Such a change has become necessary due to the changing scenes in tertiary learning and teaching, the need to offer students more meaningful options, and the need to embrace student learning diversity. Technology and the various technology resources are being used in instructional practices to cater for diverse learning styles, to foster learner engagement, and to allow learners to actively negotiate meaning and to construct knowledge. The aim of this study is to give a panoramic view of how online courses and programmes are run at five tertiary education providers, inside and outside of the Pacific Region. The strengths and weaknesses of the online programmes are identified and subsequently discussed, with a view to understanding what makes for a quality online programme. Conclusions are drawn and suggestions are then made to improve the learning and teaching quality and effectiveness of the online courses and programmes studied.

An energy transition (or energy system transformation) is a major structural change to energy supply and consumption in an energy system. Currently, a transition to sustainable energy is underway to limit climate change. Most of the sustain-able energy is renewable energy. Therefore, another term for energy transition is renewable energy transition. The current transition aims to reduce green-house gas emissions from energy quickly and sustainably, mostly by phasing-down fossil fuels and changing as many processes as possible to operate on low carbon electricity. A previous energy transition perhaps took place during the Industrial Revolution from 1760 onwards, from wood and other biomass to coal, followed by oil and later natural gas. After the 1973 oil crisis, the term energy transition was coined by politicians and media. It was popularized by US President Jimmy Carter in his 1977 Address on the Nation on Energy, calling to "look back into history to understand our energy problem".

Solar-cell efficiency is the portion of energy in the form of sunlight that can be converted via photovoltaics into electricity by the solar cell. The efficiency of the solar cells used in a photovoltaic system, in combination with latitude and climate, determines the annual energy output of the system. Usually solar panels are exposed to sunlight for longer than this in a given day, but the solar irradiance is less than 1000 W/m2 for most of the day. A solar panel can produce more when the Sun is high in Earth's sky and produces less in cloudy conditions, or when the Sun is low in the sky. The Sun is lower in the sky in the winter. Several factors affect a cell's conversion efficiency, including its reflectance, thermodynamic efficiency, charge carrier separation efficiency, charge carrier collection efficiency and conduction efficiency values. Because these parameters can be difficult to measure directly, other parameters are measured instead, including quantum efficiency, open-circuit voltage (VOC) ratio, and 禮 Fill factor. Reflectance losses are accounted for by the quantum efficiency value, as they affect external quantum efficiency.

Intelligent Water Drops algorithm or the IWD algorithm is a swarm-based nature-inspired optimization algorithm. This algorithm contains a few essential elements of natural water drops and actions and reactions that occur between river's bed and the water drops that flow within. The IWD algorithm may fall into the category of Swarm intelligence and Meta-heuristic. Intrinsically, the IWD algorithm can be used for combinatorial optimization. However, it may be adapted for continuous optimization too. The IWD was first introduced for the traveling salesman problem in 2007. Since then, multitude of researchers has focused on improving the algorithm for different problemsAlmost every IWD algorithm is composed of two parts: a graph that plays the role of distributed memory on which soils of different edges are preserved, and the moving part of the IWD algorithm, which is a few number of intelligent water drops. These Intelligent Water Drops (IWDs) both compete and cooperate to find better solutions and by changing soils of the graph, the paths to better solutions become more reachable. It is mentioned that the IWD-based algorithms need at least two IWDs to work.
