Open space in urban regions is fast disappearing, but it can still be saved by coordinating man's design with the processes of nature. The authors demonstrate here methods that permit better and more profitable economic and industrial development, while raising the quality of life and saving the environment. The problem is all around us, David Wallace observes: "As metropolitan areas grow and Megalopolis takes shape before our eyes, nearby open space where nature predominates seems doomed. Forces apparently beyond our control eliminate all traces of an untouched countryside, and replace it with thousands and thousands and thousands of houses. The pattern of ultimate suburban development finally removes the last vestiges of woods, streams, thickets, and wildlife with the filling of vacant lots carelessly left over from the first great surge of growth. The individual houses that result art perhaps pleasant enough in the micro-scale. But unrelievedly continuous urbanization--even in the case where the individual parts are attractive--appalls, bores, and numbs the senses. . . . Must it be this way?" This study, based on research at the Institute of Environmental Studies at the University of Pennsylvania, suggests how the process of indiscriminate exploitation of open space can be reversed through understanding and application of natural processes in the environment. When these natural processes are understood, planners can discriminate among land that should be retained as open space in a natural state, land that can stand limited development, and land that can be fully developed without significantly affecting natural processes. The worldwide shift from coal to oil-based technology was devastating for many local communities. Energy Transition and the Local Community is the story of one such community: Hazleton, Pennsylvania. Hazleton's economy, dependent solely on the mining of surrounding beds of anthracite coal, was destroyed by the changeover to oil. Dan Rose, a specialist in the emerging science of human ecology, observes how energy-linked world economic fluctuations directly affect local economies. By merging theory with actual data from small communities, Rose is able to demonstrate how the decreasing availability of petroleum is pushing developed countries--exemplified by the community of Hazleton, Pennsylvania-- into a new wave of recession. Hazleton, as an example, offers hope. Using this community's experience to build a model, Rose defines both the vulnerability and the strength of local populations whose fortunes rest with the energy economy of the world. A working knowledge of this model will contribute to our understanding of human adaptation and help national and local leaders cope with an imminent energy changeover.

Relocation in Urban Planning deals with the vital and growing problems of displaced elderly persons within American cities. Reflecting an increasing concern for the incoming, housing, and psychological needs of the elderly, the authors suggest how existing programs should be developed. The research study, conducted by the Institute for Environmental Studies at the University of Pennsylvania, is presented in five sections. The opening section surveys advances made in relocation policy throughout the nation with the advent of large-scale redevelopment as a factor on the urban scene. Chapter 2 describes the elderly population subject to displacement and evaluates the ability of elderly persons to meet the rigors of urban life. In this section major existing programs are described along with their capacity to serve the needs of the relocated elderly. The authors then review four demonstration projects associated with the study. The study closes with a comprehensive statement of recommendations. The book is based, in large part, on several years' research into the relocation of elderly persons, conducted by the Institute for Environmental Studies in cooperation with the National Association of Housing and Redevelopment Officials. Directing the study was Chester Rapkin, then Professor of City Planning at the University of Pennsylvania, and assisting him in the capacity of Director of Field Operations was Mary K. Nenno, Associate Director of N.A.H.R.O. Advance reviewers have described the book as "lucid and absorbing" and "of real value to workers and planners in the field."

Four Cities

This book attempts to make a comparative analysis of the political process in four middle-sized American cities over the decade 1948-1957. By holding certain factors constant, explanations were sought for policy variations over this time span and in communities of similar size, ranging in population from 50,000 to 70,000. Naming their cities by means of the neutral symbols Alpha, Beta, Gamma, and Delta, the authors embarked upon an extensive program of research involving reading back through the daily newspapers of each city over the ten-year period and conducting extensive interviews, principally among those individuals most likely to be conversant with the city's key issues. An examination of the relationship between policy, the policy process, and general community characteristics provided a focus for the analysis of the data. Running through the gamut of civic activities, the cities' responses were found to vary with respect to urban renewal, park systems, pay scales for city employees, inspection services, and sewage disposal systems. A typology of local political values was applied in terms of four factors: economic growth, provision of life's amenities (that is, comforts as well as necessities), maintenance of traditional services only, and arbitrating among conflicting interests. A framework was thus provided for developing a theory of political decisions at the local level. Four Cities is the result and embodiment of this intensive and highly competent study. Its concluding chapters suggest ways in which community characteristics and institutional arrangements are related to the divergent courses cities take to meet their administrative problems, and the descriptive data throughout the book serve to test various generalizations about local politics made in the literature of political science. Anyone interested in city government--whether as a political scientist, urban sociologist, government researcher, or simply as a taxpayer--will find this book useful and enlightening.

How did Chicago, a city known for commerce, come to have such a splendid public waterfront--its most treasured asset? Lakefront reveals a story of social, political, and legal conflict in which private and public rights have clashed repeatedly over time, only to produce, as a kind of miracle, a generally happy ending. Joseph D. Kearney and Thomas W. Merrill study the lakefront's evolution from the middle of the nineteenth century to the twenty-first. Their findings have significance for understanding not only Chicago's history but also the law's part in determining the future of significant urban resources such as waterfronts. The Chicago lakefront is where the American public trust doctrine, holding certain public resources off limits to private development, was born. This book describes the circumstances that gave rise to the doctrine and its fluctuating importance over time, and reveals how it was resurrected in the later twentieth century to become the primary principle for mediating clashes between public and private lakefront rights. Lakefront compares the effectiveness of the public trust idea to other property doctrines, and assesses the role of the law as compared with more institutional developments, such as the emergence of sanitary commissions and park districts, in securing the protection of the lakefront for public uses. By charting its history, Kearney and Merrill demonstrate that the lakefront's current status is in part a product of individuals and events unique to Chicago. But technological changes, and a transformation in social values in favor of recreational and preservationist uses, also have been critical. Throughout, the law, while also in a state of continual change, has played at least a supporting role.

In a globalizing world, frontiers may be in flux but they remain as significant as ever. New borders are established even as old borders are erased. Beyond lines on maps, however, borders are spatial zones in which distinctive architectural, graphic, and other design elements are deployed to signal the nature of the space and to guide, if not actually control, behaviour and social relations within it. This volume unpacks how manipulations of space and design in frontier zones, historically as well as today, set the stage for specific kinds of interactions and convey meanings about these sites and the experiences they embody.
