The Experience of Emerging Adulthood Among Street-Involved Youth
This volume utilizes the emergent adulthood framework to further our understanding of marginalized youth in contemporary societies. Using data from a longitudinal study named Risky Business, the authors outline the fundamental characteristics of emerging adulthood through the lens of stories of street-involved youth. These stories inform an understanding of the powerfulness of emerging adulthood theory as a "process;" in particular, they illustrate emerging adults' view of adulthood as comprised of a) accepting responsibility for oneself, b) making independent decisions, and c) becoming financially independent. Further, street-involved youth experience and practice emerging adulthood, and then adulthood, unusually early and under unusual conditions. By examining this developmental process, the book makes a valuable contribution to research on the causes and consequences of the early onset of adulthood, the experience of instability in emerging adulthood, and the importance of social institutions' presence or absence during this period of life.

Decolonising Blue Spaces in the Anthropocene
This open access book crosses disciplinary boundaries to connect theories of environmental justice with Indigenous people's experiences of freshwater management and governance. It traces the history of one freshwater crisis - the degradation of Aotearoa New Zealand's Waipā River- to the settler-colonial acts of ecological dispossession resulting in intergenerational injustices for Indigenous Māori iwi (tribes). The authors draw on a rich empirical base to document the negative consequences of imposing Western knowledge, worldviews, laws, governance and management approaches onto Māori and their ancestral landscapes and waterscapes. Importantly, this book demonstrates how degraded freshwater systems can and are being addressed by Māori seeking to reassert their knowledge, authority, and practices of kaitiakitanga (environmental guardianship). Co-governance and co-management agreements between iwi and the New Zealand Government, over the Waipā River, highlight how Māori are envisioning and enacting more sustainable freshwater management and governance, thus seeking to achieve Indigenous environmental justice (IEJ). The book provides an accessible way for readers coming from a diversity of different backgrounds, be they academics, students, practitioners or decision-makers, to develop an understanding of IEJ and its applicability to freshwater management and governance in the context of changing socio-economic, political, and environmental conditions that characterise the Anthropocene.

It puts forward a narrative of how different stakeholders manage drought and water scarcity, how they generate and manage knowledge and how power relationships between stakeholders shape drought and water scarcity management. Ngos, Policy Networks and Political Opportunities in Hybrid Regimes
This book discusses the diversity and resilience in a hybrid regime where civil society organisations are either provided with complex sets of opportunities or face severe constraints. By studying the case of Iran between 1997 and 2013, it shows how the Islamic Republic regime went into two opposite directions under two presidencies and played in-between supporting and suppressing advocacy NGOs. After accommodating a novel theoretical framework enabling scholars to identify the contributing factors of diversity in the regime, four case-study chapters are designated for comparing the women's rights and environmental NGOs across local and national governments. These two political and technical policy areas demonstrate the different scopes of freedoms for advocacy NGOs. The contrasting narratives of the civil activists and policymakers imply paradoxes and shifts in the arrangement of opportunities for action and advocacy, although the leadership and structure of the regime remained unchanged during the period of study.
Environmental Performance in Democracies and Autocracies
There are considerable differences in environmental performance and outcomes across both democracies and autocracies, but there is little understanding of how levels of democracy and autocracy influence environmental performance. This book examines whether analysing the effects of individual democratic features separately can contribute to a better understanding of cross-national variance in environmental performance. The authors show that levels of social equality in particular, as well as the strength of local and regional democracy, contribute significantly to explaining cross-national variation in environmental performance. On the other hand, a high level of political corruption affects a country's ability to adopt and implement environmental policies effectively. In exploring the inter-relationship between democratic qualities, political corruption, and environmental performance, this book presents policymakers and political theorists with a clear picture of which aspects of democratic societies are most conducive to producing a better environment.

Impactful Development and Community Empowerment
As community land trusts (CLTs) have grown in number and spread around the world, the model itself has changed. There are now many variations of what is sometimes known as the "classic" CLT. What has not changed, however, is the dynamic tension between impactful development and community empowerment that was baked into the structure and purpose of the CLT from the very beginning. Every community land trust attempts to gain control over enough land, housing, and other land-based assets to make a difference in the lives of low-income and moderate-income people. At the same time as it is expanding its portfolio of real estate, a CLT is also dedicated to expanding and engaging its social base--continuously organizing, informing, and involving members of its chosen community in guiding and governing the CLT itself. Ownership and empowerment go hand-in-hand.These dual goals are often seen as incompatible within the larger field of community development. Even within the smaller world of CLTs, there is an ongoing debate as to whether there exists an inevitable tradeoff between going to scale versus ceding control to the community served by a CLT. That debate is the focus of the present monograph. Although several contributors take one side or the other, most portray the CLT as occupying a rhetorical and practical middle ground between impact and empowerment. They provide examples of successful CLTs in which involving residents in guiding and governing the organization has been the basis for increasing a CLT's holdings of land and housing, rather than being a barrier to growth. In these organizations, the dual goals of a CLT are reconciled and brought skillfully, sustainably into balance. All of the chapters in the present monograph, except for the opening essay by Emily Thaden and Tony Pickett, were selected from On Common Ground: International Perspectives on the Community Land Trust. This earlier collection of twenty-six original essays was published by Terra Nostra Press in June 2020.
The Death That Strangled the Heart of Africa
This thoughtful account of Patrice Lumumba provides an insight into why the swift elimination of the legend from the geopolitical developments involving his country plunged Congo into turmoil that it is yet to recover from. Janvier T. Chando highlights Congo's deep trauma as the private possession of King Leopold of Belgium, later as a Belgian colony, and afterward, as a so-called independent state that got disarrayed by a tug-of-war between the Cold War rivals. That resulted in the inhuman dictatorship of pro-Western Mobutu Sese Seko, in wars during which millions of Congolese died, in the impoverishment of the people, in the rape of the country by foreign interests, and in the loss of the sense of direction that the country briefly enjoyed under the leadership of Patrice Lumumba. The author draws from historical records, other scholarly accounts, and contemporary research in coming up with an analysis of the case of Congo. And he does so in an unequivocal manner.
The Child’s Right to Development
This book provides a comprehensive account of how child development and the right to development of children have been understood in international children's rights law. It argues that any conceptions of childhood focussed either on children's future as adults, or on children's lives in the present, overlook the hybridity of children's lived experiences. In the early twentieth century, shifting attitudes and new public health standards brought an unprecedented interest in and effort to regulate issues affecting reproduction and maternity. Maternal and infant health, nutrition, and medical care came under scrutiny, as did the issue of birth control. While the prior gained public support, the latter remained controversial. Though some reformers saw birth control as an important part of maternal welfare, others sought to separate it from more popular reforms. The careers of the four prominent but usually neglected reformers (Elizabeth Lowell Putnam, Ethel Sturges Dummer, Mary Ware Dennett, and Blanche Ames) examined in this book embody the struggle to define and resolve these tensions. The study of these reformers offers a new perspective on more recognized leaders in the arena of reproductive health and rights, especially the U.S. Children's Bureau and Margaret Sanger. Putnam's elitism contextualizes the class politics of the Bureau, underscoring its sensitivity to the vulnerable and its innovative approach to public health. Electoral Reform and Minority Representation
Questions of minority representation have long plagued the U.S. voting systems. The standard election often leaves political, racial, or ethnic minorities with little chance of being represented. Race-conscious districting remains the primary policy tool used for providing representation of racial and ethnic minorities in the United States-and it continues to generate tremendous conflict. Can alternatives to race-conscious, single-member districts offer benefits that extend beyond simply providing descriptive representations of minorities? This study examines one such "semi-proportional" representation election system: Cumulative Voting (CV). For over a decade, scores of local U.S. governments have been elected by Cumulative Voting. This provides us with the ability to examine the effects of CV elections over time. Moreover, the use of CV in the United States allows us to compare politics in places that adopted CV to highly similar places that did not. Electoral Reform and Minority Representation shares evidence that CV elections can produce minority representation that matches levels generated with the drawing of race-conscious "majority-minority" districting. It also offers evidence that the quality of democratic processes in CV communities is in several ways higher that those under districts. Given America's growing racial and ethnic diversity, and given successful legal challenges that limit the use of race-conscious districting Electoral Reform and Minority Representation suggests that Cumulative Voting may be a better way to achieve minority representation in U.S. politics.
Logic of Preelectoral Coalition Formation
Why do some parties coordinate their electoral strategies as part of a pre-electoral coalition, while others choose to compete independently at election time? Scholars have long ignored pre-electoral coalitions in favor of focusing on the government coalitions that form after parliamentary elections. Yet electoral coalitions are common, they affect electoral outcomes, and they have important implications for democratic policy-making itself. The Logic of Pre-Electoral Coalition Formation by Sona Nadenichek Golder includes a combination of methodological approaches (game theoretic, statistical, and historical) to explain why pre-electoral coalitions form in some instances but not in others. The results indicate that pre-electoral coalitions are more likely to form between ideologically compatible parties. They are also more likely to form when the expected coalition size is large (but not too large) and when the potential coalition partners are similar in size. Ideologically polarized party systems and disproportional electoral rules in combination also increase the likelihood of electoral coalition formation. Golder links the analysis of pre-electoral coalition formation to the larger government coalition literature by showing that pre-electoral agreements increase (a) the likelihood that a party will enter government, (b) the ideological compatibility of governments, and (c) the speed with which governments take office. In addition, pre-electoral coalitions provide an opportunity for combining the best elements of the majoritarian vision of democracy with the best elements of the proportional vision of democracy.

Campaign consultants are arguably now as famous in the United States as the politicians themselves. During the past decade, those who know the names Bill Clinton, George Bush, Newt Gingrich, and Christine Todd Whitman also recognize the names James Carville, Mary Matalin, Frank Luntz, and Ed Rollins. Professional consultants, once part of the privileged inner circle of presidential and gubernatorial candidates, are increasingly found at all levels of politics. Indeed, more than half of congressional candidates hire campaign consultants. These professional have become as important to a candidate's success as money. In this innovative study, Stephen K. Medvic explores all aspects of political consultancy and develops an empirically based theory that ensures the impact consultants have on elections. Political Consultants in U.S. Congressional Elections answers two simple questions: What do professional political consultants do? and How successful are they? Medvic analyzes the way consultants shape political dialogue and uses empirical data to show the benefits-and limits-of a consultant's involvement in a campaign. He focuses on issues as diverse as vote shares, outcomes, and fundraising. The Indirect Effect of Direct Legislation
Frederick J. Boehmke's book makes explicit the many consequences-intended and unintended-of having direct legislation possible in a state. Many studies of the initiative process argue that it is a flawed process that rewards wealthy interests. While evidence to support this conclusion is often drawn from a number of high-profile, high-expenditure initiative campaigns, ballot campaigns are merely one consequence of the initiative process. The ability to propose legislation directly to the people fundamentally changes the process through which citizens are represented by organized interest groups, benefiting typically underrepresented interests. To demonstrate this, the author models the incentives that the initiative process creates for interests to organize and for how they communicate their preferences to policy makers. Interests that represent a broader range of the public are found to gain the most from the option to propose initiatives, implying that the set of organized interests in initiative states should reflect this advantage. Ironically, an effect of direct legislation is to potentially increase the effectiveness of special interest lobbying in state legislatures-in a sense, the opposite of the direct control that gives direct legislation its theoretical appeal. Yet, the clear effect is one of empowering voices that traditionally had very little effect in the legislative process. If greater representation is the goal of direct legislation, it is a clear success, even though that success does not really come in the act of ballot initiatives itself.

Civil Society in Bangladesh
This book is the first of its kind to offer an understanding, analysis, and prediction of the state of civil society in Bangladesh in relation to development and democracy. It is a research attempt to reveal the paradox found in developing countries like Bangladesh where there are numerous and active civil society organizations (CSOs) that have had almost no influence in consolidating democracy. Readers are introduced to civil society in Bangladesh from a broad perspective. Rather than confining the analysis to NGOs, chapters explore the origin, nature, and function of both modern and conventional CSOs, which helps to provide a more authentic understanding of the genuine state of civil society in relation to other actors in the political system. Combining survey data analyses and empirical observations with carefully chosen case studies, the book reveals that CSOs participate very actively in social services. This research also reveals that these highly active CSOs in the field of social development lack the necessary attributes for ensuring participation, proper interest articulation and monitoring of the state. The Politics of Policy Analysis

Chinese Marriage and Social Change
This book provides a comparative account of the abolition of concubinage in East Asia, offering a new perspective and revised analysis of the factors leading to - and the debates surrounding - the introduction of a new Marriage Reform Ordinance in Hong Kong in 1971. It uses this law as a platform to examine how the existence of concubinage - long preserved in the name of protecting Chinese traditions and customs - crucially influenced family law reforms, which were in response to a perceived need to create a 'modern' marriage system within Hong Kong's Chinese community after the Second World War. This was, by and large, the result of continued pressure from within Hong Kong and from Britain to bring Hong Kong's marriage system in line with international marriage treaties. It represented one of the last significant intrusions of colonial law into the private sphere of Hong Kong social life, eliminating Chinese customs which had been previously recognised by the colonial legal system's family law. This book contextualizes the Hong Kong situation by examining judicial cases interpreting Chinese customs and the Great Qing Code, offering a comprehensive understanding of the Hong Kong situation in relation to the status of concubines in Republican China and other East Asian jurisdictions. It will be of particular interest to teachers and students of law, as well as researchers in gender studies, post-colonialism, sociology and cultural studies.
