There is really in law no such office as that of Prime Minister. No statute grants him or her powers. Even the name came into official use only in 1878, and the Prime Minister as such only became known to the law in 1905. This volume provides one of the first comprehensive feminist readings of international statebuilding, with a specific focus on the case of Kosovo.Rather than simply showing how the state in Kosovo is being built by and through women and feminist encounters, this volume is interested to problematise women and feminist subjectivities vis-?-vis the state and statebuilding. The book challenges three main arguments related to the processes and subjects of statebuilding in Kosovo. First, the academic literature on Kosovo has a tendency to take the international intervention of 1999 as the originary point of statebuilding processes in Kosovo. Second, and relatedly, given Kosovo's unprecedented exposure to Western intervention and statebuilding, the majority of works start from the presumption that liberal interventionism in Kosovo (and elsewhere) is normatively more progressive than the previous system, and that the liberal interventionism and statebuilding are naturally gender progressive and gender-equal. The third argument has to do with the existing legal architecture on gender and women's rights in contemporary Kosovo. The aim of the volume is to, on the one hand, problematise the evidence against the backdrop of everyday manifestations and/or performances of statebuilding and on the other hand interrogate the co-constitutive gender aspect. In terms of methodology, the volume brings together contributions that rely on traditional and multi-sited ethnography, and narrative research rooted in projects and initiatives in Kosovo. Current conflicts show that hybrid warfare, despite regional differences, is based on a common operational framework that combines conventional and unconventional tactics targeting not only military structures, but also largely targeting civilians (societies). All this makes threats more diffuse, subtle, and difficult to predict. They also often take the form of networked actions and have cascading effects in which they can produce complex secondary effects affecting a range of spheres of society and key infrastructure. Given these challenges, the book establishes a common language that helps shape coherent risk management and protective mechanisms in dealing with hybrid attacks. It also points in a new direction in ensuring the reliability of information provided to civilians, which is crucial in a hybrid war environment where disinformation is used as one of the main tools of destabilisation. This book examines the dynamics of oil and gas conflicts within the context of federalism in Canada, an older federation with broadly a decentralized institutional design governing oil and gas, and Nigeria, a newer federation with a largely centralized design. It traces resource ownership, control or regulation, and revenue sharing conflict processes over time, and provides a focused comparison of conflict over the role of oil in intergovernmental fiscal transfers in both countries. In so doing, the book provides a much-needed corrective to conventional, static notions of oil conflict as either violent or nonviolent outcomes by carefully analyzing the evolution and ebbs and flows of conflicts hidden within conflict patterns that appear to be self-reinforcing and entrenched. The book demonstrates that (de)centralization dynamics, especially the continuities and shifts in federal institutional (structural and ideational) rules about oil itself, are central to the concept of conflict dynamics. It highlights the endogenous processes of federal institutional development, and lends credence to the historical institutionalists' emphasis on the entanglement of institutions in their own transformation. Yet, the book also reveals that conflict dynamics did not emerge solely from the initial "compromise" between federal and provincial/state actors regarding the allocation of competence over oil. The renegotiation and reinterpretation of these rules over time, which entails a redistribution of power/resources in response to historical temporalities and shocks, political agency, and changing socioeconomic realities, also generated unique patterns of conflict and conflict resolution within the federal institutional arenas.

In Reproducing Revolution, Jenny Hedstr繹m explores the Kachin revolution in Myanmar from the perspective of female soldiers, female activists, and women displaced by the violence in northern Myanmar. Hedstr繹m argues that the household is an inherently gendered, militarized, and political space that impacts, and is in turn impacted by, the external conflict with which it coexists. In this context, women's everyday labor--the gendered work of childcare, farming, fighting, and forging connections both across households and between the household and the army and the nation--is key to revolutionary survival. Hedstr繹m calls this labor militarized social reproduction, and in Reproducing Revolution she demonstrates that such labor is critical to the military effort, and that warfare itself is shaped through everyday domestic action.
