During the first two decades of the twenty-first century, the United States and much of the developed world were rocked by three successive economic shocks, each one more severe than the one before. Real relief from these economic shocks, of course, can only come from a restored economy--with balanced strength across many sectors and regions. Safety-net programs can also help alleviate this suffering. They provide urgent financial help and, when properly designed, can assist, motivate, or nudge recipients to seek and accept new employment. When necessary, they can help recipients to learn new skills and engage in other socially preferred behaviors. That is, they can "activate" the unemployed and underemployed. Work and the Social Safety Net: Labor Activation in Europe and the United States describes how in the 1990s and early 2000s many European countries adopted policy reforms aimed at activating those recipients apparently able to work. These policy reforms were put to the test during the Great Recession and its aftermath. This volume reviews the experiences from both Europe and the United States during this period, and includes two chapters apiece on unemployment insurance, social assistance, disability, public employment services, and political economy. Work and the Social Safety Net identifies policies for activating recipients of safety-net programs while still preserving a strong social safety net--as a guide during the economic recovery from the COVID-19 pandemic and future downturns.

Though people frequently use mobile technologies for news consumption, evidence from several fields shows that smaller screens and slower connection speeds pose major limitations for meaningful reading. In News and Democratic Citizens in the Mobile Era, Johanna Dunaway and Kathleen Searles demonstrate the effects of mobile devices on news attention, engagement, and recall, and identify a key cognitive mechanism underlying these effects: cognitive effort. They advance a theory that is both old and new: the costs of information-seeking curb participatory behaviors unless the benefits outweigh them. For news consumers in the mobile era, for example, mobile devices increase the time, economic, and cognitive costs associated with information-seeking. Only for a small few do the benefits of attending to the news on mobile devices outweigh the costs. Building on economic theories of news, media choice, and the ways audience demand shapes news craft and production, Dunaway and Searles argue that attention, engagement, and recall suffer when people consume news on mobile devices. They then investigate the implications of these effects for the news industry and for an informed democratic citizenry. Drawing on both laboratory and real-world studies, Dunaway and Searles bring the psychophysiology of news consumption to bear on the question of what we could lose in an information environment characterized by a dramatic shift in reliance on mobile devices.

Is this is not Pakistani state-sponsored terrorism? He generated controversies about Allah Almighty and the Holy Quran, and clearly barricaded his stance on jihad against non-Muslim states. The Holy Quran never instructed or directed Muslims to become terrorists against the enemies of Allah Almighty. The Quran says: "When it is said to them: "Make no mischief on the earth," They say: "Why we only want to make peace. Of a surety, they are the ones who make mischief, but they realize (it) not". Al Baqara, 2:11). ". On 19 September, 2021, a case was registered against Maulana Abdul Aziz in Islamabad for threatening policemen who came to remove Afghan Taliban's flags hoisted at Jamia Hafsa, a seminary run by the cleric's wife. Thus, Prime Minister Imran Khan's policy of appeasing radicals backfired while Lal Masjid Madrassa now openly inculcating young girls in the manner of beheading.

Federalism is a very familiar form of government. It characterises the first modern constitution-that of the United States-and has been deployed by constitution-makers to manage large and internally diverse polities at various key stages in the history of the modern state. Despite its pervasiveness in practice, this book argues that federalism has been strangely neglected by constitutional theory. It has tended either to be subsumed within one default account of modern constitutionalism, or it has been treated as an exotic outlier - a sui generis model of the state, rather than a form of constitutional ordering for the state. This neglect is both unsatisfactory in conceptual terms and problematic for constitutional practitioners, obscuring as it does the core meaning, purpose and applicability of federalism as a specific model of constitutionalism with which to organise territorially pluralised and demotically complex states. In fact, the federal contract represents a highly distinctive order of rule which in turn requires a particular, 'territorialised' approach to many of the fundamental concepts with which constitutionalists and political actors operate: constituent power, the nature of sovereignty, subjecthood and citizenship, the relationship between institutions and constitutional authority, patterns of constitutional change and, ultimately, the legitimacy link between constitutionalism and democracy. In rethinking the idea and practice of federalism, this book adopts a root and branch recalibration of the federal contract. It does so by analysing federalism through the conceptual categories that characterise the nature of modern constitutionalism: foundations, authority, subjecthood, purpose, design and dynamics. This approach seeks to explain and in so doing revitalise federalism as a discrete, capacious and adaptable concept of rule that can be deployed imaginatively to facilitate the deep territorial variety that characterises so many states in the 21st century.
