Deterrence by Denial

Burn).Deterrence theory helps conceptualize how threats can be used and communicated to influence or alter an adversary's behavior. In practice, deterrence works by weighing on an actor's perceived costs and benefits of pursuing an unwanted action. Deterrence-and its close relatives, coercion, compellence, dissuasion, and influence-can be accomplished by using threats of punishment (i.e., retaliation) or by denying adversaries the gains they seek (i.e., defense, resilience, and failure). During much of the Cold War deterrence by punishment largely overshadowed deterrence by denial. The proliferation of nuclear weapons, and later, of missile technology, tipped the deterrent calculus in favor of retaliation: the ultimate weapon epitomized the ultimate deterrent. Deterrence by denial largely fell to the wayside as a result and the logic of punishment came to pervade the classical literature on deterrence theory. Contemporary security dynamics, however, have changed dramatically. Security concerns are increasingly sub- and non-state in nature, and they are much more diffused. While nuclear weapons and deterrence by punishment still matter, the rise of sophisticated international terrorist organizations, conventional military challenges, digital-based threats, and threats short of open conflict have today cumulatively tipped the deterrent calculus in favor of denial.Deterrence by denial reduces the perceived benefits an action is expected to provide an adversary. Decision making takes into account both costs and benefits, so while punishment manipulates behavior by augmenting costs, denial works by stripping away benefits. Unfortunately, given the field's longstanding focus on deterrence by punishment, very little research has systematically explored denial theory and strategy in contemporary security settings. And the limited denial scholarship that does exist rests largely on the dynamics inherent to the Cold War, like great power rivalry, strategic weapons, and military power. Deterrence by Denial: Theory and Practice is the first study to focus exclusively on contemporary denial, bridging the theoretical gap that persists between classical deterrence theory and contemporary insecurity. This is the Second Edition of A Technical History of America's Nuclear Weapons: Volume II -Nuclear Developments From 1960 Through 2020. Volume II takes up where Volume I ends. Study of New Ternary Rare-Earth Intermetallic Germanides with Polar Covalent Bonding
The thesis focuses on the syntheses, structural characterizations and chemical bonding analyses for several ternary R-M-Ge (R = rare earth metal; M = another metal) intermetallics. The challenges in understanding the main interactions governing the chemistry of these compounds, which lead to our inability to predict their formation, structure and properties, are what provided the motivation for this study. In particular, the R2MGe6 (M = Li, Mg, Al, Cu, Zn, Pd, Ag), R4MGe10-x (M = Li, Mg), R2Pd3Ge5, Lu5Pd4Ge8, Lu3Pd4Ge4 and Yb2PdGe3 phases were synthesized and structurally characterized. Much effort was put into the stabilization of metastable phases, employing the innovative metal flux method, and into the accurate structure solution of twinned crystals. Cutting-edge position-space chemical bonding techniques were combined with new methodologies conceived to correctly describe the Ge-M, Ge-La and also La-M polar-covalent interactions for the La2MGe6 (M = Li, Mg, Al, Cu, Zn, Pd, Ag) series. The present results constitute a step forward in our comprehension of ternary germanide chemistry as well as providing a good playground for further investigations.
Socio-Environmental Regimes and Local Visions
This book presents oral histories, collective dialogues, and analyses of rural and indigenous livelihoods facing global socio-environmental regime change in Latin America (LA). Since the late twentieth century, rural and indigenous producers in LA, including agriculturists, coffee-growers, as well as small-scale farmers/fishers, and others, have had to resist, cope with, or adapt to a range of neoliberal socio-environmental regimes that impact their territories and associated resources, including water, production systems and ultimately their cultural traditions. In response, rural producers are using local visions and innovation niches to decide what, when, and how to resist, cope with uncertainty, and still be successful in using their customary laws to retain their land rights and livelihoods.This book presents a range of ethnically diverse case studies from LA, which addresses socio-environmental, educational, and law regimes' effects usingtransdisciplinary research approaches in rural, traditional and indigenous production systems. Based on both, the results and insights gained into how producers are resisting and adapting to these regimes, as well as decades of research carried out in LA rural territories by the participating authors, the book puts forward a baseline for devising new public policies that are better suited to the real challenges of livelihoods, poverty, and environmental degradation in LA. These recommendations are rooted in post-development thinking; they promote territorial public policy with social inclusion and a human's rights approach. Is NATO still in the best interest of the United States? The issue has not been settled yet, and this analysis of the incident provides useful insights into solutions to the current global mercury pollution problem. This book reports on the results of an extended survey conducted across Europe within the framework of the APPRAISAL FP7 project to determine the extent to which an integrated assessment approach to air quality is being adopted, on the one hand, by regional and local authorities to develop air quality plans and, on the other, by researchers. Following a detailed analysis of the role and structure of the components of an integrated assessment study, the results of the survey are considered from a variety of perspectives. Above all, the book discusses the new light the survey sheds on emission abatement policies and measures planned at regional and local scales, and on their synergies/trade-offs with measures implemented at the national scale. Detailed consideration is given to the currently available modeling methodologies for identifying emission sources, assessing the effectiveness of emission reduction measures, and evaluating the impacts of emission abatement measures on human health. Current strengths and weaknesses revealed by the survey are explored, and the application of an integrated assessment tool in two case studies (in Brussels and Porto) is discussed. Water Availability and Management in Mexico
This book presents several complex case studies related to water management and planning in the context of pollution, growing demands, and global climate change in Mexico, but which are also relevant for other countries in Latin America. These concerns are of critical importance for policymakers who are coping with multiple conflicting interests. Water availability in Mexico is polarized, with abundant rainfall and large rivers in the south, and desert-like conditions in the north. The central region, which is the most industrialized, is overpopulated. Mexico City pours millions of cubic meters of "blackwater" into the northern valley daily and receives its clean water from the south. To address these unsustainable conditions, the world's 4th biggest water treatment plant went into operation in 2018. The water infrastructure and governance must satisfy the demands of all sectors, including agricultural, urban, and economic activities. At the same time, water resources are affected by drought, and climate change puts constraints on the supply. As such, regulation and monitoring are important when it comes to adherence to agreed plans and priorities. The book is divided into four sections. 1: Water Availability discusses quantitative aspects, such as supply, methods of calculation, and fracking. 2: Water Quality highlights pollution risks and diagnosis of water resources. 3: Water Allocation examines the sectoral demands and vulnerability due to unsustainable irrigation. 4: Water Governance and Management focuses on laws, urban rules, national parks, planning, and integrated water resources management, among other topics. O objetivo deste trabalho 矇 de elaborar placas com boa resist礙ncia e com finalidade de criar pe癟as de baixo peso e reintegrar materiais rejeitados pela constru癟瓊o civil. Para isso s瓊o efetuados estudos visando encontrar as propor癟繭es adequadas de cada material a fim de se encontrar resist礙ncias m穩nimas, inicialmente realizando uma analise das caracter穩sticas do gesso reciclado e adotando medidas emp穩ricas para que seja poss穩vel dar inicio a moldagem das placas. Ap籀s a moldagem das placas, s瓊o efetuados ensaios para comprovar a efic獺cia da metodologia, as pe癟as foram submetidas a ensaios destrutivos para caracterizar as resist礙ncias ? flex瓊o e compress瓊o. Constatou-se que 矇 poss穩vel moldar um elemento de boa apar礙ncia e que o isopor acrescentado ? mistura reduziu significativamente o peso das pe癟as propostas.
Life Cycle Assessment of Renewable Energy
In the present scenario, renewable energy sources contribute to global climate change. The main reason for this can be that all the countries start manufacturing power using renewable sources which is almost free from CO2 emission. But some amount of carbon is emitting in the manufacturing, construction, maintenance, and decommissioning stages. Life Cycle Assessment (LCA) is a tool used to quantify the environmental impact of a particular system or product throughout its entire life span, usually from raw material extraction to final disposal. Life cycle assessment has been done for some renewable energy projects in India. For this project's carbon intensity, Energy intensity has been calculated and compared with the conventional method. Wind and Solar PV power plants are compared with the coal-based conventional power production system, solar street light is compared with a conventional streetlight, and the solar water heater is compared with the electric water heater. Based on that, the Carbon Pay Back Period (CPBP) and Energy Pay Back Period (EPBP) have been calculated.
Microbial Metabolism of Xenobiotic Compounds
Xenobiotic compounds including pesticides, nitrophenols, pyridine, polycyclic aromatic compounds and polychlorinated biphenyls are widely spread in environment due to anthropogenic activities. Most of them are highly toxic to living beings due to their mutagenic and carcinogenic properties. Therefore, the removal of these compounds from environment is an essential step for environmental sustainability. Microbial remediation has emerged as an effective technology for degradation of these xenobiotic compounds as microorganisms have unique ability to utilize these compounds as their sole source of carbon and energy. The primary goal of this book is to provide detailed information of microbial degradation of many xenobiotic compounds in various microorganisms.
