Intelligence Sharing, Fusion Centers, and Homeland Security

The final report by the bipartisan National Commission on Terrorist Attacks (2004) concluded that the attacks on September 11, 2001 were partly successful because information was not shared properly between agencies. Since that time, the Department of Homeland Security (DHS) and the Department of Defense (DoD) have created a variety of programs and implemented numerous strategies to build a system of information sharing that could detect and prevent large scale physical or cyber terrorist attacks against the critical infrastructures of the United States. The development of "Fusion Centers" across the nation is proving to be an effective intelligence collection, analysis, and dissemination tool for collaboration and information exchange among the private sector, tribal, local, state, and federal authorities as well as the DoD. U.S. Northern Command, the National Guard and DHS are working to improve collaboration via national level exercises such as Cyber Storm I and II. Although legal and privacy concerns exist in balancing the need for National Security with the protection of Civil Liberties, the rise of fusion centers is an indicator that state and local law enforcement as well as public safety agencies have an important role to play in homeland defense and security. As identified in the 9/11 Commission Report, terrorists often live and work in communities during attack planning and may have routine encounters with state and local law enforcement officials prior to an attack. The U.S. export laws have undergone minor changes, mainly directed at speeding up the export process and not since the Cold War have there been any significant changes. Since the end of the Cold War, the world, the defense industries, and the Department of Defense have undergone significant changes. The U.S. export system will have to undergo significant changes itself, more than procedural changes. The U.S. export system needs a top down review if it is to serve U.S. national interests, and adequately protect critical U.S. technology. No longer is the U.S. the sole keeper of leading edge technology, no longer is the Department of Defense relying solely on the U.S. defense industry, and no longer can the U.S. military endure long developmental cycles for weapon systems. Performance Management and the Intelligence Community

Mandated performance management for the intelligence community requires revisiting. The Defense Intelligence Agency (DIA) mandated performance management system for DoD Intelligence Community (IC) members can be a useful management tool and applicable to IC organizations when; performance can be verified, implementation is executed properly, and outcomes are well defined and continuously evaluated for efficacy. The applicability of performance management (PM) to the IC is contentious and PM should not have been applied indiscriminately throughout the IC. Organizations and personnel performing missions where performance can be verified, such as scientific and technical intelligence, will benefit from PM. However, the method of implementation within the IC since its inception in March 2007 has been deficient. PM has been indiscriminately applied to organizations where performance cannot possibly be verified. Also, PM systems, developed by outside consultants, have been mandated from above with limited or no involvement from organizations and personnel that perform the mission and who would be most knowledge in the development of performance measures and outcomes. How Does the Political Nature of the Defense Acquisition Process Affect Cost Growth

Many of the major procurement activities and programs of the Department of Defense (DoD) are experiencing cost growth costing the United States (U.S) government money. The purpose of this research was to develop an empirical model in order to explain cost overruns in the DoD major procurement activities and programs.Specifically, this thesis sought to discover relationships between cost overruns inweapon systems programs and factors that the DoD cannot control, factors that originatefrom the political nature of the defense acquisition process. The model describes how thepolitical and legislative balances of power between the parties of the Congress, thechange of the purchase habits of the DoD from production contracts to service contracts, and the spreading of defense manufacturing capacity across the states of the U.S arerelated to cost overruns in defense programs.This research effort studied 193 major weapon system programs from 1970 to2002 using Ordinary Least Square regression techniques. Leveraging Operational Preparation of the Environment in the GWOT

USSOCOM's effective execution of operational preparation of the environment (OPE) is a critical component in the strategy for winning the Global War on Terrorism (GWOT). OPE is a series of activities that seek to enable future operations by allowing U.S. Department of Defense (DOD) personnel to enhance their situational awareness and understanding within an area of interest and improve operational responsiveness. Joint Publication 3-13 defines OPE as "non-intelligence activities conducted to plan and prepare for potential follow-on military operations" conducted under Title 10 authority. Through predictive analysis and preemptive action, the United States can identify potential terrorist support areas, enhance situational understanding of these regions, and set the conditions to find, fix, and finish terrorists in these locations as or even before they take root. Conducting OPE in concert with our host and partner nation allies in areas of current or potential future terrorist activity is the means by which we can unobtrusively enhance our situational understanding and expedite the targeting and destruction of terrorist networks. OPE does fulfill key requirements outlined in the various national strategies to include disrupting and destroying terrorist organizations of global reach, denying safe haven, sustaining our intelligence advantage, and posturing for strategic uncertainty. It is an excellent method of achieving situational awareness and understanding, extending operational reach and responsiveness, and ultimately shorting the time between find to finish. Maximizing the effectiveness of OPE in support of the GWOT will require the following measures. Although USSOCOM has in fact developed a comprehensive unconventional warfare campaign plan and an OPE planning framework it would benefit from having an OPE specific campaign plan that operationalizes OPE in an effort to both guide its conduct and synchronize its effects. The Interagency Process and America's Second Front in The Global War on Terrorism

The purpose of this paper is to present solutions on how to address terrorism, the most challenging threat to our national security, and recommend what can be done at the operational level to enhance interagency and coalition partner collaboration required to achieve success against this threat. First, I briefly discuss the nature of the terrorism threat. Second, I review the interagency process at the national level and describe the interagency coordination mechanisms that exist at the operational and tactical levels. Third, I demonstrate how theater engagement was and will continue to be critical to winning the GWOT. This paper also includes a case study reviewing the contextual factors and key turning points during Operation ENDURING FREEDOM (OEF) Philippines, America's second front in the GWOT."OEF Philippines presented military leaders in Pacific Command (PACOM) with the many challenges--some similar and some different than those experienced in OEF Afghanistan. Finally, I provide recommendations on how to develop an integrated strategy to combat terrorism. Unmanned Combat Aerial Vehicles

There will likely be political, moral, and social implications of UCAV employment that strategists and military commanders will need to pay attention to as they craft strategies for future conflict. UCAVs are a very appealing option for the politician faced with use-of-force decisions due to reduced forward basing requirements and the possibility of zero friendly operator casualties. The flexibility of the weapon system offers the politician a seemingly high degree of control over the process of war. Together, these advantages may make a politician more inclined to use force first rather than last. In the moral realm, UCAVs are neither immoral nor illegal simply because risk to one of the combatants is removed. Additionally, notions of chivalry and fairness are not good standards by which to judge this technology. The social impact of widespread UCAV employment on the operator is an area of further concern. Remote-control war, however, does not change the underlying assumptions that have been the basis for the military ethos in the past. How should the United States determine its response to a chemical or biological attack against American personnel or interests? This paper assesses the current U.S. reprisal policy known as calculated ambiguity and concludes that today.s policy does not contain enough substance to support strategy development. Rebalancing the Nuclear Weapons Triad

Since 1960, the United States has maintained a nuclear triad of intercontinental ballistic missiles, nuclear capable strategic bombers and submarine launched ballistic missiles. As technology advanced and new capabilities were developed, the nuclear arsenal quickly expanded. The number of strategic nuclear weapons in the United States peaked during the height of the Cold War with the Soviet Union and then significantly declined as the two countries agreed to lower numbers through a series of treaties. This paper examines the history of the US nuclear weapons triad and how the strategic nuclear force structure might look in 2025 given the recent release of the 2010 Nuclear Posture Review and New Strategic Arms Reduction Treaty. The global security outlook is also briefly discussed. Research was conducted through review of government documents, publications from national organizations, and articles written by experts in the field. With the smaller nuclear stockpile the necessity of maintaining all three legs of the triad has been questioned in several publications. For example, a 2009 paper sponsored by the Air Force Association, Triad, Dyad or Monad? Shaping the US Nuclear Force for the Future, recommended the US move to a nuclear dyad by removing the nuclear role of B-52s and B-2s. However, even though the New START ratified in 2010 further reduces the number of nuclear weapons in the stockpile, it maintains the nuclear triad structure for at least the next 10 years. Democratic Reform in Ukraine

Successful economic reform and the transition to a free-market economy under a stable political system is the key to Ukraine's successful road to a new democratic beginning. Western assistance should primarily serve in an advisory role to stabilize the Ukrainian government, establish a viable rule of law, rudimentary representative government, and a system to protect individual and investment capital followed by direct investment and joint economic ventures with Ukrainian companies. This paper proposes a sequentially phased transformation model which encourages Ukraine's leaders to concentrate their efforts on first building a stable government, although not necessarily a democracy, and then focus on meaningful economic reforms to establish a solid economy with free market principles. In the long term, free-market economic principles will undermine an authoritarian government and foster the introduction of a democratic government. Microsoft, Al Jazeera, and the Predator

A complex and interdependent environment in the Global War on Terrorism (GWOT) highlights the challenge of translating the theory of effects-based operations (EBO) into practice, particularly with respect to influencing the will of the people and achieving a desired endstate. The following paper seeks to illustrate the conditions and challenges surrounding the translation of current effects-based theory into operational practice in GWOT by using three conceptual constructs. First, the Microsoft Corporation, its connectivity to the Internet, and the persistent attacks by computer hackers on Microsoft products help frame the adversary and the complex environment and conditions surrounding GWOT. Second, the Al Jazeera satellite news network serves as an anecdotal backdrop for the challenges military planners face in managing EBO assessment and controlling the "effects" in EBO. Third, the versatility of both the MQ-1B Predator unmanned aerial vehicle and Special Operations Forces (SOF) illustrate the importance of developing and maintaining collective knowledge, technological relevance, and doctrinal adaptability in an ever-changing GWOT environment. This study analyzes the theories of Pragmatic Communications, Cybernetics, and Perturbation under the framework of the Pragmatic Complexity Model to illustrate how two Presidential administrations beginning in the 20th and 21st centuries used 'new media'; and systems thinking to communicate to both international and domestic audiences. Moreover, the study provides examples of how each used narratives to counter opposing ideologies. Similarly, this monograph explores two notions of Chinese thought, potential and propensity, which prove useful for studying diplomacy and strategic communication. The monograph explains why a systems approach coupled with cybernetics is the future for strategic communication, why the Pragmatic Complexity Model proves a plausible replacement for the 20th century Message-Influence Model, and how 'new media'; technology provides better opportunities to compete in the global "war of ideas." The analysis of the Pragmatic Complexity Model reveals four core principles that should be adopted: 1) control of message is impossible; 2) less messaging is better; 3) the intent is not to persuade or influence audiences, rather perturb stable system structures; and 4) expect messages to fail rather than succeed, signaling the need for message contingencies. Suicide Bombers in CONUS

This monograph analyzes recent (post-1980) suicide bombings and determines the probability of the same in the Continental United States (CONUS). Analysis includes a brief history of modern suicide bombing and an examination of the strategic, tactical, social and individual logic of suicide bombing. It addresses the probable characteristics of suicide bombings against the U.S., both within CONUS and abroad. The monograph also makes recommendations about what can be done to mitigate future bombings. Finally, Appendix A lists 2,202 suicide bombings since 1980, and as of early 2007 is the best available open source suicide bombing database in the world. Suicide attackers have been a part of warfare for over two millennia, but the coupling of suicide attackers and explosives greatly increased the importance and effectiveness of this tactic in the 20th century. The modern phenomenon of suicide bombing had its genesis in the Iran-Iraq War from 1980-88. Ayatollah Khomeini used his influence to motivate young Iranians to commit suicide attacks, but he was successful in framing such attacks as martyrdom operations. Concurrent with the Iran-Iraq War, Iran influenced the development of Hezbollah in Lebanon. Hezbollah tried suicide bombing on somewhat of a trial basis against the U.S. and France, and then later against Israel. Unfortunately, Hezbollah achieved both strategic and tactical success and proved the efficacy of suicide bombing. Not surprisingly, other groups such as the Liberation Tigers of Tamil Eelam (LTTE), the Palestinians and the People's Liberation Army of Kurdistan (PKK) started employing suicide bombers in the 1980s and 1990s. As suicide bombing spread geographically and ideologically, it also increased in sophistication. It advanced from being a simple bomb delivered by truck, to include suicide vests, boat bombs, and eventually airplanes. Target sets similarly expanded. A Knowledge Matrix Modeling of the Intelligence Cycle

This effort models information flow through the United States Intelligence Community's Intelligence Cycle using a knowledge matrix methodology. The knowledge matrix methodology takes explicit data from multiple sources and fuses that data to measure a current level of knowledge about a target, or situation. Knowledge matrices are used to develop a measure of user-needs satisfaction. User-needs satisfaction compares requested levels of knowledge to a probability of collecting that knowledge within a designated timeframe. This effort expands the work done by Captain Carl Pawling in his March 2004 thesis, Modeling and Simulation of the Military Intelligence Process, by modeling intelligence as an opportunistic, multi-source, multi-entity system of systems. The value of intelligence fusion is compared, and analyzed between three different algorithms; no fusion, a mixed forward and fuse strategy, and strict fusion strategy. These fusion algorithms are then applied to competing intelligence collection architectures in varying intelligence activity scenarios to determine which architectures will most improve the probability of satisfactory collection. Intelligence Reform

On 22 July 2004 the 9/11 Commission released its report on the events surrounding the attacks of 11 September 2001. The 9/11 Report renewed calls for reform of the intelligence community (IC), continuing a long series of intelligence reform efforts that began shortly after the National Security Act of 1947 laid the foundation of the modern IC. As reform proceeds and government officials consider further changes, three topics remain relevant: (1) the 1986 Goldwater-Nichols reform of the Department of Defense and its applicability to the IC, (2) the common findings and recommendations of past reform efforts of the IC, and (3) the competing interests inherent in the IC that influence the pace and character of actual reform. This study explores these topics in the context of the 9/11 Report and the subsequent reform efforts initiated by the executive and legislative branches. While there was common motivation between the latest effort to reform the IC and the earlier DOD reform effort as embodied in the Goldwater-Nichols Act, it remains less clear if the measures taken in the DOD case are equally applicable to the IC. One reason to question the applicability of DOD reform efforts to the IC is the unique organizational context of the IC-an interagency organization supporting multiple departments as well as national policy makers. Reform of the IC is unlike reform of a single cabinet-level department, for at its most basic level the IC exists to enhance the effectiveness of multiple departments and senior policy makers in the accomplishment of their assigned functions. In short, the IC serves varied interests with sometimes shared and sometimes conflicting intelligence needs. The Acme of Skill

Non-kinetic warfare, or conflict without the use of force for the purpose of inflicting physical damage, is rapidly gaining in importance. Scholars of war even from the time of Sun Zi have articulated that the enemy's destruction is neither essential nor necessarily the best route to ultimate victory. The insurgency attributes that have characterized many wars since World War II suggest that the objective of warfare has shifted from the kinetic destruction of military forces to the non-kinetic impairment of the enemy's will to fight. The four global trends identified here, economic prosperity, freedom of information, the rise of nationalism and globalization and interdependence, are possible causes for this shift, but, more importantly, they are factors that make war a less attractive option than ever. The last major conflict between major powers was won with barely a single kinetic conflict between the United States and the Soviet Union-an excellent model of non-kinetic conflict and perhaps a sign of things to come. In the Cold War, the military largely played a supporting role. In an age characterized by the information revolution and globalization, the Information and Diplomatic instruments of power will rise in importance. Even in a supporting role, the Military instrument nonetheless remains relevant, not least because kinetic conflict can never be ruled out. However its non-kinetic potential needs to be developed in order for it to be more effective in today's world. Joint Logistics Component Commander and the Mobility Air Forces

Though joint operations have been the hallmark of U.S. military doctrine for many years, a systematic study of joint logistics and the role of the U.S. Air Force has not been undertaken. This neglect has allowed a significant question to remain unanswered, specifically, Would the theater Commander-in-Chief (CINC) benefit from a codified, doctrinally supported theater logistics commander? Moreover, no study has looked at this question from the unique perspective of the mobility air forces (MAF), and their role in joint theater leadership. This study grappled with the question of joint theater logistics command and control, especially from the MAF point of view. It looked at whether there can be a logistics component, if it could bring any benefit to the CINC, and finally, how the mobility air forces would be effected. A logistics component can exist: U.S. law allows a logistics component and doctrine supports its creation as an option for the CINC. OPERATIONS DESERT STORM, RESTORE HOPE and JOINT ENDEAVOR show that the U.S. has successfully used a theater logistics organization and that the concept works. These same examples also show how an ad hoc organization has serious shortfalls in the support it can provide. Current leadership is pursuing theater logistics implementation as shown by joint vision statements and the logistics plans of the various CINCs. A logistics component can bring benefits to the CINC. Leveraging Operational Preparation of the Environment in the GWOT

USSOCOM's effective execution of operational preparation of the environment (OPE) is a critical component in the strategy for winning the Global War on Terrorism (GWOT). OPE is a series of activities that seek to enable future operations by allowing U.S. Department of Defense (DOD) personnel to enhance their situational awareness and understanding within an area of interest and improve operational responsiveness. Joint Publication 3-13 defines OPE as "non-intelligence activities conducted to plan and prepare for potential follow-on military operations" conducted under Title 10 authority. Through predictive analysis and preemptive action, the United States can identify potential terrorist support areas, enhance situational understanding of these regions, and set the conditions to find, fix, and finish terrorists in these locations as or even before they take root. Conducting OPE in concert with our host and partner nation allies in areas of current or potential future terrorist activity is the means by which we can unobtrusively enhance our situational understanding and expedite the targeting and destruction of terrorist networks. OPE does fulfill key requirements outlined in the various national strategies to include disrupting and destroying terrorist organizations of global reach, denying safe haven, sustaining our intelligence advantage, and posturing for strategic uncertainty. It is an excellent method of achieving situational awareness and understanding, extending operational reach and responsiveness, and ultimately shorting the time between find to finish. Maximizing the effectiveness of OPE in support of the GWOT will require the following measures. Although USSOCOM has in fact developed a comprehensive unconventional warfare campaign plan and an OPE planning framework it would benefit from having an OPE specific campaign plan that operationalizes OPE in an effort to both guide its conduct and synchronize its effects. The Army National Gaurd and the Department of Homeland Security

This AY-10 USAWC resident student paper argues that the citizen-soldiers of the Army National Guard have lost their focus and original purpose as a State Militia available for disaster recovery operations, assisting law enforcement, and defending the homeland. The author believes that the pressure felt by the current operations tempo to use the Army National Guard as an operational reserve can only be alleviated by moving the Army National Guard from the Department of Defense to the Department of Homeland Security. In order to prepare for future urban operations, the USAF must place Non-Lethal Weapon (NLW) development in the forefront of its research programs and match them to Unmanned Aerial Systems (UAS). The world population continues to grow and an ever-increasing percentage is moving to the cities to find sustenance and employment. America's enemies have discovered how to anchor an otherwise superior force in the urban quagmire, where a single instance of Collateral Damage (CD) can have strategic effects. These two factors will converge in the future and place the US at a significant disadvantage unless the USAF prepares now. Non-lethal technology can avoid massive structural damage and civilian deaths during urban combat by giving commanders options in situations where employing lethal technology would be inappropriate. The Active Denial System (ADS), Infrasound generator, and High-Power Microwave (HPM) are different types of electro-magnetic NLW that can easily be matched to UAS. The UAS has the unique advantages of persistence, expendability, and low cost compared to manned aircraft. Future adversaries will no doubt continue to recognize the asymmetric advantage of urban combat when facing the US. NLW-equipped air power can provide crucial support to joint forces across the entire spectrum of urban warfare, from peacekeeping to major combat operations. International Armament Cooperative Programs

The Joint Strike Fighter international program is unique; indeed there is no other example of a U.S. major prime contractor co-developing and co-producing a U.S. combat aircraft with other foreign entities. Consequently, the program provides an excellent model to evaluate in view of the new Department of Defense international acquisition strategy requirements. This paper is a preliminary analysis that seeks to answer the questions: what are the benefits and liabilities of the JSF international acquisition approach thus far, and what are the necessary precursors or conditions that should exist for future international cooperative programs to have the best chance of success? Such answers are relevant given that DoD now looks to international armament cooperative programs as the first option for future weapon systems acquisition strategies. Finally, the paper will identify barriers that are 'hard-wired' into our acquisition regulations, policies and statues that restrict cooperation, fail to take advantage of the global defense industrial market, and are antithetical to our National Security Strategy coalition goals. Guidelines for a US Counterpropaganda Strategy to Defeat Al-Qaeda Recruiting

This study evaluates the counterpropaganda strategy to defeat al-Qaeda recruiting and suggests new strategy guidelines based on an analysis of historical case studies. The author evaluates the counterpropaganda campaigns during WWI, WWII, and the Cold War in terms of ideology and purpose, context, target audiences, organization, media techniques, and effects and evaluation. This thesis proposes the following primary research question: How can United States Army combat organizations better prepare for the inevitability of casualties? Effects of Deployments on Homestation Job Stress and Burnout

The Global War on Terrorism has increased the demands placed on military members. The increased rate of deployments, coupled with the reduction in resources, has military leaders concerned that these changing demands will cause undue strain, adversely affecting the military member's quality of life. This research tests the effects of active duty military deployments on homestation job stressors and burnout. Pre- and post- deployment surveys were administered to test for any significant changes that resulted from a deployment. A group of non-deploying members was also measured during the same time frame to serve as the control group. Results showed that deployments resulted in increased levels of two facets of job satisfaction and decreased levels of role conflict, emotional exhaustion, and burnout. The only significant change noted by the control group was a decrease in the level of organizational commitment. Therefore, despite the fact that military deployments can be extremely stressful themselves, they do offer some beneficial effects to military members upon return to their homestation environment. Policy Analysis of Chapter 101a

This research analyzed the United States Air Force's ability to meet the two conditions required for exemptions of critical habitat designations that are authorized under the National Defense Authorization Act for Fiscal Year 2004. The research was limited to natural resources management on United States Air Force training ranges. Department of Defense exemptions can only be achieved if specific conditions exist. The conditions require the development and management of an Integrated Natural Resources Management Plan that conserves threatened and endangered species and other natural resources to ensure the successful management of practices identified. The results of this project determined that United States Air Force's natural resources managers have Integrated Natural Resources Management Plans in place and have dedicated the resources to implement management polices identified in those plans. Electronic, internet-based surveys were used as the primary data collection tool. Phenomenological Analysis was used to perform an in-depth review of selected issues that were identified via the survey. Fighting Terrorism With Strategy

The end of the Cold War was an opportunity for the United States to select and adhere to a new grand strategy, but a new approach was never chosen because America did not face a threat of sufficient magnitude to make a choice necessary. In the wake of the 11 September 2001 terrorist attacks, some have argued that the age of strategic ambiguity known as the post-Cold War period is over, and the threat of international terrorism requires America to make a grand strategic choice. This paper examines those choices by presenting four post-Cold War strategy options--neo-isolationism, selective engagement, cooperative security and primacy--and examining them through a counterterrorism lens. Specifically, it employs a set of critical strategic questions about the war on terrorism and cites post-9-11 ideas from the proponents of each strategy to answer those questions. Based on those answers, each grand strategy is critiqued by applying a disciplined counterterrorism framework to the reveal tensions inherent in each approach. Finally, while the military cannot make grand strategy or force consistency in its application, it must be able to support it. To that end, this paper proposes capabilities that the United States Air Force (USAF) should enhance or acquire to support the war on terrorism depending on the grand strategy selected. Human Intelligence

The Malacca Dilemma

China is strengthening diplomatic ties and building naval bases along the sea lanes from the Middle East. This "String of Pearls" strategy is designed to protect its energy security, negate US influence in the region, and project power overseas. China is rapidly building a blue-water navy, developing advanced missile technology, and stockpiling undersea mines to counter US Navy capabilities, especially in the event of a conflict over Taiwan. To counter China's growing naval power, the United States can exploit a critical vulnerability-China's dependence on sea lines of communication. Eighty percent of China's oil imports pass through the Strait of Malacca; the Chinese leadership calls this strategic weakness the "Malacca Dilemma." In conjunction with naval forces, land-based airpower offers a promising way to control key maritime chokepoints and trade routes. Land-based airpower proved a decisive maritime force in the war against Japanese shipping during World War II. What is the Extent of Al Qaeda in the Islamic Maghreb and Where Does it Derive its Strength in the Sahelian-Saharan Region

While Algeria was facing internal security issues with illegal Islamist armed groups in the 1990s, some Sahelian-Saharan states were reducing their institutional presence in their border region with Algeria. Mali was demilitarizing its northern region in application of the peace agreement with the Arab-Tuareg rebellion, opening a large corridor to all kinds of smugglings and illegal activities. The Author used the RAND study's variable of ungovernability and conduciveness to analyze AQIM in northern Mali. The importance of kinship relationship in Somalia supported the emergence of a new variable called "Fortified Relationships". The objective of the study was to use the RAND's variables to do an analysis of AQIM's center of gravity. The conduciveness variables constitute AQIM's center of gravity critical capabilities and "Fortified Relationships" constitute its critical vulnerabilities. "This study investigates how United States space systems can be used to directly achieve diplomatic objectives. While space systems are widely acknowledged as vital enablers of terrestrial-based forces, they are often overlooked as a critical component of national power capable of directly pursuing national objectives. A brief review of space doctrine and policy from the Department of Defense, Joint Staff, Unified Command, and Air Force perspectives reinforces the thesis that space systems' ability to independently shape events and achieve objectives, beyond their support to terrestrial forces, is overlooked. Historical precedent for the use of space systems and other military forces in directly supporting diplomatic objectives is then established through case studies on Sputnik's effect on global affairs, the use of U-2 imagery during the Cuban Missile Crisis, and the use of the United States Navy as a tool of diplomacy. The study then presents the Space-Diplomacy model that posits seven facets to the diplomatic power of space assets and shows when they can be effective over the spectrum of conflict: prestige, technology partnerships, access to space services, legal precedent, objective information, presence, and threat of punishment. Understanding the Links Between Organized Crime and Terrorism in Military Operations

Organized crime is becoming a large-scale business that is conducting global commerce for the trafficking of illegal services and products as well as developing the associated supply chains. Criminal organizations are conducting commerce across traditional nation-state boundaries allowing criminal groups to work in coordination with other like groups; this coordination is called transnational crime. The United Nations (UN), aware of this activity, has stated that "the traditional hierarchical forms of organized crime groups have diminished; replaced with loose networks who work together to exploit new" markets of opportunity (UNODC 2006d, paragraph 2). These loose networks have many resources available to affiliates that include financial services, global transportation, and the weapons industry. Criminals, organized crime, and terrorist networks have access to these valuable resources via this affiliation. Currently: 1. Illegal drugs make up 8 percent of the world trade or $322 billion (Drug Policy Alliance 2004, paragraph 4) 2. Global prostitution industry is estimated to be $52 billion (Hughes 2000, paragraph 16) 3. Worldwide money laundering activity is at roughly $1 trillion a year (Ashcroft 2001, paragraph 4) 4. What is the Role of the Joint Forces Air Component Commander as Airspace Control Authority During Stability Operations?

Airspace control is not a new concept and there has been considerable doctrinal development and discussion over the last 50 years. However, the role the joint forces air component commander as the airspace control authority during stability operations has not been explored. Airspace control has become increasingly complex due to the increase of unmanned aerial vehicles in use by the Army and other services. Differences in airspace control capability, the lack airspace control equipment, doctrine, joint training and common systems increase the difficulties for the joint forces air component commander to function as airspace control authority during stability operations. This analysis highlights the robust air control system employed during stability operations (counterinsurgency) in South Vietnam, but was not available for Operation Enduring Freedom and for Operation Iraqi Freedom after major combat operations ended and stability operations began. This study specifically highlights the lack of certain items of air control equipment, airspace control doctrine for stability operations, common systems, and robust joint training and offers recommendations for improving joint capabilities and doctrine.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Terrorism Prevention

The 2002 US national security strategy is a proactive, world integrated strategy against terrorism. The US chose to highlight preemption as a viable option to deal with terrorists or rogue states. The aim of this thesis is to address the planning and execution of this policy at the operational level with regard to prevention more so than preemption. As such, strategic and operational decisions regarding actions to be taken against impending terrorist threats will need to be made to prevent the onset of hostile acts against the US. The decisions to act will also incur associated military and political risks. Once possible terrorist activity is detected, the US may choose to use diplomatic, economic or informational means but often the only sure means of stopping terrorist attacks will be by military means. This thesis addresses the unanswered operational level questions regarding the US strategy as well as the preventive military actions that the US and regional combatant commander can take to effectively mitigate the use of terrorism against America. How Does the Political Nature of the Defense Acquisition Process Affect Cost Growth

Many of the major procurement activities and programs of the Department of Defense (DoD) are experiencing cost growth costing the United States (U.S) government money. The purpose of this research was to develop an empirical model in order to explain cost overruns in the DoD major procurement activities and programs.Specifically, this thesis sought to discover relationships between cost overruns inweapon systems programs and factors that the DoD cannot control, factors that originatefrom the political nature of the defense acquisition process. The model describes how thepolitical and legislative balances of power between the parties of the Congress, thechange of the purchase habits of the DoD from production contracts to service contracts, and the spreading of defense manufacturing capacity across the states of the U.S arerelated to cost overruns in defense programs.This research effort studied 193 major weapon system programs from 1970 to2002 using Ordinary Least Square regression techniques. Results show that a DemocraticPresident leads to a reduction in cost growth, while control of both houses of Congress byone party, or control of the Senate and the office of the President by one party causes costincreases.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it.
