Effective Use of New Materials and Methodologies for Blast Mitigation in New and Renovated Facilities by the Armed Services

Since 1993, there have been numerous terrorist bombing attacks toward US facilities located on US or US controlled soil. This fact has motivated government organizations to take a hard look at how their facilities are constructed and what would be the consequences if a device were detonated in the vicinity to damage the facilities and injure or kill the occupants. The armed services have a large role to play in this effort, based on the number and location of installations they own or operate and the threat probability of a future attack. In response, private industry and government research facilities have developed a significant number of innovations in materials and methodologies for building construction and renovation that are now available in order to help mitigate the damage to facilities and occupants as a result of explosive blast. These innovations have been directly and indirectly prompted by the fear of other attacks on US soil, plus the recognition by private industry of the potential lucrative market. Model Development and Loads Analysis of an Offshore Wind Turbine on a Tension Leg Platform With a Comparison to Other Floating Turbine Concepts

This report presents results of the analysis of a 5-MW wind turbine located on a floating offshore tension leg platform (TLP) that was conducted using the fully coupled time-domain aero-hydro-servo-elastic design code FAST with AeroDyn and HydroDyn. The report also provides a description of the development process of the TLP model. The model has been verified via comparisons to frequency-domain calculations. Important differences have been identified between the frequency-domain and time-domain simulations, and have generated implications for the conceptual design process. An extensive loads and stability analysis for ultimate and fatigue loads according to the procedure of the IEC 61400-3 offshore wind turbine design standard was performed with the verified TLP model. This report compares the loads for the wind turbine on the TLP to those of an equivalent land-based turbine. MOD-2 Wind Turbine

This report summarizes research into characteristics of acoustic noise emissions of the DOE/NASA MOD-2 wind turbine. The results of this study showed that the MOD-2 noise levels are well below annoyance thresholds within residential structures a kilometer or more from the turbine rotor. It was also found that the inflow turbulent structure has a major influence on the level and characteristics of the low-frequency-range (2-150 Hz) acoustic emissions which, in turn, have implications for the associated structural response of the rotor assembly. The high-frequency-range (A-weighted) levels were found to vary primarily with the mean hub-height wind speed. The rotor inflow turbulence characteristics at the Goodnoe Hills site were found to be controlled almost entirely by the diurnal variation in the vertical stability of the first 100 m of the atmospheric boundary layer.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Theoretical Aerodynamic Analyses of Six Airfoils for Use on Small Wind Turbines

Theoretical analyses of six airfoils--the E 387, FX 63-137, S822, S834, SD2030, and SH3055--have been performed for Reynolds numbers from 0.10 x 106 to 1.00 x 106 using the Eppler Airfoil Design and Analysis Code and the XFOIL code. The results from both codes exhibit the typical Reynolds number and roughness effects. Comparisons of the results from the two codes generally show good agreement, particularly for Reynolds numbers greater than 0.10 x 106. Wales, Alaska High Penetration Wind-Diesel Hybrid Power System

To reduce the cost of rural power generation and the environmental impact of diesel fuel usage, the Alaska Energy Authority (AEA), Kotzebue Electric Association (KEA, a rural Alaskan utility), and the National Renewable Energy Laboratory (NREL), began a collaboration in late 1995 to implement a high-penetration wind-diesel hybrid power system in a village in northwest Alaska. The project was intended to be both a technology demonstration and a pilot for commercial replication of the system in other Alaskan villages. During the first several years of the project, NREL focused on the design and development of the electronic controls, the system control software, and the ancillary components (power converters, energy storage, electric dump loads, communications links, etc.) that would be required to integrate new wind turbines with the existing diesels in a reliable highly automated system. Meanwhile, AEA and KEA focused on project development activities, including wind resource assessment, site selection and permitting, community relationship building, and logistical planning. Ultimately, the village of Wales, Alaska, was chosen as the project site. Techno-Economic Analysis of Biomass Fast Pyrolysis to Transportation Fuels

This study develops techno-economic models for assessment of the conversion of biomass to valuable fuel products via fast pyrolysis and bio-oil upgrading. The upgrading process produces a mixture of naphtha-range (gasoline blend stock) and diesel-range (diesel blend stock) products. This study analyzes the economics of two scenarios: onsite hydrogen production by reforming bio-oil, and hydrogen purchase from an outside source. The study results for an nth plant indicate that petroleum fractions in the naphtha distillation range and in the diesel distillation range are produced from corn stover at a product value of $3.09/gal ($0.82/liter) with onsite hydrogen production or $2.11/gal ($0.56/liter) with hydrogen purchase. These values correspond to a $0.83/gal ($0.21/liter) cost to produce the bio-oil. Based on these nth plant numbers, product value for a pioneer hydrogen-producing plant is about $6.55/gal ($1.73/liter) and for a pioneer hydrogen-purchasing plant is about $3.41/gal ($0.92/liter). Sensitivity analysis identifies fuel yield as a key variable for the hydrogen-production scenario. Biomass cost is important for both scenarios. Changing feedstock cost from $50-$100 per short ton changes the price of fuel in the hydrogen production scenario from $2.57-$3.62/gal ($0.68-$0.96/liter).This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Utilizing LNG as a Fuel in Heavy-Duty Tractors

Recognizing the lack of operational data on alternative fuel heavy-duty trucks, NREL contracted with the Trucking Research Institute (TRI) in 1994 to obtain a cooperative agreement with Liquid Carbonic. The purpose of this agreement was to (1) purchase and operate liquid natural gas- (LNG-) powered heavy-duty tractor-trailers with prototype Detroit Diesel Corporation (DDC) Series 60 natural gas (S60G) engines in over-the-road commercial service applications; and (2) collect and provide operational data to DDC to facilitate the onroad prototype development of the engine and to NREL for the Alternative Fuels Data Center. The vehicles operated from August 1994 through April of 1997 and led to a commercially available, emissions-certified S60G in 1998. Home Performance With ENERGY STAR

Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As one of HPwES's local sponsors, Austin Energy's HPwES program offers a complete home energy analysis and a list of recommendations for efficiency improvements, along with cost estimates. To determine the benefits of this program, the National Renewable Energy Laboratory (NREL) collaborated with the Pacific Northwest National Laboratory (PNNL) to conduct a statistical analysis using energy consumption data of HPwES homes provided by Austin Energy. This report provides preliminary estimates of average savings per home from the HPwES Loan Program for the period 1998 through 2006. The results from this preliminary analysis suggest that the HPwES program sponsored by Austin Energy had a very significant impact on reducing average cooling electricity for participating households. The objective was to engage the university and laboratory research communities to identify and define research directions for developing new high-temperature materials and systems that advance thermal energy storage for CSP technologies. Critical Infrastructure Portfolio Selection Model

This thesis proposes and demonstrates a methodology that enables the user to generate optimal portfolios of projects, based largely on the data envelopment analysis (DEA) approach developed by Israeli professors and industrial engineers, Harel Eilat, Boaz Golany, and Avraham Shtub. The purpose of this methodology, known as the Critical Infrastructure Portfolio Selection Model, is to help policy makers prioritize the allocation of resources while working towards the achievement of short and long term security objectives via the construction, security, and maintenance of critical infrastructure. In order to achieve this end, this thesis modifies the approach developed by Eilat, et al. and applies it to the restoration of essential services and reconstruction of critical infrastructure components within a stability operations environment. The Critical Infrastructure Portfolio Selection Model facilitates this prioritization effort by evaluating a project's ability to transform inputs (budget amounts) into meaningful outputs which are directly linked to strategic measures of effectiveness. The Critical Infrastructure Portfolio Selection Model also offers a holistic and balanced approach to the reconstruction challenge by explicitly incorporating infrastructure project interdependencies and probabilities of project success into the mathematical model by using the concepts of critical node analysis and reliability theory demonstrated by the renowned computer scientist and infrastructure protection expert, Dr. Ted Lewis.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it.
