Compared to the non-Indigenous population, Indigenous peoples are more likely to be located in predominantly rural regions. However, significant gaps in socio-economic outcomes with non-Indigenous Australians remain and these gaps are larger in rural regions. The report provides three key recommendations to improve economic outcomes for Indigenous Australians.

Decolonizing Israel, Liberating Palestine

Social Traps and Social Trust
The articles in this special issue of the New England Journal of Public Policy are unusual in two respects. First, they reflect the practical wisdom of seasoned actors, rather than the theoretical knowledge of academicians. The typically unexamined assumption of the academy is that good practice in the world is simply the application of sound theory from the academy. It does not take long in the public arena, however, to discover that leaders there are not applying theory from the academy to the decisions they face. Rather, they base their interventions on what they have learned about people, organizations, conflict, race, and politics in the rough and tumble of living in the world. Their working understandings may be valuably leavened by theory, but are not guided primarily by it. Second, the authors were not separate individuals working on isolated issues, like children engaged in parallel play, but rather partners in a fluid, informal, collaborative social action network operating in an environment of constantly shifting challenges and possibilities for change. The authors are not a collection of "Is"; they are a "we." They decided pragmatically to connect their power-their political and financial and social capital-at critical moments to accomplish shared goals. The network grew more powerful in the process, becoming more than the sum of its organizational parts. This volume is ours, as was the collective action out of which it emerged. Like a choir's songs, its articles give voice to a group's experiences. Each is a part of a larger whole. Whenever I speak about how Hurricane Katrina changed New Orleans, an audience member invariably asks: "Would the changes you described have occurred without a hurricane?" The simple answer is "no," but a fuller response is required to do justice to the situation: Nature can create temporary vacuums but it cannot fill them. The coalition-led public meetings, action campaigns, election fights, and legislative lobbying recounted here, and the transformations they caused, might not have happened in the wake of the great storm. Multidimensional Poverty in America
This book investigates and documents multidimensional poverty in the United States and identifies patterns and relationships that contribute to the development of a more complete understanding of the incidence and intensity of deprivation. The first part introduces multidimensional poverty and provides a rationale for viewing poverty through a lens of multiple deprivations. It discusses how the Multidimensional Poverty Index (MPI) compares to more narrowly-focused, income-based poverty measures and emphasizes its usefulness and applicability for the formulation of related, welfare-enhancing public policies. The second part documents multidimensional poverty incidence, intensity, and corresponding MPI values at the aggregate level of detail, for various demographic cohorts, and across geographic locales. The book then presents results from an empirical analysis that identifies the determinants of multidimensional poverty incidence and of individual deprivation scores. The third part consists of three studies of multidimensional poverty, examining the effect of the Affordable Care Act on multidimensional poverty incidence and intensity, variation in multidimensional poverty across native- and foreign-born residents (and across immigrants' home countries) of the US, and variation in the respective indicators that contribute to multidimensional poverty across the life cycle. The book closes with two chapters. The first relays the findings of counterfactual exercises where certain deprivations are assumed to have been eliminated. The final chapter summarizes the work, draws inferences and arrives at conclusions, and discusses the corresponding public policy implications.
Homeschooling the Right
For four decades, the number of conservative parents who homeschool their children has risen. But unlike others who teach at home, conservative homeschool families and organizations have amassed an army of living-room educators ready to defend their right to instruct their children as they wish, free from government intrusion. Through intensive but often hidden organizing, homeschoolers have struck fear into state legislators, laying the foundations for Republican electoral success. In Homeschooling the Right, the political scientist Heath Brown provides a novel analysis of the homeschooling movement and its central role in conservative efforts to shrink the public sector. He traces the aftereffects of the passage of state homeschool policies in the 1980s and the results of ongoing conservative education activism on the broader political landscape, including the campaigns of George W. Bush and the rise of the Tea Party. Brown finds that by opting out of public education services in favor of at-home provision, homeschoolers have furthered conservative goals of reducing the size and influence of government. He applies the theory of policy feedback--how public-policy choices determine subsequent politics--to demonstrate the effects of educational activism for other conservative goals such as gun rights, which are similarly framed as matters of liberty and freedom. Unmasking Singapore’s 2020 General Elections: Covid-19 and the Evolving Political Landscape
On 10 July 2020, Singapore held its 18th general elections in history and the 13th since independence in 1965. The ruling People's Action Party (PAP) once again retained its supermajority by capturing 83 out of the 93 seats, controlling 89.2 percent of parliamentary seats. In spite of a changing social, political and economic landscape, Singapore is still very much identified as an illiberal democracy that has somehow thrived over the years.As the general elections was held during the COVID-19 pandemic, there were expectations that Singaporeans would overwhelmingly vote for the PAP government as the country was facing a serious crisis of a generation. The 'flight-to-safety' mode that some had expected in an election during a crisis, however, did not materialise. In the end, Singaporean voters decided to send a strong warning to the PAP that not all was well, with the opposition achieving its strongest gains since 1965, capturing 10 seats and an additional two Non-constituency Member of Parliament seats. The PAP's total votes dropped from 69.9 percent in 2015 to 61.2 percent in 2020. The rise of a credible opposition has also further strengthened Singaporeans' resolve to ensure that a fair-playing field exists in the political realm. With the highest voter turnout since independence, many have made it known that their voices mattered. The PAP also saw some cracks in its ranks, with some former cadre members and supporters being critical of the new fourth-generation team.Against this backdrop, this book hopes to address the following questions. Delivering Quality Healthcare for People With Disability
Awarded first place in the 2021 AJN Book of the Year Awards in History and Public Policy!Those with disability-be it mild and a mere inconvenience, or one that necessitates the use of high-tech support for survival-have repeatedly reported that their healthcare needs are not adequately addressed by healthcare providers. Most healthcare professionals, including nurses, are unfamiliar with the consequences of disabling conditions in the lives of individuals with disability. They lack knowledge about how to communicate effectively with those with all types of disability, do not consider the effect of individuals' disability on their ability to participate in health-promotion efforts, harbor negative attitudes and bias toward them, stereotype them, and often perceive them as unable (or unwilling) to take an active part in their own care.Ineffective communication on the part of healthcare professionals when interacting with individuals with disability has broad implications and repercussions. Healthcare providers who believe they know best, and are the experts on disability, will continue to ignore the wishes and preferences of individuals with disability and their desire to make decisions about their own lives and healthcare. Many healthcare professionals presume people with disability are reluctant to participate in health promotion. Individuals with disability have reported that healthcare providers are uncomfortable and unwilling to discuss issues related to sex and sexuality with them. They have further reported that healthcare providers assume that they are uninterested (or perhaps believe that they should be uninterested) in sexual relationships, intimacy, pregnancy, and childbearing. Women with disability who have elected to become mothers and have sought out prenatal care have reported that their healthcare providers' first assumption was that the reason individuals with disability; these agencies and organizations have identified changing the educational preparation of healthcare professionals as a primary strategy and an important first step.Several organizations, with input from individuals with disability, have developed competencies that should be expected of all healthcare professionals who interact with individuals with disability. The Alli-ance for Disability in Health Care Education has urged nursing, medicine, and other healthcare professions to endorse these competencies with the goal of moving forward in the effort to improve the healthcare of individuals with disability. Nurses have been very involved in the development of these competencies from the beginning of the process. Several nursing organizations, including Sigma, have endorsed the cross-discipline competencies developed by the Alliance for Disability in Health Care Education (2019).This book is based on the principle and belief that all healthcare professionals regardless of discipline, level of education, or role within the healthcare system have a role in caring for individuals with disability. As such, they need a basic understanding of the issue of disability to provide appropriate, optimal, and sensitive healthcare to those with disability. These issues and more are addressed in the chapters of this book. It is intended to provide information to nurses, nursing students, and other healthcare professionals to enable them to communicate with and provide quality healthcare to individuals with disability.

Collective Trauma and the Armenian Genocide
In this pathbreaking study, Pamela Steiner deconstructs the psychological obstacles that have prevented peaceful settlements to longstanding issues. The book re-examines more than 100 years of destructive ethno-religious relations among Armenians, Turks, and Azerbaijanis through the novel lens of collective trauma. The author argues that a focus on embedded, transgenerational collective trauma is essential to achieving more trusting, productive, and stable relationships in this and similar contexts. The book takes a deep dive into history - analysing the traumatic events, examining and positing how they motivated the actions of key players (both victims and perpetrators), and revealing how profoundly these traumas continue to manifest today among the three peoples, stymying healing and inhibiting achievement of a basis for positive change. How would we design, implement and evaluate public policy if it were based on our love for future generations? For the philosopher Walter Kaufman, 'I love you' means: 'I want you to live the life that you want to live. I will be as happy as you if you do; and as unhappy as you if you don't.'We have no idea what future generations will value and how they will want to live. Nor do we wish to prescribe how they choose to live, so long as they do not prevent others from living the lives they value.We want to prepare and look after the 'wellbeing garden' - the broader ecosystems - that will provide them with the opportunities and capacity to survive and thrive, to flourish in safety. As another philosopher, Walter Benjamin, put it, 'We want to liberate the future from its deformation in the present.'Wellbeing is about the ability of individuals and communities to live the lives they value - now and in the future. This is their human right. It would be unjust to prevent the enjoyment of lives centred on chosen values. Preventing such injustice across generations should be the primary focus of a public policy that has intergenerational wellbeing as its objective.This book examines the processes by which wellbeing-focused public policy objectives are established, prioritised, funded, implemented, managed, and evaluated, while ensuring that they remain relevant as social preferences change over time.
