Shadow Negotiators
Shadow Negotiators is the first book to demonstrate that United Nations (UN) organizations have intervened to influence the discourse, agenda, and outcomes of international trade lawmaking at the World Trade Organization (WTO). While UN organizations lack a seat at the bargaining table at the WTO, Matias E. Margulis argues that these organizations have acted as "shadow negotiators" engaged in political actions intended to alter the trajectory and results of multilateral trade negotiations. He draws on analysis of one of the most contested issues in global trade politics, agricultural trade liberalization, to demonstrate interventions by four different UN organizations--the Food and Agriculture Organization (FAO), the World Food Programme (WFP), the Office of the High Commissioner for Human Rights (OHCHR), and the Special Rapporteur on the Right to Food (SRRTF). By identifying several novel intervention strategies used by UN actors to shape the rules of global trade, this book shows that UN organizations chose to intervene in trade lawmaking not out of competition with the WTO or ideological resistance to trade liberalization, but out of concerns that specific trade rules could have negative consequences for world food security--an outcome these organizations viewed as undermining their social purpose to reduce world hunger and protect the human right to food.

State Capitalism
The crises emanating from the Global Financial Crisis and the COVID-19 Pandemic have underscored, the emergency role of the State and its smooth, seamless reactivation, for situations when private activity and markets are disrupted. In many countries, SOEs have been a crucial part in delivering on that effort as agents of the State. While SOEs are increasingly sought to play a role during emergency situations, evidence suggests that they misallocate capital and mismanage resources. This is indicative of the conflicts of interests in owning and regulating enterprises as well as between the commercial and non-commercial objectives of SOEs, crony capitalism, the private agenda of public officials, internal management of SOEs, the significant role played by state owned banks and financial institutions and the conflicts that arise in the State's primary role vs. its ownership of enterprises. The studies of eight countries from different regions undertaken for this book, provide answers to these key policy questions related to state capitalism. Generalizing from the results of multi-country studies to arrive at universally applicable predictions, prescriptions, and policy recommendations, is inherently difficult. Individual countries are quite different in their socio-economic, historical, political, and institutional circumstances. So are their experiences, as the eight country studies highlight, even as the book attempts to extrude, from available research, the principal common characteristics of, and practices followed by, successful SOEs independently of country context. Among other conditions, the two most important conclusions that can be drawn from the country studies are that competition and regulation rather than ownership per se is key to efficiency.
Delegate Apportionment in the Us Presidential Primaries
This book provides a comprehensive mathematical description and analysis of the delegate allocation processes in the US Democratic and Republican presidential primaries, focusing on the role of apportionment methods and the effect of thresholds--the minimum levels of support required to receive delegates. The analysis involves a variety of techniques, including theoretical arguments, simplicial geometry, Monte Carlo simulation, and examination of presidential primary data from 2004 to 2020. The book is divided into two parts: Part I defines the classical apportionment problem and explains how the implementation and goals of delegate apportionment differ from those of apportionment for state representation in the US House of Representatives and for party representation in legislatures based on proportional representation. The authors then describe how delegates are assigned to states and congressional districts and formally define the delegate apportionment methods usedin each state by the two major parties to allocate delegates to presidential candidates. Part II analyzes and compares the apportionment methods introduced in Part I based on their level of bias and adherence to various notions of proportionality. It explores how often the methods satisfy the quota condition and quantifies their biases in favor or against the strongest and weakest candidates. Because the methods are quota-based, they are susceptible to classical paradoxes like the Alabama and population paradoxes. They also suffer from other paradoxes that are more relevant in the context of delegate apportionment such as the elimination and aggregation paradoxes. The book evaluates the extent to which each method is susceptible to each paradox. Finally, it discusses the appointment of delegates based on divisor methods and notions of regressive proportionality.This book appeals to scholars and students interested in mathematical economics and political science, with an emphasis on apportionment and social choice theory.

Located within the plantation economy model of the "New World Group" of The University of the West Indies, this book explores how the changes in the European Union's sugar regime impacted a sugar-dependent community in Jamaica. It details how the end of centuries of preferential treatment of Jamaican sugar in the British/European market in 2005 worsened the social and environmental realities of the Monymusk community in Clarendon, Jamaica, which depended on the sugar industry. In describing the response of the Jamaican Government to the changes in the EU Sugar Regime, and the subsequent roll-out of an EU funded adaptation strategy, the author provides some unique perspectives on this process, drawing on his experience as a senior civil servant involved in the process. The book also highlights the continued social and environmental impact on the area since 2015 . The book concludes with a discussion on the empirical findings and how those findings contribute to the debates on the dependency perpetuated by the Plantation Economy Model of development and the failure of neo-liberal influenced government policies, as well as the lack of imagination of post-independent governments to break this dependency and deliver on the promise of independence.
