Waves of Discontent
After a period of relative calm in congressional elections prior to 2006, America has experienced a series of highly competitive, volatile national elections. Since then, at least one of the US House, US Senate, and presidency has flipped party control--often with a large House or Senate seat swing--with the exception of the 2012 election. In Waves of Discontent, Jacob F. H. Smith argues that a pervasive feeling of displeasure in the American public has caused this increase in electoral volatility. Conducting statistical analyses of a wide array of surveys, Smith found that these feelings of displeasure translate to lower turnout among voters from the president's party and a higher percentage of independents voting for the other party. Subsequently, he conducted a content analysis of New York Times articles to look at the connection between unrest in American society and seat swings in congressional elections, even before the existence of polling. Examining the consequences of volatility in congressional elections reveals that political amateurs are more likely to win in wave years than in normal years. Based on this data, Smith presents a new theory about the policy process--the policy doom loop--in which frustration among voters at both the inability of Congress to pass policy and anger at policies that actually do pass results in even more churn in congressional elections. Waves of Discontent offers some suggestions to promote constructive policymaking efforts in Washington to reduce frustration in the electorate.

Erdogan's Civil Death Project
Toward the end of the last century, the Hizmet Movement emerged in Turkish society as a major proponent of civil society. "Hizmet," also known as the G羹len Movement after its spiritual teacher Fethullah G羹len, achieved prominent recognition for its educational and multicultural work in T羹rkiye and elsewhere in the world. Hizmet, with its broad spiritual base, entrepreneurial prowess, moral compass, savvy media use, community service (schools, hospitals, and humanitarian work), and global reach, posed a political and social challenge to the Erdogan regime's growing autocracy and evermore evident corruption. Erdogan came to view Hizmet as his nemesis that roadblocked his march toward authoritarian rule. Because Hizmet called into question their unethical values and anti-democratic maneuvers, Erdogan and AKP moved to isolate, denigrate, marginalize, dismantle, and suppress Hizmet. This included oppressing anyone opposing the government as associated with the "Movement," even if they were not, as a way of being rid of them, too. Following the shadowy 2016 coup attempt, the government radically escalated its systemic oppression with mass arrests and detentions, initiating a lawless process that suppressed fundamental human rights like freedom, security, and the right to a fair trial as state policy, sidelining international law and T羹rkiye's internal law. Global Business and Local Struggle
In the quest for human rights justice for communities and workers whose rights are breached by transnational businesses, non-judicial mechanisms (NJMs) are often deployed, but how effective are they? This book creates a blueprint for reforming transnational human rights NJMs and for helping communities and workers to use them. Through 587 interviews with 1100 individuals over five years of research in Indonesia and India, the authors delve into the practical workings of NJMs in diverse industries and contexts. The findings reveal that while NJMs are limited in providing standalone remedies, they can play a valuable role within a broader regulatory ecosystem. Combining rich empirical data, multi-method analyses and a new theoretical framework, the authors argue for a multi-pronged approach to human rights redress. Their findings will advance both academic and policy debates about the merits and shortcomings of NJMs.
Good Change
Few countries serve as a more useful case study for understanding the global tension between liberal and illiberal conceptions of democracy than Poland. Under the populist Law and Justice (PiS) -led government, a large part of the Polish electorate welcomed the party's "Good Change"--as it described its program--despite accusations of democratic backsliding. Some Principles of Human Intelligence and Their Application
Human intelligence (HUMINT), which is the oldest of the intelligence disciplines, has through the course of the twentieth century, been less emphasized by the U.S. Army relative to the technical disciplines of signals intelligence (SIGINT) and imagery intelligence (IMINT). HUMINT should remain a key component of an intelligence system, as it can cue and be cued by the other disciplines and combine with them to be more effective than any of them would be by itself. Additionally, the Army is involved in low- and mid-intensity campaigns around the world and Army doctrine for these types of operations identifies the importance of HUMINT in their conduct. Army leadership has expressed dissatisfaction with the current state of Army HUMINT and stated that it needs improvement. In order to make such an improvement, principles of HUMINT are necessary so that the HUMINT system and its components--including the individual HUMINT collectors--may be properly designed or trained. Such principles may be derived from writings of theorists and practitioners of HUMINT. All of the civilizations of the ancient world practiced HUMINT in one form or another, and many of them left behind extensive writings on the theory and practice of HUMINT This was particularly true of the ancient Chinese and Indians, for whom HUMINT in its various forms was integral to their statecraft. The civilizations of the ancient Near East and classical period in the Mediterranean also engaged in HUMINT and left behind a record of it. Governments and militaries also employed HUMINT throughout the twentieth century, and there is an extensive body of both history and theory from twentieth century practitioners and theorists. From all of these writings, which almost completely agree, one can see that HUMINT collectors should be people of the best personal quality, mature and experienced, and with good knowledge of the areas on which they are collecting. Using the United States Information Agency Methods in the Twenty-First Century
The U.S. Information Agency (USIA) was founded in 1952 to coordinate communication with the international community during the Cold War. Since being disbanded in 1999 many government officials have realized that the ability to communicate globally has diminished. By examining the methods the USIA used to communicate internationally, applications can be found to guide the United States Government toward similar methods in the twenty first century. One of the most successful methods of communication was establishing overseas American libraries. Another method the USIA used was addressing the issue of propaganda and how it could affect the strategic communication to other countries. Propaganda, the USIA determined, could be harmful only if it deliberately and consistently misled a populace. Another method of communicating effectively was with consistent interaction with other government departments. In its time, the USIA was an integral collaborator with the State Department and the DOD, and accomplished significant achievements when utilizing interagency cooperation. Similar integration between government components is necessary to achieve a comprehensive and coordinated level of strategic communication in the twenty first century. Influencing the Behavior of General Chang Wanquan to Protect United States Space Assets
In January 2007, the Chinese successfully tested an anti-satellite (ASAT) missile that threatened US space assets and weakened Sino-US ties. A second successful test would further damage those ties and place more debris in Low-Earth Orbit, rendering that critical space passage less usable. The US must attempt to engage General Chang Wanquan, the Director of the General Armament Department, and influence him not to attempt a second test. This study recommends an influence strategy after studying General Chang's culture, organizations to which he refers, and psychological dimension. The psychological dimension considers the perceptions, cognition, emotions, reasoning, judgment, and decision-making process of Chang Wanquan; information gleaned from General Chang's background, public speeches, and writings available from open sources. In an attempt to influence the decision to launch a second ASAT missile, the US needs to immediately engage General Chang and offer limited cooperation on technical aspects of training, education, or anti-terrorism by using formal or informal avenues.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it.
