The Ends of Justice
US forces have been engaged around the globe since World War II, and "endless" war has become the backdrop of American life. This militarized status quo is rife with contradiction. The Constitution requires a congressional declaration of war, yet the executive branch routinely acts alone to dispatch forces and launch attacks. The norms of republican self-governance stipulate alignment between popular will and public policy, yet our post-9/11 wars in Afghanistan, Iraq, Syria, and elsewhere have proceeded without public support and often despite public opposition. These wars became endless precisely because they lacked declared ends. Like the mythical Cyclops, the United States has embraced perpetual conflict as an end in itself. This is unacceptable, and un-American. Our history and our values demand a national security policy that recognizes the hard-wired human longing for justice as the key to decisions of peace and war. As citizens of a self-governing republic, we must ensure that US wars are fought with discrimination and proportionality, undertaken for legitimate, significant, transparent, and achievable goals, and entered as a last resort in the pursuit of justice.

Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations-some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes.Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail.The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors-all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

Nationalized Politics
In the United States, politics has become increasingly nationalized in recent years as voter decision-making is now driven by partisan or national political forces rather than the attributes of individual candidates. Indeed, voters now seem more concerned with which of the two national parties will be in power across all levels of government as opposed to which candidate will represent them individually. The phenomenon has now reached levels unseen since the nineteenth century, when the party ballot was in use and voters were generally unable to select among individual candidates. Nationalized Politics asks and answers the question, "how has nationalization influenced elections across different political eras?" Jamie L. Carson, Joel Sievert, and Ryan D. Williamson look at historical variation in nationalization through an analysis of congressional elections from 1840 to 2020. By examining roughly 180 years of elections, the authors leverage considerable differences in electoral competition, electoral rules, nationalization, polarization, and partisan advantage via the incumbency advantage. In modern times politics in the Western world has become the ultimate source of morality, with the decline of religious and spiritual certainties. Today, public legitimacy, both political and moral, can only be derived from the idea that authority is based on individual decisions. The foundation of modern Western morality is based on the priority of the individual, hence the entitlement of modern democracy.This book is a case in favour of communal based individualism. Narrow-minded individualism can only lead to modern forms of nihilistic morality, such as egoism and narcissism. Beyond the Water’s Edge
Intense partisanship is a familiar part of the contemporary United States, but its consequences do not stop at the country's borders. The damage now extends to U.S. relations with the rest of the world. Too often, political leaders place their own party's interest in gaining and keeping power ahead of the national interest. Paul R. Pillar examines how and why partisanship has undermined U.S. foreign policy, especially over the past three decades. The postwar period saw increased interest in the idea of relatively easy-to-manufacture but devastatingly lethal radiological munitions whose use would not discriminate between civilian and military targets. Death Dust explores the largely unknown history of the development of radiological weapons (RW)-weapons designed to disperse radioactive material without a nuclear detonation-through a series of comparative case studies across the United States, the Soviet Union, the United Kingdom, Iraq, and Egypt. The authors illuminate the historical drivers of and impediments to radiological weapons innovation. They also examine how new, dire geopolitical events-such as the war in Ukraine-could encourage other states to pursue RW and analyze the impact of the spread of such weapons on nuclear deterrence and the nonproliferation regime.
