The Prime Ministers
There is really in law no such office as that of Prime Minister. No statute grants him or her powers. Even the name came into official use only in 1878, and the Prime Minister as such only became known to the law in 1905. The office of Prime Minister has in fact been based on convention and has been shaped by personal and political factors; it is what the holder makes of it and that is why a sensible way to study the development of the office is by reading the biographies of its holders.Originally published in 1974 (volume 1) and 1975 (volume 2), beginning with Robert Walpole and including Edward Heath, the holder at the time, there had been forty-seven Prime Ministers in all. Yet there had been no book devoted exclusively to recording their characters, actions and achievements, to which the student or the interested general reader could turn for immediate information, even if they did not seek to read the whole 250-year record - in itself a fascinating story for the politically minded. To fill this gap leading political historians of the time were invited to contribute papers, each in their own special period, and we are presented, as a result, with a complete gallery of Prime Ministers, each paper revealing the constant interaction of personality and circumstance, and the whole collection providing an impressive record of the way the premiership changed with its various incumbents.

Civil Protection and Domestic Security in Contemporary Hybrid Warfare presents a comprehensive approach to civil protection and domestic security in contemporary hybrid armed conflict.Hybrid warfare encompasses a number of dimensions such as military, political, psychological, cognitive, space, social, economic, informational, or technological. Current conflicts show that hybrid warfare, despite regional differences, is based on a common operational framework that combines conventional and unconventional tactics targeting not only military structures, but also largely targeting civilians (societies). All this makes threats more diffuse, subtle, and difficult to predict. They also often take the form of networked actions and have cascading effects in which they can produce complex secondary effects affecting a range of spheres of society and key infrastructure. In response to this spectrum of threats, individual states need to adapt their security and civil protection systems to the type of threat involved. However, most existing solutions are fragmented, resulting in a reduced ability to coordinate and adequately prepare civilians for hybrid threat conditions. Given these challenges, the book establishes a common language that helps shape coherent risk management and protective mechanisms in dealing with hybrid attacks. It also points in a new direction in ensuring the reliability of information provided to civilians, which is crucial in a hybrid war environment where disinformation is used as one of the main tools of destabilisation. Drawing on theoretical knowledge and practical experiences from around the world, the book provides tools to effectively respond to existing and future conflicts and hybrid wars. Historical analogies are often utilized to frame and formulate foreign policies, illuminate issues of war and peace, and mobilize support for particular political programs. Russia's Gamble

Bahrain 1920-1945
First published in 1987 Bahrain provides a modern history of Bahrain from 1920-1945. The end of the fifty years of administration of Shaikh Isabin Ali Althalifah in 1923 heralded an intensive period of modernisation of Bahrain. However, the political move which brought about these changes are complex and difficult to disentangle. It is apparent that the Foreign Office, the Government of India, and the British political authorities in the Gulf all played a part but this book is the first one to analyse the extent and effectiveness of the involvement of each of these bodies. The central element of the modernisation process which took place under Shaikh Hamad's administration are also discussed. These includes creation of an organised government structure, educational reforms, reforms of the pearling industry, and advent of the oil industry. At each stage, the author emphasizes how both political and economic changes were conditioned by the social context, in particular by the tension between Sunnis and Shi'ahs. This book is a must read for students and scholars of Middle East history and specially history of Bahrain.

The Handbook of African Defence and Armed Forces
The Handbook of African Defence and Armed Forces provides the first in-depth and multifaceted analysis of the evolution and current state of national defence policies, strategies, doctrines, capabilities, security challenges, and strategic responses of African states and their armed forces. Geographically, these aspects are investigated at the national, sub-regional, and regional levels. Feminist Encounters in Statebuilding
This volume provides one of the first comprehensive feminist readings of international statebuilding, with a specific focus on the case of Kosovo.Rather than simply showing how the state in Kosovo is being built by and through women and feminist encounters, this volume is interested to problematise women and feminist subjectivities vis-?-vis the state and statebuilding. The book challenges three main arguments related to the processes and subjects of statebuilding in Kosovo. First, the academic literature on Kosovo has a tendency to take the international intervention of 1999 as the originary point of statebuilding processes in Kosovo. Second, and relatedly, given Kosovo's unprecedented exposure to Western intervention and statebuilding, the majority of works start from the presumption that liberal interventionism in Kosovo (and elsewhere) is normatively more progressive than the previous system, and that the liberal interventionism and statebuilding are naturally gender progressive and gender-equal. The third argument has to do with the existing legal architecture on gender and women's rights in contemporary Kosovo. The aim of the volume is to, on the one hand, problematise the evidence against the backdrop of everyday manifestations and/or performances of statebuilding and on the other hand interrogate the co-constitutive gender aspect. In terms of methodology, the volume brings together contributions that rely on traditional and multi-sited ethnography, and narrative research rooted in projects and initiatives in Kosovo. The Diplomatic Making of EU-China Relations
This book provides a novel theoretical framework to understand EU-China diplomatic relations.The existing scholarly literature on EU-China relations is characterised by a dichotomous distinction between material and ideational factors and overemphasises the 'interest versus value' motif undergirding EU-China relations. The diplomacy and future direction of the relationship seem as opaque as their extent remains incalculably complex. This book takes us beyond binary motives by introducing a novel theoretical model of diplomatic relationship-building that brings to the fore the more nuanced and latent factors to make sense of EU-China diplomatic relationship-building; the new theory captures the 'relational' nature of diplomatic relationship-building by integrating the social layer of 'intentions' in understanding international diplomacy. This study further sheds light on the opportunities and challenges in enhancing EU-China relations, through a comparative in-depth investigation of the processes, practices and politics of EU-China climate change and agricultural-trade relations over the past two decades. The book draws on a rich collection of original data, encompassing over 100 interviews with stakeholders of EU-China relations conducted from 2015-2023; strengthened by participant observation at EU and Chinese institutional headquarters and in diplomatic fora that has taken place over the past ten years. Defence Offsets and the Global Arms Trade
This book offers the first comprehensive study of defence offsets and its economic, security, political and theoretical implications.Originating in the second half of the 19th century, defence offsets - additional economic, industrial and technological benefits to states for buying foreign weapons - have since been a key feature of the global arms trade and defence industry. And yet, offsets are an under-researched and under-theorised phenomenon. This book fills this gap in the literature by offering the first general theory of defence offsets, as well as the first systematic analysis of the offset phenomenon. By building on the insights of scholars of defence economics and drawing from the International Relations liberal paradigm, as well as reviving and adapting Robert Putnam's two-level game framework, the book proposes a liberal-rationalist theory of defence offsets. It then proves the worth of such a theory through Qualitative Comparative Analysis (QCA) of fifty-four fighter aircraft transfers from 1992 to 2021 inclusive, and three in-depth case studies addressing offsets negotiated and agreed to as part of fighter aircraft competitions in Brazil, India, and South Korea.This book will be of interest to students of defence studies, defence economics, security studies and international relations.

Democracies are thought to have advantages over nondemocratic nations in international relations, including the ability to keep foreign policy stable across time, credibly signal information to adversaries, and maintain commitments to allies. Does domestic polarization affect these "democratic advantages"? In this timely book, Rachel Myrick argues that polarization reshapes the nature of constraints on democratic leaders, which in turn erodes the advantages democracies have in foreign affairs. Natural Resources and Conflict Dynamics in Federal Countries
This book examines the dynamics of oil and gas conflicts within the context of federalism in Canada, an older federation with broadly a decentralized institutional design governing oil and gas, and Nigeria, a newer federation with a largely centralized design. It traces resource ownership, control or regulation, and revenue sharing conflict processes over time, and provides a focused comparison of conflict over the role of oil in intergovernmental fiscal transfers in both countries. In so doing, the book provides a much-needed corrective to conventional, static notions of oil conflict as either violent or nonviolent outcomes by carefully analyzing the evolution and ebbs and flows of conflicts hidden within conflict patterns that appear to be self-reinforcing and entrenched. The book demonstrates that (de)centralization dynamics, especially the continuities and shifts in federal institutional (structural and ideational) rules about oil itself, are central to the concept of conflict dynamics. It highlights the endogenous processes of federal institutional development, and lends credence to the historical institutionalists' emphasis on the entanglement of institutions in their own transformation. Yet, the book also reveals that conflict dynamics did not emerge solely from the initial "compromise" between federal and provincial/state actors regarding the allocation of competence over oil. The renegotiation and reinterpretation of these rules over time, which entails a redistribution of power/resources in response to historical temporalities and shocks, political agency, and changing socioeconomic realities, also generated unique patterns of conflict and conflict resolution within the federal institutional arenas.

Reproducing Revolution
In Reproducing Revolution, Jenny Hedstr繹m explores the Kachin revolution in Myanmar from the perspective of female soldiers, female activists, and women displaced by the violence in northern Myanmar. Hedstr繹m argues that the household is an inherently gendered, militarized, and political space that impacts, and is in turn impacted by, the external conflict with which it coexists. In this context, women's everyday labor--the gendered work of childcare, farming, fighting, and forging connections both across households and between the household and the army and the nation--is key to revolutionary survival. Hedstr繹m calls this labor militarized social reproduction, and in Reproducing Revolution she demonstrates that such labor is critical to the military effort, and that warfare itself is shaped through everyday domestic action.
