The Administration’s Clipper Chip key Escrow Encryption Program
This important hearing transcript captures the debate over the Clipper Chip encryption program, which was proposed by the Clinton administration in 1993 as a way to balance national security concerns with the need for individual privacy. The program would have required encryption vendors to build a 'trapdoor' into their software that would allow law enforcement officials to bypass encryption in cases of criminal investigation. The hearing features testimony from industry experts, civil libertarians, and government officials, and provides valuable historical context for ongoing debates about the balance between privacy and security in the digital age. This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it.This work is in the "public domain in the United States of America, and possibly other nations. The Wrong War
In 1951, General Omar Bradley declared publicly that war with China would involve the United States "in the wrong war, at the wrong place, at the wrong time, and with the wrong enemy." Despite the stated intent of the U.S. to keep the Korean conflict from spreading, the debate on extending the war was far more intense and protracted than previous accounts of this period have suggested.Concentrating on the debate over expansion, Rosemary Foot reveals the strains it caused both within the U.S. bureaucracy and between America and its North Atlantic allies. She supplies important new information on the U.S. government's appraisal of Sino-Soviet relations between 1950 and 1953, and makes clear that a high proportion of U.S. officials came to recognize the limited nature of Soviet support for China. Explaining why the Eisenhower administration nearly unleashed nuclear weapons on China in the spring of 1953, Foot demonstrates that the Korean war would very likely have grown into a conflict of major proportions if the Chinese and North Koreans had not conceded the final issue of the truce talks--the question of the voluntary repatriation of prisoners of war.
Russian Liberalism
Russian Liberalism charts the development of liberal ideas and political organizations in Russia as well as the implementation of liberal reforms by the Russian and Soviet governments at various points in time. Paul Robinson's comprehensive survey covers the entire period from the late eighteenth century to the present day.Robinson demonstrates that liberalism has always lacked strong roots in the Russian population, being largely espoused by a narrow group of intellectuals whose culture it has reflected, and has tended toward a form of historical determinism that sees Russia as destined to become like the West. Many see the current political struggle between Russia and the West as being in part a conflict between the liberal West and an illiberal Russia. By explaining the historical causes of liberalism's failure in that country, Russian Liberalism offers an understanding of a significant aspect of contemporary international affairs. After Putin's February 2022 invasion of Ukraine, understanding Russian political thought is a matter of considerable importance.

Northern Ghanaian Women’s Artistry
Many existing studies present women's artistry as a consistent and enduring element of Indigenous culture, emphasizing overarching systems of artistic practices, aesthetic goals, and symbolic repertoires. Brittany Sheldon complicates this image within Northern Ghanaian Women's Artistry: Visualizing Culture by emphasizing variations in individual training, knowledge, experience, techniques, skills, and ideas that inevitably exist among artists and within their communities. This book traces women's wall painting, known as bamb?lse, in northern Ghana. Based on extensive observations and numerous interviews, Sheldon digs into women artists' experiences and knowledge and describes their technical processes. This book delves into the history of bamb?lse, how this tradition has changed over time, and how it is tied to understandings of gender, social hierarchy, cultural identity, and memory. Rather than portraying the tradition as static, Sheldon demonstrates how women adapt their artistry to changing circumstances, including shifting preferences, incentives, markets, and audiences. With its vivid descriptions and detailed discussions, this book brings women artists and their wall paintings to life for readers, and, as such, it is relevant to scholars and students of African art history, anthropology, and gender studies.
Great Power Politics and the Struggle Over Austria, 1945-1955
By virtue of its geographical and historical position, postwar Austria was condemned to a prominent role in the plans of both the East and the West. In this account of an unusual episode in the Cold War, Audrey Kurth Cronin examines the negotiations over Austria and the Soviet Union's sudden and surprising decision to withdraw its troops and accept the country as a neutral Western state, after having rejected any settlement for eight years. Drawing on a wealth of recently declassified British and American documents and on interviews with key Austrian participants, Cronin analyzes the events leading up to the 1955 Austrian State Treaty and, in the process, strengthens our understanding of current East-West relations. Her account of the creation of a neutral state in the heart of a divided Europe will be important reading for all who are concerned with security affairs, international relations, and the history of the Cold War.

Britain After the Five Crises
The period 2008-2022 has seen the British state/government embroiled in a number of full-blown crises, each impacting the fundamental operations of the state and demanding, therefore, urgent responses from the government of the day. In the first case, the 2008 near-collapse and partial nationalization of the banking system consequent upon decades of irresponsible credit creation coupled to permissive regulation; in the second, the migration crisis of 2015, which saw waves of refugees moving through Europe, provoking anxious responses from European Union member states and opening-up related political debates in Britain; thus, third, the 2016 referendum in regard to membership of the European Union, which the London-based elite clearly thought they would navigate easily before, to their evident shock, losing, an event itself precipitating further extraordinary Westminster manoeuvring; and then fourth the 2020 Covid- 19 pandemic, met with an initial casualsangfroid before the government, its actions informed by epidemiological modelling, made an abrupt shift to 'lockdown', with dramatic social and economic consequences. To these episodes, whose impacts run down to the present, could be added, fifth, the 2022 disaster in Ukraine where the British state/government has chosen to involve itself by supporting one set of combatants in a conflict where presently, after more than a year of fighting, there is little sign of a means to the resolution of the violence. This book examines the crises and tracks how each developed; how state/ government failings in one case were rehearsed in the next; and, more generally, how these crises have been amplified by the decades-long celebration of globalization theory; and, finally, at how following the most recent crisis the future might unfold, hence the ideas of deglobalization, resilience and, more speculatively, the possibilities of democratization.
Restrained Radicals
The entry of populist radical right parties into positions of power has generated anxious debate regarding the potential consequences for liberal democracy. Their activities in local government, however, have been largely overlooked. This comparative analysis of populist radical right-led local governments in Western Europe makes an important contribution to a crowded field through the study of so far uncharted terrain. Comparing cases in Austria, France, Italy and Switzerland, Fred Paxton details the extent of ideological impact in local politics and the various restraints that are placed on their radicalism. Drawing from a wealth of new data, he explains the varying degree of radicalism with recourse to two principal factors: the constraints of the local government institutional setting and the national party leaders' strategies towards the local arena. This book broadens our understanding of populist radical right parties in Western Europe and the sub-national processes through which they are developing.

Producing Cultural Change in Political Communities
In light of many crises in the last two decades, including democratic recession, climate change, economic crises, and massive waves of migration affecting perceptions of security around the world, this book examines the impact of cultural change in political communities on the global political and security environment. The book is divided into two parts and presents a foreword by Larry Diamond and an afterword by Eric Shiraev. The first part focuses on the micro-level of cultural change in political communities and discusses conflict mechanisms and the role of political participation in producing changes. The second part features studies on extremism and populism, analyzing their impact on cultural change in Europe. The book is intended for scholars and students in a variety of disciplines, including international relations, security studies, cultural studies, and related fields.

Governing Human Life
This book is a critical analysis tracing the operation of biopolitical mode of power in the global field of drug control. Through a series of theoretically framed investigations that relate current drug control policies to the broader frame of 'vital politics', it attends to the relationship of drug control, state of exception and democracy, exploring how pressures of resurgent sovereignty and neoliberal governmentality imprint on drug policy. Then, it turns attention to the relationship of power and knowledge, with a particular focus on the 'evidence-based' approaches that may at times sustain rather than challenge prohibitionist drug control policies. Finally, it looks at how the global drug control dispositif shapes life on one of Europe's (internal) peripheries. These investigations are intended to illuminate the operation of the drug control dispositif and its far reaching (bio-)political effects in order to expand the space for devising more competent and compassionate public policies.
People (Jen), State and Inter-State Relations
This book explores the relationship between the "human constant" (Jen) of the four large-scale civilizational societies--China, the USA, Japan, and India--and their international behavior, response patterns, and interaction with the international system. The book analyzes the characteristics and limitations of the current international system, as well as the way it is related to the Western type of "human constant". It also analyzes the challenges facing China in its integration into the international system. This book aims to explore international relations from the combined psychological and cultural perspective. The key concept of this book is "Jen", which contains a distinct Chinese cultural experience, into the theory of international relations. Unlike other IR books to treat state as the main political actor, the book analyzes both the political aspects of state as an "organizational entity" and its civilizational aspects as a "civilizational entity"; hence, it proposes a new ontology of international relations. By integrating the concept of "Jen" based on the unique Chinese cultural experience into the theory of international relations, the book reveals the interactive nature of relationship between the international system and "human constant". The book explains the causal relationship between state's behavior and its "human constant", analyzes the cultural characteristics of state actors and the international system, and tries to provide a new theoretical framework for understanding culture and modernity.

Bolivia Beyond the Impasse
A militant reading of struggles and developments in Bolivia form a balance sheet of possibility for a Left program in the country, hemisphere, and the world. Bolivia beyond the Impasse sketches the primary characteristics of the current political, social, and economic situation of Bolivia. Longtime militant researchers Michael Hardt and Sandro Mezzadra explain not only how this situation came about but also the obstacles that confront today's progressive forces and have led to an impasse. Right-wing political and social forces continue to gain strength and constantly hinder or thwart progressive initiatives. Obstacles also arise from within movements, including the vexed question of leadership, which has increasingly surfaced between Evo Morales as leader of the MAS party and Luis Arce as president of the government. Hardt and Mezzadra do not dwell on these obstacles, however, because they also recognize the extraordinary power and innovation that a new phase of political struggle in Bolivia could unleash beyond the impasse. The current situation, they argue, remains open to new political inventions rooted in the wide range of progressive and revolutionary forces both inside and outside the government and the MAS party. Firmly grounded in the Bolivian situation, Hardt and Mezzadra keep their eye on the Latin American context because they believe that, just as it was twenty years ago, many of today's most stubborn political and economic obstacles can only be overcome through mechanisms beyond national boundaries, by inventing effective mechanisms of regional cooperation. Although the path forward is not clear and that new and old right-wing forces constitute continuing and increasing threats throughout the region--from Brazil to Argentina and from Colombia to Chile--Hardt and Mezzadra offer a reading of the struggles that form the balance sheet of possibility for a Left program in the country, and consequently the hemisphere, and world. Despite all the threats and obstacles that feed the impasse, however, dynamics of insurgency and struggle continue to resonate and circulate throughout Latin America. As they powerfully demonstrate, discovering how to defend against violent reactionary forces while furthering democratic initiatives and projects for liberation will be a key task for social movements and progressive governments. Bolivia beyond the Impasse makes the claim with passion and rigor that this regional space of political action and innovation is where the potential for moving beyond the impasse is most promising.

The European Union has been experiencing a complex nature of national security threats as the war in Ukraine has threatened their geographical and political existence since 2022. Neither diplomacy nor engagement has prevented Europe's worst nightmare-the return of war on its soil. The EU is facing exponentially growing threats and challenges, ranging from conventional to transnational threats, including hybrid threats, extremism, violent riots, and pervasive instability and conflict in its immediate vicinity and beyond. Cooperation among EU intelligence agencies failed to cultivate a strong relationship with policymakers and a close interaction with civil society. Their sharp criticism against each other points to an important question about the border security and immigration crisis in the region. Italian Undersecretary for the Interior Nicola Molteni, warned that the riots in France were "a certification of the failure of uncontrolled migration and a warning for the rest of Europe." On 21 January 2015, French Prime Minister Manuel Valls presented a package of police and intelligence reforms to address the issue of radicalisation and terrorism. French politics is complex and indiscernible. The present riots in France abruptly became violent while foreign intelligence and vandals translated their anger by destroying everything. Interference of foreign intelligence agencies and involvement of jihadists in violence astonishingly shocked all European capitals There are many holes that facilitate foreign spy networks infiltration into French society. In July 2023, the French government authorized the police and law enforcement agencies to surreptitiously use mobile phones and other devices as their own surveillance tools. France needs to document all residents and identify who is living and where. Who is legal and who is illegal and what is their sectarian and religious background. Intelligence and the police needs to extend their network to remote villages, towns and cities in order to bring all criminals and sectarian mafia groups into their book.
Anti-suffrage
Grace Duffield Goodwin's persuasive argument against women's suffrage is a reminder of the prejudices that stood in the way of progress. Death, Dominance, and State-Building
The definitive work on the course, conduct, and aftermath of the Iraq war. In Death, Dominance, and State-Building, the eminent scholar of conflict Roger D. Petersen provides the first comprehensive analytic history of post-invasion Iraq. Although the war is almost universally derided as one of the biggest foreign policy blunders of the post-Cold War era, Petersen argues that the course and conduct of the conflict is poorly understood. He begins by outlining an accessible framework for analyzing complex, fluid, and violent internal conflicts. He then applies that framework to a variety of diverse case studies to break down the strategic interplay among the US military forces and Shia and Sunni insurgent organizations as it played out in Baghdad, Anbar, and Hawija. Highlighting the struggle for dominance between Shia and Sunni in Baghdad, Petersen offers a reconsideration of the Surge. He also addresses failures of state-building in Iraqi Kurdistan. Critically, he shows how the legacy of the US occupation and presence from 2003-2011 shaped Iraq's political and security contours from 2011-2023. Comprehensive, analytically sophisticated, and subtle, this book draws lessons relevant to future American military interventions from what most regard as the US's most disastrous foreign policy adventure since Vietnam. The US cannot simply wish away insurgencies, which are always going to occur. The question is what the US and other great powers might do about them in the future.
Good Victims
As of 2023, over nine million Colombians have secured official recognition as victims of an armed conflict that has lasted decades. The category of "victim" is not a mere description of having suffered harm, but a political status and a potential site of power. In Good Victims, Roxani Krystalli investigates the politics of victimhood as a feminist question. Based on in-depth engagement in Colombia over the course of a decade, Krystalli argues for the possibilities of politics through, rather than in opposition to, the status of "victim." Encompassing acts of care, agency, and haunting, the politics of victimhood entangle people who identify as victims, researchers, and transitional justice professionals. Krystalli shows how victimhood becomes a pillar of reimagining the state in the wake of war, and of bringing a vision of that state into being through bureaucratic encounters. Good Victims also sheds light on the ethical and methodological dilemmas that arise when contemplating the legacies of transitional justice mechanisms.

South Korea’s Grand Strategy
Since the end of the Cold War, South Korea has taken on a greater role in global affairs. Ramon Pacheco Pardo provides a groundbreaking analysis of South Korea's foreign policy from its transition to democracy in the late 1980s through the present day, arguing that the country's approach to the world constitutes a grand strategy. This book examines the key factors and goals that shape South Korea's long-term strategy, with analysis that brings together its diplomatic, military, economic, and soft-power components. Pacheco Pardo shows that South Korea's fundamental aim has been to move beyond its past as a "shrimp among whales" and instead attain autonomy and freedom of action. He explores how South Korean leaders across parties and governments have pursued security, prosperity, and status. Pacheco Pardo tracks South Korea's core relationships with North Korea, the United States, and China, and he details the country's objectives and policies across East Asia, the Asia-Pacific region, and the rest of the world. Drawing on in-depth interviews with past and present policy makers, this book presents an analytical account of how South Korean strategy is made and practiced. It expertly lays out South Korea's grand strategy and, more broadly, makes a compelling case that middle powers like South Korea can implement grand strategies.

Democratization and Military Coups in Africa
Democratization and Military Coups in Africa: Post-1990 Political Conflicts studies the seemingly endless cycle of coups that have occurred in Africa since the "Free Officers Coup" of 1952 in Egypt. Unfortunately, after more than three decades of the "third wave of democratization" that began in the 1990's, military coups remain a firm figure on the African political landscape. Although the Organization of African Unity (OAU) and its successor, the African Union (AU), have developed and implemented anti-coup norms, they have not deterred coup-makers.Contributors to this volume analyze the major fault lines in the body politics of African states that have created the conditions for coup-making and offer suggestions for ending the cycle of coups. Using countries such as Burkina Faso, Cote d'Ivoire, Egypt, Mauritania, Sierra Leone, and Sudan as case studies, each chapter studies the causes, effects, and evolution of military coups in Africa in order to show that eliminating military coups will require identifying and addressing the root causes of the coup in each affected state.
