Peace Through Self-Determination
Bringing together comparative politics, conflict research and social psychology, this book presents a novel theory to explain the consolidation outcomes of post-conflict autonomy arrangements. It builds on Social Identity Theory and identifies a successful process of ethnic recognition as the key prerequisite for peaceful interethnic cohabitation through territorial self-governance. As this process is highly context-dependent, the study identifies relevant structural and actor-centered factors and analyzes their occurrence in the consolidation periods of nineteen autonomy arrangements worldwide using Qualitative Comparative Analysis (QCA). The author concludes that elites accept autonomy reforms if they promise a high degree of self-determination and, at the same time, ethnic recognition is not hindered by horizontal inequalities. Bargaining efforts succeed within inclusive institutions involving non-nationalist parties and international organizations. Autonomy reforms fail if thedegree of self-rule offered is too low and strong inequalities generate new grievances. Autocratic rule, nationalist parties, and a lack of international attention provide a breeding ground for further centrifugal activities. Mau Mau From Within
The inside story of the struggles of the Kenya Land and Freedom Army, referred to by British colonialism as the 'Mau Mau rebellion', is little known today. The autobiographical material written by Karari Njama (a senior leader in the Mau Mau hierarchy) and compiled by Donald L. Barnett was first published by Monthly Review Press in 1966, as Mau Mau From Within: An analysis of Kenya's Peasant Revolt. It was reprinted in 1970; it has remained out of print for many years. As the late Basil Davidson put it in his review of the first edition: "Njama writes of the forest leaders' efforts to overcome dissension, to evolve effective tactics, to keep discipline, mete out justice ... and to teach men how to survive in those merciless forests. His narrative is crowded with excitement. Those who know much of Africa and those who know little will alike find it compulsive reading. Some 10,000 Africans died fighting in those years . Here, in the harsh detail of everyday experience, are the reasons why." The book is an extraordinary story of courage, passion, heroism, combined with recounting of colonial terror, brutality and betrayal. It is a story of how the very idea of being 'Kenyan' was intimately linked to the idea of freedom, a connection that was destroyed not only by the firepower of the British, but also by those who collaborated and established themselves as the beneficiaries of neocolonial rule. Disconnecting notions of freedom from identity left only a caricature that rapidly descended into tribalism and ethnicity. This momentous story of the struggle for freedom described here is relevant not only for a new generation of Kenyans but also for all those engaged in emancipatory struggles internationally. For so long as the experiences arising from the struggles described in this book are perceived as merely 'African' or 'Kenyan', it is not possible to fully grasp the contributions they have made to the struggle for a universalist humanity. What is recounted in this publication is more than an 'analysis of a peasant revolt'. It is above all a history of the Kenya Land and Freedom Army. As Ngūgī wa Thiong'o points out in his Preface to this new edition, 'we don't have to use the vocabulary of the colonial to describe our struggles.' Water Wars
In this independently funded study, the authors address the future of the world's supplies of clean water, exploring in depth the U.S.A.'s Colorado River Basin, where a variety of approaches have been used and proposed to manage provision and allocation of the Colorado River water. Increases in population and water usage, along with uncertainties associated with climate change, put the future availability of adequate water supplies in doubt. Rules and regulations are traditional approaches to handling common resource maintenance and usage. With no rules, the tendency to use the resource inefficiently and not to maintain it produces the free-rider problem sometimes called the "tragedy of the commons," a phrase popularized by Garrett Hardin in 1968. An alternative to rule-setting and enforcement is to establish market rights to water supply, with the higher-value uses commanding higher prices and receiving more investment. The pros and cons of this approach are discussed in a chapter of this book. Empirical Fiscal Federalism
Fiscal federalism has long been an important topic of inquiry in applied public economics, and interest in the functioning of intergovernmental fiscal relationships in multi-tiered public sector structures does not seem to be fading. Rather, the recent economic downturn and sovereign debt crisis have brought the analysis of multi-level fiscal governance to the forefront of academic discourse and stimulated the search for tax assignments that ease coordination between authorities at different tiers while preserving local fiscal autonomy and minimizing the harmful effects of taxation on the prospects of economic recovery. Do They Make a Difference?
Over the last three decades, numerous radical right populist parties (RRPP) have emerged, developed, and strengthened their electoral weight in Western Europe. Yet, while several RRPP have managed to formally participate in government coalitions (such as in Italy, Austria, and Switzerland) or to informally support minority governments (such as in Denmark, and in The Netherlands) and while other RRPP have become highly visible opposition forces (such as in France, and Germany), the influence exercised by RRPP remain underexplored. It is essential to focus on their policy influence because of their electoral strength but also because they are often perceived by journalists, citizens, policy-makers as well as by researchers as a threat to democracy. As a reaction, mainstream parties tend to adopt specific strategies - such as measures of militant democracy towards RRPP. The aim of this book is to contribute to theoretical and empirical research in political science by bringing together a variety of contributions about the influence of RRPP in terms of policies on their core issues. To that end, we ask under which circumstances these parties are able to do so in contemporary Western Europe. This book proposes to focus on the role played by party status. Are RRPP better able to leave their imprints when they are in power or support minority governments than when they hold opposition or outsider status in Western Europe?
The Eu’s Green Dynamism
The high voting threshold in the Council together with conflicting national preferences should frustrate effective European problem-solving. This famous prediction of the "joint-decision trap" (JDT) is at odds with Europe's dynamic environmental policy. Yet there is scarce research on the limited impact of the JDT in this realm. We know little, therefore, about the conditions of effective environmental policy-change in the EU. By comparing cases of stability and change, including CO2-limits for passenger cars and the phase-out of inscandescent lamps, the book examines the ways in and out of the JDT in environmental policy. No Substitute for Competence
Issue ownership theory is a tale of two actors. On the one hand, it theorizes how parties compete with each other in their struggle for votes. On the other hand, issue ownership is about the citizen. It claims that voters are more likely to support a party if they think it is competent to handle issues they care about. This book provides unique insights into the undertheorized and understudied links between party competence and the vote. It argues that issue ownership voting (or competence-based voting) consists of three assumptions: First, voters are primarily interested in having issues handled by a competent party. Unlike in other issue voting models this implies that voters are reluctant (or unable) to deal with the specificities of the exact solution to a political problem. Though positional considerations feed into evaluations of party competence, other factors are important, too. This is reflected by the second assumption, following which issue handling competence is a subjective preference with various sources. Third, competence is more decisive in the decision-making process if the voter cares deeply about the issue. These three assumptions yield the key formula of issue ownership voting: Voters support the most competent party on the most important issue.
