Calibrated Probabilistic Quantitative Precipitation Forecasts Based on the MRF Ensemble

United States Strategic Command (USSTRATCOM) is updating the Arsenal Exchange Model (AEM) that it uses for allocating strategic weapons to targets. AEM does not model the range constraints on bomber routes. These routes are used to deliver gravity munitions. In order to include these constraints in the new method, the Weapons Allocation Model (WAM), a pool of routes that satisfy the range constraints needs to be created. The number of possible routes to consider is extremely large and it is not possible to enumerate them all. Therefore, the method to form the pool of routes needs to reduce the number of routes considered and selected to a manageable number. This research examines several methods for generating routes in an attempt to find the best method. The Scarcity of Water in the Middle East

The water resources in the Middle East consist of those rivers situated mainly in Turkey, Syria, Jordan, and Egypt, and flow to other countries such as Iraq and Israel. The water it- self will face a scarcity in many of those countries as the population rate increases and water levels decrease. Therefore, a mutual effort between those countries to enhance cooperation is essential as many of those countries pursuit peace and stability in the region. As we know that the Middle East went through very crucial times in the past 40 years and witnessed three major wars where a lot of financial resources were consumed. The situation after the last Gulf War had changed and both the U.S. and Russia called for the peace process between Israel and its neighbors to overcome more than fifty years of hostility between them. In every negotiation, the water issue was and still is in the agenda, as it became very sensitive issue. Spatial Databases for the Geology of the Northern Rocky Mountains, Idaho, Montana, and Washington

A regionally consistent and integrated geologic spatial database for the Northern Rocky Mountains of Montana, Idaho, and eastern Washington, brings together forty-three 1:100,000- to 1:250,000-scale digital geologic maps into a common database format. The regional geologic database is an ArcInfo coverage (NR_GEO) that contains spatial data for both lines (contacts, faults, fold axes, dikes, sills, veins, garnet isograd, boundaries) and polygons (geologic units). The database represents the original content of the published maps and provides easily used and consistent attribute content. We have also added information based on our interpretations of published reports. In particular, we have added attribute information that 1) classifies igneous rocks by age, composition, and name, and 2) allows the creation of derivative maps based on lithology. Three schemes are used to classify polygons and lines in this spatial database. The first scheme is based on the original map units defined in the source maps used to compile this database. The second approach uses the age, composition, and mode of occurrence to define igneous map units. The last approach uses the names of igneous intrusions and volcanic units to define map units. This database can be queried to address an assortment of geological questions and to produce a variety of derivative geological maps. Digital themes derived from these digital spatial geologic databases will be used by the U.S. Department of Agriculture Forest Service (USFS) for planning and research purposes and by the U.S. Geological Survey (USGS) to facilitate research and conduct mineral-resource assessments.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Comparison of a Conceptual Model and Objective Indicators of Extratropical Transition in the Western North Pacific

The primary purpose of this research is to provide guidance to forecasters from the Joint (Air Force/Navy) Typhoon Warning Center (JTWC) in Pearl Harbor to use in differentiating between the stages of extratropical transition (ET) of tropical cyclones (TCs). Not only is ET relevant to the Department of Defense, since JTWC stops providing TC warnings once they have undergone ET, but it is also applicable to the meteorological community since there currently "is no commonly accepted definition of ET" (Jones et al. 2003). Weather as a Force Multiplier

In 2025 US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to warfighting applications. Such a capability offers the warfighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather modification system to achieve military objectives rather than to provide a detailed technical road map.A high risk/high reward endeavor, weather modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns, to complete dominance of global communications and counter-space control, weather modification offers the warfighter a wide range of possible options to defeat or coerce an adversary.Technology advancements in five major areas are necessary for an integrated weather modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future. Current technologies which will mature over the next thirty years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. The Three Gorges Dam and Reservoir on the Yangtze River, China, has been an ambitious and controversial project. The dam, the largest in the world as of 2008, will provide hydropower, help to manage flood conditions, and increase the navigability of the Yangtze River. However, this massive project has displaced human and animal populations and altered the stability of the banks of the Yangtze, and it may intensify the seismic hazard of the area. It has also hindered archeological investigations in the reservoir and dam area. This report, originally in the form of a Microsoft PowerPoint presentation, gives a short history and overview of the dam construction and subsequent consequences, especially geologic hazards already noted or possible in the future. Calibrated Probabilistic Quantitative Precipitation Forecasts Based on the MRF Ensemble

United States Strategic Command (USSTRATCOM) is updating the Arsenal Exchange Model (AEM) that it uses for allocating strategic weapons to targets. AEM does not model the range constraints on bomber routes. These routes are used to deliver gravity munitions. In order to include these constraints in the new method, the Weapons Allocation Model (WAM), a pool of routes that satisfy the range constraints needs to be created. The number of possible routes to consider is extremely large and it is not possible to enumerate them all. Therefore, the method to form the pool of routes needs to reduce the number of routes considered and selected to a manageable number. This research examines several methods for generating routes in an attempt to find the best method. Implementation of the Next Generation Attenuation (NGA) Ground-Motion Prediction Equations in Fortran and R

This report presents two methods for implementing the earthquake ground-motion prediction equations released in 2008 as part of the Next Generation Attenuation of Ground Motions (NGA-West, or NGA) project coordinated by the Pacific Earthquake Engineering Research Center (PEER). These models were developed for predicting ground-motion parameters for shallow crustal earthquakes in active tectonic regions (such as California). Of the five ground-motion prediction equations (GMPEs) developed during the NGA project, four models are implemented: the GMPEs of Abrahamson and Silva (2008), Boore and Atkinson (2008), Campbell and Bozorgnia (2008), and Chiou and Youngs (2008a); these models are abbreviated as AS08, BA08, CB08, and CY08, respectively. Since site response is widely recognized as an important influence of ground motions, engineering applications typically require that such effects be modeled. The model of Idriss (2008) is not implemented in our programs because it does not explicitly include site response, whereas the other four models include site response and use the same variable to describe the site condition (VS30). We do not intend to discourage the use of the Idriss (2008) model, but we have chosen to implement the other four NGA models in our programs for those users who require ground-motion estimates for various site conditions. We have implemented the NGA models by using two separate programming languages: Fortran and R (R Development Core Team, 2010). Fortran, a compiled programming language, has been used in the scientific community for decades. R is an object-oriented language and environment for statistical computing that is gaining popularity in the statistical and scientific community. Derived from the S language and environment developed at Bell Laboratories, R is an open-source language that is freely available at http: //www.r-project.org/ (last accessed 11 January 2011). Geomorphology of the Elwha River and its Delta

The removal of two dams on the Elwha River will introduce massive volumes of sediment to the river, and this increase in sediment supply in the river will likely modify the shapes and forms of the river and coastal landscape downstream of the dams. This chapter provides the geologic and geomorphologic background of the Olympic Peninsula and the Elwha River with emphasis on the present river and shoreline. The Elwha River watershed was formed through the uplift of the Olympic Mountains, erosion and movement of sediment throughout the watershed from glaciers, and downslope movement of sediment from gravitational and hydrologic forces. Recent alterations to the river morphology and sediment movement through the river include the two large dams slated to be removed in 2011, but also include repeated bulldozing of channel boundaries, construction and maintenance of flood plain levees, a weir and diversion channel for water supply purposes, and engineered log jams to help enhance river habitat for salmon. The shoreline of the Elwha River delta has changed in location by several kilometers during the past 14,000 years, in response to variations in the local sea-level of approximately 150 meters. Erosion of the shoreline has accelerated during the past 80 years, resulting in landward movement of the beach by more than 200 meters near the river mouth, net reduction in the area of coastal wetlands, and the development of an armored low-tide terrace of the beach consisting primarily of cobble. Changes to the river and coastal morphology during and following dam removal may be substantial, and consistent, long-term monitoring of these systems will be needed to characterize the effects of the dam removal project.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Weather as a Force Multiplier

In 2025 US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to warfighting applications. Such a capability offers the warfighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather modification system to achieve military objectives rather than to provide a detailed technical road map.A high risk/high reward endeavor, weather modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns, to complete dominance of global communications and counter-space control, weather modification offers the warfighter a wide range of possible options to defeat or coerce an adversary.Technology advancements in five major areas are necessary for an integrated weather modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future. Current technologies which will mature over the next thirty years will offer anyone who has the necessary resources the ability to modify weather patterns and their corresponding effects, at least on the local scale. Petroleum Geology and Resources of the North Caspian Basin, Kazakhstan and Russia

The North Caspian basin is a petroleum-rich but lightly explored basin located in Kazakhstan and Russia. It occupies the shallow northern portion of the Caspian Sea and a large plain to the north of the sea between the Volga and Ural Rivers and farther east to the Mugodzhary Highland, which is the southern continuation of the Ural foldbelt. The basin is bounded by the Paleozoic carbonate platform of the Volga-Ural province to the north and west and by the Ural, South Emba, and Karpinsky Hercynian foldbelts to the east and south. The basin was originated by pre-Late Devonian rifting and subsequent spreading that opened the oceanic crust, but the precise time of these tectonic events is not known. The sedimentary succession of the basin is more than 20 km thick in the central areas. The drilled Upper Devonian to Tertiary part of this succession includes a prominent thick Kungurian (uppermost Lower Permian) salt formation that separates strata into the subsalt and suprasalt sequences and played an important role in the formation of oil and gas fields. Shallow-shelf carbonate formations that contain various reefs and alternate with clastic wedges compose the subsalt sequence on the 1 basin margins. Basinward, these rocks grade into deep-water anoxic black shales and turbidites. The Kungurian salt formation is strongly deformed into domes and intervening depressions. The most active halokinesis occurred during Late Permian?Triassic time, but growth of salt domes continued later and some of them are exposed on the present-day surface. The suprasalt sequence is mostly composed of clastic rocks that are several kilometers thick in depressions between salt domes. A single total petroleum system is defined in the North Caspian basin. Discovered reserves are about 19.7 billion barrels of oil and natural gas liquids and 157 trillion cubic feet of gas. Much of the reserves are concentrated in the supergiant Tengiz, Karachaganak, and Astrakhan fields. A recent new oil discovery on the Kashagan structure offshore in the Caspian Sea is probably also of the supergiant status. Major oil and gas reserves are located in carbonate reservoirs in reefs and structural traps of the subsalt sequence. Substantially smaller reserves are located in numerous fields in the suprasalt sequence. These suprasalt fields are largely in shallow Jurassic and Cretaceous clastic reservoirs in salt dome-related traps. Petroleum source rocks are poorly identified by geochemical methods. However, geologic data indicate that the principal source rocks are Upper Devonian to Lower Permian deep-water black-shale facies stratigraphically correlative to shallow-shelf carbonate platforms on the basin margins. The main stage of hydrocarbon generation was probably in Late Permian and Triassic time, during deposition of thick orogenic clastics. Generated hydrocarbons migrated laterally into adjacent subsalt reservoirs and vertically, through depressions between Kungurian salt domes where the salt is thin or absent, into suprasalt clastic reservoirs. Six assessment units have been identified in the North Caspian basin. Four of them include Paleozoic subsalt rocks of the basin margins, and a fifth unit, which encompasses the entire total petroleum system area, includes the suprasalt sequence. All five of these assessment units are underexplored and have significant potential for new discoveries. Most undiscovered petroleum resources are expected in Paleozoic subsalt carbonate rocks. The assessment unit in subsalt rocks with the greatest undiscovered potential occupies the south basin margin. Petroleum potential of suprasalt rocks is lower; however, discoveries of many small to medium size fields are expected. This report summarizes the geology and nonfuel mineral resources of Greenland, Europe, Russia, and Northern Central Asia and is a preliminary part of a major U.S. Geological Survey study called the Global Mineral Resource Assessment Project. This report is one of a series of regional reports covering the world and provides basic data on the identified resources and geologic setting, together with a brief appraisal of the potential for undiscovered mineral resources. The data in the regional report are derived from published information. An important source of data on production statistics, economic factors that affect the mineral industries, and historical information, is available in U.S. Geological Survey (USGS) publications Minerals Yearbook and the annual Mineral Commodity Summaries (available at http: //minerals.usgs.gov/minerals). In terms of production of metallic commodities and industrial minerals in recent years (U.S. Geological Survey, 2003, 2004, 2005), Greenland, the countries comprising Europe and Northern Central Asia, and Russia were major or moderate producers of aluminum, antimony, arsenic, asbestos, barite, bentonite boron, chromium, cobalt, copper, diamond, diatomite, feldspar, fluorspar, gemstones, gold, graphite, gypsum indium, iron ore, iron ore, kaolin, kyanite, lead, lithium, magnesium, mercury, mica (sheet), molybdenum, nickel, perlite, phosphate, platinum-group metals, potash, pumice, rare-earth metals, salt, silicon, silver, sulfur, tin, titanium, and zinc. A recurrent theme of this report is that mineral resources are associated with large-scale geologic processes that reoccur in time and space. The geologic distribution of mineral resources is intimately related to the geologic history of host rocks and structures.
