Description: The morning of September 11, 2001 changed the face of America. Terrorism is no longer a word reserved for television broadcasters when describing events taking place halfway around the world. Watching the smoke billowing into the clear blue skies that September day Americans knew that we were on longer safe at home or at work. Terrorism had come to America. This abstract idea of killing innocent people which has always been associated with places with names like Lebanon, the Gaza Strip and Columbia was not just knocking at our door it had kicked it in taking thousands of people along with it. As we sat glued to our television sets, the fact that terrorists were no longer a foreign problem was repeated over and over by commentators and we watched the safety of our nation burn and fall as the buildings collapsed into a pile of rubble. When the first plane hit the World Trade Center most of us assumed it was a tragic accident. Something terrible must have gone wrong. The plane must have veered off course due to a mechanical failure or pilot error, but when a second plane rammed the second tower right before our eyes, it was clear this was no accident. A choreographed terrorist attack on the United States was underway and we were helpless to stop it. The vulnerabilities of America became clear to the world in those few moments. As the smoke cleared and the rubble was cleaned up, it would be naive to think this was the last asymmetric attack that terrorists will inflict on America. We need to ask hard questions and be ready to make hard changes so we can maintain the very freedoms we hold so dear. How did these terrorists cause so much death and destruction within our borders? What made these buildings the targets of choice? In addition, could we have prevented it? At What Cost, Intelligence? A Case Study of the Consequences of Ethical and Unethical Leadership

irst Place Winner of the MacArthur Military Leadership Writing Competition for the CGSC Class 2009 -- 01. In this essay, the hypothesis that the essential ethical position assumed by leaders is the most important determinant of, one, the level of detainee abuse in interrogation units, and, two, whether these units are strategically effective on today's battlefield. This hypothesis will be validated by the storyline beginning with an email exchange. If this hypothesis is correct, then interrogations at detention facilities influenced by the CJTF-7, 3rd Armored Cavalry Regiment, and 4th Infantry Division leaders above should have escalated to serious detainee abuse, and conversely, the TF 1AD detention facility should have remained relatively free of allegations of detainee abuse since its leaders viewed interrogation operations from a higher ethical vantage point. Qualities shared by these detention facilities (such as theater policy, manning, overcrowding, interrogator experience, etc.) will be discussed before these "control factors" are discarded as largely irrelevant to the final results. The Indirect Approach

The intent of this paper is to explain the significant contribution of aviation foreign internal defense in combating terrorism in weak states. This study begins by identifying the national security threat posed by weak states and their attractiveness as a sanctuary for terrorist organizations. This study then examines how states respond to internal threats such as terrorism by implementing internal defense and development programs that are designed to address the underlying causes of internal instability. Next, the role of US foreign internal defense is examined and how it is used to support the internal development efforts of friendly nations. The study then explains the importance of airpower in combating terrorists, noting, however, that airpower capabilities in most developing nations are inadequate to the task. But That's Not Fair

The current US conflicts in Iraq and Afghanistan are characterized by enemies who regularly disregard international law and just war principles. Asymmetric conflicts such as these, in which belligerents violate laws of war to gain an advantage over a superior military force, are likely to be the norm for the foreseeable future. When such opponents refuse to "play by the rules," are there rules which the United States may then justifiably set aside? This normative paper examines jus in bello principles within just war theory to provide recommendations for US forces faced with this situation. The restrictions based on discrimination and proportionality must remain intact, but the US interpretation of military necessity must be altered from traditional views that have historically led to immoral decisions in the conduct of war. Military necessity must be considered at all levels of war, and the justice of the cause must not be used to justify gradual violations of jus in bello when selecting the tactics. Democratic Reform in Ukraine

Successful economic reform and the transition to a free-market economy under a stable political system is the key to Ukraine's successful road to a new democratic beginning. Western assistance should primarily serve in an advisory role to stabilize the Ukrainian government, establish a viable rule of law, rudimentary representative government, and a system to protect individual and investment capital followed by direct investment and joint economic ventures with Ukrainian companies. This paper proposes a sequentially phased transformation model which encourages Ukraine's leaders to concentrate their efforts on first building a stable government, although not necessarily a democracy, and then focus on meaningful economic reforms to establish a solid economy with free market principles. In the long term, free-market economic principles will undermine an authoritarian government and foster the introduction of a democratic government. Rescue Operations Center

The recovery of isolated American and allied personnel remains a priority for all commanders. The joint force commander designates the command-and-control of his rescue forces. The delegation during major combat operations is normally to the Joint Force Air Component Commander (JFACC). However, this delegation can be made outside of the Combined Air Operations Center (CAOC) for missions short of major combat operations. These missions include humanitarian and disaster relief operations, non-combat evacuation operations, defense support to civil authorities, and irregular warfare. The best method of decentralizing control is through the Rescue Operations Center (ROC). Medical Diplomacy

Winning Hearts and Minds Is Not for Amateurs

U.S. military forces have repeatedly been expected to perform in peacekeeping, nationbuilding and other non-kinetic roles throughout history. However, in recent years, the U.S. military has been awakened to its lack of preparedness for full spectrum operations. Two factors, the publication of DoD Directive 3000.05 and recent studies of negotiation in Iraq may help pave the way for improved training in negotiation, one of these non-kinetic skill areas. Reviewing these recent reports led the author to assess the negotiation training currently provided to Provincial Reconstruction Teams (PRT). Likewise, to provide additional perspective, the author examined how the Canadians prepare their PRTs to negotiate effectively. This report examines current negotiation training provided to U.S. and Canadian PRTs and evaluates the current training. After reviewing both training programs, some areas for improvement were noted. The training provided to U.S. PRTs is improving every year, but should include more academics, more practice negotiating, and training for all team members. To their credit, U.S. PRT trainers have developed a very realistic "capstone" exercise at the end of training which well prepares the teams to deploy. On the other hand, the Canadians have a very solid negotiation training program which includes much training and practice for all team members, but one that would be improved with practice in a challenging role-play scenario, reflecting a realistic Afghani cultural environment.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Disruptive Breakthroughs and the USAF

While on the ground responding to crises, strategic airlift aircraft are a likely target of terrorism because they represent pervasive US global influence and are relatively vulnerable to attack. Successful attacks will disrupt strategic airlift's global reach, hampering the US military's operational capability during crisis response actions. The media is an enabler of terrorism against strategic airlift because it may predict where the US military will be operating next and provides an opportunity for terrorists to have their message conveyed to the world community. The keys to preventing attacks that will disrupt strategic airlift are awareness of the vulnerability to the threat, increased education on terrorist threats, and expanded use of current tactics, techniques, and procedures. Enhancement of the PHOENIX RAVEN program is the most important element of this solution set. The methodology used to conduct this research consisted of two parts. First, an examination of the relevance of today's terrorism threat to the strategic airlift mission was accomplished. Second, key components of the mission itself were assessed for vulnerabilities to terrorism. Interviews with representatives from Air Mobility Command's (AMC) intelligence, force protection, and operations communities were central to this effort. Further research consideration should be given to other AMC aircraft that may be similarly vulnerable to this threat, to general airfield defense against terrorism, to the terrorist threat to airborne aircraft in similar situations, and to specific weapons RAVEN team members might expect terrorists to use against mobility aircraft in the future.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Aerospace Policy Integration

How will limited budgets affect the future exploitation of air and space? This question is extremely relevant to Air Force planners today. Some are now suggesting the integration of existing air and space policy, in an effort to maximize limited resources. This paper seeks answers to these questions through analysis of each public policy, offering three effects integrated policy may have on future Air Force operations. Public policy is all about what you can do for citizens. Determining the probable success of policies is not easy, given our political system, and the difficulty in capturing costs and assigning values to perceived benefits. For these reasons, this paper uses political science based administrative and values analysis tools to extrapolate success. The analysis of national air policy found it highly effective. The second analysis, an extrapolation of expected results for space policy, uncovered a lower chance for success. This was based on a comparison of the two case studies, which highlighted resource availability as an important success determinant. This formed the basis of arguments for integrated policy, and all subsequent doctrine recommendations The research supports arguments for adopting an integrated policy, and provides the rationale for three changes to Air Force doctrine, roles and missions; transfer of the responsibility for close air support, reevaluation of space launch support activities, and modification of the requirements for base operability and defense. West Africa

After the 9/11 attacks, The United States of America (USA) destroyed al Qaeda's established training bases and removed the Taliban from power in Afghanistan. Thus, al Qaeda is forced to find new havens to continue operating safely as well as new sources of recruits. Unfortunately, if the conditions in the ground do not change, West Africa will be the next recruiting front for Osama bin Laden's terrorist movement. Time to Overhaul the United States Air Force's Air Command and Staff College

The Air Command and Staff College (ACSC) is the United States (US) Air Force's (AF) intermediate professional military education (PME) service school, charged with preparing field grade officers of all services, international officers, and US civilians to assume positions of higher responsibility within the military and other government arenas (ACSC Home Page 2006). The school has two mission statements: one directed towards students and the other towards faculty and staff. The student mission statement is to "inspire critically thinking Airmen to lead Air and Space forces in Joint/Combined operations." The faculty and staff mission statement is to "provide an intellectually stimulating environment that attracts, develops, and rewards the finest team of educator-leaders possible" (ACSC Home Page 2006). Military Role in Countering Terrorist Use of Weapons of Mass Destruction

Terrorist use of weapons of mass destruction threatens Americans and our armed forces every day. To many nations and groups, their only means to counter the United States is with nuclear, biological, or chemical weapons. The terrorist use of weapons of mass destruction is no longer a question of "if" they will be used, but a question of "when" they will be used. This paper looks at the US military capability to counter terrorist use of weapons of mass destruction. It describes the terrorist threat to US forces and motives and reasons terrorists would use these types of weapons. Our current national policy, strategy and doctrine highlight the problem, but show a need to improve interagency coordination and cooperation. On the military level, combating the threat is an integral part of our strategy but needs increased emphasis at the planning level. Capabilities exist to deter or counter the threat; protect our forces; and sustain and operate after an NBC attack. But countering a terrorist threat presents unique challenges to future leaders and requires improvements in intelligence, equipment, training and education. The key to defeating the terrorist threat is timely and accurate intelligence for detection, characterization, and countering the threat. Improvements in individual and collective protection are necessary to sustain operations. As important, the military needs to emphasize realistic joint and combined training and needs to add chemical and biological scenarios to future war games. A Knowledge Matrix Modeling of the Intelligence Cycle

This effort models information flow through the United States Intelligence Community's Intelligence Cycle using a knowledge matrix methodology. The knowledge matrix methodology takes explicit data from multiple sources and fuses that data to measure a current level of knowledge about a target, or situation. Knowledge matrices are used to develop a measure of user-needs satisfaction. User-needs satisfaction compares requested levels of knowledge to a probability of collecting that knowledge within a designated timeframe. This effort expands the work done by Captain Carl Pawling in his March 2004 thesis, Modeling and Simulation of the Military Intelligence Process, by modeling intelligence as an opportunistic, multi-source, multi-entity system of systems. The value of intelligence fusion is compared, and analyzed between three different algorithms; no fusion, a mixed forward and fuse strategy, and strict fusion strategy. These fusion algorithms are then applied to competing intelligence collection architectures in varying intelligence activity scenarios to determine which architectures will most improve the probability of satisfactory collection. How Does the Political Nature of the Defense Acquisition Process Affect Cost Growth

Many of the major procurement activities and programs of the Department of Defense (DoD) are experiencing cost growth costing the United States (U.S) government money. The purpose of this research was to develop an empirical model in order to explain cost overruns in the DoD major procurement activities and programs.Specifically, this thesis sought to discover relationships between cost overruns inweapon systems programs and factors that the DoD cannot control, factors that originatefrom the political nature of the defense acquisition process. The model describes how thepolitical and legislative balances of power between the parties of the Congress, thechange of the purchase habits of the DoD from production contracts to service contracts, and the spreading of defense manufacturing capacity across the states of the U.S arerelated to cost overruns in defense programs.This research effort studied 193 major weapon system programs from 1970 to2002 using Ordinary Least Square regression techniques. Intelligence Reform

On 22 July 2004 the 9/11 Commission released its report on the events surrounding the attacks of 11 September 2001. The 9/11 Report renewed calls for reform of the intelligence community (IC), continuing a long series of intelligence reform efforts that began shortly after the National Security Act of 1947 laid the foundation of the modern IC. As reform proceeds and government officials consider further changes, three topics remain relevant: (1) the 1986 Goldwater-Nichols reform of the Department of Defense and its applicability to the IC, (2) the common findings and recommendations of past reform efforts of the IC, and (3) the competing interests inherent in the IC that influence the pace and character of actual reform. This study explores these topics in the context of the 9/11 Report and the subsequent reform efforts initiated by the executive and legislative branches. While there was common motivation between the latest effort to reform the IC and the earlier DOD reform effort as embodied in the Goldwater-Nichols Act, it remains less clear if the measures taken in the DOD case are equally applicable to the IC. One reason to question the applicability of DOD reform efforts to the IC is the unique organizational context of the IC-an interagency organization supporting multiple departments as well as national policy makers. Reform of the IC is unlike reform of a single cabinet-level department, for at its most basic level the IC exists to enhance the effectiveness of multiple departments and senior policy makers in the accomplishment of their assigned functions. In short, the IC serves varied interests with sometimes shared and sometimes conflicting intelligence needs. Redefining the Global War on Terrorism

This paper argues that the development and implementation of a counter-insurgency strategy that fully integrates all elements of national power is critical to success in the Global War on Terrorism (GWOT). The paper discusses the flaws in declaring war on the method of terrorism rather than focusing on the actors or insurgents that use these methods. The paper analyzes Al-Qaida using the characteristics of successful insurgencies posed by Steven Metz and Raymond Millen in "Insurgency and Counterinsurgency in the 21st Century: Reconceptualizing Threat and Response." The analysis of the underlying social, economic and political conditions that support an insurgency, Al-Qaida's ideology, leadership and strategy, and the sources of support that enable an insurgency provide valuable insights in developing a strategy to defeat it. A review of the National Strategy for Countering Terrorism demonstrates an incongruence that limits its effectiveness as a blueprint for counterinsurgency. CCIR for Complex and Uncertain Environments

The purpose of this monograph is to examine the concept of Commander's Critical Information Requirements (CCIR) and determine if the doctrine is suitable for particularly complex operations like counter-insurgency operations (COIN). Commanders involved in COIN have developed new tactics, techniques, and procedures (TTPs) for creating and using CCIR. These TTPs often directly contradict existing doctrine and result in information requirements which fail to meet the criteria established for conventional warfare. These TTPs result from a doctrine that is ambiguous, confusing, and overly complex. CCIR developed in doctrine to accomplish three distinct purposes - to maintain situational understanding, to support decision points, and to manage information. A fourth purpose - to support assessment - is a relatively new addition. These purposes were all developed with conventional warfare in mind. In fact, lessons learned from unconventional wars against insurgents or guerrillas were rarely applied to the concept of CCIR, and were systematically removed from doctrine when they did appear. Army doctrine distinguishes problems by the level of complexity inherent in the situation. COIN represents an ill-structured, or complex, problem. C2 in complex environments must stress flexibility and adaptability, and will result in more adjustment decisions than execution decisions. Successful decisionmaking in complex environments relies not only on a foundation of experience, but also on certain useful characteristics or habits. There are a number of practices common to expert decisionmakers: experts have a knack for setting and defining goals; experts anticipate that they will have to adapt their plans; experts tend to have a higher tolerance for uncertainty, and they have developed several specific tactics for dealing with it. Force Protection

Force protection in the Air Force has taken on greater significance in the new, but well overdue, recognition of its contribution to air and space power. It now has higher priority than ever with senior leadership, extensive research and development efforts are ongoing, and a Force Protection Battlelab has been established--all focused on this one complex mission. Herculean efforts by the entire DoD, particularly since the 1996 bombing of Khobar Towers, have resulted in the publishing of literally thousands of pages on program guidance at all DoD levels. Unfortunately, the terms Force Protection and Antiterrorism are now nearly synonymous. This limited program focus does not facilitate a structure designed to ensure a true force protection effort, especially considering the challenges faced by today's Expeditionary Aerospace Force. The purpose of this study is to review existing force protection programs and ongoing initiatives, and then attempt to contribute to further program development from a "bottoms up" perspective. The "bottom" in this case is the base level support group commander. The challenges facing support group commanders in today's Air Force are great, perhaps too great. Managing support operations at permanent main operating bases with all its built-in support structure is one thing. Leading deployed support operations, of which force protection is just one aspect, is another. Simply stated, current expectations of the support group commander are unrealistic and doomed to failure. This study reviews current USAF force protection documentation through a literature review and then proposes a systematic approach to program development designed to enhance synergy in force protection operations. Changing Empires

The civil-military balances in Turkey and Iran are undergoing fundamental shifts. In Western democracies, civil-military relations are based on an ideal that the military should be subordinate to civilian authorities. While this may be the "norm" in the West, this is not so in Turkey and Iran. Given their directive to support and defend the ideals of their nation's founding leaders (Ataturk in the former case, Khomeini in the latter), the armed forces have sometimes acted independently of their civilian authorities. On occasion, this has led to direct conflict between the civilian and military leadership. In the past few years, however, Turkey's secular military has lost influence to the country's Islamist civilian leadership, while Iran's Islamic Revolutionary Guard Corps (IRGC) has gained against a civilian leadership that it believed was insufficiently committed to the values of the 1979 Islamic revolution. In recent months, this rebalancing of civil-military relations has altered the dynamics in a range of Middle Eastern countries. Under an Islamist government, Turkey has arguably moved away from Israel and towards Iran and Syria. In Iran, the IRGC's heavy hand in rigging the June 12, 2009 election resulted in massive popular protests against the government that continue despite the military's threats. As the two largest regional powers in the Middle East, these changes could have dramatic consequences for regional stability. In February 2010, the arrests of Turkish military officers and the IRGC's crackdown on protestors on the anniversary Iran's revolution provide additional anecdotal evidence that the civil-military balance in both countries is changing. This thesis proposes the following primary research question: How can United States Army combat organizations better prepare for the inevitability of casualties? Rethinking Insurgency

The U.S. military and national security community lost interest in insurgency after the end of the Cold War when other defense issues such as multinational peacekeeping and transformation seemed more pressing. With the onset of the Global War on Terror in 2001 and the ensuing involvement of the U.S. military in counterinsurgency support in Iraq and Afghanistan, insurgency experienced renewed concern in both the defense and intelligence communities. The Sharpest Sword

Compellence, Clausewitz, and Counterinsurgency -- a seemingly strange trinity -- in actuality, they are closely related subjects with particular relevance in today's world. The United States has engaged in numerous compellent military actions during the decade of the 1990s; the first five years of the new millennium have seen this trend continue. Despite the country's obvious affinity for this form of warfare, there is little written about it in U.S. military doctrine or strategy documents. Similarly, while a clear compellence construct exists within Carl von Clausewitz's seminal book, On War -- which is studied extensively in military academies and war colleges -- the compellence aspects of Clausewitz's work have not been identified as such previously, and consequently are not emphasized or taught to military officers and strategists. This paper corrects that shortfall and presents Clausewitz's concept of compellence as a coherent framework. Effects of Deployments on Homestation Job Stress and Burnout

The Global War on Terrorism has increased the demands placed on military members. The increased rate of deployments, coupled with the reduction in resources, has military leaders concerned that these changing demands will cause undue strain, adversely affecting the military member's quality of life. This research tests the effects of active duty military deployments on homestation job stressors and burnout. Pre- and post- deployment surveys were administered to test for any significant changes that resulted from a deployment. A group of non-deploying members was also measured during the same time frame to serve as the control group. Results showed that deployments resulted in increased levels of two facets of job satisfaction and decreased levels of role conflict, emotional exhaustion, and burnout. The only significant change noted by the control group was a decrease in the level of organizational commitment. Therefore, despite the fact that military deployments can be extremely stressful themselves, they do offer some beneficial effects to military members upon return to their homestation environment. Policing can be an effective counterinsurgency tool. Police are able to determine the individual needs of each community and address each constituency's concern which in turn enhances the government's legitimacy. The Iraqi Police face the challenge of transforming themselves from an institution that served the state to an institution that serves the people. They have so far failed to achieve that paradigm shift. Commanders in the field that have recently executed the Police Transition mission, as well as experts in the Iraqi Police training process, admit that after years and millions of dollars in training and equipping, their developmental progress lags behind that of the military. Iraqi Police, however, have models of behavior they can rely on that are compatible with this change. Introducing the Community-Oriented Policing (COP) philosophy into their training may provide a reliable model of behavior to help the Iraqi Police accomplish this transformation. Fundamental breakthroughs such as genetic engineering and the decoding of the human genetic blueprint usher in new possibilities for offensive weapons and the means to defend against them. America must now devise a practical approach to ensure its security in a modern world plagued by common access to potent bioweapons. This thesis investigates how the genomics revolution, or the transformation of modern bioscience, affects America's national security. The proliferation of advanced biotechnology equips state and non-state actors with the asymmetric means to challenge American interests, and in a world governed only by the security dilemma America must adopt a sensible posture towards biowarfare. Borrowing from the pragmatic doctrine of realpolitik, this thesis creates the term biopolitik to describe a realist approach to the promise and peril of biotechnology. Analyzing the United States Air Force Organizational Structure -- A Case for Reorganization

The United States Air Force (USAF) faces a fiscally constrained environment today and will likely become even more constrained in the near future. With a reduced budget and important programs and critical functions that require funding, the USAF must find opportunities to save and reallocate these limited resources. This monograph will analyze the top-level USAF organization to address specifically whether organization and personnel changes can provide needed savings, while at the same time improving the USAF organization to support the combatant commanders and become more geographically focused to handle the complex global environment and nature of conflict. While the size of force and force structure have shrunk to the lowest points in USAF history, organizational analysis finds the USAF structure overmanned with staff officers and civilians. Further examination finds an organization with significant depth and primarily organized in a functional manner. Given these issues, this monograph proposes eliminating a layer of the USAF organization by removing major commands and promoting numbered air forces subordinate to the Headquarters USAF. Fighting Terrorism With Strategy

The end of the Cold War was an opportunity for the United States to select and adhere to a new grand strategy, but a new approach was never chosen because America did not face a threat of sufficient magnitude to make a choice necessary. In the wake of the 11 September 2001 terrorist attacks, some have argued that the age of strategic ambiguity known as the post-Cold War period is over, and the threat of international terrorism requires America to make a grand strategic choice. This paper examines those choices by presenting four post-Cold War strategy options--neo-isolationism, selective engagement, cooperative security and primacy--and examining them through a counterterrorism lens. Specifically, it employs a set of critical strategic questions about the war on terrorism and cites post-9-11 ideas from the proponents of each strategy to answer those questions. Based on those answers, each grand strategy is critiqued by applying a disciplined counterterrorism framework to the reveal tensions inherent in each approach. Finally, while the military cannot make grand strategy or force consistency in its application, it must be able to support it. To that end, this paper proposes capabilities that the United States Air Force (USAF) should enhance or acquire to support the war on terrorism depending on the grand strategy selected. Joint Logistics Component Commander and the Mobility Air Forces

Though joint operations have been the hallmark of U.S. military doctrine for many years, a systematic study of joint logistics and the role of the U.S. Air Force has not been undertaken. This neglect has allowed a significant question to remain unanswered, specifically, Would the theater Commander-in-Chief (CINC) benefit from a codified, doctrinally supported theater logistics commander? Moreover, no study has looked at this question from the unique perspective of the mobility air forces (MAF), and their role in joint theater leadership. This study grappled with the question of joint theater logistics command and control, especially from the MAF point of view. It looked at whether there can be a logistics component, if it could bring any benefit to the CINC, and finally, how the mobility air forces would be effected. A logistics component can exist: U.S. law allows a logistics component and doctrine supports its creation as an option for the CINC. OPERATIONS DESERT STORM, RESTORE HOPE and JOINT ENDEAVOR show that the U.S. has successfully used a theater logistics organization and that the concept works. These same examples also show how an ad hoc organization has serious shortfalls in the support it can provide. Current leadership is pursuing theater logistics implementation as shown by joint vision statements and the logistics plans of the various CINCs. A logistics component can bring benefits to the CINC. 21st Century Roles and Missions

Study of the Need for Cross-Cultural Capability Development in the Members of the United States Military

The National Security Strategy of the United States has made it clear that the global war on terror knows no boundaries. In direct support of the National Security Strategy, the National Military Strategy has obligated US troops to combat terrorism wherever the need arises, as expeditiously as possible. This translates into the high probability of US Armed Forces rapidly deploying to parts of the world they know very little about. If the United States military does not educate its members in matters of culture during peacetime, there may not be time to educate them during times of conflict. Thus, the primary research question of this project is: Does the United States military need to better develop the cross-cultural capabilities of its members? To answer the primary research question, a research methodology was followed to ensure the available literature was researched and applied in a relevant and scholarly manner. The collected data was then analyzed and synthesized into conclusions and recommendations. The study concluded that the US military does need to increase efforts to develop the cross-cultural capabilities of its members. Arctic Security

This research examines the growing geopolitical uncertainty wrought by warming Arctic waters in an attempt to articulate a better US national strategy for the Arctic. It explores solutions to mitigate threats to national security while balancing economic rights and environmental responsibilities. This research uses the problem/solution method and assesses potential solutions based on four criteria for success. This strategy must: 1) Peacefully resolve territorial sovereignty issues and promote free trade economics. 2) Mitigate risks to human and environmental security in the region and around the globe. 3) Provide a long-term solution to the sustainable development of the Arctic. 4) Include a mechanism for enforcement and monitoring compliance. The fundamental finding of this research is that climate change in the Arctic should be seen as a warning and should underpin future security policy decisions. This necessitates a new paradigm in understanding not only the natural environment, but also the basic conduct of economics, politics, and science in developing an appropriate national security strategy. The Malacca Dilemma

China is strengthening diplomatic ties and building naval bases along the sea lanes from the Middle East. This "String of Pearls" strategy is designed to protect its energy security, negate US influence in the region, and project power overseas. China is rapidly building a blue-water navy, developing advanced missile technology, and stockpiling undersea mines to counter US Navy capabilities, especially in the event of a conflict over Taiwan. To counter China's growing naval power, the United States can exploit a critical vulnerability-China's dependence on sea lines of communication. Eighty percent of China's oil imports pass through the Strait of Malacca; the Chinese leadership calls this strategic weakness the "Malacca Dilemma." In conjunction with naval forces, land-based airpower offers a promising way to control key maritime chokepoints and trade routes. Land-based airpower proved a decisive maritime force in the war against Japanese shipping during World War II. China, like Japan at the start of WWII, is a rising Asiatic power with similar resource aspirations. Think Tank Agenda Setting

The idea that think tanks set the order of importance of issues seems fairly obvious--they are comprised of academics, revolving door administration officials, and other minds devoted to the full-time research and analysis of the issues facing our government and our world. They have the luxury of exploring a variety of options related to an issue and the resources to dig deeply and vertically into an issue versus the broader paintbrush strokes that official government agency and departments generally provide. In many respects, think tank influence is like that of the U.S. news media. Much like the news media, think tanks can highlight what they consider newsworthy and that highlighted information then becomes, by definition, news. American voters tend to perceive the big issues of the day as those issues on which the media focus. There has been a great deal of research and suggestion that it is the news media that are setting the public agenda in the United States. But it is not as simple as that. For example, why do the media focus on certain issues and not others? Is it due to the news value, which underlies the decisions the media professionals make? To what extent is the agenda set for the media? In some cases, organizations and individuals savvy to the business, play the media at their own game by taking advantage of news values--choosing to announce the details of an embarrassing report on the same day as another scheduled press announcement. This kind of activity is rampant in political campaign machines during election years in particular. In fact, the news media are generally exactly and only that--a medium for communicating the information of another source. To the extent an organization like the Council on Foreign Relations can influence the news media and the targeted government audience, the real source is often the think tank. Policy Analysis of Chapter 101a

This research analyzed the United States Air Force's ability to meet the two conditions required for exemptions of critical habitat designations that are authorized under the National Defense Authorization Act for Fiscal Year 2004. The research was limited to natural resources management on United States Air Force training ranges. Department of Defense exemptions can only be achieved if specific conditions exist. The conditions require the development and management of an Integrated Natural Resources Management Plan that conserves threatened and endangered species and other natural resources to ensure the successful management of practices identified. The results of this project determined that United States Air Force's natural resources managers have Integrated Natural Resources Management Plans in place and have dedicated the resources to implement management polices identified in those plans. Electronic, internet-based surveys were used as the primary data collection tool. Phenomenological Analysis was used to perform an in-depth review of selected issues that were identified via the survey. The global war on terror illustrates a major change in the way the United States will use its military forces in the future. It is a war against not just governments but individuals with no solid national ties. Winning the Long War

Criticism and condemnation of al-Qaeda that originate from the worldwide Muslim community present the most formidable challenge to its existence and legitimacy as an organization and movement. There is ample literature that questions whether or not there are Muslim challenges to the ideology and harmful acts of violent extremists such as al-Qaeda. However there is a growing body of literature from the worldwide Muslim community that challenges al-Qaeda. Consequently, challenges to al-Qaeda that originate from the worldwide Muslim community are critical because they are a component in any strategy to defeat al-Qaeda. The identification, amplification, and exploitation of these Muslim challenges will serve to defeat al-Qaeda. The purpose of this monograph is to determine the nature of this Muslim challenge to al-Qaeda. This is accomplished by analyzing the recent revisions of the former mujahid that helped create al-Qaeda and developed its jihadi ideology, Sayyid Imam. In these revisions entitled Rationalizing Jihad, Sayyid Imam criticizes and condemns al-Qaeda and other violent extremists. To determine the legitimacy of his revisions, the major themes of Rationalizing Jihad are compared to the prescriptions in classical Islamic jurisprudence. Sayyid Imam's stature and influence within the mujahidin community is so great it prompted an immediate response from al-Qaeda's intellectual leader and second-in-command, Ayman al-Zawahiri. His response and that of nine other former and current mujahidin are analyzed in order to examine the rift in al-Qaeda's jihadi ideology and challenges to its tactics, strategy, and ideology. Finally, five recent initiatives by respected and prominent members of the worldwide Muslim community are analyzed to demonstrate the Muslim challenge to al-Qaeda. Suicide Bombers in CONUS

This monograph analyzes recent (post-1980) suicide bombings and determines the probability of the same in the Continental United States (CONUS). Analysis includes a brief history of modern suicide bombing and an examination of the strategic, tactical, social and individual logic of suicide bombing. It addresses the probable characteristics of suicide bombings against the U.S., both within CONUS and abroad. The monograph also makes recommendations about what can be done to mitigate future bombings. Finally, Appendix A lists 2,202 suicide bombings since 1980, and as of early 2007 is the best available open source suicide bombing database in the world. Suicide attackers have been a part of warfare for over two millennia, but the coupling of suicide attackers and explosives greatly increased the importance and effectiveness of this tactic in the 20th century. The modern phenomenon of suicide bombing had its genesis in the Iran-Iraq War from 1980-88. Ayatollah Khomeini used his influence to motivate young Iranians to commit suicide attacks, but he was successful in framing such attacks as martyrdom operations. Concurrent with the Iran-Iraq War, Iran influenced the development of Hezbollah in Lebanon. Hezbollah tried suicide bombing on somewhat of a trial basis against the U.S. and France, and then later against Israel. Unfortunately, Hezbollah achieved both strategic and tactical success and proved the efficacy of suicide bombing. Not surprisingly, other groups such as the Liberation Tigers of Tamil Eelam (LTTE), the Palestinians and the People's Liberation Army of Kurdistan (PKK) started employing suicide bombers in the 1980s and 1990s. As suicide bombing spread geographically and ideologically, it also increased in sophistication. It advanced from being a simple bomb delivered by truck, to include suicide vests, boat bombs, and eventually airplanes. Target sets similarly expanded. Planning for Psychological Operations

It is incumbent upon the state to gain support for national objectives. Employment of instruments of power is designed to influence other nations and organizations to respond favorably. Therefore, impacting the decision making process is the underlying principle for IOP power projection and highlights the psychological element. During a period of declining resources and increased world competition, the United States must find new ways to reach out and promote American interests. In order to maximize the impact and exploit the influence events create, joint planning and interagency coordination of psychological operations are critical. The current ad hoc interagency coordination and joint planning process do not maximize the psychological factors' impact and fully exploit its asymmetrical influence on a target audience's decision making process. Traditional views towards concepts, particularly military PSYOP, do not lead to the innovative solutions demanded by an environment of declining funds and resources. This study recognizes the multidimensional aspect of military PSYOP and calls for redefining an area of operations that has changed little over the years. Additionally, the establishment of an organization responsible for the development of a national marketing strategy integrating all IOPs to achieve objectives beyond the tactical level is advocated. Reviewing subject matter literature from the last forty years provided the project's basis for concepts relating to PSYOP and the Soviet missile gap deception case study.
