Hurricane Maria in Puerto Rico
With its 155 mile-per-hour sustained windspeeds, the near-Category 5 Hurricane Maria brought catastrophic devastation and destruction as it diagonally crossed the Commonwealth of Puerto Rico from the southeast to the northwest on September 20, 2017. The official death toll estimate of 2,975 lost lives means this record storm became one of the most devasting hurricanes not only for Puerto Rico but for the U.S. Many of these deaths, as well as the prolonged human suffering, were attributed to what was described as inadequate disaster response and slow restoration of basic services (including running water, electricity, and the provision and distribution of food and medicine), and not to the direct impact of the hurricane itself. At the same time, Hurricane Maria made landfall when Puerto Rico had been confronting a severe economic crisis surging for over a decade. This crisis, referred to as La Crisis Boricua, was characterized by a significant loss of industry and jobs, a deteriorating infrastructure, record net outmigration, a shrinking and rapidly aging population, rising healthcare under-coverage, a bankrupt government, and federal legislation restricting fiscal policy decisions made by elected officials on the island. Thus, Hurricane Maria exacerbated the effects of La Crisis Boricua on the socioeconomic, health, and demographic outcomes affecting Puerto Ricans on the island and U.S. mainland. Bringing together scholars from a wide variety of disciplines (including economics, sociology, demography, health, psychology, disaster research, political science, education, the arts, and others), this volume represents one of the first interdisciplinary sets of studies dedicated to analyzing the effects of Hurricane Maria on island and stateside Puerto Ricans. Specific topics cover Hurricane Maria's impact on labor market outcomes, including wages and employment by industry; health implications, including mental health; changes in artistic expression; civic engagement; and disaster response and recovery. In Critique of Political Decolonization, Bernard Forjwuor challenges what, in normative scholarship, has become a persistent conflation of two different concepts: political decolonization and political independence. This scholarly volume is an antinormative and critical refutation of the decolonial accomplishment of political independence or self-determination in Ghana. He argues that political independence is insufficiently a decolonial claim because it is framed within the context of a country, where a permanent colonial settlement was never deemed necessary for the consolidation of future colonial political obligations. So, while territorial dissolution was politically engineered by Ghanaians, the colonial merely reconstitutes itself in different legal and ideological forms. Forjwuor offers new methodological, theoretical, and conceptual approaches to engaging the questions of colonialism, political independence, political decolonization, justice, and freedom, and constructs multiple conceptual bridges between traditional disciplinary fields of inquiry including politics, history, law, African studies, economic history, critical theory, and philosophy and political theory. Using the Ghanaian experience as a rich case study, Forjwuor rethinks what colonialism and decolonization mean, and asserts that decolonization is primarily a question of justice.

To what extent do minority grievances contribute to intrastate conflict? Against the backdrop of rising discrimination against religious minorities worldwide, Religious Minorities at Risk offers new insights into classic debates on the influences of discrimination, deprivation, and inequality (DDI) on minority grievances and conflict behavior. It does so by utilizing original data on 771 religious minorities in 183 countries between 2000 and 2014. The book demonstrates that DDI is a significant cause of minority grievances which, in turn, deeply influence their conflict behaviors. It also shows the different effects of governmental and societal religious discrimination versus political and economic and marginalization. Religious, political, and economic grievances each escalate conflict intensity by aggrieved minorities in different ways. Ultimately, the book shows that collective grievances remain a powerful explanation for minorities' conflict behaviors; although influenced by DDI, they are not reducible to them. Second, while religious factors, including religious discrimination and grievances, uniquely contribute to minority conflict behavior, the overall patterns observed for religious minorities closely mirror those typically theorized for other minority groups. Finally, minority conflict intensity reflects the difficulties states encounter in accommodating them. Whereas religious grievances are relatively easily accommodated and therefore rarely escalate beyond rioting, political grievances influence a wider range, from non-violent protest to violence against civilians. Economic grievances, which demand costly systemic reforms, more often escalate to rebellion. An essential work on the causes of intercommunal and intrastate conflict, this will assist policymakers dealing with these issues.

Austerity from the Left
Austerity became the predominant fiscal policy response to the Great Recession in Europe. After a brief period of 'emergency Keynesianism' from 2008 to 2010, even the centre-left abandoned plans for deficit spending and accepted austerity as the dogma of the day. In this book, Bj繹rn Bremer explains how this came about and explores its political consequences, combining qualitative and quantitative methods and drawing on a wide range of empirical evidence to study both the demand- and supply-side of politics. Based on this evidence, the book argues that a complex interaction of electoral and ideational pressures pushed social democratic parties towards orthodox fiscal policies. As government debt became a taboo following the Greek sovereign debt crisis, social democratic parties endorsed austerity to increase their perceived economic competence and fiscal credibility. This decision was legitimized by economic ideas inspired by supply-side economics, which had become popular among social democrats at the end of the twentieth century. Although the book shows that social democratic austerity was not inevitable, powerful feedback effects of the Third Way thus trapped and divided the centre-left during the crisis. This undermined the ability of social democratic parties to oppose austerity and eventually contributed to their electoral crisis in the shadow of the Great Recession.
Varieties of Nationalism
Nationalism has long been a normatively and empirically contested concept, associated with democratic revolutions and public goods provision, but also with xenophobia, genocide, and wars. Moving beyond facile distinctions between 'good' and 'bad' nationalisms, the authors argue that nationalism is an empirically variegated ideology. Definitional disagreements, Eurocentric conceptualizations, and linear associations between ethnicity and nationalism have hampered our ability to synthesize insights. This Element proposes that nationalism can be broken down productively into parts based on three key questions: (1) Does a nation exist? (2) How do national narratives vary? (3) When do national narratives matter? The answers to these questions generate five dimensions along which nationalism varies: elite fragmentation and popular fragmentation of national communities; ascriptiveness and thickness of national narratives; and salience of national identities.
Humanitarians on the Frontier
The book examines the reasons behind accusations of dysfunctional humanitarian identities and the loss of space for impartial action. Through a combination of practical examples in case studies from the field with a theoretical and philosophical approach to questions of voluntary service, community and identity, it reconsiders the exceptional discourse that constructs these identities and drives humanitarian response in environments of complex emergency. By recognizing both the strength and the limits of its social and political agency, the study presents opportunities for the construction of a less exceptional space, or 'niche' within the humanitarian sector, where the politics is around one of an ordinary humanitarian society instead of an ordered humanitarian system.

This book argues that the lack of adequate theories of contemporary capitalism is due to the increasing separation of the sub-disciplines of Comparative and International Political Economy. Theorizing only takes place in one of the two over-specialized sub-disciplines of Political Economy, thereby leading to a neglect of the interplay between national and international dimensions of capitalism. The author seeks to rectify this gap by developing a theory of Second Image IPE. Autocracy and Health Governance in Russia
The book is the first attempt to investigate how and to what extent authoritarian (personalistic) regimes fail to provide fundamental goods and services. For two decades, Russian authorities spent much effort and money to improve health administration, but most success stories are borderline fake. The failure is by design; because personalistic regimes rely on personalized exchanges and bargains instead of impersonal rules and permanent organizations, all actors put self-interest ahead of patients' needs. It is a severe problem because authoritarian principals proclaim social betterment as their central goal -- and many Russians take such claims at face value -- but incentivize their agents to imitate progress and tolerate slipshod performance. The benefits of this investigation are three-fold. First, the book provides an analytical framework of bad governance rooted in the rational institutionalist tradition and connected to competence-control theory. Second, it gives a general readership interested in how Russia works a sense of the key political players' mindset and the regime-induced constraints under which elites operate. Third, although the book investigates health governance exclusively, its analytical framework is portable to other issue areas and could be applied to explain how and why Russia evolved into an ineffective, coercive, and predatory state under Putin's leadership.
Global Britain and Neo-Colonialism in Africa
This book examines the implications of Brexit for Africa-UK relations amid a 'new scramble' for the continent. Foreign policy is one of the most complex policies of every state, and Portugal and Iceland are no exception. The "Small States and Big Powers: Portugal and Iceland's Foreign Relations" book analyses the importance of relations with big powers or regional and international organisations from a shelter theory perspective, detailing the degree of political, economic and societal shelter that they have provided to Portugal and to Iceland over time. Despite having followed distinct paths, Portugal and Iceland have some important similarities in their foreign policy, namely in relation to the European and the Atlantic dimensions and their participation in regional organisations. The book examines their decisions to join or not to join regional organisations, and both countries' bilateral relations with other important parts of the world, namely Africa, the Nordic states and China. This book compares the foreign policies of Portugal and Iceland considering their commonly identified status as small states and place them within the shelter theory framework, and its findings indicate that both countries need to balance their international relations with shelter provided by different actors. Their size and political and economic capabilities matter in their bilateral and multilateral relations. It is therefore in both countries' interest to maintain strong cooperation not only with big powers, but also regional and international organisations, depending on their field of action, in order to flourish politically, economically and socially.

The Political Economy of Urban Water Security Under Climate Change
In 2018, the city of Cape Town faced the prospect of reaching 'day zero', that is a combination of natural and human-made factors leading to the complete collapse of its municipal water supply. While the rains eventually fell and a major disaster was averted, the fear of running out of water looms large in the psyche of residents in many cities around the world. Water is a non-substitutable, essential, finite and fugitive resource. It is the lifeblood of human endeavour. Cities, through global processes such as Agenda 2030 and forums such as ICLEI exchange best practices for achieving water security. These forums also are collective social spaces occupied by civil society organizations who share strategies and tactics, and the private sector, who compete for markets and contracts, promoting patent-protected technologies. It is these groups - states, civil societies, private sectors - coming together who determine who gets what water, when, and where. It is the job of academics to understand the how and why, and of (academic-)activists to fight for equity of access and sustainability of use. Evidence drawn from around the world and over time consistently shows that water flows toward money and power. Outcomes are too-often socially inequitable, environmentally unsustainable and economically inefficient. How to shift existing processes toward improved practices is not clear, but positive outcomes do exist. In this collection, we compare and contrast the challenges and opportunities for achieving urban water security with a focus on 11 major world cities: Bangalore, Beijing, Cairo, Cape Town, Chennai, Istanbul, Jakarta, London, Melbourne, Sao Paulo and Tokyo. Through the theoretical, conceptual and practical insights provided in these case studies, our collection constructively contributes to a global conversation regarding the ways and means of 'avoiding day zero'.

The New Cold War, China, and the Caribbean
This book examines the slide into a new Cold War in the Caribbean. The primary argument is that the Caribbean's geopolitics have shifted from a period of relative great power disinterest in the aftermath of the Cold War to a gradual movement into a new Cold War in which a global rivalry between the U.S. and China is acted out regionally. The result of this is a gradual polarization of countries in the Caribbean as they are increasingly pressured to choose between Washington and Beijing (this being very evident during the Trump years). It can be argued that the U.S. focus on the Caribbean in the late 1990s through the early 21st century diminished, leaving the region open to a China ready and eager to do business and guided by a diverse set of objectives. The book brings the reader into a discussion on international relations with a main focus on U.S.-Chinese relations being played out in the Caribbean, an important strategic region for the North American country.

This book explains the aspirations and concerns of Islamist actors in the aftermath of the Arab Uprisings by looking at two sets of relationships between Turkey's ruling AKP and the Egyptian Muslim Brotherhood, and the AKP and Tunisia's Ennahda. It presents a unique analysis of the interplay between the AKP, Ennahda and the Muslim Brotherhood, characterizing the actors, the structure and the main features of the relationship and thereby illuminating a political confluence among these three critical Islamist entities in the aftermath of the Arab Uprisings. Existing scholarship has assumed that this relationship revolves primarily around an ideological Islamist agenda, however, this research demonstrates a more complex and nuanced situation. Ezgi Basaran puts forward that the interplay was not based on an aspiration of building an ideological Islamist bloc in the MENA region, but rather revolved around the concept of political success and had a strong neoliberal ethos. Basaran draws on data collected from over 60 interviews with high-level members of the AKP, Ennahda and Muslim Brotherhood to demonstrate how, in the hope of achieving success and legitimization, Ennahda and the Muslim Brotherhood have relied on the managerial prescriptions provided by the AKP. The contents of this success formula were derived from the AKP's experience as an Islamist party in power since 2002 and includes tactics on crisis evasion, legitimization, winning elections and maintaining power.
