The Experience of Emerging Adulthood Among Street-Involved Youth

This volume utilizes the emergent adulthood framework to further our understanding of marginalized youth in contemporary societies. Using data from a longitudinal study named Risky Business, the authors outline the fundamental characteristics of emerging adulthood through the lens of stories of street-involved youth. These stories inform an understanding of the powerfulness of emerging adulthood theory as a "process;" in particular, they illustrate emerging adults' view of adulthood as comprised of a) accepting responsibility for oneself, b) making independent decisions, and c) becoming financially independent. Further, street-involved youth experience and practice emerging adulthood, and then adulthood, unusually early and under unusual conditions. By examining this developmental process, the book makes a valuable contribution to research on the causes and consequences of the early onset of adulthood, the experience of instability in emerging adulthood, and the importance of social institutions' presence or absence during this period of life.

By studying the case of Iran between 1997 and 2013, it shows how the Islamic Republic regime went into two opposite directions under two presidencies and played in-between supporting and suppressing advocacy NGOs. After accommodating a novel theoretical framework enabling scholars to identify the contributing factors of diversity in the regime, four case-study chapters are designated for comparing the women's rights and environmental NGOs across local and national governments. These two political and technical policy areas demonstrate the different scopes of freedoms for advocacy NGOs. The contrasting narratives of the civil activists and policymakers imply paradoxes and shifts in the arrangement of opportunities for action and advocacy, although the leadership and structure of the regime remained unchanged during the period of study.

As community land trusts (CLTs) have grown in number and spread around the world, the model itself has changed. There are now many variations of what is sometimes known as the "classic" CLT. What has not changed, however, is the dynamic tension between impactful development and community empowerment that was baked into the structure and purpose of the CLT from the very beginning. Every community land trust attempts to gain control over enough land, housing, and other land-based assets to make a difference in the lives of low-income and moderate-income people. At the same time as it is expanding its portfolio of real estate, a CLT is also dedicated to expanding and engaging its social base--continuously organizing, informing, and involving members of its chosen community in guiding and governing the CLT itself. Ownership and empowerment go hand-in-hand.These dual goals are often seen as incompatible within the larger field of community development. Even within the smaller world of CLTs, there is an ongoing debate as to whether there exists an inevitable tradeoff between going to scale versus ceding control to the community served by a CLT. That debate is the focus of the present monograph. Although several contributors take one side or the other, most portray the CLT as occupying a rhetorical and practical middle ground between impact and empowerment. They provide examples of successful CLTs in which involving residents in guiding and governing the organization has been the basis for increasing a CLT's holdings of land and housing, rather than being a barrier to growth. In these organizations, the dual goals of a CLT are reconciled and brought skillfully, sustainably into balance. All of the chapters in the present monograph, except for the opening essay by Emily Thaden and Tony Pickett, were selected from On Common Ground: International Perspectives on the Community Land Trust. This earlier collection of twenty-six original essays was published by Terra Nostra Press in June 2020.

Electoral Reform and Minority Representation

Questions of minority representation have long plagued the U.S. voting systems. The standard election often leaves political, racial, or ethnic minorities with little chance of being represented. Race-conscious districting remains the primary policy tool used for providing representation of racial and ethnic minorities in the United States-and it continues to generate tremendous conflict. Can alternatives to race-conscious, single-member districts offer benefits that extend beyond simply providing descriptive representations of minorities? This study examines one such "semi-proportional" representation election system: Cumulative Voting (CV). For over a decade, scores of local U.S. governments have been elected by Cumulative Voting. This provides us with the ability to examine the effects of CV elections over time. Moreover, the use of CV in the United States allows us to compare politics in places that adopted CV to highly similar places that did not. Electoral Reform and Minority Representation shares evidence that CV elections can produce minority representation that matches levels generated with the drawing of race-conscious "majority-minority" districting. It also offers evidence that the quality of democratic processes in CV communities is in several ways higher that those under districts. Given America's growing racial and ethnic diversity, and given successful legal challenges that limit the use of race-conscious districting Electoral Reform and Minority Representation suggests that Cumulative Voting may be a better way to achieve minority representation in U.S. politics.

Logic of Preelectoral Coalition Formation

Why do some parties coordinate their electoral strategies as part of a pre-electoral coalition, while others choose to compete independently at election time? Scholars have long ignored pre-electoral coalitions in favor of focusing on the government coalitions that form after parliamentary elections. Yet electoral coalitions are common, they affect electoral outcomes, and they have important implications for democratic policy-making itself. The Logic of Pre-Electoral Coalition Formation by Sona Nadenichek Golder includes a combination of methodological approaches (game theoretic, statistical, and historical) to explain why pre-electoral coalitions form in some instances but not in others. The results indicate that pre-electoral coalitions are more likely to form between ideologically compatible parties. They are also more likely to form when the expected coalition size is large (but not too large) and when the potential coalition partners are similar in size. Ideologically polarized party systems and disproportional electoral rules in combination also increase the likelihood of electoral coalition formation. Golder links the analysis of pre-electoral coalition formation to the larger government coalition literature by showing that pre-electoral agreements increase (a) the likelihood that a party will enter government, (b) the ideological compatibility of governments, and (c) the speed with which governments take office. In addition, pre-electoral coalitions provide an opportunity for combining the best elements of the majoritarian vision of democracy with the best elements of the proportional vision of democracy.

The Indirect Effect of Direct Legislation

Frederick J. Boehmke's book makes explicit the many consequences-intended and unintended-of having direct legislation possible in a state. Many studies of the initiative process argue that it is a flawed process that rewards wealthy interests. While evidence to support this conclusion is often drawn from a number of high-profile, high-expenditure initiative campaigns, ballot campaigns are merely one consequence of the initiative process. The ability to propose legislation directly to the people fundamentally changes the process through which citizens are represented by organized interest groups, benefiting typically underrepresented interests. To demonstrate this, the author models the incentives that the initiative process creates for interests to organize and for how they communicate their preferences to policy makers. Interests that represent a broader range of the public are found to gain the most from the option to propose initiatives, implying that the set of organized interests in initiative states should reflect this advantage. Ironically, an effect of direct legislation is to potentially increase the effectiveness of special interest lobbying in state legislatures-in a sense, the opposite of the direct control that gives direct legislation its theoretical appeal. Yet, the clear effect is one of empowering voices that traditionally had very little effect in the legislative process. If greater representation is the goal of direct legislation, it is a clear success, even though that success does not really come in the act of ballot initiatives itself.

It represented one of the last significant intrusions of colonial law into the private sphere of Hong Kong social life, eliminating Chinese customs which had been previously recognised by the colonial legal system's family law. This book contextualizes the Hong Kong situation by examining judicial cases interpreting Chinese customs and the Great Qing Code, offering a comprehensive understanding of the Hong Kong situation in relation to the status of concubines in Republican China and other East Asian jurisdictions.
