The Art and Craft of Policy Advising
This book offers a practical guide for policy advisors and their managers, grounded in the author's extensive experience as a senior policy practitioner in New Zealand's Westminster-style system of government. A key message is that effective policy advising is less about cycles, stages and steps, and more about relationships, integrity and communication. Policy making is incremental social problem solving. Policy advising is mostly learned on the job, like an apprenticeship. It starts with careful listening, knowing one's place in the constitutional scheme of things, winning the confidence of decision makers, skillfully communicating what they need to hear and not only what they want to hear, and learning to lead from behind, scheme virtuously and play nicely with others. The author introduces a public value approach to policy advising that uses collective thinking to address complex policy problems, evidence-informed policy analysis that also factors in emotions and values, and the practice of "gifting and gaining" (rather than "trade-offs") in the long-term public interest. Theory is illustrated by personal anecdote and each chapter offers practical processes, tools, techniques and questions for reflection, to help readers master the art and craft of policy advising. This second edition has been substantially revised and updated. It provides an expanded, step-by-step approach to stakeholder analysis and prioritisation in relation to an agency's own strategic frame; it aligns and integrates theory about the public interest, public value and anticipatory governance; and it updates a "fair go" multi-criteria decision analysis matrix with the latest iteration of the N.Z. The Politics of Third Countries in Eu Security and Defence
This book examines security and defence cooperation between the EU and third countries, in particular the United Kingdom and Norway. Brexit has placed the question of third-party engagement firmly back in the spotlight, especially given the UK's significance as a security and defence actor, and the failure of both sides to agree terms for cooperation in this area. The book explains why the seemingly obvious need for cooperation and shared strategic interests alone does not lead to frictionless cooperation or integration between the EU and like-minded third countries. Adding a theoretical and conceptual depth to what is still largely an empirical topic, it draws important conclusions about the possibilities and limits of European security and defence cooperation during challenging times. Watch and Ward
Watch and Ward is a comprehensive history of Margate Borough Police from its inception in 1858 until its amalgamation into Kent County Constabulary in 1943. It covers the origins of the modern police force, detailing the influence of local councillors, JPs, solicitors and freemasons, as well as central government and world events such as the Boer War and two subsequent world wars. Alongside its new prosperity, the up-and-coming Victorian seaside resort also had an underbelly watched over by the boys in blue. The borough's residents and visitors encountered issues similar to those of today, ranging from nuisance dogs and speeding vehicles through to mental health, alcohol abuse, domestic violence and assault - even the occasional murder. This book therefore also serves as a social history of East Kent, offering local, social and police historians copious material for research. Whenever an incident occurred in Margate, a policeman would be lurking nearby: a police man, indeed, as there were no warranted female police officers until after amalgamation. Women did however also play an important role within Margate Police, as the book shows. This is also an invaluable reference work for genealogists or other enthusiasts researching family history in and around Thanet. Family Trees are all very well, but they do not put the flesh on the bones, and even internet searches are quite limited. Full indices make it easy for modern Margatonians and Thanetians to check whether their ancestors might have been 'involved' with the police - on whichever side!

The Fault Lines of Inequality
This book examines how decisions made by the Conservative government during the COVID19 pandemic have increased economic inequality in the UK. Decades of austerity, asset-based welfare and financialization had already exacerbated social divisions in the UK prior to the pandemic. The political blueprint behind these measures combined Privatized Keynesianism and the Asset Economy. To explain, economists have highlighted that inequality derives from the fact that income from wealth increases at a faster rate than income from wages. The ensuing political assumption is that - in the face of pressures on public finances - promoting asset ownership is the best alternative to government-funded welfare schemes. What this meant, as the pandemic unfolded, was that when tough decisions about resource allocation needed to be made, the UK Treasury and the Bank of England found almost unlimited funds to rescue and protect asset-holders and middle-income homeowners, whilst reverting to a narrative of "misfortune" for the asset-less poor. This book assesses the political decisions taken by UK policymakers during 2020-21 and their consequences. Economic Liberalism and the Developmental State
This book provides a fresh perspective on the debate over the role of the state in East Asia's development history. Comparing the post-war development policies of Singapore and Hong Kong, it argues that their strong economic performances preceded and persisted despite, not because of, developmental state policies. While both nations are not pure free markets, the Hong Kong economy comes closer to that ideal and exhibited clear advantages over state-driven Singapore, in terms of greater levels of indigenous entrepreneurship, productivity and innovation. The book highlights the complex ways in which states penetrate markets, which are often neglected in liberal accounts of Hong Kong and Singapore as 'free-market success stories'. White-Collar Crime and the Public Sector
Procurement is a critical government activity, yet very little scholarly attention is devoted to procurement fraud in public policy, public management, or public financial management research. While many publications focus on the stages of the procurement process and appropriate protocols to follow for successful procurements, the opportunities for exploitation of the process have not been as widely studied. Procurement fraud is similarly understudied in the white-collar crime literature, where attention has primarily been placed on corporate crime or political corruption. This book extends criminal justice and white-collar crime scholarship by using these literatures to frame public procurement fraud. Additionally, organizational behavior approaches are applied to public procurement fraud to explain possible motivations for this type of occupational crime. This book takes an interdisciplinary approach to provide insights into the characteristics of individuals who abuse the procurement process for personal gain, and it offers some strategies for detecting and preventing further abuse. Original research is also presented and compares the offender-based and offense-based characteristics of the perpetrators of public procurement fraud with those of street and white-collar criminals. The intention of this book is to elevate the issue of public procurement fraud and to align it with criminal justice and white-collar crime scholarship.
Post-Apocalyptic Environmentalism
This book analyses how the environmental movement has developed three overarching narratives that co-exist and compete within it. The first is the narrative of green progress, which has been prominent from the start in environmentalist thought and which is today expressed in the idea of sustainable development and in eco-modernism. The second is the apocalyptic narrative, which urges us to act in order to avert a future catastrophe and which rose to prominence with Rachel Carson and other classics of post-war environmentalism and experienced a renaissance with the climate activism of the 2000s. The third is the postapocalyptic narrative according to which catastrophe is already an unavoidable fact. The centrepiece of the book is its discussion of the postapocalyptic narrative, which has become influential in the recent decade, especially in the wake of the disillusionment following the failed climate summit in Copenhagen 2009. Climate change, resource exhaustion, pollution and species extinction signal that catastrophes have already become realities here and now for an enormous number of people and other lifeforms. The book probes the possibilities and limitations of the environmental movement in grappling with these issues and turning them into relevant action.

Demanding Sustainability
Longer term thinking and new approaches to development and prosperity have never been more urgently required. Since 2020, the precarity of the global economy, links between ecological destruction and public health and disparities in levels of exposure and vulnerability to systemic disruption have all been thrown into stark relief. The Failure of the Neo-Liberal Approach to Poverty
This book examines the foundation and progress of the Rochester Monroe Anti-Poverty Initiative (RMAPI). Poverty has once again become a major issue in American cities, and nowhere more so than Rochester, which has one of the highest rates of poverty in the nation. RMAPI was established to reduce poverty, yet in the five years since its formation the poverty rate is essentially unchanged. Analyzing the reasons behind its failure, this book argues that the very nature of the organizational framework is part of the problem, and that RMAPI's project is caught up with contradictory imperatives of neo-liberal welfare reforms. More than just a study of local interest, the book uses Rochester as a case study to illuminate the limits of the neo-liberal approach to poverty. Diplomatic Terrorism
Assadollah Assadi, became the first-ever serving Iranian diplomat to be detained, investigated, tried, convicted, and imprisoned, after he plotted to blow up thousands of participants in the Iranian Resistance's annual Free Iran World Summit in Villepinte, France, where Maryam Rajavi, the President-elect of the opposition National Council of Resistance of Iran was speaking, along with hundreds of political dignitaries from across the globe. In late February 2022, authorities in Iran detained a Belgian aid worker, and this time, it was Belgium's turn to be blackmailed with yet another hostage taking by a regime that for over 40 years has taken advantage of Western appeasement to further its illegal and murderous ways. Hostages are the Iranian regime's leverage to set Assadi free and return him to Iran, from where he had set out in late June of 2018 with a highly sophisticated and lethal explosive device in his diplomatic pouch. Assadi and his paymasters in Iranian intelligence didn't think twice about moving the bomb to Vienna on a commercial passenger jet. The fact that Assadi was under close surveillance and caught red-handed delivering the bomb to his accomplices in a Luxembourg Pizza Hut does not bother the Iranian regime. To them Assadi is a hero diplomat carrying out his "duties" albeit in direct contravention of the Vienna Convention on diplomatic relations and international law. This case highlights the close cooperation between the Ministry of Foreign Affairs (MFA) and Ministry of Intelligence and Security (MOIS) in terrorist activities in Europe. After the February hostage-taking of the Belgium national in Iran, the regime clearly communicated back-channel messages to Belgium, and the two parties secretly signed a prisoner-exchange treaty on March 11. The first public unveiling of this "pact with the devil"[i] came when Belgium's justice minister, Vincent Van Quickenborne, urgently presented a bill to the Belgian Parliament on June 29, which sought ratification for the treaty with Iran by sandwiching it between two other prisoner exchange treaties. He would later defend the unsavory bill by meekly offering, "Iran is a rogue state, but we don't choose to whom we talk." He emphasized that freeing the Belgian was "our priority."[ii]If Prime Minister Alexander De Croo and his justice minister had had their way, the bill would have been enacted four business days later. But members of Parliament, including some in the government coalition, strongly criticized the treaty. Simultaneously, the Iranian Resistance, condemned the possibility of releasing Assadi back to Iran and called for action to prevent it. This call galvanized opposition to the shameful bill among Iranians, in the Belgium Parliament, in the press, and in the court of public opinion. This campaign led to the debate on the treaty that continued for over two more weeks. The treaty's ratification was expected by July 4, but it was ultimately ratified over two weeks later, early on July 21. The NCRI, its president-elect, and a group of potential victims of Assadi's terrorist plot, however, have launched a legal challenge to the government's bid to free a convicted terrorist. That challenge has yet to be heard and settled. In the meantime, a court injunction is in place barring Assadi's release.

Capital and the Cosmos
This book offers a new understanding of society's relations with the cosmos. Entrepreneurs such as Jeff Bezos and Elon Musk receive a great deal of publicity, but offer unlikely and implausible visions of space tourism for the general public. Meanwhile, asteroids are seen as 'rare materials' which will be extracted and used to produce untold riches for earthbound citizens. The reality is rather different. First, there is no evidence that owners of capital are attempting to extract 'rare' materials in the cosmos. The costs would be 'out of this world'. But capital, not governments, is determining how outer space should be used. Capital's investments in aerospace companies are actively determining forms of military interventions and the equipment used. And satellite television pumps out forms of culture aimed at a global audience. But these are being ignored and subverted by, for example, indigenous peoples. In short, this book setsout a new understanding of our relations with the cosmos. The forces of capital are certainly powerful but at the same time they are being challenged, subverted and even overturned.

The Islamic State and the Muslims of Trinidad and Tobago in the 21st Century
This work analyses: (1) the discursive terrain of the Muslim community/Ummah of Trinidad and Tobago from the Jihad of the Jamaat al Muslimeen on July 27th, 1990 to 2015 with emphasis on the evolution of militant Islam in this period. (2) It deconstructs the discourse of the Islamic State constructed to motivate Muslims of the world, especially of the West to migrate/to undertake Hijrah to the Islamic State with emphasis on the discursive concepts of the Islamic Apocalypse, the Malahim, Hijrah and Jihad is War. (3) It deconstructs the specific discourse of the Islamic State constituted for the Muslims of Trinidad and Tobago which reveals the importance of the Trinidad and Tobago contingent to the propaganda machinery of the Islamic State. (4) It deconstructs the discourse of the survivors which reveals the complex motivational structure that drove Muslims of Trinidad and Tobago to journey to the Islamic State. What is revealed is a power relation between the Muslims of Trinidad and Tobago who are a minority group of the population of Trinidad and Tobago, the kufr State of Trinidad and Tobago and the discourse of the Islamic State. The reality that the Trinidad and Tobago contingent to Islamic State was the largest per capita amongst Muslims that undertook Hijrah to the Islamic State speaks volumes to the susceptibility of the Muslim community to the call of the Islamic State. Dilapidation of the Rural
This book explains farmer suicides in India in the backdrop of rural politics as a determining factor. By bringing in politics as a variable the research presented in the book reveals that there are non-farm factors playing critical role in prompting behavioral change amongst the peasantry but haven't received much academic attention. The book argues that the changing nature of public spaces has significantly altered the perception of self in the rural society of India. It presents indicators of this rural change and how the state policy and political parties led political mobilization that changed the character of community relations in the rural areas. The book shows that other possible manifestations of the large-scale behavioral change in the rural areas and increasing rural distress, those are equally serious but haven't received much attention, are rising cases of drug-addiction, agrarian riots, or other forms of collective violence. The increasing number of farmers protests also need to be understood in this context.

A Resilience Approach to Acceleration of Sustainable Development Goals
This is the first book to articulate how to address interlinkages among sustainable development goals (SDGs), which are keys to implementing those goals by 2030. At the heart of the book is a resilience approach to the enabling relevant systems, practices, and education and research. While SDGs are well known at different levels from local to global spheres, a major gap can be seen between goals and approaches, as approaches are lacking for addressing interlinkages among SDGs. The United Nations General Assembly in 2015 acknowledged interlinkages as being of crucial importance in ensuring the purpose of the goals. However, few actual approaches have been specified to address the interlinkages or interconnections at both the policy and practical levels. Thus, it is urgent to face the question of how to address the interlinkages by stakeholders--not only policy communities and researchers but also practitioners and students, especially innovators who can go beyond existing boundaries. By highlighting that challenge, this book lays out a path for addressing interlinkages among SDGs by applying a resilience approach to the issues of a sustainable society. The resilience approach has been developed from combinations of different modes of thinking and practices, including the systems approach, systems and design thinking, and resilience thinking and practices. Based on this overarching approach, innovators seek out the relevance of that approach to their SDGs-related practices at the system, local, and educational levels. The book therefore serves as a guide to how the resilience approach can contribute to accelerating implementation of SDGs by 2030.

Integrated Marketing Communications for Public Policy
This book is based on detailed empirical research conducted to analyse the communication dissemination approach applied to the world's largest employment guarantee program MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act). To uncover the insights, perspectives and understanding of the program, more than 30 villages in Western parts of India were visited and more than 400 MGNREGA beneficiaries were contacted personally by the author. The book connects the two concepts of Integrated Marketing Communications (IMC) and Public Policy and highlights the importance of using the IMC tools for a meaningful and comprehensible communication dissemination strategies and campaigns. A global overview of public policy dissemination approaches adopted by federal governments in Brazil, Niger, Philippines, Indonesia, Pakistan, Bangladesh, South Africa, and Kenya have been presented to sensitize the readers with the communication dissemination strategies used at theglobal level. How did Chicago, a city known for commerce, come to have such a splendid public waterfront--its most treasured asset? Lakefront reveals a story of social, political, and legal conflict in which private and public rights have clashed repeatedly over time, only to produce, as a kind of miracle, a generally happy ending. Joseph D. Kearney and Thomas W. Merrill study the lakefront's evolution from the middle of the nineteenth century to the twenty-first. Their findings have significance for understanding not only Chicago's history but also the law's part in determining the future of significant urban resources such as waterfronts. The Chicago lakefront is where the American public trust doctrine, holding certain public resources off limits to private development, was born. This book describes the circumstances that gave rise to the doctrine and its fluctuating importance over time, and reveals how it was resurrected in the later twentieth century to become the primary principle for mediating clashes between public and private lakefront rights. Lakefront compares the effectiveness of the public trust idea to other property doctrines, and assesses the role of the law as compared with more institutional developments, such as the emergence of sanitary commissions and park districts, in securing the protection of the lakefront for public uses. By charting its history, Kearney and Merrill demonstrate that the lakefront's current status is in part a product of individuals and events unique to Chicago. But technological changes, and a transformation in social values in favor of recreational and preservationist uses, also have been critical. Throughout, the law, while also in a state of continual change, has played at least a supporting role.

Health Reforms in Post-Communist Eastern Europe
