However, the UN Charter also requires all member states to 'promote universal respect for, and observance of, human rights and freedoms' in order to achieve 'economic and social progress and development' (Articles 1, 55 and 56) and 'to promote the establishment and maintenance of international peace and security with the least diversion for armaments of the world's human and economic resources' (Article 26). The countries of Africa, Latin America, Asia, and the Middle East hold 51 per cent of the world's heavy weapons. Excessive or inappropriate arms purchases are a drain on social and economic resources which developing countries simply cannot afford. The Millennium Development Goals will not be achieved without addressing the issue of sustainable development in all aspects of policy, including arms transfers. Both arms importers and exporters must ensure that arms transfers do not undermine sustainable development. For arms exporters, various export-control regimes already include this requirement, as does the proposed Arms Trade Treaty, but few governments fully respect these commitments. Lip service leads to arms falling into the wrong hands and the diversion of scarce resources from fighting poverty. To protect the social and economic rights of poor people, exporting governments must apply an effective and systematic methodology to assess whether proposed arms transfers will affect sustainable development. This report proposes such a methodology, and explains why, excepting legitimate security needs, arms transfers with an adverse impact on sustainable development must not go ahead.

Yet, they continue implementing what they know is failing and ineffective.The 2020 pandemic revealed a fundamental flaw in many Western democratic nations; their failure to appropriately prepare for a threat they knew was coming and the cost of this in human lives. This pandemic has shed light on the weaknesses of the current international order and economic, political, legal and democratic models and structures that enable it. Trump and the Remaking of American Grand Strategy
This book offers a comprehensive explanatory account of Trump's foreign policy by assessing its nature, determining the extent to which it broke with the policy of preceding presidencies, and explaining how this shift came about. We argue that Trump has succeeded in remaking America's grand strategy by unmaking its long-standing strategy of what we call Open Door Globalism, a strategy of economic expansionism through the promotion of open markets across the globe and its institutionalization into a US-led liberal world order. Trump has broken with Open Door Globalism in probably lasting ways by adopting an outlook and strategy of neo-mercantilist economic nationalism based upon an 'America First' redefinition of US sovereignty and national interests. We explain this Trumpian shift in US foreign policy by focusing on the social sources of Trump's foreign policy-making elite's agency, analysing it both in terms of foreign policy-makers' embeddedness in elite networks and within the changing global and domestic context. The latter, coupled with a crisis of established elite power, also indicates why Biden has not returned to Open Door Globalism but doubled down on some aspects of the Trumpian economic nationalist break.

The complexity of security situations, and the atmospheres of distrust and suspicion have led the contributors to be creative and to adapt their research methods in ways that at times transcend disciplinary boundaries and conventions. Relatedly, the contributions also open the often-considered Pandora's box of discussing the failures in what is often a "messy" research field, and how to adopt one's methods to rapidly changing political circumstances. The book offers a study of a fascinating political personality, that of Japanese prime minister Abe Shinzo (2012-2020). Abe's political career was boosted by his predecessor Koizumi Jun.ichiro and he seemed extremely promising at 51 when he rose to become the youngest Cabinet Secretariat chief, however once in power in 2007 he disappointed by resigning after only one year. Yet, he rose again in 2012 to become the longest-serving prime minister of Japan's history since the end of the Meiji Era (1868-1912), when Japan went through a radical process of modernization and westernization, becoming a major military and imperialist power in the process. The book seeks to answer three questions. How could Abe Shinzo remain in power for nearly a decade in a country where prime ministers usually have much shorter terms, in some cases of only one year? He remained in power in spite of the fact that he sought to conduct massive reforms. What was the policy mix devised to keep voters happy, while promoting structural reforms and growth? He was in power for almost ten years. What is his legacy: what remains of his tenure as chief executive?
Toward the Theory of Administrative Tethering
Toward a Theory of Administrative Tethering is the culmination of a seven-year commitment to investigate and explore the highly complex and chaotic nature of collaboration, specifically in child protective services (CPS). This journey began with an atypical relationship between a doctoral student practicing in CPS and an academic mentor. Examination of the CPS system in North Carolina necessitated more in-depth study to foster change relevant to improve service delivery for front-line staff and to engage executive leadership at the local and state levels. All CPS actors must function in a highly coordinated fashion to provide the orderly delivery of this social product to the public as needed and as expected. Herbert Simon's work is stitched into each chapter, and his perspectives provide the binding agent to the emerging Administrative Tethering (AT) framework (2002, 2000, 1962). Administrative Tethering (AT) can be conceptualized as a strategic management design that employs a series of inter-agency bonding actions and techniques to address the multi-dimensional nature of a complex, pressing public problem. This work concludes with the identification of new research and its potential utility and overall impact for the both the practitioner and academic.

The Role of Private Security Agencies in Enhancing Community Security
Master's Thesis from the year 2022 in the subject Politics - Topic: Peace and Conflict, Security, grade: 3.78, Ethiopian Civil Service University, language: English, abstract: This study was focused on the role of private security companies in enhancing community security in the case of Yeka Sub city, Addis Ababa, Ethiopia. The study was employed mixed research design that is both quantitative and qualitative and data was collected through the primary and secondary data sources. To analyze and show data clearly, thematic and descriptive data analysis methods were used and SPSS and excel software's were also used as tools of analysis in this study. Results were shown quantitatively and qualitatively and presented via the description, tables, and graphs. This study found that the private security has a vital role in enhancing community security through preventing, controlling, and eliminating crime conducive environments. With regard to partnerships of private security with public police, the result shows that they have a great coordination in sharing information's, capacity building, and assisting each other while patrolling. However, their partnerships were challenged by lack of security skills, poor security equipment's, low salaries, misunderstandings, illegitimate responsibilities, and absence of standard and national private security training manuals. The findings reveal that appropriate security strategies are necessary to increase the contribution and make legalize their responsibilities of private security in providing security services to the community around their worksite.

During the second half of the 20th century, Colombia suffered extreme levels of political violence. This book explores the involvement of the international community in peacebuilding efforts in Colombia since 2016. Transitioning Education in Africa: External Education Providers, Emergencies, and Authoritarian Structures explores how transitions from education in emergency to post-conflict education systems are planned and managed at the national level. Currently, education for refugees is largely accomplished in emergency or crisis situations by external education providers (EEPs) in authoritarian contexts. Using historical analysis of education policies, appreciative inquiry surveys, and semi-structured interviews, Gia Cromer argues that despite historic and current international community stated goals of increasing government capability to provide education, neither EEPs nor refugee-hosting countries have made these changes, especially at the national level. Revolution and Democracy in Tunisia
This book offers a novel and interdisciplinary exploration of revolution as situated protest in Tunisia. Larbi Sadiki and Layla Saleh present extensive local evidence to demonstrate that popular resistance has been a mainstay of modern Tunisia before, during, and after colonialism. Protest makes peoplehood, and peoplehood makes protest: neither is self-contained. The book explores the rich history and diversity of insurrectionary politics in Tunisia from the onset of protests in the 1960s up to the 2011 Arab Spring revolution and beyond, exploring bottom-up activism (hirak) and revolution (thawrah). The six protestscapes presented in the volume (unions, student activists, the phosphate uprising, the 2010-11 revolution, Kamour, and football ultras) offer a novel way of examining partial 'moving snapshots' that are crucial to understanding revolution.
