Currently, according to International Monetary Fund (IMF), global debt reaches the amount of USD 184 trillion in nominal terms, considering sovereign and private debtors. As is widely known, most indebted countries are developed nations. Nevertheless, a big percentage of the current world debt is on emerging market economies or even worst, in low income developing countries. Some of them have faced default situations in the past, accompanied by social, economic and political crisis. When a sovereign debt default occurs, a preponderant role is usually played by highly speculative investment funds, also commonly known as vulture funds. Several legal tools have been applied throughout history to mitigate damaging effects of debt negotiation with highly speculative creditors. Proposals always face a key point in between avoiding or reducing the moral hazard on the part of debtor States and not rewarding creditor bad faith behavior while harming general interest. In the last twenty years, collective action clauses (CACs) included by States into prospectus when issuing sovereign bonds, have been playing a key role in offering countries a tool to deal with creditors in debt restructuration process when default situations occur or are expected to occur, allowing countries to reach debt restructuration agreements with bond holders without requiring unanimous consent. However, is estimated that USD 300 billion in sovereign bonds are circulating in financial markets without including CACs in its prospectus. That fact offers the essential tool to vulture funds to block agreements when restructuration processes are expected to occur. A legislative path has been initiated by Belgium and France when it comes to propose actions against vulture funds. This book will analyze some weakness aspects regarding legislative initiatives and will propose creation of vulture funds registries.

The Economic Impact of Government Policy on China's Private Higher Education Sector
This book provides an overview of the growth of the private higher education sector in China and in addition provides an analysis of some of the key drivers of this growth and impediments to it. What is new about the book is that it combines the results of a series of interviews with work that is more quantitative in nature. The book is of use to not only those engaged in academic research but also those who more generally wish to know more about an educational sector that is growing in importance. The most obvious factors promoting expansion of this sector have been the growth in per capita incomes, higher levels of participation in secondary school education, the strong growth in demand for graduates and the inability of the public sector to keep pace with demand. All of these factors intermingled with the involvement of government regulation. This regulation, however, is not uniform across all of China given the different provincial government departments of education that are also involved in dealing with private higher education institutions. In particular, this book looks at the way in which the Chinese government's regulatory framework (both national and provincial) influenced the development of the sector and the way in which it operates, especially the private higher education component of that sector. The analysis undertaken finds that there is a link between regulation and the private higher education sector growth and a link between the funding of the government sector. The more intense regulation was, and the more funds provided to the state sector, the less scope there was for the private sector to expand. Growth of the private sector, therefore, did not just depend upon rising demand for higher education overall, but also to a fair degree of tolerance on the part of government. Much of this work, in subsequent years, has been supported by the further changes that have been undertaken in the Chinese higher education sector. Over the years, the growth of the Chinese higher education sector has stabilised, as has the private segment of this sector.

The Money and Banking History of Qatar
In 1945 Qatar had no schools or telephones and only one doctor to serve the estimated population of around 25,000. During the 1950s and 1960s the economy grew as oil revenues poured in. By the mid-1970s Qatar had the second highest GNP per head in the world, exceeded only by Kuwait. The evolution of the monetary and banking system in Qatar enabling this transformation has not, until now, been well documented. This book chronicles the abandonment of the Gulf rupee as the official currency and the adoption of the Qatari riyal, the creation of a currency board followed by the Qatar Monetary Agency and ultimately the creation of a central bank. The text draws uniquely on statistical analysis drawn from the official archives and from the British Embassy for the time period. The author was formerly an advisor to the CEO of a branch of the Islamic Development Bank Group in Saudi Arabia and previously Chief Economist at the Central Bank of Bahrain.
