The George Floyd Uprising

This book investigates how Uyghur-related violent conflict and Uyghur ethnic minority identity, religion, and the Xinjiang region, more broadly, became constituted as a 'terrorism' problem for the Chinese state. Building on securitization theory, Critical Terrorism Studies (CTS), and the scholarly definitional debate on terrorism, it develops the concept of terroristization as a critical analytical framework for the study of historical processes of threat construction. Investigating the violent events reported in Xinjiang since the early 1980s, the evolving discursive patterns used by the Chinese state to make sense of violent incidents, and the crackdown policies that the official terrorism discourse has legitimized, the book demonstrates how the securitization, and later terroristization, of Xinjiang and the Uyghurs, is the result of a discursive and political choice of the Chinese state. The author reveals the contingent and unstable nature of such construction, and how it problematizes the inevitability of the rationale behind China's 'war on terror', that has prescribed a brutal crackdown as the most viable approach to governing the tensions that have historically characterized China's rule over the Turkic Muslim ethnic minorities in Xinjiang. Originally based on agriculture, the state soon transformed into a minerals-based economy, largely energy minerals. Beauty gives rise to love, and without love, there would be no community, no society, and no culture. Political scientists find that Congress is passing fewer laws and spending less time on legislative work. Which parts of a supposedly dysfunctional legislature continue to function? Maya L. Kornberg examines the legislative process beyond voting patterns, emphasizing the crucial role of congressional committee hearings. In committees, lawmakers hear from expert witnesses, legislators revise and discuss bills before bringing them to a vote, and the public has an opportunity to engage with Congress. Kornberg scrutinizes the inner workings of committees--the different types of witnesses who testify, the varied hearings Congress holds, and the distinct effects that committee work has on congresspeople. She deploys original mixed-methods datasets that span from insider interviews to sentiment analysis examining the language used in hearings. Kornberg evaluates how committees operate and the conditions affecting their performance, finding that committee work can be more deliberative and productive than the politics of the Congress floor. Through a comprehensive exploration of who committees hear from and how they listen, this book demonstrates that Congress is not as dysfunctional as is often claimed.
