Yet some evolutions may occur that actually improve the efficiency level inside public administrations. The book identifies how and why such processes may occur. National Power and the Structure of Foreign Trade

This study begins with a brief survey of economic thought on the relationship between foreign trade and national power, from the Mercantilists on. Chapter II attempts a systematic theoretical approach to the subject. It first makes clear the fundamental basis of the possible use of foreign trade as an instrument of national power policy. Using well-known concepts of economic analysis, it proceeds to show under what conditions and by means of what policies this instrument is likely to attain its highest efficiency. The principles of power policy thus deduced theoretically are then compared with the actual practices followed by German trading methods in recent years. Toward the end of this chapter the reader will be carried into a detailed discussion of certain problems of the theory of international trade, which are touched upon earlier in the chapter. Chapter III is applied to the historical background of our problem. It gives a survey of the literature on "economic aggression" before and during World War I and brings out the importance of the Paris Economic Conference of the Allies in 1916 for the Versailles Treaty and postwar economic policies. In Chapter IV we review in the light of our theoretical and historical analyses certain safeguards or remedies which could be or have been proposed to prevent the use of foreign trade as an instrument of national power policies. Certain questions raised in Part 1 can be answered in quantitative terms. Part 2 consists, therefore, of an exposition of various trends of international trade in recent years disclosed by statistical analysis. In Chapter V we calculate an index number expressing the extent to which the trade of the large trading nations is or has been directed by preference toward the smaller trading countries. Chapter VI gives index numbers for the degree of concentration of their foreign trade on one or a few big markets or sources of supply. Finally, in Chapter VII we measure the extent to which world trade has been based primarily on an exchange of manufactures against raw materials and foodstuffs. In this book, Mneesha Gellman examines how Indigenous high school students resist assimilation and assert their identities through access to Indigenous language classes in public schools. Drawing on ethnographic accounts, qualitative interviews, focus groups, and surveys, Gellman's fieldwork examines and compares the experiences of students in Yurok language courses in Northern California and Zapotec courses in Oaxaca, Mexico. She contends that this access to Indigenous language instruction in secondary schooling serves as an arena for Indigenous students to develop their sense of identity and agency, and provides them tools and strategies for civic, social, and political participation, sometimes in unexpected ways. Showcasing young people's voices, and those of their teachers and community members, in the fight for culturally relevant curricula and educational success, Gellman demonstrates how the Indigenous language classroom enables students to understand, articulate, and resist the systemic erasure and destruction of their culture embedded in state agendas and educational curricula. Climate Change and Adaptation for Food Sustainability

This book assesses the vulnerability impacts of climate change on food security by examining a 50 years scenario (2015- 2065) and following a top-down approach. Importantly, looking at the sustainable food production, the authors compared the cost-benefit of adaptation costs from 2015 to 2065. It was found that a 15% adaptation capacity is more efficient for Malaysia in order to combat the climate change effects on the food sector. This book has developed a quantitative adaptive model namely, the Malaysian Climate and Economy (MCE) model, based on the dynamic Computable General Equilibrium (CGE) modeling structure to examine food sustainability and adaptation strategies. Malaysia experiences an unusual combination of droughts and extreme rainfall events that can be attributed to climate change. These unusual events and consequences leave Malaysian policymakers looking for ways to make Malaysia self-sufficient in terms of agriculture. It is assumed that climate change effects may result in increasing food insecurity and vulnerability in the future. Policy measures are in place to lessen the likely climatic effects overall, but there is an urgent need to develop an adaptation policy for the future.

The crucial point is an interlacement of easily perceptible improvement in empowerment (voluntary enrollment, disclosure of information and opportunities for expression during events) and hidden control (delicately designed procedures and pre-existing frameworks that influence participants in how they think, and when they talk).The mixture of these two mechanisms assures participants and educates them, producing cooperative citizens desired by the government. This is referred to as the partial empowerment strategy, which challenges the traditional assumption of the correlation between deliberation and empowerment. When authoritarian control influences deliberations in a form that obstructs the natural developmental process of empowerment, it acts as a filter that encourages only some form of empowerment, but precludes those that are too risky for the government. This exertion of dominance through a participatory form reflects the development of governance capability of China as a modern authoritarian state and explains its "surprising" resilience.

Catholic Labor Movements in Europe narrates the history of industrial labor movements of Catholic inspiration in the period from the onset of World War I to the reconstruction after World War II. The stated goal of concerned Catholics in the 1920s and 1930s was to "rechristianize society." But dominant labor movements in many countries during this period consisted of socialist elements that viewed religion as an obstacle to social progress. That was the founder of the JOC (Jeunesse Ouvriere Chretienne), Jozef Cardinal Cardijn. But the combined efforts of those involved in the Catholic labor movements, despite the inevitable infighting, persisted through generations marked by Fascist and Nazi domination, by the Great Depression, the Second World War and the Cold War. The protagonists and historians of these movements documented their struggles, and Misner now synthesizes this wealth of information, presented country by country, and interprets the development of labor movements across Europe. A comprehensive bibliography of sources adds greatly to the volume, enhancing its value as a reference. In combination with other factors, such as the American Marshall Plan which fueled the "economic miracle" of the 1950s, Christian labor unions contributed their part to the distinctive "social capitalism" of Europe. The basic commitment to democratic rule, combined with the fading of the anti-religious ideology of the social democratic unions and parties, encouraged a merging of the rival union confederations in the countries of the European Community. With its unique resources and heritage, and now in a pluralistic setting, Christian labor strengthened the shared call for social justice and the common good.

After the gradual slowing down of the "third wave of democratization," electoral authoritarianism is rapidly emerging as a dominant form of contemporary autocracy. Political parties play a key role within the political and institutional structures of electoral autocracies. Pro-regime parties provide the dictatorial executive with electoral and legislative tools of sustaining power. At the same time, permitted opposition parties, while normally incapable of challenging the regime, are important for regime sustainability because they perform such vital functions as co-opting actual or potential opposition groups, facilitating power-sharing, and mobilizing electoral participation. The interactions among the dominant parties and the permitted opposition parties, if displaying sustainable cross-temporal patterns, constitute authoritarian party systems.Authoritarian Party Systems provides a theoretical discussion of electoral authoritarianism with special reference to authoritarian party systems; a methodological overview of party system research with special reference to the problems caused by the authoritarian nature of the observed party systems; a comprehensive cross-regional and historical overview of authoritarian party systems; a quantitative analysis of their structural characteristics, including fragmentation, party system format, volatility, and nationalization; and in-depth discussions of the political regime determinants of authoritarian party systems and of the interplay between party systems and other components of the authoritarian institutional order.
