British Dogmatism and French Pragmatism
First published in 1982, British Dogmatism and French Pragmatism presents an inquiry into how national political and administrative constraints affect the formulation and implementation of local government reform. This comparative study between British and French local politics and policymaking discusses themes like local reorganization in the welfare state; two paths from monarchy to democracy; decisions and non-decisions; can national politics make local policy; fiscal policy and local spending; capital spending and land use; and central-local politics in the welfare state. The author argues that the influence of local government systems cannot be assessed apart from the national political and administrative structures in which they are embedded. This book is a must read for scholars and researchers of political science, public administration and policy making.
Bahrain 1920-1945
First published in 1987 Bahrain provides a modern history of Bahrain from 1920-1945. The end of the fifty years of administration of Shaikh Isabin Ali Althalifah in 1923 heralded an intensive period of modernisation of Bahrain. However, the political move which brought about these changes are complex and difficult to disentangle. It is apparent that the Foreign Office, the Government of India, and the British political authorities in the Gulf all played a part but this book is the first one to analyse the extent and effectiveness of the involvement of each of these bodies. The central element of the modernisation process which took place under Shaikh Hamad's administration are also discussed. These includes creation of an organised government structure, educational reforms, reforms of the pearling industry, and advent of the oil industry. At each stage, the author emphasizes how both political and economic changes were conditioned by the social context, in particular by the tension between Sunnis and Shi'ahs. This book is a must read for students and scholars of Middle East history and specially history of Bahrain.
The Handbook of African Defence and Armed Forces
The Handbook of African Defence and Armed Forces provides the first in-depth and multifaceted analysis of the evolution and current state of national defence policies, strategies, doctrines, capabilities, security challenges, and strategic responses of African states and their armed forces. Geographically, these aspects are investigated at the national, sub-regional, and regional levels. Chronologically, they are analysed against the backdrop of the 'superpower withdrawal' from the continent in the 1990s, and the so-called 'New Scramble for Africa', which has seen a crescendo of renewed great power interest in the continent's resources, as well as its strategic role, location, and relevance since the 2000s. The book takes a bottom-up and African-centric approach, and is organized around five key themes: i) the differing security outlooks and defence policies of African powers within the region and the different sub-regions; ii) the strategies, doctrines, transformation, and employment of African armed forces; iii) the relationship between African armed forces with sub-regional, regional, and international organizations; iv) the challenges that African states and their armed forces have been facing and their strategic responses; and v) the position of African perspectives and agency in the context of continental and international security and defence. Understanding African security and defence, especially in terms of each individual nation's ability to contribute to peacekeeping operations, counterterrorism, border security, and internal security requires a focus on the national level of armed forces and defence policies; this in turns sheds light on sub-regional and regional divergences, challenges, and cooperation. Based on this framework, the chapters in this volume offer comprehensive African perspectives on African and international security and defence, and in doing so show the agency of the continent's countries and armed forces in International Security and Relations.

This month's issue features a painting based on a photo from Palestinian journalist Moaz Abutaha, and it's titled "Never Forget What They Did To Gaza." Because we must never, ever let anyone forget.I will spend the rest of my life reminding the world what these bastards did to Gaza. No matter what happens and regardless of how this thing plays out, I will never, ever let anyone forget how the empire inflicted all these months of horror upon all those innocent people. The US-centralized western empire has demonstrated that it must cease to exist. The apartheid state of Israel has demonstrated that it must be dismantled. There is no coming back from this. Their crimes are unforgivable, and will never be forgotten.

Unfinished Empire
War is the great illuminator. Russia's invasion of Ukraine has revealed not only its imperial ambition but also the internal colonialism at play within the Russian Federation itself (with disproportionately fewer ethnic Russians at the front than other minorities). Far from placing the Kremlin at the top table of international affairs, the war has also led to mounting distrust and defiance in its traditional sphere of influence, weakening its position both globally and regionally. Donnacha ? Beach獺in places the current geopolitical conflict in Russia's historical trajectory, tracing Russia's development from the tiny Duchy of Moscow through the Soviet Union to the Russian Federation, the largest country in the world. He explains the context of the war and the consequence for Russia's neocolonial relationships with its "near abroad". An essential primer for the reader looking to understand Russia's place in the world beyond the binary East-West tensions.
Peacebuilding and Memory in the Philippines
This book critically examines community resilience within peace and conflict studies. By focusing on the complexities of resilience in the ay籀m-ay籀mic political order in the Philippines, it shows how memories, experiences and intergenerational dialogue shape resilience strategies across time and space. Through theoretical analysis and case studies, the book challenges conventional understandings of resilience by highlighting its complex intersections with agency, resistance, and political survival. It delves into the role of resource scarcity, trauma, and shifting socio-political landscapes in shaping resilience strategies, offering a nuanced perspective beyond its often-romanticized portrayal. By bridging theoretical debates with real-world insights, it provides a fresh framework for understanding resilience as both a political and social process. This book is an essential resource for scholars, practitioners, and policymakers engaged in peacebuilding, governance, and conflict transformation.

Feminist Encounters in Statebuilding
This volume provides one of the first comprehensive feminist readings of international statebuilding, with a specific focus on the case of Kosovo.Rather than simply showing how the state in Kosovo is being built by and through women and feminist encounters, this volume is interested to problematise women and feminist subjectivities vis-?-vis the state and statebuilding. The book challenges three main arguments related to the processes and subjects of statebuilding in Kosovo. First, the academic literature on Kosovo has a tendency to take the international intervention of 1999 as the originary point of statebuilding processes in Kosovo. Second, and relatedly, given Kosovo's unprecedented exposure to Western intervention and statebuilding, the majority of works start from the presumption that liberal interventionism in Kosovo (and elsewhere) is normatively more progressive than the previous system, and that the liberal interventionism and statebuilding are naturally gender progressive and gender-equal. The third argument has to do with the existing legal architecture on gender and women's rights in contemporary Kosovo. The aim of the volume is to, on the one hand, problematise the evidence against the backdrop of everyday manifestations and/or performances of statebuilding and on the other hand interrogate the co-constitutive gender aspect. In terms of methodology, the volume brings together contributions that rely on traditional and multi-sited ethnography, and narrative research rooted in projects and initiatives in Kosovo. This allows the contributors to unearth new and silenced actors, entry points, subjects and subjectivities in processes of and related to statebuilding in Kosovo; feminist frictions and challenges to statebuilding in Kosovo; as well as encounters of heteronormative statebuilding. This book will be of much interest to students of statebuilding, Balkan politics, feminisms, and international relations, in general. The Open Access version of this book, available at www.taylorfrancis.com, has been made available under a Creative Commons Attribution-Non Commercial-No Derivatives (CC-BY-NC-ND) 4.0 International license.

The Diplomatic Making of EU-China Relations
This book provides a novel theoretical framework to understand EU-China diplomatic relations. The existing scholarly literature on EU-China relations is characterised by a dichotomous distinction between material and ideational factors and overemphasises the 'interest versus value' motif undergirding EU-China relations. The diplomacy and future direction of the relationship seem as opaque as their extent remains incalculably complex. This book takes us beyond binary motives by introducing a novel theoretical model of diplomatic relationship-building that brings to the fore the more nuanced and latent factors to make sense of EU-China diplomatic relationship-building; the new theory captures the 'relational' nature of diplomatic relationship-building by integrating the social layer of 'intentions' in understanding international diplomacy. This study further sheds light on the opportunities and challenges in enhancing EU-China relations, through a comparative in-depth investigation of the processes, practices and politics of EU-China climate change and agricultural-trade relations over the past two decades. The book draws on a rich collection of original data, encompassing over 100 interviews with stakeholders of EU-China relations conducted from 2015-2023; strengthened by participant observation at EU and Chinese institutional headquarters and in diplomatic fora that has taken place over the past ten years. Enriching these data are newly disclosed official minutes and documentation regarding EU-China negotiations and cooperation. This book will be of much interest to students of diplomacy studies, Chinese politics, EU politics and international relations in general.
Defence Offsets and the Global Arms Trade
This book offers the first comprehensive study of defence offsets and its economic, security, political and theoretical implications.Originating in the second half of the 19th century, defence offsets - additional economic, industrial and technological benefits to states for buying foreign weapons - have since been a key feature of the global arms trade and defence industry. And yet, offsets are an under-researched and under-theorised phenomenon. This book fills this gap in the literature by offering the first general theory of defence offsets, as well as the first systematic analysis of the offset phenomenon. By building on the insights of scholars of defence economics and drawing from the International Relations liberal paradigm, as well as reviving and adapting Robert Putnam's two-level game framework, the book proposes a liberal-rationalist theory of defence offsets. It then proves the worth of such a theory through Qualitative Comparative Analysis (QCA) of fifty-four fighter aircraft transfers from 1992 to 2021 inclusive, and three in-depth case studies addressing offsets negotiated and agreed to as part of fighter aircraft competitions in Brazil, India, and South Korea. This book will be of interest to students of defence studies, defence economics, security studies and international relations.

Normative Political Science
Political science can help make better political systems than we have now! This book shows how that can be done. Its done by defining, for the first time ever, what makes a "good political system." This is NOT just another moral philosophy, like all the ones that have failed humanity in the past. Here is the scientific measure of a political system's goodness. An engineer can assess the operational goodness of a car, or any machine, by comparing the way it works with the blueprint specs for it. A well-functioning machine is one that fulfills the specifications for its operation. If a machine is not operating well, an inspection can be made to find out which specs are not being met. The operating specifications for a well-functioning political system are spelled-out in the book. These will pass any critical test you can subject them to. But unlike the blueprint for machines, the specs for a political system include how The People living in the system feel about their experience. Therefore, the better functioning political systems are those in which The People are most satisfied. Here, then, is a Revolutionary Challenge to status quo political science. If you want to change the world, here is a way to get started.
Civil Protection and Domestic Security in Contemporary Hybrid Warfare
Civil Protection and Domestic Security in Contemporary Hybrid Warfare presents a comprehensive approach to civil protection and domestic security in contemporary hybrid armed conflict.Hybrid warfare encompasses a number of dimensions such as military, political, psychological, cognitive, space, social, economic, informational, or technological. Current conflicts show that hybrid warfare, despite regional differences, is based on a common operational framework that combines conventional and unconventional tactics targeting not only military structures, but also largely targeting civilians (societies). All this makes threats more diffuse, subtle, and difficult to predict. They also often take the form of networked actions and have cascading effects in which they can produce complex secondary effects affecting a range of spheres of society and key infrastructure. In response to this spectrum of threats, individual states need to adapt their security and civil protection systems to the type of threat involved. However, most existing solutions are fragmented, resulting in a reduced ability to coordinate and adequately prepare civilians for hybrid threat conditions. Given these challenges, the book establishes a common language that helps shape coherent risk management and protective mechanisms in dealing with hybrid attacks. It also points in a new direction in ensuring the reliability of information provided to civilians, which is crucial in a hybrid war environment where disinformation is used as one of the main tools of destabilisation. Drawing on theoretical knowledge and practical experiences from around the world, the book provides tools to effectively respond to existing and future conflicts and hybrid wars. Above and beyond this, bridging the gap between concrete knowledge of hybrid warfare and operational needs, this book explores how public administrations, public services, NGOs, local communities, and other actors play a key role in protecting the population during such non-traditional armed conflicts.Civil Protection and Domestic Security in Contemporary Hybrid Warfare is a vital resource to government and civilian specialists responsible for population security and protection, helping them and their civilian populations to strategise and, oftentimes, to individually mitigate the risk of loss of life or health--as has been demonstrated in the Russia-Ukraine conflict.
Moral Power Games in Foreign Policy
Moral Power Games in Foreign Policy explains how gendered foreign policy practices reproduce national identity and enable enhanced moral power in international relations. Using the cases of Russia and Sweden, it demonstrates how moral power games take place in the international realm as contending national values and gendered foreign policy practices collide. Between 2012 and 2022, Russia and Sweden reflected the increasingly polarised international landscape wherein foreign policies emphasising the protection of traditional values and explicitly feminist foreign policies emerged. Russia has been pursuing a revisionist foreign policy informed by traditional values to advance national interests and outcomes. At the same time, Sweden became a leading state practising and advocating a feminist foreign policy. Moral Power Games in Foreign Policy analyses these relational international dynamics. Using Ukraine as a case study, the book interrogates how the reproduction of Russian and Swedish national identities through gendered foreign policy practices is implicated in moral power games.
Polarization and International Politics
How extreme polarization undermines the advantages that democracies have when formulating foreign policy Polarization is a defining feature of politics in the United States and many other democracies. Yet although there is much research focusing on the effects of polarization on domestic politics, little is known about how polarization influences international cooperation and conflict. Democracies are thought to have advantages over nondemocratic nations in international relations, including the ability to keep foreign policy stable across time, credibly signal information to adversaries, and maintain commitments to allies. Does domestic polarization affect these "democratic advantages"? In this timely book, Rachel Myrick argues that polarization reshapes the nature of constraints on democratic leaders, which in turn erodes the advantages democracies have in foreign affairs. Drawing on a range of evidence, including cross-national analyses, observational and experimental public opinion research, descriptive data on the behavior of politicians, and interviews with policymakers, Myrick develops metrics that explain the effect of extreme polarization on international politics and traces the pathways by which polarization undermines each of the democratic advantages. Turning to the case of contemporary US foreign policy, Myrick shows that as its political leaders become less responsive to the public and less accountable to political opposition, the United States loses both reliability as an ally and credibility as an adversary. Myrick's account links the effects of polarization on democratic governance to theories of international relations, integrating work across the fields of international relations, comparative politics, and American politics to explore how patterns of domestic polarization shape the international system.
Chinese Ethical and Legal Perspectives on Automated Vehicles
Natural Resources and Conflict Dynamics in Federal Countries
This book examines the dynamics of oil and gas conflicts within the context of federalism in Canada, an older federation with broadly a decentralized institutional design governing oil and gas, and Nigeria, a newer federation with a largely centralized design. It traces resource ownership, control or regulation, and revenue sharing conflict processes over time, and provides a focused comparison of conflict over the role of oil in intergovernmental fiscal transfers in both countries. In so doing, the book provides a much-needed corrective to conventional, static notions of oil conflict as either violent or nonviolent outcomes by carefully analyzing the evolution and ebbs and flows of conflicts hidden within conflict patterns that appear to be self-reinforcing and entrenched. The book demonstrates that (de)centralization dynamics, especially the continuities and shifts in federal institutional (structural and ideational) rules about oil itself, are central to the concept of conflict dynamics. It highlights the endogenous processes of federal institutional development, and lends credence to the historical institutionalists' emphasis on the entanglement of institutions in their own transformation. Yet, the book also reveals that conflict dynamics did not emerge solely from the initial "compromise" between federal and provincial/state actors regarding the allocation of competence over oil. The renegotiation and reinterpretation of these rules over time, which entails a redistribution of power/resources in response to historical temporalities and shocks, political agency, and changing socioeconomic realities, also generated unique patterns of conflict and conflict resolution within the federal institutional arenas.

Reproducing Revolution
In Reproducing Revolution, Jenny Hedstr繹m explores the Kachin revolution in Myanmar from the perspective of female soldiers, female activists, and women displaced by the violence in northern Myanmar. Hedstr繹m argues that the household is an inherently gendered, militarized, and political space that impacts, and is in turn impacted by, the external conflict with which it coexists. In this context, women's everyday labor--the gendered work of childcare, farming, fighting, and forging connections both across households and between the household and the army and the nation--is key to revolutionary survival. Hedstr繹m calls this labor militarized social reproduction, and in Reproducing Revolution she demonstrates that such labor is critical to the military effort, and that warfare itself is shaped through everyday domestic action.

Engineering for Peace and Diplomacy
This book makes a compelling argument for the role of the engineering profession in advancing human development and security and its contribution to various peacebuilding and diplomatic efforts in the 21st-century world. How do engineers collaborate with other disciplines to deliver interventions contributing to peacebuilding and diplomatic efforts in conflict-affected, conflict-sensitive, and fragile community environments? How should engineers be trained in lifelong practice to do so? What principles should the engineering profession uphold while participating in peacebuilding and diplomatic initiatives? How does the engineering profession serve the local and global public good? The book emphasizes the importance of developing programs, such as peace engineering and engineering diplomacy, and training globally engaged engineers with attitudes, skills, knowledge, and lifelong experience to address the challenges of the 21st century. Engineering is not only about delivering technology. It involves developing and implementing solutions that benefit people and the planet (nature-based solutions), contribute to prosperity, create partnerships, and promote peace. Engineers must be systems thinkers and globally involved in actively participating in sustainable development, peacebuilding, peacemaking, peacekeeping, and diplomatic efforts.

Wall Street & the Bolshevik Revolution
Since the early 1920s, numerous pamphlets and articles, even a few books, have sought to forge a link between "international bankers" and "Bolshevik revolutionaries." Rarely have these attempts been supported by hard evidence, and never have such attempts been argued within the framework of a scientific methodology. Indeed, some of the "evidence" used in these efforts has been fraudulent, some has been irrelevant, much cannot be checked. Examination of the topic by academic writers has been studiously avoided; probably because the hypothesis offends the neat dichotomy of capitalists versus Communists (and everyone knows, of course, that these are bitter enemies). Moreover, because a great deal that has been written borders on the absurd, a sound academic reputation could easily be wrecked on the shoals of ridicule. Reason enough to avoid the topic.Fortunately, the State Department Decimal File, particularly the 861.00 section, contains extensive documentation on the hypothesized link. When the evidence in these official papers is merged with nonofficial evidence from biographies, personal papers, and conventional histories, a truly fascinating story emerges. We find there was a link between some New York international bankers and many revolutionaries, including Bolsheviks. These banking gentlemen - who are here identified - had a financial stake in, and were rooting for, the success of the Bolshevik Revolution.Who, why - and for how much - is the story in this book.
The End of Conflict
The end of conflict? Sounds impossible, like the lion lying down with the lamb. Well, what if it were achievable? That would be something worth striving for.In this groundbreaking book, negotiation expert Simon Horton reveals how artificial intelligence could end war, heal our divided societies, and improve our closest relationships.Humans know how to resolve conflict in theory but, in practice, our egos and emotions get in the way. AI, though, doesn't have egos and emotions. But it does have an ability to manage vast amounts of data and develop creative solutions to problems that can seem intractable to humans. And as it becomes increasingly embedded in our world, we will be continually exposed to collaborative processes, quietly operating in the background and win-win will become the norm. There's a catch, of course. Can we trust the AI? Can we trust the technology companies?Horton shows what we need to do to ensure everyone benefits fairly from the promise of these powerful new technologies.
