The European Union and Everyday Statebuilding
This book examines the European Union's everyday statebuilding practices, using the case of Kosovo as an example of how it uses informal practices to influence local actors.The objective of the book is to explain how the EU operates as a statebuilding actor in the everyday context, outside its zone of comfort. It illustrates the EU's dynamics of dealing with the local actors through everyday practices, which are understood as informal means or practices of interaction with the local actors in the framework of three key issues of relevance for statebuilding process for the EU: rule of law, reforming public administration and resolving bilateral disputes. The book shows how the EU utilizes everyday practices to influence decision-making process on the part of the government in order to ensure a particular outcome, be that diffusing a norm or promoting its own interests; in doing so, it gives an important insight into what these interests actually are in practice. In providing an insight into how the EU works as a statebuilding actor in practice in the everyday context, it unmasks factors that facilitate the EU's influence on other countries that it considers to be 'ailing', such as Kosovo, in order to secure desired behaviours, decisions, and actions on the part of the local government. It also unmasks the EU's commitment to being an ethical actor by unearthing practices that undermine local agency, the practical intentions of the EU's statebuilding intervention approaches, and the reality that hides behind the fa癟ade of public statements on the part of the EU and the local government. Cooperation in science, technology and innovation between Brazil and Japan
The book describes and analyzes the recent history of cooperation in science, technology and innovation (ST&I) between Brazil and Japan, with an emphasis on the agreements signed since the 1970s and the projects carried out in the first decade of the 21st century, in order to verify the contributions of bilateral cooperation actions to the improvement of ST&I skills that have repercussions on Brazilian development. The strategies and sectors prioritized by the STI policies of Brazil and Japan are compared with the actions and areas in which bilateral cooperation was carried out. Increased mutual knowledge, greater participation by the private sector, and improved engagement by representatives of the academic and governmental spheres in bilateral mechanisms are the paths indicated for balancing interests in increasing cooperation in S&T&I between Brazil and Japan, the realization of which could have a positive impact on Brazilian development.
The emergence of regionalized public investment funds in France
The R矇gions de France have their own private equity business. Clearly, this private equity activity is little known and little studied in academic research, where it is cited as a memorial in studies devoted to all forms of private equity. That's why we wanted to help make this activity, its foundations and procedures, easier to understand; to help raise the profile of its targets and the institutional financial engineering adopted; and to provide its characteristic features to help local start-ups make the most of it. And in doing so, we wanted, with the expected results, to enable other territories outside the hexagon, for example, and at their own discretion, to draw inspiration from it to carry the territorial dynamics of their economy with support for entrepreneurial innovation, through an implementation on the scale of their territory, for the benefit of local start-ups.Our objective will be achieved if this book sheds adequate light in understanding the foundations of this activity based on our model, the French model.
Sectarianism under the Umayyads and Abbasids, orthodoxy and heresy
Essay from the year 2009 in the subject Politics - Region: Near East, Near Orient, grade: 85, Ben Gurion University, language: English, abstract: Heresy and orthodoxy are problematic terms to refer to in Islam since this religion does not sustain authorities, councils, synods, or organs which a vast Muslim majority recognizes and which are entitled to direct orthodoxy-a necessary guideline to be able to determine what is heresy. Instead it is the 'Consensus' among Muslims and scholars which constitutes the "supreme authority in all questions of religious practice." However, the term heresy is not unknown in Muslim circles. The Arabic language knows many different words describing 'heresy, ' but none of them can be used as a synonym for the term as employed by the Christian Churches; to express this term explicitly, they had to introduce a word from European or Christian origin: "hartagqa," "hurtuqi" "hartiqi." Sectarianism started very early after the advent of Islam, under the reign of the Umayyads. Bernard Lewis' article "Some Observations on the Significance of Heresy in the History of Islam" shows, that Islamic history and early Islamic documents illustrate a discussion about the connection between heresy and sectarianism. Generally speaking, heresy was applied to sectarians in a rather loosely manner: "the sectarian, though some of his doctrines may in time be excluded by the cumulative force of the Consensus from the main stream of Islam, is still a Muslim." The following essay will explore sectarianism under the Umayyads and 'Abbasids, continually referring to the terms of orthodoxy and heresy. It will analyse political and religious opposition offered by the various non-Sunni factions.
Rebel Financing and Terrorism in Civil Wars

Cyberspace and Instability
A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested: vague because most policymakers and experts do not define cyber stability when they use the concept; contested because they propose measures that rely - often implicitly - on divergent understandings of cyber stability. Revolt Against Theocracy
This book is the first in-depth account of the uprising in Iran that began on 16 September 2022, when a young woman, Mahsa Amini, was killed by the morality police. In the months that followed, protests and demonstrations erupted across Iran, representing the most serious challenge to the Iranian regime in decades. Women have played a key role in these protests, refusing to wear a hijab and cutting their hair in public to chants of 'Woman, Life, Freedom'. Security Perception and Security Policy in Central Europe, 1989-2019
Central Europe may be perceived as a homogeneous subunit: a geographic locale that shares similar cultural traits, common histories, and a linked troubled past, and one that has embarked on a joint process of European integration in the past three decades. The Social History of Labor in the Middle East
Once considered of little import, the social history of labor in the Middle East emerged in the 1980s as a major area of research, as historians sought to uncover the roots of working-class organizing. Job Market Signaling in Public Administration
The public sector urgently needs more personnel and must actively engage with the labor market to distinguish itself from the private sector. Scholars recommend developing a strong "public service brand" and using sector-specific motives to attract individuals who prefer public sector employment. However, public-specific signaling often fails to attract a diverse range of applicants. This book examines the signaling strategies in public and private job advertisements and explores how the public sector can emulate private sector appeal while balancing personnel policy trade-offs involved with this manipulation. A linguistic analysis of 5,000 public and private job advertisements was performed to reveal significant sectoral differences in word choice and content emphasis. Further, a preregistered online survey experiment measured the intention to apply to job advertisements with varying signaling intensities. Therefore, this book enhances the understanding of recruitment messaging and strategies to bridge public-private sector differences.
Understanding Battlefield Coalitions
This book improves our understanding of battlefield coalitions, providing novel theoretical and empirical insight into their nature and capabilities, as well as the military and political consequences of their combat operations. The volume provides the first dataset of battlefield coalitions, uses primary sources to understand how non-state actors of varying types form such groupings, reports interviews with policymakers illuminating North Atlantic Treaty Organization operations, and uses cases studies of various wars waged throughout the nineteenth, twentieth, and twenty-first centuries to understand how other such collectives have operated. Part I introduces battlefield coalitions as an object of study, demonstrating how they are distinct from other wartime collectives. Using a novel dataset of actors fighting in 492 battles during interstate wars waged between 1900 and 2003, it provides, for the first time, a comprehensive portrait of the universe of battlefield coalitions. Part II explores processes and dynamics involved in the formation of battlefield coalitions, addressing how potential coalition members prepare for future battles in peacetime (as well as the consequences of such preparations) and the dynamics of mission design. Part III focuses on how battlefield coalitions are organised and fight when combat ensues, notably their decision-making rules and practices, command structures, and learning capacities. Part IV addresses three curious tendencies observed in the operations of battlefield coalitions: partners under-providing effort in combat, rebels and terrorist networks persisting in cooperation even when their interests diverge, and members defecting from the collective. Part V concludes with a chapter outlining for future researchers what we know about battlefield coalitions and what remains to be understood.This book will be of much interest to students of military and strategic studies, defence studies and International Relations.
Tunisia and Egypt after the Arab Spring
This book examines the processes of transition from authoritarian rule in Tunisia and Egypt between 2011 and 2014, arguing that differences between the two countries can be explained by the conduct of their respective political parties.Drawing on a new conceptualization of political parties' agency that considers their unique nature as intermediate and intermediary institutions, the book allows for the identification of those factors driving political parties' choices in processes of transition. Moreover, thanks to the employment of quantitative text analysis on the electoral manifestos of the parties involved, this work presents new data for the study of party systems in Tunisia and Egypt. Presenting a new toolkit for analysis, Tunisia and Egypt after the Arab Spring ultimately reveals how differing legacies of authoritarian repression across the two countries can help explain why the Tunisian transition culminated with the 2014 democratic constitution, and the Egyptian transition with the 2013 military coup. Conceptually, the book will appeal to those working in comparative politics and those interested in processes of democratization and authoritarian resilience. Using a wide range of archival materials as well as interviews with members of the West Maui Community Plan Advisory Committee, Lisa Huynh Eller pieces together the story of how the West Maui community struggled to determine the plan for its land use. More than merely a cautionary tale about the limits of the community planning process, the story of the 2021 West Maui Community Plan takes on renewed significance for the people of West Maui in the wake of the August 2023 wildfire as the industrial disaster relief and rebuilding complex pulls West Maui communities in multiple and contradictory directions. From one point of view, the West Maui Community Plan can be seen as a weak compromise regarding appropriate uses of land in West Maui--appropriate as to the desires and wishes of the West Maui people--that over time may turn out to be ignored or conveniently forgotten. From another perspective, however, it also serves as a high-water mark for community involvement in the community planning process in Maui and Hawai'i.
