accords of 2020. Arab states such as Bahrain and the United Arab Emirates normalized relations with Israel, and the holy grail of normalization with Saudi Arabia may yet be achieved. Despite the war with Hamas, these Arab states share Israel's concern with Iran, remaining silent while Israel undermines Iran's nuclear program. Bob and Evyatar reveal how Israel has used documents stolen from Tehran in a daring, secret Mossad raid to show the United States and the International Atomic Energy Agency how Iran has repeatedly violated the 2015 JCPOA nuclear agreement and lied about its active nuclear weapons program. Drawing from interviews with top confidential Israeli and US sources, including from the Mossad and the CIA, the authors tell the "thrilling" (Lt. Gen. H.R. McMaster, author of Battlegrounds) inside story of the tumultuous, and often bloody, history of how Israel has managed to outmaneuver Iran--so far.

The 'Third' United Nations

Ingram 出版
2023/06/08 出版

The Third UN is the ecology of supportive non-state actors-intellectuals, scholars, consultants, think tanks, NGOs, the for-profit private sector, and the media-that interacts with the intergovernmental machinery of the First UN (member states) and the Second UN (staff members of international secretariats) to formulate and refine ideas and decision-making at key junctures in policy processes. Some advocate for particular ideas, others help analyze or operationalize their testing and implementation; many thus help the UN 'think'. While think tanks, knowledge brokers, and epistemic communities are phenomena that have entered both the academic and policy lexicons, their intellectual role remains marginal to analyses of such intergovernmental organizations as the United Nations.

The New Age of Naval Power in the Indo-Pacific

2023/06/08 出版

A new framework contextualizes crucial international security issues at sea in the Indo-PacificCompetition at sea is once again a central issue of international security. Nowhere is the urgency to address state-on-state competition at sea more strongly felt than in the Indo-Pacific region, where freedom of navigation is challenged by regional states' continuous investments in naval power, and the renewed political will to use it to undermine its principles. The New Age of Naval Power in the Indo-Pacific provides an original framework in which five "factors of influence" explain how and why naval power matters in this pivotal part of the world. An international group of contributors make the case that these five factors draw upon a longstanding influence of naval power on regional dynamics and impact the extent to which different states in the region use naval power: the capacity to exert control over sea-lanes, the capacity to deploy a nuclear deterrent at sea, the capacity to implement the law of the sea in an advantageous way, the ability to control marine resources, and the capacity for technological innovation. The New Age of Naval Power in the Indo-Pacific offers a fresh approach for academics and policy makers seeking to navigate the complexity of maritime security and regional affairs.

The Other #Metoos

Ingram 出版
2023/06/08 出版

From Asia to Africa to the Middle East, #MeToo has inspired local movements and hashtag trends like #AnaKaman and transnational collective hashtags like #MosqueMeToo. Yet, most Western scholarly and popular treatment of the movement assumes it is a primarily Western phenomenon. To attend to the revolutionary international impact of #MeToo, Iqra Shagufta Cheema brings together contributions from scholars and scholar activists that look at specific iterations of the #MeToo movement across multiple communities, cultures, and countries in the Global South. Going beyond gender, this comprehensive study focuses on the intersectional assemblage of ethnicity, religion, race, class, and politics that informs #MeToo and its place in local and transnational feminisms. By doing so, The Other #MeToos highlights the adaptation, translation, and impact of #MeToo in non-Western, postcolonial, minoritized, and othered locales to explore its wider scope and possibilities.

Days of Opportunity

Ingram 出版
2023/06/07 出版

Honorable Mention, 2025 Charles H. Norchi Prize, Royal Asiatic Society of Great Britain and Ireland Long before the 1979 Soviet invasion, the United States was closely concerned with Afghanistan. For much of the twentieth century, American diplomats, policy makers, businesspeople, and experts took part in the Afghan struggle to modernize, delivered vital aid, and involved themselves in Kabul's conflicts with its neighbors. For their own part, many Afghans embraced the potential benefits of political and commercial ties with the United States. Yet these relationships ultimately helped make the country a Cold War battleground. Robert B. Rakove sheds new light on the little-known and often surprising history of U.S. engagement in Afghanistan from the 1920s to the Soviet invasion, tracing its evolution and exploring its lasting consequences. Days of Opportunity chronicles the battle for influence in Kabul, as Americans contended with vigorous communist bloc competition and the independent ambitions of successive Afghan governments. Rakove examines the phases of peaceful Cold War competition, including development assistance, cultural diplomacy, and disaster relief. He demonstrates that Americans feared the "loss" of Afghanistan to Soviet influence--and were never simply bystanders, playing pivotal roles in the country's political life. The ensuing collision of U.S., Soviet, and Afghan ambitions transformed the country--and ultimately led it, and the world, toward calamity. Harnessing extensive research in U.S. and international archives, Days of Opportunity unveils the remarkable and tragic history of American involvement in Afghanistan.

Discriminatory Clubs

Princeton 出版
2023/06/07 出版

The discriminatory logic at the heart of multilateralism Member selection is one of the defining elements of social organization, imposing categories on who we are and what we do. Discriminatory Clubs shows how international organizations are like social clubs, ones in which institutional rules and informal practices enable states to favor friends while excluding rivals. Where race or socioeconomic status may be a basis for discrimination by social clubs, geopolitical alignment determines who gets into the room to make the rules of global governance. Christina Davis brings together a wealth of data on membership provisions for more than three hundred organizations to reveal the prevalence of club-style selection on the world stage. States join organizations to deepen their association with a particular group of states--most often their allies--and for the gains from policy coordination. Even organizations that claim to be universal, to target narrow issues, or to cover geographic regions use club-style admission criteria. Davis demonstrates that when it comes to the most important decision of cooperation--who belongs to the club and who doesn't--geopolitical alignment can matter more than the merits or policies of potential members. With illuminating case studies ranging from nineteenth-century Japan to contemporary Palestine and Taiwan, Discriminatory Clubs sheds light on how, for global and regional organizations such as the WTO and the EU, alliance ties and shared foreign-policy positions form the basis of cooperation.

The Fourth Industrial Revolution and Military-Civil Fusion

Yoram,Evron  著
Ingram 出版
2023/06/07 出版

Advanced commercial technologies offer new opportunities for defense applications that could greatly affect military power and metrics of military advantage. This is relevant when it comes to civilian-based technological innovations found in the emerging 'fourth industrial revolution, ' such as artificial intelligence, autonomous systems, 'big data, ' and quantum computing. Militaries and governments around the world are increasingly focused on how and where advanced commercial technologies, innovations, and breakthroughs could potentially create new capacities for military power, advantage, and leverage. This process of exploiting civilian-based advanced technologies is referred to as 'military-civil fusion' (MCF). This book addresses MCF not only from a conceptual and practical sense but also comparatively as it explores how four different countries - the United States, China, India, and Israel - are attempting to use MCF to support national military-technological innovation. It will interest scholars, researchers, and advanced students of military, security, and technology studies, as well as analysts and policymakers in military and defense organizations.

Turkey's Naval Activism

Palgrave M 出版
2023/06/06 出版

This book explores the significance of Turkey's Blue Homeland (Mavi Vatan) naval concept, which defines its maritime rights and interests in the surrounding seas - Aegean Sea, Black Sea, and the Mediterranean. The concept has a powerful socialized definition and a popular appeal across the political spectrum in Turkey with important implications for security in the wider Middle East. The book investigates the impact of geopolitics and domestic-political factors on the concept and uncovers motivations behind its trajectory since 2004 with a particular focus on the last several years, the period when Turkey's naval assertiveness reached its peak following the failed coup attempt in 2016. Based on in-depth interviews with diplomats, naval officers, academics, and researchers in the field, the book takes the reader through a journey on how the Turkish government has reinforced an activist policy since 2016 due to pressures of regional insecurity, domestic coalition logrolling, and nationalist sentiment.

Fortune Hunters

Nigeria has been in the news for worsening economic fortunes in recent times. Many are at a loss about what could be responsible considering the many resources and potential for greatness the country has. This is a book about the many challenges the country face in the hands of those who see the country only as a pouching field. It tells of the many components and players that have seized the levers of power in every sector but have failed to build a sustainable system and country for the present or for the future. Many policies, systems, and institutions that fall short of their purposes are revealed and their ailments diagnosed. What can be done differently seems obvious but the fortune hunters who have captured the state make it difficult, and in some cases impossible for any meaningful progress to be made. The book reveals the modus of operation of most of the fortune hunters in Nigeria's political system; an insight that can help not just Nigeria but other countries do much better.

Nordic Experiences in Pan-Nationalisms

Ruth,Hemstad  著
Routledge 出版
2023/06/06 出版

This book seeks to reassess and shed new light on pan-nationalisms in general and on Scandinavianism/Nordism in particular, by seeing them as possible futures and as interconnected ideas and practices across and beyond Europe. An actor- and practice-oriented approach is applied at the expense of more essentialist categorisations of what pan-nationalism is, or is not, to underline both the synchronic and diachronic diversity of various pan-national movements. A range of expert international scholars discuss encounters, transfers, similarities and differences among pan-movements in Norden and Europe based on a broad empirical material, focusing on Scandinavianism/Nordism, pan-Slavism, pan-Turanism, pan-Germanism and Greater Netherlandism, and the position of Britishness in Great Britain. This book will be of key interest to scholars and students of nationalism, European history, European studies and Scandinavian studies, history, social science, political geography, civil society and literary studies.

State Capture in South Africa

Ingram 出版
2023/06/05 出版

A multidisciplinary analysis of how state capture unfolded in South Africa and was contested within both civil society and the state itself. It presents a scholarly and empirical understanding of how things went awry, even with various regulating bodies in place, and how to prevent state capture from happening again in the future. The metaphor of 'state capture' has dominated South Africa's political discourse in the post-Zuma presidency era. What is state capture and how does it manifest? Is it just another example of a newly independent, failed African state? And is it unique to South Africa? The contributors in this collection try to explain the phenomenon from a variety of viewpoints and disciplines. All hold fast to the belief that the democracy that promised the country so much when apartheid ended has been significantly eroded, resulting in most citizens expressing a loss of hope for the future. Read together, the essays cumulatively show not only how state capture was enabled and who benefitted, but also how and by whom it was scrutinised and exposed in order to hold those in power accountable. The book aims to present a scholarly and empirical understanding of how things went awry, even with various regulating bodies in place, and how to prevent state capture from happening again in the future.

Olof Palme, Sweden, and the Vietnam War

Ingram 出版
2023/06/05 出版

In 1972, Swedish Prime Minister Olof Palme's fierce condemnation of the Christmas Bombings of the North Vietnamese cities of Hanoi and Haiphong led to a breakdown in diplomatic relations at the highest level between Sweden and the United States. The author argues that Sweden's official position of neutrality allowed its Prime Minister greater independence of action on the international stage. Palme opposed the American military intervention in Southeast Asia for its violation of Vietnamese self-determination. Superpower aggression against one small country threatened all others, including Palme's own. At the same time, the diplomatic freeze did not substantially damage Swedish-American relations. In spite of the tension with the Nixon White House, Stockholm and its embassy in Washington maintained excellent relations with Congress, with many ordinary Americans, and even with Nixon's own State Department.

Rohingya Camp Narratives

Palgrave M 出版
2023/06/04 出版

This book presents thirteen chapters which probe the "tales less told" and "pathways less traveled" in refugee camp living. Rohingya camps in Bangladesh since August 2017 supply these "tales" and "pathways". They dwell upon/reflect camp violence, sexual/gender discrimination, intersectionality, justice, the sudden COVID camp entry, human security, children education, innovation, and relocation plans. Built largely upon field trips, these narratives interestingly interweave with both theoretical threads (hypotheses) and tapestries (net-effects), feeding into the security-driven pulls of political realism, or disseminating from humanitarian-driven socioeconomic pushes, but mostly combining them. Post-ethnic cleansing and post-exodus windows open up a murky future for Rohingya and global refugees. We learn of positive offshoots (of camp innovations exposing civil society relevance) and negative (like human and sex trafficking beyond Bangladeshi and Myanmar borders), as of navigating (a) local-global linkages of every dynamic and (b) fast-moving current circumstances against stoic historical leftovers.

Comprehensive Peacebuilding on the Korean Peninsula

Palgrave M 出版
2023/06/03 出版

This book explores the state of play on the Korean peninsula, where old conflicts remain latent. Regarding security on the Korean Peninsula, however, this book challenges the belief that the internal affairs of states should be discounted and posits that to have a fuller perspective of comprehensive peacebuilding on the Korean Peninsula, all aspects of the security spectrum should be considered from the perspective of both challenges to building peace and opportunities for doing so. In particular, the internal governance functioning of the Democratic People's Republic of Korea (DPRK) regime will be considered, as well as the intersection between regime security, economic development and distributive justice, and South Korean perceptional, ideational, and bottom-up approaches to peace on the Korean Peninsula. Hence, this book will be of interest to scholars of the region, journalists and peace-makers.

South Sudan's Fateful Struggle

Ingram 出版
2023/06/03 出版

The Comprehensive Peace Agreement marked the end of Sudan's second civil war between the North and South. But in creating an autonomous southern region and a pathway toward statehood, it failed to resolve the effects of rebel factionalism, party infighting, and corruption in the South. In South Sudan's Fateful Struggle, Steven C. Roach analyzes these persistent effects of the South-South war, showing how they disrupted the transition to statehood and divided the transitional government of national unity in South Sudan. Throughout, he stresses the centrality of elite mismanagement and the durable dynamics of war which have shaped the country's troubled political destiny. The government, plagued by patronage-fueled corruption and patrimonialism, continues to rely on the threat of violence to govern the country and to delay the transition to a new government of national unity. Roach argues that in naturally sowing division and distrust, government elites must ultimately learn to engage civil society to achieve long-term peace, accountability, and justice. Along with providing an overview of the country's trajectory in this century, Roach traces its state of war to colonial times and uses the notion of militarized patronage to describe the distinct nature of South Sudan's patronage networks. He shows how the Sudan People's Liberation Movement came to dominate the country's affairs to become a powerful deterrent to democracy, security, justice, and national unity. He then discusses the promising efforts by civil society actors to advance hybrid justice by pressuring the government to implement a truth commission, a war crimes court, and reparations commission. Comprehensive in scope, the book represents the first systematic examination of South Sudan's quandary both before and after its civil war.

Disruptions as Opportunities

Taiyi,Sun  著
Ingram 出版
2023/06/02 出版

Disruptions as Opportunities: Governing Chinese Society with Interactive Authoritarianism addresses the long-standing puzzle of why China outlived other one-party authoritarian regimes with particular attention to how the state manages an emerging civil society. Drawing upon over 1,200 survey responses conducted in 126 villages in the Sichuan province, as well as 70 interviews conducted with Civil Society Organization (CSO) leaders and government officials, participant observation, and online research, the book proposes a new theory of interactive authoritarianism to explain how an adaptive authoritarian state manages nascent civil society. Sun argues that when new phenomena and forces are introduced into Chinese society, the Chinese state adopts a three-stage interactive approach toward societal actors: toleration, differentiation, and legalization without institutionalization. Sun looks to three disruptions--earthquakes, internet censorship, and social-media-based guerrilla resistance to the ride-sharing industry--to test his theory about the three-stage interactive authoritarian approach and argues that the Chinese government evolves and consolidates its power in moments of crisis.

Turkish-Greek Relations

2023/06/02 出版

The relationship with Greece has always been at the forefront in determining Turkish foreign policy. This book focuses broadly on the main issues of contention between Turkey and Greece, and analyses Turkey's policies towards Greece, based on the securitisation framework and focusing on the discourse of elites in the post-Cold War period. It inquires how, by whom and the extent to which Turkish foreign policy has securitised and de-securitised Greece. Based on an extensive discourse analysis of statements from Turkish elites - including the president, prime minister, minister of foreign affairs, chief of general staff and the secretary general of the National Security Council - Cihan Dizdaroğlu presents a fresh and critical analysis of the foreign policy Turkey enacts regarding Greece. Considering the contemporary geopolitical issues such as competition over the Eastern Mediterranean, the ongoing deadlock in Cyprus, Turkey's involvement in Libya as well as the emergence of new tension in the Aegean Sea, Greek-Turkish relations will continue to be a critical subject of international relations.

Love and Resistance

Ingram 出版
2023/06/02 出版

The passion for social justice, human rights and the longing for peace illuminate many of Theresa Wolfwood's poems. In some, the passion is expressed by individuals: a child in Gaza recounts her own war story and tells readers..."we are still here in Gaza". In El Salvador, a baker stands up against international mining interests..."strong from the resistance of bread dough". She expresses her love for the world she inhabits on the edge of the Pacific Ocean, a world where all life is connected ... "rooted we are together in this brief borrowed paradise". The poetry of Theresa Wolfwood also includes the intensely personal love poems for her lover ..."your back a mahogany guitar/ emerging from its case"... and for her mother..."She lay unconscious, a crumpled stained handkerchief/on a stretch of dirty snow". Wolfwood is a poet of fine sensitivity and deep passion for the human condition, the world we travel through and our search for truth and meaning. Her poems are to be savoured and re-read as sign posts in all our journeys; her words, honest about tragedy and horror are nonetheless imbued with hope and optimism that ..."we will transform the power of desecration/ our song will restore the earth".

A Precarious Armenia

Ingram 出版
2023/06/01 出版

In this volume of selected essays and interviews, the author explores a number of fundamental issues regarding Armenia's foreign and security policies and scrutinizes the political culture as the framework within which positions have been defined and solutions have been sought. The previously published and unpublished material collectively analyze the political thinking that characterized the response to challenges the Third Republic faced and failed to address from the standpoint of statehood versus a vague but powerful nationalism. The author achieves this difficult task by studying themes such as Armenia and Armenians as agents of their own history as opposed to the dominant sense of victimhood, maximalism confused with patriotism, the role of mediators and other states as saviors, the comfort zone of illusions and legends as opposed to hard realism and pragmatism. Libaridian argues that the dominant but faulty framework led leaders of the state and Diaspora to a policy that bet on war rather than peace, a second Karabakh war that Armenia lost in 2020, a war that should have been avoided.

China and Its Small Neighbors

Ingram 出版
2023/06/01 出版

In China and Its Small Neighbors, Sung Chull Kim examines the political implications of the economic asymmetry between China and its small neighbors, part of wider changes in international relations brought about by the rise of China. While being critical of the current trend that focuses on the China-U.S. rivalry alone, Kim argues that a microanalysis of China's advances toward its neighbors is a guide to understanding the trajectory of China's expanding influence and transitions in world politics more broadly. Economic asymmetry--as seen in trade concentration, non-transparency, and reliance on bilateral aid--has made China's small neighbors vulnerable on the political front, thus generating potential threats to their sovereignty and independence. Because China has the upper hand in the bilateral relationships, these weak states practice dual-core hedging as a strategy for survival. They hedge on China for expected economic benefits and at the same time hedge against their powerful neighbor to mitigate the risks involved in that hedging-on. Each small state's mode of hedging depends on its degree of vulnerability and its availability of policy instruments such as multilateral institutions and bilateral partnerships with extra-regional powers.

War Crimes

Routledge 出版
2023/06/01 出版

This book is a concise and accessible introduction to the problem of war crimes in modern history, emphasizing the development of laws aimed at regulating the conduct of armed conflict developed from the 19th century to the present. Bringing together multiple strands of recent research in history, political science, and law, the book starts with an overview of the attempts across the pre-modern world to regulate the initiation, conduct, and outcomes of war. It then presents a survey of the legal revolution of the 19th century when, amidst a global welter of colonial wars, the first body of formal codes and laws relating to distinguishing legal from criminal conduct in war was developed. Further chapters investigate failed but influential attempts to develop the laws of war in the post-World War I period and summarize the major landmarks in international law related to war crimes, such as the Hague conventions and the Nuremberg and Tokyo trials, as well as hundreds of lesser-known post-World War II trials in Europe and Asia. It also looks at the origins and debated significance of the Genocide Convention of 1948 and the 1949 Geneva Conventions, accounts for the acceleration worldwide of war crimes investigations and trials from the 1970s into the 2000s, and summarizes current thinking about international law and the rapidly changing nature of warfare worldwide as well as the memorialization of war crimes. Including images, documents, a bibliography highlighting the most recent scholarship, a chronology, who's who, and a glossary, this is the perfect introduction for those wishing to understand the complex field or war crimes history and its politics.

Democracy on the Ground

Ingram 出版
2023/06/01 出版

Honorable Mention, 2024 Marysa Navarro Best Book Prize, New England Council for Latin American Studies Is democracy possible only when it is safe for elites? Latin American history seems to suggest so. Right-wing forces have repeatedly deposed elected governments that challenged the rich and accepted democracy only after the defanging of the Left and widespread market reform. Latin America's recent "left turn" raised the question anew: how would the Right react if democracy threatened elite interests? This book examines the complex relationship of the Left, the Right, and democracy through the lens of local politics in Venezuela and Bolivia. Drawing on two years of fieldwork, Gabriel Hetland compares attempts at participatory reform in cities governed by the Left and Right in each country. He finds that such measures were more successful in Venezuela than Bolivia regardless of which type of party held office, though existing research suggests that deepening democracy is much more likely under a left party. Hetland accounts for these findings by arguing that Venezuela's ruling party achieved hegemony--presenting its ideas as the ideas of all--while Bolivia's ruling party did not. The Venezuelan Right was compelled to act on the Left's political terrain; this pushed it to implement participatory reform in an unexpectedly robust way. In Bolivia, demobilization of popular movements led to an inhospitable environment for local democratic deepening under any party. Democracy on the Ground shows that, just as right-wing hegemony can reshape the Left, leftist hegemony can reshape the Right. Offering new perspectives on participation, populism, and Latin American politics, this book challenges widespread ideas about the constraints on democracy.

European Union Support for Colombia's Peace Process

Palgrave M 出版
2023/05/31 出版

This open access book provides a comprehensive analysis of the EU's crucial support for the implementation of the Havana Peace Agreement between the Colombian government and the FARC-EP. It explores the use of new approaches and instruments that, despite some limitations and criticisms, could go beyond conventional liberal peace and provide useful lessons. Particular attention is paid to three axes: strengthening civil society, protection of human rights and a territorial peace perspective, as a contribution to the "local turn" in peace policies. The book first outlines the background of the conflict, the EU's two-decade defense of a negotiated peace, and the complexities of the peace process. Then, it analyses the development cooperation and political support provided in different areas: the collective reinsertion of ex-guerrillas, women and gender initiatives, the rights of ethnic communities, the sophisticated transitional justice system, as well as activities on reconciliation, victims and protection of human rights defenders.

Farmed Out

Ingram 出版
2023/05/31 出版

Interest groups have a tremendous impact on public policy. Congressional capacity for research and fact-finding is at a historical low, and interest groups have rushed in to fill the gap. They effectively act as adjunct staffers by providing members of Congress with the necessary information to write legislation. Of course, none of this is done for free. Lobbying groups influence the content of policy in ways that further their own agendas. How have interest groups modified their strategies in response to the newly polarized and information-sparse political climate? And what are the implications for interest groups' influence over the content of policy? In Farmed Out, Clare R. Brock uses U.S. agricultural policy as a vehicle to explain how the rapidly polarizing political environment has altered the role of interest groups in Washington. Drawing on over two decades of lobbying behavior data in the agricultural sector, Brock argues that polarization has given interest groups greater influence over policy content, particularly among their ideological and partisan allies. Brock's findings suggest that lobbyists increasingly work on an extended time horizon, often with cross-cutting coalitions, in order to pursue policy outcomes that once might have been easy asks. As a result, lobbying influence appears to increasingly be skewed toward those interest groups who have the capacity to maintain a long-term presence on the Hill--in other words, affluent and relatively wealthy groups whose concerns might not reflect the preferences of most Americans. Farmed Out makes an important and original contribution to our understanding of how interest groups now operate within a context of heightened polarization, lengthened time horizons, and declining institutional capacity.

Toward an American Renewal

Ingram 出版
2023/05/31 出版

The United States of America is becoming a divided nation and it needs help. Americans need new ways of thinking which will allow them to vigorously advocate for their own deeply held beliefs while at the same time remaining true to a common overarching story. This is deeper than just having civil discourse. This is deeper than just respecting the other side. This is deeper than agreeing to disagree. This cuts to the very core idea of how the country can transform into the best possible version of itself; to be successful as a cohesive whole beyond what any one individual or group could possibly imagine.

Ireland's Un Peacekeeping Policy During the Cold War Era

Terry M,Mays  著
Palgrave M 出版
2023/05/31 出版

This is the first book to study the establishment and evolution of an Irish Peacekeeping Policy. The author uses declassified primary source materials released by the Irish National Archives and relies on the notes and discussions of Government and legislative debates to demonstrate how the Irish governmental system operated to make the crucial decisions to dispatch contingents to UN peacekeeping operations. Analysed are: declassified discussion, debate, draft and final memos, and cables between the UN and Irish Government as well as internal to the Irish Government. The author considers the three step process of the political discussions between Ireland and the UN: the coordination between Ireland and other states; the discussions among members of the Irish Government; and the debate within the Irish legislature. Through this the author aims to promote an understanding of the mechanics behind Ireland's rise in reputation as a major backer and contributor to UN peacekeeping. At the same time, it presents an examination of a unique codified state process related to agreeing to the dispatch of personnel in support of UN peacekeeping.
