Rosewood is the world's most trafficked endangered species by value, accounting for larger outlays than ivory, rhino horn, and big cats put together. The international response has been to interdict the trade, but in this incisive account Annah Lake Zhu suggests that environmentalists have misunderstood both the intent and the effect of China's appetite for rosewood, causing social and ecological damage in the process. For one thing, Chinese consumers are understandably seeking to reclaim their cultural heritage, restoring a centuries-old tradition of home furnishing that the Cultural Revolution had condemned. In addition, Chinese firms are investing in environmental preservation. Far from simply exploiting the tree, businesses are carefully managing valuable forests and experimenting with extensive new plantings. This sustainable-use paradigm differs dramatically from the conservation norms preferred by Western-dominated NGOs, whose trade bans have prompted speculation and high prices, even encouraging criminal activity. Meanwhile, attempts to arm conservation task forces--militias meant to guard the forests--have backfired. Drawing on years of fieldwork in China and Madagascar, Rosewood upends the pieties of the global aid industry. This book explores the roots of public opinion on the welfare system, the motives of politicians who have revolutionized it, and the ways in which the system and its users have been spoken about. It is an account of how the public came to consider deserving recipients of help as scroungers; of when and why politicians and the media vilified them; of political parties whose discourse and policies were transformed, almost overnight; and of Britain's journey from providing welfare as generously as the average European country in the 1970s to becoming an outlier today.

The CIA, Fidel Castro, the Bogotazo and the New World Order

On April 9, 1948, Bogot獺, the capital of Colombia, was the scene of violent riots that later became known as the Bogotazo. The event that apparently triggered the riots was the assassination of Colombian leader Jorge Eli矇cer Gait獺n. Participants in the riot destroyed most of the city center. Several thousand people were killed. The riots coincided with the celebration in the city of the Ninth Pan American Conference of Foreign Ministers, which had opened its sessions a few days earlier, on March 30. The Conference was presided over by General George Marshall, U.S. Secretary of State. Marshall, like John Foster Dulles, who succeeded him, was a lawyer in a Wall Street firm and a senior executive of the Council on Foreign Relations. In reality, the Bogotazo was not a spontaneous explosion of popular violence, but a false flag operation that initiated in the Western Hemisphere a large-scale psychological warfare operation later known as the Cold War. As such, the Bogotazo is a key event in understanding many similar false flag operations carried out by the CIA on the orders of the Council on Foreign Relations' globalist conspirators -including the September 11, 2001 false-flag operation. Almost all authors who have studied the Bogotazo mention Fidel Castro's participation in the events anecdotally, without giving it much importance, as a curious chapter in the youthful years of a man who later became a world-class political leader. Interestingly, the only article on the Bogotazo to appear in Studies in Intelligence, the CIA's in-house academic publication, is an obvious effort to downplay Castro's involvement in the events. The times he has spoken on the subject, Castro himself has also tried to downplay his participation in the events. But, as we will see below, Fidel Castro played an important role in the events of the Bogotazo, let alone in the Cold War that began in the Western Hemisphere with the Bogotazo. The Bogotazo is extremely important because in that operation the CFR conspirators used the newly created CIA to test the effectiveness of new brainwashing techniques (Manchurian candidate), use of scapegoats, false flag operations and psychological warfare operations based on the Hegelian dialectic principle of thesis-antithesis-synthesis, which were later successfully repeated in similar op- erations, such as the assassinations of U.S. President John F. Kennedy and his brother Robert, as well as the assassinations of U.S. Presi- dent John F. Kennedy and his brother Robert, as well as the assassinations of U.S. President John F. Entitlement Issues in the Domestic Budget

The essays in this volume analyze the entitlement programs responsible for more than two-thirds of all federal outlays, exclusive of interest on debt. Rather than dealing with the level of current outlays in the current budget as most other discussions do, the authors focus on fundamental inequities and problems likely to emerge over the long term. The papers in this volume address the following topics: Michael D. Levy discusses social security, stressing the problems created by the present federal income tax treatment of benefits. Jack Meyer examines Medicare and Medicaid, noting that they are expensive programs that yet fail to provide adequate coverage in important respects. Annelise Anderson reviews federal pay and civil service retirement, concluding that federal workers are both overpaid and underpaid and that the overpayment of many workers is combined with an extremely generous retirement system. Kenneth Clarkson describes low-income benefit programs, emphasizing the problem of multiple benefits for individual households. The volume also includes an edited discussion among the authors and other participants at the conference.

Achieving Financial Solvency in Social Security

The Social Security Amendments of 1972 capped nearly four decades of continuous expansion and benefit increases by boosting benefits a generous 20 percent and indexing benefits to inflation beginning in 1975. At the time, the social security trust fund balances were considered sufficient to absorb any temporary deficit caused by adverse conditions, while projections based on robust fertility rates and a stable and growing economy showed large long-run actuarial surpluses. Since 1973, social security financing has not been viewed through such rose-colored glasses. Annual reports of the trustees of the social security system began projecting long-run deficits based on lower long-run fertility rates and higher rates of inflation and unemployment than were assumed previously. An indexing flaw in the 1972 amendments was detected in 1974 which, until modified by the 1977 amendments, added substantially to projected long-run deficits of the program. Also in the mid-1970s, high rates of unemployment and inflation, coupled with declining growth rates of real wages, precipitated a rapid decline in trust fund balances. In 1977, Congress responded to the short-run financial crisis by increasing payroll taxes, but it largely ignored the long-run financing issue.
