This book, however, also qualifies the normative assumption on the positive relationship between civil society and democracy asserted by the mainstream neo-Tocquevillean School that has a profound influence on donor policies. Readers are introduced to civil society in Bangladesh from a broad perspective. Rather than confining the analysis to NGOs, chapters explore the origin, nature, and function of both modern and conventional CSOs, which helps to provide a more authentic understanding of the genuine state of civil society in relation to other actors in the political system. Combining survey data analyses and empirical observations with carefully chosen case studies, the book reveals that CSOs participate very actively in social services. This research also reveals that these highly active CSOs in the field of social development lack the necessary attributes for ensuring participation, proper interest articulation and monitoring of the state. Through systematic analysis, the book shows that political structures--and for Bangladesh, particularly political parties--along with vertical social relationships such as clientelism, patronage, nepotism, and corruption have contributed to a non-vigilant civil society in Bangladesh, although it often is spoken of in different terms. The Urbanization of People

Amid a vast influx of rural migrants into urban areas, China has allowed cities wide latitude in providing education and other social services. While millions of people have been welcomed into the megacities as a source of cheap labor, local governments have used various tools to limit their access to full citizenship. The Urbanization of People reveals how cities in China have granted public goods to the privileged while condemning poor and working-class migrants to insecurity, constant mobility, and degraded educational opportunities. Using the school as a lens on urban life, Eli Friedman investigates how the state manages flows of people into the city. He demonstrates that urban governments are providing quality public education to those who need it least: school admissions for nonlocals heavily favor families with high levels of economic and cultural capital. Those deemed not useful are left to enroll their children in precarious resource-starved private schools that sometimes are subjected to forced demolition. Over time, these populations are shunted away to smaller locales with inferior public services. Based on extensive ethnographic research and hundreds of in-depth interviews, this interdisciplinary book details the policy framework that produces unequal outcomes as well as providing a fine-grained account of the life experiences of people drawn into the cities as workers but excluded as full citizens.

Global Environmental Politics

Emerging economies have fundamentally transformed global environmental politics. Led by China and India, they increasingly make or break international negotiations, which now require agreement among a large number of governments with widely varied preferences. Emerging economies--which still suffer from widespread poverty and frequently struggle with policy implementation--often feel that Western-led initiatives neglect their needs. What does the global environmental policy landscape look like in the age of a rising Global South? This book explains why emerging economies have come to dominate global environmental politics and examines the implications for future international cooperation. Johannes Urpelainen shows that emerging economies continue to prioritize economic growth and often have limited institutional capacity to contain the environmental destruction that it causes. However, he argues, despite barriers to cooperation, innovative bargaining and institutional design offer a way forward. Bottom-up agreements that respect national sovereignty and invest in capacity building hold more promise than traditional top-down treaties with binding commitments. The book features detailed discussions of attempts to address hazardous chemicals, loss of biodiversity, and climate change; a comparative analysis of China and India; and case studies of nine other emerging economies around the world. Waves of Global Terrorism

Terrorism is a persistent form of political violence, but it appears intermittently, afflicting certain places in certain eras while others remain unscathed. Since the late nineteenth century, it has risen and fallen in recurrent generation-long spasms in which hundreds of short-lived groups wreak havoc. Why have past outbreaks of terror tended to come in waves, and how does this pattern shed light on future threats? David C. Rapoport, a preeminent scholar of political violence, identifies and analyzes four distinct waves of global terrorism. He examines the dynamics of each wave, contrasting their tactics, targets, and goals and placing them in the context of the much longer history of terrorism. Global terror emerged in the 1880s after technological changes transformed communication and transportation and dynamite enabled individuals or small groups to carry out bombings. Emanating from Russia, a first wave of anarchists assassinated prominent figures in what they called "propaganda of the deed." This was followed by a second wave of anticolonial terrorism that arose in the British Empire in the 1920s. Beginning in the 1960s, a third wave of New Left movements took hostages and hijacked airplanes. Most recently, religious movements--mostly but not entirely in the Islamic world--have constituted a fourth wave, pioneering self-martyrdom or suicide bombing. Rapoport also considers whether a fifth wave of anti-immigrant or white supremacist terror is emerging today. Recasting the complex history of modern political violence, Waves of Global Terrorism makes a major contribution to our understanding of the roots of contemporary terrorism.

The Politics of Trash explains how municipal trash collection solved odorous urban problems using nongovernmental and often unseemly means. Focusing on the persistent problems of filth and the frustration of generations of reformers unable to clean their cities, Patricia Strach and Kathleen S. Sullivan tell a story of dirty politics and administrative innovation that made rapidly expanding American cities livable. The solutions that professionals recommended to rid cities of overflowing waste cans, litter-filled privies, and animal carcasses were largely ignored by city governments. When the efforts of sanitarians, engineers, and reformers failed, public officials turned to the habits and tools of corruption as well as to gender and racial hierarchies.Corruption often provided the political will for public officials to establish garbage collection programs. Effective waste collection involves translating municipal imperatives into new habits and arrangements in homes and other private spaces. To change domestic habits, officials relied on gender hierarchy to make the women of the white, middle-class households in charge of sanitation. When public and private trash cans overflowed, racial and ethnic prejudices were harnessed to single out scavengers, garbage collectors, and neighborhoods by race. These early informal efforts were slowly incorporated into formal administrative processes that created the public-private sanitation systems that prevail in most American cities today. The Politics of Trash locates these hidden resources of governments to challenge presumptions about the formal mechanisms of governing and recovers the presence of residents at the margins, whose experiences can be as overlooked as garbage collection itself. This consideration of municipal garbage collection reveals how political development often relies on undemocratic means with long-term implications for further inequality. Focusing on the resources that cleaned American cities also shows the tenuous connection between political development and modernization.

It provides a framework that moves away from focusing on expansion and growth, to focusing on security, stability, and sustainability. All societies are different; every economy should be different.

In Barred by Congress: How a Mormon, a Socialist, and an African American Elected by the People Were Excluded from Office Robert M. Lichtman provides a definitive history of congressional exclusion and expulsion cases. Lichtman offers a timely investigation of the vital constitutional issues, debated since the nation's founding, concerning permissible and impermissible grounds for excluding a member-elect or expelling a member from Congress. Barred by Congress begins with an exhaustive review of the numerous congressional exclusion and expulsion cases in the eighteenth and nineteenth centuries before focusing on the stories of the last three members-elect to be excluded from Congress: a Mormon, a Socialist, and an African American--each an outsider in American politics--excluded notwithstanding election by the voters. Lichtman illuminates each of these three remarkable individuals with a detailed biographical sketch. Brigham H. Roberts was a Utah Mormon whose exclusion from the House of Representatives in 1900 was fueled by a nationwide anti-Mormon campaign waged by William Randolph Hearst and his newspaper empire, a controversy centered on the issue of polygamy. Victor L. Berger, a Socialist Party leader and editor of an antiwar Milwaukee newspaper during World War I, was elected to the House despite the efforts of the Wilson administration to derail his campaign by indicting him under the Espionage Act; he was excluded in 1919 and again in 1920. Adam Clayton Powell Jr. was a Baptist minister and civil rights advocate who represented the Harlem neighborhood of New York City in the House of Representatives from 1945 until his exclusion in 1967. In Powell v. McCormack, the Supreme Court ruled that Powell's exclusion by the House violated the Constitution, a decision that, a half century later, remains established law but still does not provide complete assurance that the people will be able to (in Alexander Hamilton's words) "choose whom they please to govern them."
