After serving two terms in the Nevada Assembly, he was elected to the Nevada State Senate from Clark County, and then served as Nevada Attorney General before being elected governor. After serving as governor, Bryan defeated incumbent Republican Senator Chic Hecht for a seat in the United States Senate. He served two terms in the Senate, retiring at the end of his term in 2001.
The Strikers of Coachella
The past decades have borne witness to the United Farm Workers' (UFW) tenacious hold on the country's imagination. Since 2008, the UFW has lent its rallying cry to a presidential campaign and been the subject of no less than nine books, two documentaries, and one motion picture. Yet the full story of the women, men, and children who powered this social movement has not yet been told.Based on more than 200 hours of original oral history interviews conducted with Coachella Valley residents who participated in the UFW and Chicana/o movements, as well as previously unused oral history collections of Filipino farm workers, bracero workers, and UFW volunteers throughout the United States, this stirring history spans from the 1960s and 1970s through the union's decline in the early 1980s. Christian O. Paiz refocuses attention on the struggle inherent in organizing a particularly vulnerable labor force, especially during a period that saw the hollowing out of virtually all of the country's most powerful labor unions. He emphasizes that telling this history requires us to wrestle with the radical contingency of rank-and-file agency--an agency that often overflowed the boundaries of individual intentions. By drawing on the voices of ordinary farmworkers and volunteers, Paiz reveals that the sometimes heroic, sometimes tragic story of the UFW movement is less about individual leaders and more the result of a collision between the larger anti-union currents of the era and the aspirations of the rank-and-file.
Capital’s Terrorists
Through the late nineteenth and early twentieth centuries, employers and powerful individuals deployed a variety of tactics to control ordinary people as they sought to secure power in and out of workplaces. In the face of worker resistance, employers and their allies collaborated to use a variety of extralegal repressive techniques, including whippings, kidnappings, drive-out campaigns, incarcerations, arsons, hangings, and shootings, as well as less overtly illegal tactics such as shutting down meetings, barring speakers from lecturing through blacklists, and book burning. This book draws together the groups engaged in this kind of violence, reimagining the original Ku Klux Klan, various Law and Order Leagues, Stockgrowers' organizations, and Citizens' Alliances as employers' associations driven by unambiguous economic and managerial interests. Though usually discussed separately, all of these groups used similar language to tar their lower-class challengers--former slaves, rustlers, homesteaders of modest means, populists, political radicals, and striking workers--as menacing villains and deployed comparable tactics to suppress them. And perhaps most notably, spokespersons for these respective organizations justified their actions by insisting that they were committed to upholding "law and order."Ultimately, this book suggests that the birth of law and order politics as we know it can be found in nineteenth-century campaigns of organized terror against an assortment of ordinary people across racial lines conducted by Klansmen, lawmen, vigilantes, and union busters.

Policy Responses to the Interwar Economic Crisis
This book is about national economic policy responses to the Great Depression of the interwar period. Taking off from a generally liberal starting point in the 1920s, states diverged greatly in their responses. Some were daring while others remained conservative. The two groups further differed among themselves in both degree and kind. The book gives a certain shape to this messy reality by identifying broad policy patterns (paradigms), and offers an explanation of it which emphasizes the ideational disposition of policy actors while recognizing the context that limits what they can do. More specifically, it argues that the ideas held by rulers and the strategies they consequently developed regarding three major groups of interest - business, labour, and, most critically, agrarians - largely determined economic policy variation across nations.

Compromise Planning: A Theoretical Approach from a Distant Corner of Europe
The purpose of the book is to elaborate a planning theory which departs from the plethora of theories which reflect the conditions of developed countries of the North-West. The empirical material of this effort is derived from a country, Greece, which sits on the edge between North-West and South-East, at the corner of Europe. No doubt, there is extensive international literature on planning theory in general from a bewildering variety of viewpoints. The interested professional or student of urban and regional planning is certainly aware of the dizzying flood of books, articles and research reports on planning theory and of their never-ending borrowing of obscure concepts from more respectable scientific disciplines, from mathematics to philosophy and from physics to economics, human geography and sociology. He or she probably observed that there is a growing interest in theoretical approaches from the viewpoint of the so-called "Global South". The author of the present book has formany decades faced the impasse of attempting to transplant theories founded on the experience of the North-West to countries with a totally different historical, political, social and geographical background. He learned that the reality that planners face is unpredictable, patchy, and responsive to social processes, frequently of a very pedestrian nature. Planning strives to deal with private interests which planners are keen to envelop in a single "public interest", which is extremely hard to define. The behaviour of the average citizen, far from being that of the neoclassical model of the homo economicus, is that of an individual, a kind of homo individualis, who interacts with the state and the public administration within a complex web of mutual dependence and negotiation. The state and its administrative apparatus, i.e., the key-determinants and fixers of urban and regional planning policy, bargain with this individual, offer inducements, exemptions, derogations andprivileges, deviate unhesitatingly from their grand policy pronouncements, but still defend the rationality and comprehensiveness of the planning system they have legislated and operationalized. It is by and large a successful modus vivendi, but only thanks to a constant practice of compromise. Hence, the term compromise planning, which the author coined as an alternative to all the existing theoretical forms of planning. This is the sort of planning, and of the accompanying theory, with which he deals in this book. It is the outcome of experience and knowledge accumulated in a long personal journey of academic teaching in England and Greece, research, and professional involvement.

Growth Management in the Us
Urban sprawl is one of the key planning issues facing many US cities, leading to the creation and adoption of a variety of approaches to control growth. However, many growth management ideas do not align well with the growth-promoting planning traditions of the US, which historically have been dominated by the concerns of the market, the landowner and the developer. Illustrated by a study of the San Francisco Bay Area, this book puts forward an innovative theoretical approach to growth management, analyzing it as a tool for controlling land use expansion in the US. This region makes a particularly useful study as it has encountered long term growth pressures, complex land use demands and the application of a wide variety of growth management approaches over the past few decades. Using empirical, qualitative analysis, the book examines which growth management activities have actually been put into practice and which have proved successful and questions how such a planning approach functions in today's complex and multi-faceted planning paradigms. Waves of Global Terrorism
Terrorism is a persistent form of political violence, but it appears intermittently, afflicting certain places in certain eras while others remain unscathed. Since the late nineteenth century, it has risen and fallen in recurrent generation-long spasms in which hundreds of short-lived groups wreak havoc. Why have past outbreaks of terror tended to come in waves, and how does this pattern shed light on future threats? David C. Rapoport, a preeminent scholar of political violence, identifies and analyzes four distinct waves of global terrorism. He examines the dynamics of each wave, contrasting their tactics, targets, and goals and placing them in the context of the much longer history of terrorism. Global terror emerged in the 1880s after technological changes transformed communication and transportation and dynamite enabled individuals or small groups to carry out bombings. Emanating from Russia, a first wave of anarchists assassinated prominent figures in what they called "propaganda of the deed." This was followed by a second wave of anticolonial terrorism that arose in the British Empire in the 1920s. Beginning in the 1960s, a third wave of New Left movements took hostages and hijacked airplanes. Most recently, religious movements--mostly but not entirely in the Islamic world--have constituted a fourth wave, pioneering self-martyrdom or suicide bombing. Rapoport also considers whether a fifth wave of anti-immigrant or white supremacist terror is emerging today. Recasting the complex history of modern political violence, Waves of Global Terrorism makes a major contribution to our understanding of the roots of contemporary terrorism.

Issues in Public Policy and Administration in Malaysia: An Institutional Analysis
This book argues that there is nothing inherently stable, persistent or enduring about institutions. By examining the various issues facing the Malaysian bureaucracy and adopting an institutional analysis, this book brings the point that institutions are disposed to change because they are fraught with tension due to the quality of institutions. Using various examples, it explains that such tension and change dynamics can come from institutional resources, the manner in which resources are distributed to different actors, the varying power configurations among institutional actors and the larger political, economic and social environment that institutions operate in.Accordingly, in examining the various concerns of the Malaysian bureaucracy, this book highlights the typologies of institutional change and the inherent tension over resources that exist among actors that makes reform attempts, at times, potentially problematic but not impossible. New concerns in public policy and governance that are yet to be discussed widely in the Malaysian public administration literature are raised, including issues on collaborative governance, public service motivation and representative bureaucracy.

Political violence is rising in the United States, with Republicans and Democrats divided along racial and ethnic lines that spurred massive bloodshed and democratic collapse earlier in the nation's history. The January 6, 2021 insurrection and the partisan responses that ensued are a vivid illustration of how deep these currents run. How did American politics become so divided that we cannot agree on how to categorize an attack on our own Capitol? For over four years, through a series of surveys and experiments, Nathan P. Kalmoe and Lilliana Mason have been studying radicalism among ordinary American partisans. This mysterious document, it is elsewhere stated, makes the revelation that Theodosia Alston, Aaron Burr's daughter, did not perish by shipwreck, as is generally supposed, but lived many years afterwards in Cuba. There has of recent years been new documentary evidence brought to light from Spanish sources touching on the alleged conspiracy for which Burr was tried at Richmond, but the ancient papers which this Chicago romanticist mentions are, of course, imaginary. With their aid, however, he has managed to weave an interesting, though necessarily fanciful, story, in which Burr and Hamilton are the principal characters, the latter showing to the best advantage. The story begins in the colonial days, when Burr and Hamilton were both young men in New York and continue until after the fatal duel. It is supposed that both the "Rival Caesars" were members of a secret organization known as "The Iron Cross," and in this way, as well as in some other respects, the story is given suggestion of the weird and occult.

Race and Ethnicity in Education

In recent decades there has been increasing historical interest in various aspects of local urban politics, resulting in a much better understanding of the recruitment and socio-economic characteristics of municipal leadership and the exercise of power at a local level. Changing Our Ways
In this Element, the authors develop an account of the role of behaviour change that is more political and social by bringing questions of power and social justice to the heart of their enquiry in order to appreciate how questions of responsibility and agency are unevenly distributed within and between societies. The result is a more holistic understanding of behaviour, as just one node within an ecosystem of transformation that bridges the individual and systemic. Their account is more attentive to questions of governance and the processes of collective steering necessary to facilitate large scale change across a diversity of actors, sectors and regions than the dominant emphasis on individuals and households. It is also more historical in its approach, looking critically at the relevance of historical parallels regarding large-scale behaviour change and what might be learned and applied to the contemporary context action.
