This study in economic history focuses on the commercial relations and monetary policies of England, Burgundy, and Flanders in medieval times. Professor Munro shows how princes in continental Europe employed coinage debasements far more often as ad hoc fiscal measures to meet their ever-growing need for revenue than as purely monetary strategies to serve the economic requirements of their subjects.He demonstrates that the English Parliament had managed to exert such strong controls over the coinage that the Crown was forced to resort to other measures to secure precious metals for the mint' and thus that such bullionist policies adopted by England, especially as they served monetary as well as fiscal needs and in so far as they attempted to produce bullion influxes by regulating the balance of trade, provided the true foundations of those early-modern economic policies and state practices known as Mercantilism. The most lucrative source of potential bullion was England's export of wool, upon which the traditional draperies de luxe of the Burgundian Low Countries were so vitally dependent. He further describes how the competitive mint and bullionist policies severely disrupted the economic relations of these two countries, whose geography, economics, and history had made them so strongly interdependent, and broke up their political alliance at a crucial phase of the Hundred Years' war. The author concludes that the ultimate consequence of this conflict was to accelerate the economic transformations of the countries involved. The draperis de lux of the Low Countries which for centuries had dominated the European markets fell into decay, and the final decisive victory of the English cloth industry and trade launched England on its slow but inexorable voyage toward the Industrial Revolution.

This study combines in one volume a history and sociopolitical analysis of the group now called the Ralliement des Cr矇ditistes, and thus explores the dynamics of a contemporary social and political phenomenon - right-wing protest. In the 1960s, the Ralliement des Cr矇ditistes, led by the dynamic R矇al Caouette, emerged as a major political force in Quebec.What explains the sudden success of this part? What motivated its supporters to join it? How far to the right do the Cr矇ditistes fall on the ideological spectrum? What caused the many internal divisions which plagued the party since its founding? In an effort to answer these questions, the author conducted a series of interviews among Cr矇ditistes leaders and explored party files, newspapers, and other unpublished materials?The first part of the book describes the ideology of Social Credit and traces the development of the movement from 1936 to the present through two phases: mobilization and consolidation. The second part explores the social background, motivations for joining the movement, and the patterns of political participation of a sample of provincial and local leaders. A general model is developed which relates patterns of protest and schismatic behavior to the demographic and attitudinal characteristics of the movement's leaders. This study of the sociological base of a political party will be of special value to students of current Quebec politics.

Fiscal Transfer Pricing in Multinational Corporations
The scope of transfer price manipulation by multinational corporations is relatively limited, but certain problems do arise which all open economies must face. This volume is a study of the economic problems created by fiscal transfer pricing, as well as the relevance of these problems to an international and purely Canadian context. By means of extensive examination and analysis, first of the general institutional framework within which transfer price manipulation occurs, together with the opportunities and constraints presented within such a framework, the reader is shown practical results of the multinational organization's ability successfully to manipulate transfer prices.The authors adopt a 'pseudo-empirical' approach, using Canada and the United States as a case study. Transfer pricing is possible only within the context of a multinational organization, where there is no arm's-length market present for the commodity in question. Moving from these premises to an examination of the structures of Canadian trade, the authors identify those markets in which multinationals are unimportant, those in which they are important but influenced by competitive prices, and those in which a great deal of trade takes place in goods for which other outside markets are of restricted importance. The principal finding of the analysis is that multinationals have a relatively restricted scope for transfer price manipulation but useful recommendations are made for tightening Canadian regulations and for their enforcement.
My Recollection of Chicago
Disillusioned by the general drudgery of his job, Stephen Leacock resigned from his teaching position at Upper Canada College in 1899 to pursue graduate studies. 'At Chicago, ' Leacock wrote wryly, 'they made a general pretense that I was fir for the graduate school in economics. It is a little hard to see why, except that I was obviously not fit to die.'Leacock graduated from the university in 1903. Carl Spadoni's discovery of his dissertation -- previously thought to be lost, and unread since Leacock defended it -- gives readers a unique opportunity to re-examine Leacock's philosophies. 'The Doctrine of Laissez Faire' reveals the early roots of his skepticism about political economy, on which his later works of humour fed. In it, Leacock attempts to demystify the dogmatic opposition to state intervention based on this economic precept. In his introduction, Spadoni provides the historical background for an intellectual understanding Leacock's thesis. The first part of this book, 'My Recollection of Chicago, ' is a short essay by Leacock in which he reminisces on his graduate years at Chicago. The second part comprises his newly unearthed thesis. Together, these two pieces shed new light on one of the major figures of Canadian culture.

Collections of shorter studies, as well as theoretical or internationally comparative works, may also be included. Based on case studies of businessmen's organizations, federal regulartory agencies, and several of the industries they regulated, this book seeks to explain the emergence of the modern interventionist state as the product of competing claims on the state by manufacturers, industrial workers, and farmers, each responding to the structural imperatives of the Canadian economy. The survey details two distinct phases in federal industrial thinking between 1917 and 1931. The first phase covers the period of war and reconstruction to 1921, when the federal government first imposed and then withdrew from active regulation of the economy. During the phase, from 1921 to 1931, industrialists attempted to control competition and minimize class conflict without government regulation, and looked to the state only to provide passive intervention in the form of the protective tariff. In the first section, demands for regulation by businessmen are examined in a study of the Canadian Reconstruction Association, a businessmen's organization, and the course of the regulatory experiences is charted in case studies of the Paper Controller nd the newsprint industry and the Board of Commerce and the sugar refining industry. In the second section, the search for security without regulations is examined in a discussion of the merger movement, industrial relations policies, and demands for tariff reforms. The analysis is based on two detailed studies of political conflicts over claims presented to the Advisory Board on Tariff and Taxation for revisions to the tariff in the automobile and steel industries.
Towards a World of Plenty
Here is a vivid account of global economic development at a time of extraordinarily rapid change. She stresses the need for continued international co-operation through such organizations as OECD and the European Common Market: their support is considered crucial to assure continued growth and to prevent a repetition of past economic disasters. She inisists, too that external trade policies must be devised which will stimulate, rather than discriminate against, economic growth in the developing nations. Such co-operation is seen as the responsibility of the West in the face of the economic and political dependence which are the legacy of colonialism. Miss Ward argues that the acceptance of this responsibility is essential not only politically and economically, but morally as well. This is a strong plea for the kind of civilized behaviour which alone can vindicate past offences and help to justify the privileged positions of the wealthy minority of the world's population. It will be read eagerly by all who are familiar with the writings of Barbara Ward, and by all who are concerned to close the appalling gap between rich nations and poor nations.

This textbook offers a comprehensive analysis of medical decision-making under uncertainty by combining test information theory with expected utility theory. The authors show how the parameters of Bayes' theorem can be combined with a value function of health states in order to arrive at informed test and treatment decisions in the face of diagnostic and therapeutic risks. Economic Integration Among D-8 Muslim Countries: Prospects and Challenges
The D-8 (Developing Eight) organisation was officially formed in 1997 and has Bangladesh, Egypt, Indonesia, Iran, Malaysia, Nigeria, Pakistan and Turkey as full members. The D-8 economies encompass nearly 62% of the Muslim population or about 1.17 billion people globally. The economic, cultural, social, political and geographical diversity that exists amongst the D-8 member countries differs radically from other Muslim or regional blocks. Furthermore, D-8 member countries are developing economies that do not solely rely on oil, ancient civilizations, or roles as historical powerhouses, but their populations aspire to be better educated, scientifically more advanced, have higher incomes and improved human rights. The Power of Economic Ideas
Economics, Keynes once wrote, can be a 'very dangerous science'. Sometimes, though, it can be moulded to further the common good though it might need a leap in mental outlook, a whole new zeitgeist to be able do do. This book is about a transformation in Australian economists' thought and ideas during the interwar period. It focuses upon the interplay between economic ideas, players and policy sometimes in the public arena. In a decade marked by depression, recovery and international political turbulence Australian economists moved from a classical orthodox economic position to that of a cautious Keynesianism by 1939. We look at how a small collective of economists tried to influence policy-making in the nineteen-thirties. Economists felt obliged to seek changes to the parameters as economic conditions altered but, more importantly, as their insights about economic management changed. There are three related themes that underscore this book. Firstly, the professionalisation of Australian economics took a gigantic leap in this period, aided in part, by the adverse circumstances confronting the economy but also by the aspirations economists held for their discipline. A second theme relates to the rather unflattering reputation foisted upon interwar economists after 1945. That transition underlies a third theme of this book, namely, how Australian economists were emboldened by Keynes's General Theory to confidently push for greater management of economic activity. By 1939 Australian economists conceptualized from a new theoretic framework and from one which they advanced comment and policy advice. This book therefore will rehabilitate the works of Australian interwar economists, arguing that they not only had an enviable international reputation but also facilitated the acceptance of Keynes's General Theory among policymakers before most of their counterparts elsewhere.

Why did a narrower definition of corruption become dominant? Nicholas Hoover Wilson develops a new account of the changing category of corruption by examining the English East India Company and its transformation from a largely commercial enterprise to a militarized offshoot of British empire in the eighteenth and nineteenth centuries. Global Libidinal Economy
This is the first book to examine global political economy from a psychoanalytic perspective. It claims that the libidinal--the site of unconscious desire--plays not a supplementary or trivial, but a constitutive role in global political economy. Consumption, for example, is not simply a way of satisfying a material or biological need but a doomed attempt at soothing our deeply held sense of loss; and capital is not just a means to material growth and prosperity but is invested with "drive" that seduces, beguiles, and manipulates in the service of unending accumulation. Thus, in contrast to political economy, which assumes a rational subject, libidinal economy is founded on the notion of a desiring subject, who obeys a logic not of good sense or self-interest but profligacy and irrationality. Fostering Resilience Through Micro, Small and Medium Enterprises

Roman Inequality
Roman Inequality explores how in Rome in the first and second centuries CE a number of male and female slaves, and some free women, prospered in business amidst a population of generally impoverished free inhabitants and of impecunious enslaved residents. Edward E. Cohen focuses on two anomalies to which only minimal academic attention has been previously directed: (1) the paradox of a Roman economy dependent on enslaved entrepreneurs who functioned, and often achieved considerable personal affluence, within a legal system that supposedly deprived unfree persons of all legal capacity and human rights; (2) the incongruity of the importance and accomplishments of Roman businesswomen, both free and slave, successfully operating under legal rules that in many aspects discriminated against women, but in commercial matters were in principle gender-blind and in practice generated egalitarian juridical conditions that often trumped gender-discriminatory customs. This book also examines the casuistry through which Roman jurists created "legal fictions" facilitating a commercial reality utterly incompatible with the fundamental precepts--inherently discriminatory against women and slaves---that Roman legal experts ("jurisprudents") continued explicitly to insist upon. Moreover, slaves' acquisition of wealth was actually aided by a surprising preferential orientation of the legal system: Roman law--to modern Western eyes counter-intuitively--in reality privileged servile enterprise, to the detriment of free enterprise. Beyond its anticipated audience of economic historians and students and scholars of classical antiquity, especially of Roman history and law, Roman Inequality will appeal to all persons working on or interested in gender and liberation issues.
Interventions to Reduce Logistic Costs for Trade Competitiveness and Poverty
Logistics are a critical element for country competitiveness and economic performance, including poverty reduction.
