​This book provides a new interpretation of international law specifically dedicated to Indigenous peoples in the context of a climate justice approach. The book suggests new ways forward and demonstrates the need for a paradigmatic shift that would enhance the meaningful participation of Indigenous peoples as fundamental actors in the conservation of biodiversity and in the fight against climate change. This book evaluates off-grid solar electrification in Africa by examining how political, economic, institutional, and social forces shape the adoption of off-grid solar technologies, including how issues of energy injustice are manifested at different levels and spaces. The book takes a historical, contemporary, and projective outlook using case studies from pre- and ongoing electrification communities in non-Western countries such as Ghana, Kenya, Rwanda, Senegal, Malawi, Tanzania, and Nigeria. Beyond the diverse nature of these countries in terms of their geographical location in West, East, and Southern Africa, each offers a different experience in terms of colonial history, economic and institutional infrastructure, social and cultural context, and level of adoption of off-grid solar technologies. Notably, the book contributes to the off-grid solar and energy justice scholarship in low-income non-Western contexts. It examines various approaches to energy justice and does so by engaging with Western and non-Western philosophical notions of the concept. It takes into consideration the major principles of Ubuntu philosophy with the adoption of off-grid solar technologies, hence enriching the energy justice framework. Finally, the book interrogates the degree to which the social mission that catalysed the expansion of the off-grid solar sector is being undermined by broader structural dynamics of the capital investment upon which it is reliant. It also argues that the ascendance of off-grid solar electrification in Africa is transformative in that it enables millions of people without access to or facing uncertainties linked to centralised grid energy to have access to basic energy services.

Iconomy: Towards a Political Economy of Images argues that imagery of all kinds--from visual icons in social media, advertising, news broadcasting and political campaigns, in architecture and art through to more private realms such as dreams--has become a definitive force in the shaping of contemporary life. It has become a vital part, often a primary medium, in most of the many economies operative within contemporary societies, in commercial exchange, public politics, cultural contestation, and subject formation. They have become, substantially, iconomic. Yet this imagery is generated and flows, accretes, shifts, and swops, runs free or is managed, according to its inherent potentials and limits--that is, for all its immersion in wider economies, however much it saturates them, it is an economy of its own, an iconomy. Part I traces conceptualizations of links between seeing and planning, images and economies, through Plato's cave allegory, medieval iconoclasm, Marx's theories of commodity, and Debord's spectacle society, up to interpretations of the systemic saturation of contemporary imaginaries by images (mostly visual), ostensive performances, and exhibitionary exchanges deployed through widely shared yet intensely managed screen and surveillance technologies. The implicit politics of this economy become explicit in Part II, which explores the iconopolitics of (i) the (mis)management of imagery associated with SARS-CoV-19; (ii) the ubiquity, retreat and possible resurgence of the image regime centered on Donald J. Trump, along with the Biden response; (iii) the nature and impact of the video of the murder of George Floyd; (iv) the similarities and differences between the videos of the beating of Rodney King in 1991 and the killing of George Floyd in 2020; (v) BLM ignition of imagery around intersectional struggle; (vi) the war of images within the current civil war in the United States; (vii) the potentialities for building community while image wars rage; and (viii) the recent rise of "black aesthetics" within predominantly white artworlds. The book concludes with a reflection on usefulness, and the limitations, of iconomic analyses of contemporary societies. Having arrived at the term "iconomy" in the years just prior to 9/11, and tracking its growing relevance since, Smith argues that its study does not require a discipline serving nation state and globalizing capitalism but, instead, a deconstructive interdiscipline that contributes to planetary world-making.

There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

Defensive Relativism

Defensive Relativism describes how governments around the world use cultural relativism in legal argument to oppose international human rights law. Defensive relativist arguments appear in international courts, at the committees established by human rights treaties, and at the United Nations Human Rights Council. The aim of defensive relativist arguments is to exempt a state from having to apply international human rights law, or to stop international human rights law evolving, because it would interfere with cultural traditions the state deems important. It is an everyday occurrence in international human rights law and defensive relativist arguments can be used by various types of states. The end goal of defensive relativism is to allow a state to appear human rights compliant while at the same time not implementing international human rights law. Drawing on a range of materials, such as state reports on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and cases from the European Court of Human Rights involving freedom of religion, this book provides a definitive survey of defensive relativism. Crucially, Frederick Cowell argues, defensive relativism is not about alternative practices of human rights law, or debates about the origins or legitimacy of human rights as a concept. Defensive relativism is instead a variety of tactical argument used by states to justify ignoring international human rights law. Yet, as Cowell concludes, defensive relativism can't be removed from the law, as it is a reflection of unresolved tensions about the nature of what it means for rights to be universal.

This book focuses on online petitioning and crowdfunding platforms to demonstrate the everyday impact that digital communications have had on contemporary citizen participation. In doing do, the book argues that crowdsourced participation has become normalised and institutionalised into the everyday repertoires of citizens and their organisations. Within the digitally-enabled shift in individual acts of participation, creating, signing and sharing online petitions and micro-donations have become a focal point because of the clear evolution from their offline and online counterparts.To illustrate their arguments the authors use an original nationally representative survey on acts of political engagement, undertaken with Australian citizens. Additionally, through detailed interviews and analysis of their web presence they show how advocacy organisations use online petitions within their repertoire of strategic actions. Lastly, they analyse the kinds of policy issues that mobilise citizens on crowdsourcing platforms, based on a unique dataset of 17,000 petitions from the popular non-government platform, Change.org. They contrast these mass public concerns with the policy agenda of the government of the day to show there is a disjuncture and general lack of responsiveness to this form of citizen expression.

Public school classrooms around the world have the power to shape and transform youth culture and identity. In this book, Mneesha Gellman examines how Indigenous high school students resist assimilation and assert their identities through access to Indigenous language classes in public schools. Drawing on ethnographic accounts, qualitative interviews, focus groups, and surveys, Gellman's fieldwork examines and compares the experiences of students in Yurok language courses in Northern California and Zapotec courses in Oaxaca, Mexico. She contends that this access to Indigenous language instruction in secondary schooling serves as an arena for Indigenous students to develop their sense of identity and agency, and provides them tools and strategies for civic, social, and political participation, sometimes in unexpected ways. Showcasing young people's voices, and those of their teachers and community members, in the fight for culturally relevant curricula and educational success, Gellman demonstrates how the Indigenous language classroom enables students to understand, articulate, and resist the systemic erasure and destruction of their culture embedded in state agendas and educational curricula. Access to Indigenous language education, she shows, has positive effects not only for Indigenous students, but for their non-Indigenous peers as well, enabling them to become allies in the struggle for Indigenous cultural survival. The rapid growth of the conservative movement has long fascinated historians, many of whom have focused on the grassroots efforts in the Sunbelt. Empire of Direct Mail examines how conservative operatives got their message out to their supporters through computerized direct mail, a significant but understudied communications technology. The story centers on Richard Viguerie, a pioneer of political direct mail who was known as the "Funding Father" of the conservative movement. His consulting firm established a database of conservative prospects and mailed millions of unsolicited letters. By the 1970s, Viguerie emerged as the central fundraiser in conservative politics, financing right-wing organizations and politicians such as George Wallace, Jesse Helms, and Ronald Reagan. Moriyama shows that the rise of right-wing direct mail communication in the postwar years coincided with a new strategy: the use of this new technology to stoke negative emotions, such as fury and fear, among the letter recipients. In the period of broadcasting, conservative fundraisers established the new approach of targeting individual voters and promoting negative emotions to win elections.
