Brexit and the Northern Ireland Constitution
Brexit and the Northern Ireland Constitution considers the intersection of two processes: the complex and constitutional process of the United Kingdom's withdrawal from the European Union - Brexit - and the steady yet fragile development of the Northern Ireland constitution deriving, primarily, from the Belfast 'Good Friday' Agreement of 1998. Interdisciplinary in approach, the analysis draws on legal and political theory to develop a novel framework for assessing the progressive impact of Brexit on the Northern Ireland constitution based on systematic definitions of both. This approach elucidates dynamics and implications not yet considered in the otherwise extensive debates about Brexit and its impacts on Northern Ireland. Based on detailed analysis of the Brexit process it is argued that its impact on the constitution of Northern Ireland has been profound. Fundamentally, Brexit changed the political and legal environment in which the Northern Ireland constitution had existed for over twenty years. Embracing 'constructive ambiguity' the 1998 Agreement recognises and accommodates the concerns of both unionists and nationalists in Northern Ireland; it did not therefore solve the constitutional conflict but rather allowed it to be managed differently through an innovative system of multileveled governance: within Northern Ireland (power-sharing devolution), on the island of Ireland (North-South cooperation), and between the islands of Great Britain and Ireland (East-West cooperation) all underpinned by a multifaceted principle of constitutional, popular, and cross-community consent. By forcing a paradigmatic shift in the way that the systems of government established by the 1998 Agreement operate, Brexit disrupted the 'constructively ambiguous' compromise that it represents. Completed two years after the legal implementation of UK withdrawal from the EU, Whitten concludes by considering the potential longer-term constitutional repercussions of Brexit both within and beyond Northern Ireland's (recently notorious) borders.

Why do warring parties turn to United Nations peacekeeping and peacemaking even when they think it will fail? Dayal asks why UN peacekeeping survived its early catastrophes in Somalia, Rwanda, and the Balkans, and how this survival should make us reconsider how peacekeeping works. She makes two key arguments: first, she argues the UN's central role in peacemaking and peacekeeping worldwide means UN interventions have structural consequences - what the UN does in one conflict can shift the strategies, outcomes, and options available to negotiating parties in other conflicts. Second, drawing on interviews, archival research, and process-traced peace negotiations in Rwanda and Guatemala, Dayal argues warring parties turn to the UN even when they have little faith in peacekeepers' ability to uphold peace agreements - and even little actual interest in peace - because its involvement in negotiation processes provides vital, unique tactical, symbolic, and post-conflict reconstruction benefits only the UN can offer.

Why do rising powers sometimes challenge an international order that enables their growth, and at other times support an order that constrains them? Taboos have long been considered key examples of norms in global politics, with important strategic effects. Auchter focuses on how obscenity functions as a regulatory norm by focusing on dead body images. Obscenity matters precisely because it is applied inconsistently across multiple cases. Examining empirical cases including ISIS beheadings, the death of Muammar Qaddafi, Syrian torture victims, and the fake death images of Osama bin Laden, this book offers a rich theoretical explanation of the process by which the taboo surrounding dead body images is transgressed and upheld, through mechanisms including trigger warnings and media framings. This corpse politics sheds light on political communities and the structures in place that preserve them, including the taboos that regulate purported obscene images. Auchter questions the notion that the key debate at play in visual politics related to the dead body image is whether to display or not to display, and instead narrates various degrees of visibility, invisibility, and hyper-visibility.
The Closure of the International System
As global governance appears to become more inclusive and democratic, many scholars argue that international institutions act as motors of expansion and democratization. The Closure of the International System challenges this view, arguing that the history of the international system is a series of institutional closures, in which institutions such as diplomacy, international law, and international organizations make rules to legitimate the inclusion of some actors and the exclusion of others. While international institutions facilitate collective action and common goods, Viola's closure thesis demonstrates how these gains are achieved by limiting access to rights and resources, creating a stratified system of political equals and unequals. The Suspended Disaster
After Algeria's president Abdelaziz Bouteflika announced his intention to run for a fifth term in early 2019, a popular peaceful uprising erupted calling for change. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak ("movement") continued to protest the country's inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika's rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. How does a state continue functioning and ensuring public service delivery even during times of political crisis? Sabotage: Lessons in Bureaucratic Governance from Pakistan, Taiwan, and Turkey argues the answer is that a high-quality bureaucracy operating with institutional autonomy. Using primary data collected through extensive fieldwork in Pakistan, Turkey, and Taiwan, it explains how bureaucracy is the lynchpin that can save or sabotage a state. A high-quality bureaucracy based on Weberian ideals alone is not enough, it needs institutional autonomy to operate an optimal level. Using evidence from all three country cases, the book maps out scenarios of what happens when bureaucratic quality and institutional independence are altered. In the case of Taiwan, bureaucracy plays the role of a facilitator during democratization figuratively saving the state, while Turkey offers a scenario of democratic backsliding that is predicated on gutting bureaucratic competence . While the case of Pakistan theorizes that a bureaucracy as the guardian of a state can sabotage any reform or change in service of self-preservation. The book offers also offers useful insights about the process of democratization, such as a professionalized bureaucracy is the first step for democracy to take root, and that possible backsliding can be detected early on based on whether a government is purposely weakening the bureaucracy or hurting institutional autonomy through politicization. The book also proposes that reforms, specifically bureaucratic reforms need to be enacted for them to work.

Failed Peacemaking
This book investigates why peace and reform processes across the world have recently been stagnating or have become blocked. They have failed to maintain security, rights, development, and justice in the liberal international order. The book identifies the related rise of counter-peace processes at the heart of failed peacemaking efforts, and explores the implications for an emerging multi-polar order where local and international tools for peace and reform appear to be ineffective. Across a range of recent cases, from Cambodia, the Balkans, the Sahel region, DRC, Colombia, Afghanistan, and many others, such dynamics are becoming clearer. In particular, small-scale blocking tactics across different peace processes have been evolving into larger political strategies which are then disseminated within revisionist and revanchist international networks. Ultimately, this phenomenon has undermined liberal international order.Spoilers and tactical blockages to peace have connected across local, national, regional and international scales, highlighting ideological divisions. Drawing on counter-revolutionary theory, the concept of counter-peace is used as a tool to critically interrogate a systemic array of blockages to peace. Distinct counter-peace patterns are now entangled in peace and reform processes, including the stalemate pattern, the limited counter-peace, and the unmitigated counter-peace patterns. Across cases, once tactical blockages begin to form these patterns, they become systemic and ultimately enable conflict escalation. Consequently, the intimate entanglement of the existing international peace architecture with counter-peace processes points to ideological divisions in international order, as well as the growing gulf between diminished practices of peace and reform with critical scholarship on peace, justice, and sustainability.

China has experienced extraordinary growth in recent decades and intends to continue carving out the space it deserves in various international fora. This book examines Japan's relationship with Myanmar from the passage of its constitution in May 2008 to the February 2021 coup d'矇tat that finished its transition to a 'disciplined democracy.' It explores the nexus between security and political economy in the context of changing regional dynamics characterized by 'Great Power' competition and cooperation. Focusing on the impact of Japan's relations with Myanmar on people in Myanmar and beyond, the author argues that the Japanese government and businesses side lined 'universal values' for profit at the expense of human security. Asian Military Evolutions
This book explores civil-military relations in Asia. With chapters on individual countries in the region, it provides a comprehensive account of the range of contemporary Asian practices under conditions of abridged democracy, soft authoritarianism or complete totalitarianism. Through its analysis, the book argues that civil-military relations in Asia ought to be examined under the concept of 'Asian military evolutions'. It demonstrates that while Asian militaries have tried to incorporate standard, Western-derived frameworks of civil-military relations, it has been necessary to adapt such frameworks to suit local circumstances. The book reveals how this has in turn led to creative fusions and novel changes in making civil-military relations an asset to furthering national security objectives.

Minzu as Technology
This book provides a unique ethnographic approach to the understanding of ethnogenesis in the Chinese context, with a particular focus on how it is being reshaped in the post-2000s era. It reinterprets the Chinese concept of ethnicity, or minzu, by investigating its evolution in relation to the proliferation of media technologies. In an era characterized by digital connectivity, the quest for ethnic identity has taken on new dimensions. Ethnic groups, like the Sibe community from Xinjiang, are now extending beyond the state's traditional interpretations of minzu. Leveraging the power of media technology, they are articulating and expressing their ethnic identities in new and personalised ways. China's vision for international order is a matter of great global interest. This book analyses China's vision for foreign policy and how it is seeking to achieve its goals with its immediate neighbours. The book provides a historically informed account by examining the legacy of China's imperial past and traditional political philosophy, giving insights into the country's view of its place in today's world. The student-authors were mentored and guided in their research for their contributions during their internship with Praghna Centre for Research and Defence Research and Studies, as part of a research writing program spanning four months.

The Suspended Disaster
After Algeria's president Abdelaziz Bouteflika announced his intention to run for a fifth term in early 2019, a popular peaceful uprising erupted calling for change. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak ("movement") continued to protest the country's inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika's rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. Identifying this form of rule as "governance by catastrophization," he shows how attempts to preserve the status quo through emergency policies and constant reforms can also lay the groundwork for a revolutionary situation. Serres contrasts the government's portrayal of perpetually imminent disaster with the uncertainty, precarity, and indignity experienced by much of the population, which fueled the rejection of ruling elites, a profound mistrust toward institutions, and new spaces for grassroots opposition. Based on extensive fieldwork and theoretically novel, The Suspended Disaster sheds new light on the political, economic, and social processes underlying an uprising that changed the face of Algerian politics.

Power Transition in the Anarchical Society
This book examines the ongoing power transition and its ramifications for world order from an international society perspective. In that perspective, the outcome of big changes in the distribution of power is a matter of socialization rather than structural determination or the resilience of the so-called Liberal world order. Consequently, the key question of this book is how the ongoing power transition affects, and is affected by, the social institutions of world order including sovereignty, the balance of power, international law, diplomacy, trade, humanitarian intervention, national self-determination, and environmental stewardship. The guiding theoretical assumption of the book is that power transition stimulates fundamental institutional change rather than major conflict or a breakdown of international order, while international organizations are key arenas for the realization and negotiation of such changes, not the victims of hegemonic retreat. The argument is pursued in sections on rising and declining powers (Anglo-America, Russia, China and the EU, among others), consequences for the fundamental social institutions and changes in international organizations, globally and regionally. In combination, the chapters reveal the contours of the coming world order.

Kurdish Diaspora Mobilisation in Denmark
Anne Sofie Sch繪tt contributes to our understanding of mobilisation and identity formation in the periphery of the Kurdish diaspora by examining the small but well-established community in Denmark. Arguing that the Danish authorities treat the diaspora differently in comparison to neighbouring Sweden and Germany, Sch繪tt examines the political lobbyism, the courtroom activism and the humanitarian action of the various Kurdish diaspora groups. She examines the position of the Syrian Kurds within the diaspora who, like the Kurds in Syria, have been largely ignored until recently. Sch繪tt also provides new knowledge on diaspora engagement in war in the homeland by analysing the strategic interaction between the Danish authorities and the Kurdish diaspora community - both engaged in the war against Islamic State, but on different terms.
