ACC believes its current methodology for predicting the reliability of its Air Launched Cruise Missile (ALCM) and Advanced Cruise Missile (ACM) stockpiles could be improved. They require a predictive model that delivers the best possible 24-month projection of cruise missile reliability using existing data sources, collection methods and software. It should be easily maintainable and developed to allow a layperson to enter updated data and receive an accurate reliability prediction. The focus of this thesis is to improve upon free flight reliability, although the techniques could also be applied to the captive carry portion of the missile reliability equation. The following steps were taken to ensure maximum accuracy in model results. 1. Add more detail to flight test reliability calculation. 2. Convert the ground test data into a usable form (reduce). 3. Engage in an exercise in feature selection. 4. Develop a Matlab model prototype. 5. Validate the model via problems with known solutions. 6. Apply an appropriate data fusion technique to the different network outputs (logistic regression, feed-forward and radial basis function). 7. Put the model into the form of a usable tool for the end-user. Raman Fiber Lasers and Amplifiers Based on Multimode Graded-Index Fibers and Their Application to Beam Cleanup
Raman fiber lasers (RFLs) and Raman fiber amplifiers (RFAs) in multimode fibers were explored. The RFL based ona graded-index fiber was shown to be very efficient relative to RFLs based on singlemode fibers. Several configurations of the RFL were examined; the beam quality of the Stokes beam depended on the reflectivity of the output coupler and the Stokes power. When used as a beamcombiner, the RFL was a highly efficient brightness converter. RFL configurations which used dichroic mirrors were shown to be potentially useful for RFLs based on very large fibers. The forward- and backward-seeded geometries of an RFA based on a graded-index fiber were examined. The beam quality of the output was observed to depend on the beam quality of the input. A numerical model explains this behavior in terms of mode competition and explains why beam cleanup occurs in graded-index fibers but not in step-index fibers. Optimization of Heterogeneous UAV Communications Using the Multiobjective Quadratic Assignment Problem
The Air Force has placed a high priority on developing new and innovative ways to use Unmanned Aerial Vehicles (UAVs). The Defense Advanced Research Projects Agency (DARPA) currently funds many projects that deal with the advancement of UAV research. The ultimate goal of the Air Force is to use UAVs in operations that are highly dangerous to pilots, mainly the suppression of enemy air defenses (SEAD). With this goal in mind, formation structuring of autonomous or semiautonomous UAVs is of future importance. This particular research investigates the optimization of heterogeneous UAV multichannel communications in formation. The problem maps to the multiob jective Quadratic Assignment Problem (mQAP). Optimization of this problem is done through the use of a Multiob jective Evolutionary Algorithm (MOEA) called the Multiob jective Messy Genetic Algorithm II (MOMGAII). Experimentation validates the attainment of an acceptable Pareto Front for a variety of mQAP benchmarks. It was observed that building block size can affect the location vectors along the current Pareto Front. The competitive templates used during testing perform best when they are randomized before each building block size evaluation. This tuning of the MOMGAII parameters creates a more effective algorithm for the variety of mQAP benchmarks, when compared to the initial experiments. Evaluation and Analysis of Array Antennas for Passive Coherent Location Systems
Passive Coherent Location (PCL) systems use a special form of a radar receiver that exploits the ambient radiation in the environment to detect and track targets. Typical transmissions of opportunity that might be exploited include television and FM radiobroadcasts. PCL implies the use of a non-radar electromagnetic sources of illumination, such as commercial radio or television broadcasts, also referred as transmitters of opportunity. The use of such illumination sources means that the receiver needs to process waveforms that are not designed for radar purposes. As a consequence, the receivers for PCL systems must be much more customized than traditional receivers, in order to obtain the most appropriate and best signal. Since antennas are the eyes of the receivers, processing of an incoming signal starts with the antennas. Yet, because PCL system is non-traditional, there has not been much work done in the evaluation of the antennas, even though PCL systems have some demanding constraints on the antenna system. During this research various array antenna designs will be studied by their radiation patterns, gain factors, input impedances, power efficiencies, and other features by simulating these arrays in the computer environment. Design and Validation of an Sccurate GPS Signal and Receiver Truth Model for Comparing Advanced Receiver Processing Techniques
Recent increases in the computational power of computers and digital signal processors have made possible new, novel signal tracking techniques in GPS receivers. One such technique is known as Direct Correlator Output Processing (DCOP). This technique replaces individual traditional tracking loops with a single Kalman Filter, which jointly processes the received signals while exploiting their correlated noises. DCOP is innovative in its potential to replace the tried and true classical signal tracking loops. It is also an enabling technology for ultra-tightly coupled GPS/INS (Global Positioning System/Inertial Navigation System). Potential benefits of these new tracking techniques include an order-of-magnitude improvement in positional accuracy in environments of jamming and high dynamics. However, such performance gains are typically based on software simulations of conceptual GPS receiver designs, not working prototypes. Experimental Assessment and Enhancement of Planar Laser-Induced Fluorescence Measurements of Nitric Oxide in an Inverse Diffusion Flame
We have experimentally assessed the quantitative nature of planar laser-induced fluorescence (PLIF) measurements of NO concentration in a unique atmospheric pressure, laminar, axial inverse diffusion flame (IDF). The PLIF measurements were assessed relative to a two-dimensional array of separate laser saturated fluorescence (LSF) measurements. We demonstrated and evaluated several experimentally-based procedures for enhancing the quantitative nature of PLIF concentration images. Because these experimentally-based PLIF correction schemes require only the ability to make PLIF and LSF measurements, they produce a more broadly applicable PLIF diagnostic compared to numerically-based correction schemes. We experimentally assessed the influence of interferences on both narrow-band and broad-band fluorescence measurements at atmospheric and high pressures. Optimum excitation and detection schemes were determined for the LSF and PLIF measurements. Single-input and multiple-input, experimentally-based PLIF enhancement procedures were developed for application in test environments with both negligible and significant quench-dependent error gradients. Each experimentally-based procedure provides an enhancement of approximately 50% in the quantitative nature of the PLIF measurements, and results in concentration images nominally as quantitative as LSF point measurements. Impact of Snow Removal Operations on Thermoplastic Pavement Markings
This pilot study explored the effect snow removal operations have on thermoplastic pavement markings. Including snow removal as a separate independent variable is unique because much of the previous research performed on pavement marking degradation mentioned snow removal as a direct cause in a marking degrading more rapidly; however, it is mentioned as an afterthought and a suggestion to be considered in future research. This pilot study looked at 10 thermoplastic markings and all marking data were collected in the field, using a hand-held retroreflectometer. Data collected began 60 days after initial marking application and ended 12 months after initial marking application. Data were analyzed using linear regression. A significant finding was that during the first year, white thermoplastic markings located in the center of the road, and that are exposed to snow removal operations do not reach the apex of their break-in phase. Development of an Experimental Platform for Testing Autonomous UAV Guidance and Control Algorithms
With the United States' push towards using unmanned aerial vehicles (UAVs) for more military missions, wide area search theory is being researched to determine the viability of multiple vehicle autonomous searches over the battle area. Previous work includes theoretical development of detection and attack probabilities while taking into account known enemy presence within the search environment. Simulations have been able to transform these theories into code to predict the UAV performance against known numbers of true and false targets. The next step to transitioning these autonomous search algorithms to an operational environment is the experimental testing of these theories through the use of surrogate vehicles, to determine if the guidance and control laws developed can guide the vehicles when operating in search areas with true and false targets. In addition to the challenge of experimental implementation, dynamic scaling must also be considered so that these smaller surrogate vehicles will scale to full size UAVs performing searches in real world scenarios. This research demonstrates the ability of a given sensor to use a basic ATR algorithm to identify targets in a search area based on its size and color. With this ability, the system's target thresholds can also be altered to mimic real world UAV sensor performance. It also builds on previous dynamic scaling studies to show that the performance of a full size UAV can be imitated using a surrogate vehicle. Further investigation will show sensor orientation, field of view, vehicle geometry, and the known size of the target can be used to determine target pixel thresholds as well as the vehicle steering correction angle to navigate directly over the centroid of an identified target.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Vibration Analysis of Commercial Thermal Barrier Coatings
Thermal barrier coatings (TBCs) are currently used in turbine engine components to protect substrate material from exposure to high temperature and corrosion. These coatings have the potential to reduce stress in critical engine parts which could increase the life cycle of these parts. The fact that these coatings are already qualified for use in turbine engines makes it worth investigating their damping properties. The problem with TBCs is that they are difficult to characterize as they display nonlinear properties. This research utilizes an experimental and finite element procedure to characterize these coatings. The Calibration of Bistatic Radar Cross Section Measurements
Recent advances in signal processing and remote sensing have highlighted the importance of bistatic radar systems for the purposes of environmental monitoring, surveillance, and tracking radar. The calibration of such systems has been problematic much more so than similar monostatic systems, primarily as a result of the lack of reference objects suitable for calibrating at any given bistatic angle. This research deals with the problems of calibrating full-polarimetric laboratory-environment bistatic radar systems, including the lack of suitable calibration targets and procedures, and operational considerations such as alignment and mounting. Several popular bistatic calibration techniques are classified, evaluated, and comparisons are made between the relative merits of various calibration objects. The analysis addresses sensitivity to target alignment error, sensitivity to polarization impurity, and ease of implementation. Both theoretical concepts and practical considerations are discussed, based on measurements accomplished at the European Microwave Signature Laboratory (EMSL) of the Joint Research Center (JRC) in Ispra, Italy. Doppler-Only Multistatic Radar
In order to estimate the position and velocity of a target, most multistatic radar systems require multiple independent target measurements, such as angle-ofarrival, time-of-arrival, and Doppler information. Though inexpensive and reliable, Doppler-only systems have not been widely implemented due to the inherent nonlinear problem of determining a target's position and velocity from their measurements. We solve this problem. In particular, we first establish the lack of observability in the Doppler-only bistatic system, thereby demonstrating the need for multiple transmitters and/or receivers. Next, for a multistatic system with a sufficient number of transmitter-receiver pairs, we invoke classical optimization techniques, such as gradient-descent and Newton's method, to quickly and reliably find a numerical solution to the system of nonlinear Doppler equations. The focus of this research is using system dynamics modeling to evaluate the impact of missed scheduled maintenance due to budgetary constraints. Missed maintenance cannot be made up and the benefit to the facility's serviceability is lost. The cumulative effect on an entire facility's life span is that it is unable to reach its designed life expectancy. Replacement construction costs are hundreds, thousands, or millions times more than the annual maintenance repair costs. Therefore, Air Force civil engineers must be capable of evaluating maintenance strategies in a dynamic environment to determine the budget strategy's prolonged effect on infrastructure serviceable life. Multiple Channel Laser Beam Combination and Phasing Using Stimulated Brillouin Scattering in Optical Fibers
Brightness scaling lasers using stimulated Brillouin scattering (SBS) in optical fibers is explored. A multiple-channel amplifier approach is used to increase the total power of a laser system while avoiding a significant burden on a single channel. The work explores two approaches utilizing both SBS beam cleanup and SBS piston error conjugation. A unique beam combiner that takes advantage of the SBS beam cleanup properties of a long, gradient-index multimode fiber was designed and tested. The beam combiner was developed to combine multiple-channel laser beams simultaneously with high input and output coupling efficiency. The design for the SBS beam combiner is presented along with experimental demonstration of multiple-channel beam combining using the technique. Using SBS piston error conjugation to phase multiple-channel two-pass amplifiers is also explored. Various system configurations were investigated to demonstrate SBS beam phasing of both passive, unamplified channels and active channels containing fiber amplifiers. Beam phasing of the channels was successfully demonstrated with enough gain and power to merit consideration as a viable approach to multiple-channel laser power scaling. Comparison of Computational Electromagnetic Codes for Prediction of Low-Frequency Radar Cross Section
Radar cross section (RCS) prediction of full-scale aircraft is of interest to military planners for a variety of applications. Several computational electromagnetic codes for RCS prediction are available with differing features and capabilities. The goal of this research is to compare the capabilities of three computational electromagnetic codes for use in production of RCS signature assessments at low frequencies in terms of performance, accuracy, and features: Fast Illinois Solver Code (FISC), Code for Analysis of Radiators on Lossy Surfaces (CARLOS-3D), and Science Applications International Corporation Full-wave solver (SAF). The comparison is accomplished through analysis of predicted and measured RCS of several canonical and simple objects and a complex target comprised of these constituent objects. In addition to RCS accuracy, memory requirements and computation time are key considerations for this code comparison. Hyperspectral Imaging of a Turbine Engine Exhaust Plume to Determine Radiance, Temperature, and Concentration Spatial Distributions
The usefulness of imaging Fourier transform spectroscopy (IFTS) when looking at a rapidly varying turbine engine exhaust scene was explored by characterizing the scene change artifacts (SCAs) present in the plume and the effect they have on the calibrated spectra using the Telops, Inc.-manufactured Field-portable Imaging Radiometric Spectrometer Technology, Midwave Extended (FIRST-MWE). Gaussian Mixture Reduction for Bayesian Target Tracking in Clutter
The Bayesian solution for tracking a target in clutter results naturally in a target state Gaussian mixture probability density function (pdf) which is a sum of weighted Gaussian pdfs, or mixture components. As new tracking measurements are received, the number of mixture components increases without bound, and eventually a reduced-component approximation of the original Gaussian mixture pdf is necessary to evaluate the target state pdf efficiently while maintaining good tracking performance. Many approximation methods exist, but these methods are either ad hoc or use rather crude approximation techniques. Recent studies have shown that a measure-function-based mixture reduction algorithm (MRA) may be used to generate a high-quality reduced-component approximation to the original target state Gaussian mixture pdf. To date, the Integral Square Error (ISE) cost-function-based MRA has been shown to provide better tracking performance than any previously published Bayesian tracking in heavy clutter algorithm. Research conducted for this thesis has led to the development of a new measure function, the Correlation Measure (CM), which gauges the similarity between a full- and reduced-component Gaussian mixture pdf. This new measure function is implemented in an MRA and tested in a simulated scenario of a single target in heavy clutter. Material Perturbations to Enhance Performance of the Thiele Half-Width Leaky Mode Antenna
Microstrip traveling-wave antennas, often referred to as leaky-wave antennas, have been shown to radiate when the dominant or fundamental mode is suppressed and the first higher-order mode is excited. One such microstrip variation is the Thiele Half-Width (THW) antenna, which operates from 5.9 - 8.2 GHz for this research. Increasing the bandwidth over which the THW antenna radiates is desired, as is a fundamental understanding of the propagation characteristics over this region. Advanced Cathodes for Next Generation Electric Propulsion Technology
The research presented here investigated the feasibility of a 6.4 mm Lanthanum Hexaboride (LaB6) and Cerium Hexaboride (CeB6) hollow cathode for low power electric propulsion applications (100-300W). Two orifice geometries, one anode configuration, several anode and keeper currents, and a range of flow rates were tested for the LaB6 cathode. The CeB6 cathode underwent the same tests, with the exception of the second orifice geometry due to time constraints. The required instruments include an oscilloscope to monitor the keeper and anode voltages, a Langmuir probe measured electron temperature, plasma densities, and plasma potential for the coupling plasma, infrared imaging studied the thermal characteristics of each cathode, electron microscopy for surface contaminant analysis, and high-speed imaging for coupling plasma observations. An Empirical Methodology for Engineering Human Systems Integration
The systems engineering technical processes are not sufficiently supported by methods and tools that quantitatively integrate human considerations into early system design. Because of this, engineers must often rely on qualitative judgments or delay critical decisions until late in the system lifecycle. Studies reveal that this is likely to result in cost, schedule, and performance consequences. This dissertation presents a methodology to improve the application of systems engineering technical processes for design. This methodology is mathematically rigorous, is grounded in relevant theory, and applies extant human subjects data to critical systems development challenges. The methodology is expressed in four methods that support early systems engineering activities: a requirements elicitation method, a function allocation method, an input device design method, and a display layout design method. Evaluation of Human Reliability Analysis Methods Against Good Practices
The U.S. Nuclear Regulatory Commission (NRC) has developed guidance for performing or evaluating human reliability analyses (HRAs) to support risk-informed regulatory decision-making and, in particular, the implementation of Regulatory Guide 1.200, "An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities," dated February 2004. The NRC's detailed HRA guidance was developed in two phases. The first phase focused on developing "Good Practices for Implementing Human Reliability Analysis," as documented in NUREG-1792, dated April 2005. The second phase, summarized in this report, evaluated the various HRA methods that are commonly used in regulatory applications in the United States, with a particular focus on the extent to which they provide guidance to satisfy the good practices. Since the good practices closely parallel the requirements of the Probabilistic Risk Assessment (PRA) Standard (RA-S-2002) promulgated by the American Society of Mechanical Engineers (ASME), the HRA methods are also evaluated against that standard by implication. Bistatic Radar Cross Section Characterization of Complex Objects
The averaging is expected to improve the performance of the MBETs, but this is not always the case. The geometric complexity of the object determines which scattering mechanisms dominate the scattered field, and it is this characteristic which dictates the appropriateness of the MBET prediction. Both MBETs predict purely specular activity from the flat plate (simple object) fairly well for bistatic angles less than 30-40 degrees, but the dual specular scattering of Object C (minimally complex object) decreases MBET performance to bistatic angles of 15-20 degrees, and the specular/non-specular interactions of Object B (rigorously complex object) make the MBETs useful for bistatic angles of only 5-10 degrees. MBET predictions at larger bistatic angles tend to be lower than measured data for the minimally complex object and higher than measured for the rigorously complex object. The discrepancies are primarily due to the changing nature of the scattering centers as a function of bistatic angle. Geometries which support wide lobewidth specular reflections exhibit less variation in the nature/existence of the scattering centers than those who support specular and non-specular effects, thus leading to better correlation between MBET and measured RCS. Averaging improves MBET correlation noticeably for the specular reflection of the flat plate, minimally for Object C's dual specular reflections, and not at all for Object B's specular/non-specular signature. Kell's MBET is slightly better at predicting the amplitude of diffraction components from a simple shape, but neither has the advantage when predicting scattering from the complex objects. C-17 Airdrop Simulation
We develop an object-oriented simulation that models the airdrop mission of the newest U.S. transport aircraft, the C-17 Globemaster III. The simulation, written in MODSIM III, is based on three basic object types: a C-17, a wake vortex, and a paratrooper. The aircraft object provides the required aerodynamic constants for simulating the wake vortices generated off each wing tip; the vortex object includes velocity field and decay models as well as a position algorithm; and, the paratrooper object implements a 6-degree of freedom trajectory model. After considering two validation scenarios, we generate vortex encounter information for various formations and wind conditions, and quantify the associated risk of paratrooper/vortex encounters in a potential encounter rate. Time over the DZ is a primary concern in any airdrop operation, and the results of this analysis form a tool that allows the ground commander to assess the risk involved in decreasing that time. Conceptual Design Tool for Fuel-Cell Powered Micro Air Vehicles
A conceptual design tool was built to explore power requirements of a hybrid-power system for Micro Air Vehicles (MAVs) comparable in size to the Cooper's Hawk. An inviscid aerodynamic code, Athena Vortex Lattice (AVL), and a motor-propeller analysis code, QPROP, provide overall lift, drag, and thrust data for power-required calculation as functions of many variables to include mass, platform geometry, altitude, velocity, and mission duration. Phoenix Technologies' Model Center was used to integrate multi-disciplinary components that employ specific power and specific energy of two power sources to determine power system mass required for a designated mission. The tool simulated a mission for the fixed wing Generic Micro Aerial Vehicle (GenMAV), and relative sizing between a high specific power source and a high specific energy source was investigated. Current small fuel cell technology provides inadequate specific power. It was found that a MAV-sized fuel cell-battery hybrid-power system would not perform better than a pure battery or battery-battery power system. A feasible fuel cell capability requirement of at least 325 W/kg matched with at least 921 W-hr/kg was identified as a fuel cell - Li-Po solution for a defined 30 min mission resulting in reduced power system mass compared to using only Li-Po batteries.This work has been selected by scholars as being culturally important, and is part of the knowledge base of civilization as we know it. Frequency Diverse Array Radar
Radar systems provide an important remote sensing capability, and are crucial to the layered sensing vision; a concept of operation that aims to apply the right number of the right types of sensors, in the right places, at the right times for superior battle space situational awareness. The layered sensing vision poses a range of technical challenges, including radar, that are yet to be addressed. To address the radar-specific design challenges, the research community responded with waveform diversity; a relatively new field of study which aims reduce the cost of remote sensing while improving performance. Early work suggests that the frequency diverse array radar may be able to perform several remote sensing missions simultaneously without sacrificing performance. With few techniques available for modeling and characterizing the frequency diverse array, this research aims to specify, validate and characterize a waveform diverse signal model that can be used to model a variety of traditional and contemporary radar configurations, including frequency diverse array radars. To meet the aim of the research, a generalized radar array signal model is specified. A representative hardware system is built to generate the arbitrary radar signals, then the measured and simulated signals are compared to validate the model. Using the generalized model, expressions for the average transmit signal power, angular resolution, and the ambiguity function are also derived. Laser Demonstration and Performance Characterization of an Optically Pumped Alkali Laser Systems
Diode Pumped Alkali Lasers (DPALs) offer a promising approach for high power lasers in military applications that won't suffer from the long logistical trails of chemical lasers or the thermal management issues of diode pumped solid state lasers. This research focuses on characterizing a DPAL type system to gain a better understanding of using this type of laser as a directed energy weapon. A rubidium laser operating at 795nm is optically pumped by a pulsed titanium sapphire laser to investigate the dynamics of DPALs at pump intensities between 1.3 and 45 kW/cm2 . Linear scaling as high as 32 times threshold is observed, with no evidence of second order kinetics. Comparison of laser characteristics with a quasi-two level analytic model suggests performance near the ideal steady-state limit, with the exception of mode matching. Additionally, the peak power has scaled linearly as high as 1 kW, suggesting aperature scaling to a few cm2 is sufficient to achieve tactical level laser powers. The temporal dynamics of the 100ns pump and rubidium laser pulses are presented, and the continually evolving laser efficiency provides insight into the bottlenecking of the rubidium atoms in the 2P3/2 state. Simulating Wet Deposition of Radiocesium From the Chernobyl Accident
In response to the Chernobyl nuclear power plant accident of 1986, cesium-137 deposition was measured in Europe at sites equipped to do so. The resulting deposition dataset is uniquely applicable to atmospheric transport model validation. Most of the airborne Chernobyl cesium was wet deposited, i.e., either via interception by falling raindrops (below-cloud scavenging) or via absorption into cloud droplets destined to become raindrops (in-cloud scavenging). The model used in this work is the Hybrid Single-Particle Lagrangian Integrated Transport (HySPLIT) model developed at Air Resources Laboratory. A cloud base modification is tested and appears to slightly improve the accuracy of one HySPLIT simulation of daily Chernobyl cesium-137 deposition over the course of the accident at isolated European sites, and degrades the accuracy of another HySPLIT simulation of deposition in Germany and Austria accumulated in the month of April, 1986. Large uncertainties in the emission specifications, model precipitation fields, and deposition measurements prevent designating the results as conclusive, but most evidence points to improved performance within 500km of the emission source. This Standard Review Plan (SRP) for decommissioning cost estimates provides guidance to Office of Nuclear Reactor Regulation (NRR) and Office of Nuclear Material Safety and Safeguards (NMSS) staff on how to evaluate each of the decommissioning cost estimates that are required to be provided by the power reactor licensees. The SRP includes guidance on evaluating decommissioning costs for both pressurized water reactors (PWRs) and boiling water reactors (BWRs). Microelectromechanical Systems Safe and Arm Device
A munition's fuze is the most critical part of a weapon that must be highly reliable for providing a safe environment for those responsible for handling and transporting munitions. As these munitions are removed from war reserves for use in the battlefield, the number of unexploded ordinances has steadily risen. In addition to unreliability, fuze production has been impacted over the decades. The once robust fuze industry that prospered during the Cold War has dwindled down to a handful of manufacturers. In light of the problems associated with today's fuzes, AFIT has been proactive in designing a new microelectro-mechanical fuze system. AFIT has successfully shown proof-of-concept MEMS safe and arm (S and A) devices can be developed for future use with a MEMS fuze system. Although functional, AFIT's initial S and A device limits the size of fuze required. For this thesis, several new MEMS S and A devices were designed and tailored for much larger MEMS fuzes. Several types of MEMS actuators were considered for the actuation of the S and A device. The thermal actuator seemed the most logical choice for actuation. Unlike other types of MEMS actuators, the thermal actuator is highly regarded for generating high forces and deflection. In an attempt to design the optimal thermal actuator array for the S and A device, the single and double hot-arm thermal actuators were tested. These results were then used for designing three different MEMS S and A devices that varied in size for larger fuze systems. Space-Time Adaptive Processing for Side-Looking Arrays With Platform Maneuver
This research develops a space-time adaptive processing (STAP) radar model for side-looking (SL) arrays with platform maneuver incorporation, and examines maneuver effects on Matched Filter (MF) performance and sample support homogeneity for linear and planar arrays at various ranges. A primary assumption of most STAP models is the absence of platform maneuver during the coherent processing interval (CPI). This research abandons the platform stationarity assumption, allowing plat- form pitch, roll, and yaw during the CPI. Maneuver rates (set to 800 /sec) are held constant throughout the CPI and each maneuver type is examined individually. All maneuver effects have a negative impact on both MF performance and sam- ple support homogeneity. The introduction of pitch marginally impacts MF Signal- to-Interface-plus-Noise-Ratio (SINR) due to the lack of achieved azimuth resolution in this research, but decreases available homogenous sample support 24% at 11 km and 20% at 66 km. Roll impact on MF performance is observed only in the planar array, with MF SINR dropping 4 dB but sample support homogeneity is unaffected. Finite Element Solution
The development and use of Micro Air Vehicles is becoming more and more important to the military. Size, weight, maneuverability, stealth, and fuel consumption are just some of the constraints on a future Micro Air Vehicle. Perfect blueprints for a small scale flying machine are both insects and humming birds. Medium sized hummingbirds are found to have wings-beats at a frequency of 18-28 Hz. There is a vast amount of complexity to just how these creatures can create lift; however, this study looks at different beams made of common materials with 1st natural bending frequencies in this range. This study documents and evaluates the use of analytical tools to solve for nonlinear characteristics of a system. A function called the backbone curve is incorporated into a MATLAB program. The Hilbert transform characterized by the nonlinear decrement approach captures all of the necessary coefficients for this function. ABAQUS/CAE is relied upon. The numerical finite element results are compared to experiments. Lessons Learned From Early Implementation of The Maintenance Rule at Nine Nuclear Power Plants
This report summarizes the lessons learned from the nine pilot site visits that were performed to review early implementation of the maintenance rule using the draft NRC Maintenance Inspection Procedure. Licensees followed NUMARC 93-01, "Industry Guideline for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants." In general, the licensees were thorough in determining which structures, systems, and components (SSCs) were within the scope of the maintenance rule at each site. The use of an expert panel was an appropriate and practical method of determining which SSCs are risk significant. When setting goals, all licensees considered safety but many licensees did not consider operating experience throughout the industry. Although required to do so, licensees were not monitoring at the system or train level the performance or condition for some systems used in standby service but not significant to risk. Most licensees had not established adequate monitoring of structures under the rule.
