When it comes to rural issues in contemporary China, there is no shortage of national strategies: from "Coordinating Urban-Rural Development" in 2003 to "Rural Revitalization" in 2017, the rejuvenation of the countryside has attracted unprecedented policy interest. At the same time, rural governance has been subject to significant political, social and economic changes. However, comparatively little research has been conducted on the phenomenal reconnection between the state and rural society, and our previous understanding of rural governance is no longer adequate.As a result of the programs, a new model of governance is now emerging in rural China. The programs have accelerated the formation of state-private-farmer partnerships, while also promoting the participation of grassroots society in rural reconstruction. In the initial stage, the state's role is important to securing non-governmental sectors' engagement. However, this does not mean that the model guarantees sustainable governance: in terms of land tenure reform, infrastructure investment, and subsidies, the programs merely empower farmers and other stakeholders to engage in rural reconstruction. The success of these reconstruction efforts ultimately depends on a suitable pricing mechanism for public goods provision, as well as the self-organization of grassroots society.

Fueling Resistance

A series of concurrent pressures in the early 2000s--climate change, financial system crashes, economic development in rural regions, and shifts in geopolitics--intensified interest in alternative energy production. At the same time, rising oil prices rendered alternative fuels a more economically viable option. Among these energy sources, liquid biofuels (bioethanol and biodiesel) and natural gas derived from hydraulic fracturing ("fracking") took center stage as promising commodities and technologies. But controversy quickly erupted in surprisingly similar ways around both renewable fuels. Global enthusiasm for these fuels--and the widespread projections for their production around the world--collided with local politics in debates over "food versus fuel" and concerns over "land grabs." What seemed, from a global perspective, like empty lands ripe for development were, to rural communities, vibrant and already contested spaces. As proposals for biofuels and fracking landed in specific communities and ecosystems, they reignited and reshaped old disputes over land, water, and decision-making authority. Fueling Resistance offers an account of how and why controversies over these different fuels unfolded in surprisingly similar ways in the global North and South. To explain these convergent dynamics of contention and resistance, Kate J. Neville argues that the emergence of grievances and the patterns of resistance to new fuel technologies depends less on the type of energy developed (renewable versus fossil fuel) than on intersecting elements of the political economy of energy: finance, ownership, and trade relations. As local commodities enter global supply chains and are integrated into existing corporate structures, opportunities arise to broker connections between otherwise disparate communities. Neville looks at biofuels in Kenya and fracking in the Canadian Yukon and shows how organizers connect specific energy projects to broader issues of globalization, climate, food, water, and justice. Taken together, the intersecting elements of the political economy of energy shape the contentious politics of biofuels and fracking at both local and global scales, and help explain how and why particular mechanisms of contention emerge at different times and places.

The Global Spread of Islamism and the Consequences for Terrorism

Michael Freeman connect the dots between several key events in 1979--the hostage crisis at the Grand Mosque in Mecca, the Iranian Revolution, and the Soviet incursion into Afghanistan--and the incentives these events created for different actors to spread the supply of Islamism, the institutions they produced in various countries, and the terrorists who emerge from these institutions. Bringing together comparative politics, conflict research and social psychology, this book presents a novel theory to explain the consolidation outcomes of post-conflict autonomy arrangements. It builds on Social Identity Theory and identifies a successful process of ethnic recognition as the key prerequisite for peaceful interethnic cohabitation through territorial self-governance. As this process is highly context-dependent, the study identifies relevant structural and actor-centered factors and analyzes their occurrence in the consolidation periods of nineteen autonomy arrangements worldwide using Qualitative Comparative Analysis (QCA). The author concludes that elites accept autonomy reforms if they promise a high degree of self-determination and, at the same time, ethnic recognition is not hindered by horizontal inequalities. Bargaining efforts succeed within inclusive institutions involving non-nationalist parties and international organizations. Autonomy reforms fail if thedegree of self-rule offered is too low and strong inequalities generate new grievances. Autocratic rule, nationalist parties, and a lack of international attention provide a breeding ground for further centrifugal activities. In-depth case studies on South Tyrol and the Chittagong Hill Tracts provide further evidence for the theoretical models.
