Learning to Govern Together in Representative Democracy
Learning to Govern Together in Representative Democracy introduces a dynamic theory on coalition governance and circular regression for studying joint policy-making of coalition parties, which considers the "pro tempore" nature of representative democracy. Because representative democracy limits the time to govern, the implementation of a common policy agenda is temporarily constrained. In parliamentary democracies, in which coalition governance is the rule, this temporal constraint demands that coalition parties overcome their collective action problems in joint policy-making within a term. This book argues that the cooperative and competitive incentives of coalition parties vary over time. In the beginning of a term, coalition parties only have a prior belief about the type of partnership, and ministerial office-holders, who are responsible for the implementation of a common policy agenda, do not know how many bills they will initiate and whether their partner will respond cooperatively or competitively to their bill proposals. Over time, however, they can learn this type from experienced interactions in joint policy-making to optimize the timing of further bill initiation. To derive propositions and hypotheses on timing of bill initiation, the authors distinguish two learning models, a portfolio-model with autonomous learning from experienced interactions within the own jurisdiction, and a partisan-model with considering experienced interactions of co-partisan office-holders. The empirical examination of these models for the timing of bill initiation covers 11 parliamentary democracies, in which about 25.000 government bills were initiated and immediately approved or scrutinized in parliament. The findings show that ministerial office-holders infer the type of partnership from the duration of parliamentary scrutiny and initiate further bill proposals either early, if they learned about a cooperative type that immediately approved their bills, or late, if they learned about a competitive type that subjected their bills to intense parliamentary scrutiny. The results further reveal variation across the periods of a term, in which the cooperative and competitive incentives of coalition parties vary due to the temporal constrains for representative democracy. The book provides an understanding of the dynamics of coalition effectiveness, stability of coalition government, and satisfaction with coalition governance, which are determined by learning about the cooperative or competitive partnership type, portfolio- or partisan learning, and the early or late timing of bill initiation. Analysis of Threat Perceptions
In 2007, Estonia faced a series of cyberattacks on its cyber infrastructure, which caused widespread damage to the country's economy, politics, and security. However, despite this series of cyberattacks, the North Atlantic Treaty Organization (NATO) did not apply Article 5 of the North Atlantic Treaty due to lack of consensus on applying Article 5 in the Estonian case. Although various approaches have been developed by scholars, there is no common application of international law in the United Nations Charter regarding cyber threats or attacks. Moreover, while there has been no common definition of "cyber terrorism" by the international community, some scholars regard "cyberattacks" as acts of war. There is a paucity of literature dealing with the application of international law on cyber threats. A new Strategic Concept was adopted in 2010. Its most important development was to identify the significance of cyber threats to all NATO member bodies.When updating its own technology, the organization needs to be ready to defend itself against all kinds of asymmetrical warfare, whether from within or beyond its operational range. However, the terms of Article 5 of the North Atlantic Treaty were imprecise as to whether cyberattacks can be regarded as a form of threat; for this reason, NATO accepted the case-by-case concept on cyber threats/attacks in terms of the application of Article 5 by the Wales Summit in 2014. Despite the fact that the Charter of the United Nations has not been revised, if its articles are broadly evaluated, cyberattacks would be accepted as a threat or use of force against the territorial integrity of a state.The main purpose of this book is to analyze and evaluate what has been carried out regarding NATO's operational arrangements and its cyber defense approach and, secondly, to explain this through the lens of Game Theory. Furthermore, it will demonstrate why the web is paramount to NATO's system-driven operations, and why it requires a cyber defense arrangement. In particular, the research presented here will analyze T羹rkiye in this regard. The cyberattack on Estonia in 2007 will be used by way of a case study to explain the development of threat perceptions, risks, international law, cybersecurity policies and application of Game Theory.
Central Asia
Throughout history, Central Asia has served as an important strategic link between the East and the West. This book locates Central Asia within the broader geopolitics of the Eurasian region, which has witnessed many significant shifts, conflicts and events, while tracing its strategic importance. This book introduces the near crisis phase of conflict and escalation.These time-sensitive disputes between states, and even with violent non-state actors, do not involve significant risk of military escalation, at least in the moment. Investigating how and why some near crises escalate, while others do not, requires an explanation of the different dynamics of international disputes and the policy tools that states and international institutions can employ. We ask an expanded set of questions about specific cases and general patterns of conflict behavior, such as: why did Israeli leaders respond to Hezbollah's 2006 cross-border raid with escalation, resulting in the Second Lebanon War, while in previous instances the Israelis limited their retaliation? Why didn't the 2015 Iranian Ballistic Missile Test or the 1995 Norwegian Black Brant Missile Launch escalate, while the 2009 North Korea Missile Movement and the 1995 Taiwan Straits dispute tipped into a full-blown crisis, and why did the 2008 Russia-Georgia conflict escalate from near crisis to war? We use primary sources and newly created data on near crises to answer these questions and others. The overall conclusion is that an ounce of prevention at the near crisis phase is worth a pound of cure in averting a full-blown crisis or war.This book will be of great interest to students of security studies, conflict studies, foreign policy, and international relations.

The Migration-Development Nexus in the European Union
This book researches the migration-development nexus in the foreign policies of the European Union. The author conceptualizes the nexus as a public policy framework situated at the intersection of home affairs and foreign affairs and studies it from the perspective of the advocacy coalition framework. Amalgamating two diverse traditional EU policy fields, the nexus brings together two very different kinds of policy actors: Development policy actors and migration policy actors. Workplace Politics
In many countries politicians rely on employers to influence the voting behavior of their employees, but this type of voter mobilization has received very little attention. Workplace Politics draws on unique surveys of firm managers and employees in eight countries, as well as a wealth of fine-grained observational data and qualitative interviews from Russia, to demonstrate that workplace mobilization is common, often coercive, and unpopular with many voters. It argues that when firm managers depend on the state, cannot easily move their assets, or can easily replace workers, politicians can induce employers to get their workers to the polls. In these settings, politicians and employers can use workplace mobilization to diminish voter autonomy, undermine electoral integrity, and skew electoral outcomes in favor of entrenched political groups. But because workplace mobilization is unpopular in the broader electorate, politicians use this strategy less frequently in information-rich settings, where voters are likely to learn about it. This book helps explain why countries whose economies are dominated by state interventions in markets, immobile capital, and slack labor markets may be especially prone to clientelism and autocratic rule and contributes to core debates in comparative politics and political economy.

The Art of Coercion presents a fresh explanation for the success--and failure--of coercive demands in international politics.Strong states are surprisingly bad at coercion. History shows they prevail only a third of the time. Reid B. C. Pauly argues that coercion often fails because targets fear punishment even if they comply. In this "damned if you do, damned if you don't" scenario, targets have little reason to obey.
