By Product Synergy Analysis
The United States Air Forces generates various waste during the repair and overhaul activities. These wastes can involve hazardous material. Depending on the material, technologies exist or could be readily developed to convert wastes into feed-stock for other processes The old concept of managing material from cradle-to-grave now has evolved into cradle-to-cradle. This concept goes beyond the disposal of waste and can be even more cost-effective than recycling. The objective is to generate "food" by identifying and developing other processes to use current wastes in its own production processes. By shifting from waste disposal to an endless reusing model improves cost efficiency and reduces the overall environmental impact (not limited to landfill space, water consumption and carbon footprint). This research will develop a methodology to employ state-of-the-art commercial practices to analyze depot waste production processes. The goal is to identify and classify waste generated by volume, hazard, and costs, then analyze the environmental flow by comparing government and commercial users of by-products in a synergy model. Optimal solutions for current product flow will be identified, along with potential areas for investment in by-product technologies. Analyze the Air Force Methods for Facility Sustainment and Restoration
The Department of Defense (DoD) is improving the procedures for identifying, advocating, allocating funding, and accomplishing facility requirements to improve the readiness capability to support the mission. The purposes of this research were to fully explore the methodologies employed by the Air Force (AF) and try to capitalize on industry standard practices to improve the AF methods. Industry has conducted extensive research devoted to the development of predictive models to estimate facility maintenance or sustainment requirements. The DoD and the AF have already implemented the facility sustainment model (FSM) to predict facility sustainment requirements; now however, they are struggling with a justifiable methodology for predicting facility repair or restoration requirements. This research used statistical stepwise regression with historical AF facility requirement cost data for the last five years, in an attempt to develop a predictive model. The analysis results were not significant and did not result in an accurate predictive model, but the methodology and background research did produce some positive results. The Department of Defense Requisition Priority System Impact on Theater Airlift Support
The Persian Gulf War provides one of the most recent, comprehensive examples of cooperative efforts between the U.S. Air Force and U.S. Army to move critical repair parts between theaters of operation. This paper asserts that systemic priority abuse by customer units contributed substantially to the materiel backlogs at the primary aerial ports of embarkation, caused misallocation of critical airlift assets, and needlessly delayed repair parts shipments to supported customers. The study includes a brief overview of current requisition priority and transportation procedures; provides evidence of priority abuse during the Persian Gulf War; identifies and describes the primary reasons for priority abuse; assesses the impace of priority abuse on theater airlift and efforts to mitigate the problem; and examines current and emerging technologies for potential solutions. The study concludes that priority abuse resulted from a number of interrelated factors including lack of in-transit visbility, inadequate automation/communication architecture, and shortfalls in command supply discipline. Output Analysis and Comparison of Deployment Models With Varying Fidelity
This research explores the changes in insights resulting from using different types of models to assess the capability of deploying the Stryker Brigade within specific timeline goals. This research uses as its primary base one study conducted in 2002 by USTRANSCOM to evaluate the ability of Stryker to meet stated deployment timeline goals. Specifically, this thesis compares the outputs from four different models as they changes over three different deployment scenarios and ten different routes. This research investigates the relationships among the outputs of spreadsheet models, spreadsheet models with elements of variability added, and low- and high- level discrete event simulations. This research also explores the implications of applying newly proposed distributions describing the variability in aircraft cargo loads and en route ground times. The results of this research suggest that the type of model used to assess a deployment does indeed have an effect on the insights derived from exploring scenarios. Analysis and Evaluation of the Macroscopic Organizational Structure of Red Horse
The primary contingency engineering capability within the United States Air Force is provided by Rapid Engineer Deployable, Heavy Operations Readiness Squadron, Engineer (RED HORSE). This thesis examines the macroscopic organizational structure of RED HORSE; that is, the manner in which RED HORSE resources (personnel and equipment) are organized collectively, above the unit (squadron or flight) level. It builds on the findings of the Air Combat Command - sponsored RED HORSE 2010 Strategic Study, and focuses on issues of geographic location and chain of command above the unit level, as the study found these two topics were found to be vital to the accomplishment of the RED HORSE mission. Working in direct cooperation with ACC, this research uses value focused thinking and multi-attribute preference theory to create a hierarchical structure depicting the goals and objectives of a qualified decision maker (ACC/CEX). The research effort generated and evaluated 20 alternatives. The decision analysis model recommends an optimal macroscopic organizational structure whereby RED HORSE units are assigned to different theater commands as the most preferred alternative. Analysis and Forecasting of Army Operating and Support Cost for Rotary Aircraft
This research explores forecasting techniques to estimate the Cost per Flying Hour for Army Helicopters. Specifically, three separate forecasting techniques are evaluated to better predict the CPFH for better estimating and budgeting by the US Army. To begin, the three cost categories are empirically analyzed for each helicopter. For forecasting purposes, actual CPFH figures were compiled from 1995 to 2003 for all MACOMs flying the AH-64A, the CH-47D, and the UH-60A helicopters. The number of MACOMs is then reduced to the top three in regards to total CPFH expenditure. The use of a 3-year moving average, the single exponential smoothing method and the Holt's linear method are explored for each helicopter's data. These forecasting techniques are used to forecast for FY03 in evaluating the best methodology to forecast the CPFH for FY04. By comparing both the budgeted and forecasted figures for FY00 - FY02 to the actual CPFH figures in the same years, an accurate CPFH forecast for all of the MACOMs was possible. When data became available, a comparison of the actual, budgeted, and forecasted CPFH for FY03 was performed. The Holt's linear method was discovered to be the best forecasting method for 78 percent of the time series analyzed since they contained positive trends. Factors for Effective Facilitator Training Evaluation
This study evaluated the TQM facilitator training course at Wright-Patt Campus, Wright-Patterson AFB. One-hundred sixty-two civilian and military trainees completed a 113 item survey containing 7 outcome scales based on Kraiger's (1993) cognitive, skill-based and affective training outcomes. Additional criteria, including experience, training, attitudinal, personality, and organizational support factors, were evaluated for their influence on training outcomes. Results from intercorrelational and hierarchical regression analysis strongly supported the theoretical model of effective facilitator training and suggest that the Wright-Patt Campus does provide effective TQM facilitator training. Solving the Multidimensional Multiple Knapsack Problem With Packing Constraints Using Tabu Search
This paper presents a methodology for solving military aircraft load- scheduling problems modeled as a multidimensional multiple knapsack problem, Because of the computational time associated with applying conventional algorithms to this type of problem, we employ tabu search to determine how much cargo a heterogeneous group of aircraft can carry. This study extends the previous work of Chocolaad in two areas. First, we modify Chocolaad's algorithms to solve the multiple (rather than the single) knapsack problem under the constraints he defmed for the Airlift Loading Problem. Second, we drop his assumption of a homogeneous group of aircraft. Improving Performance Analysis of the Distribution Segment of the Air Force Logistic Pipeline
Agile Combat Support is focused on providing fast, flexible, responsive, and reliable support as the foundation of all Air Force operations. Combined with the current Air Force focus on ensuring Time Definite Delivery (TDD) and reducing Customer Wait Time (CWT), this new mind-set will place ever-increasing emphasis on supply chain performance as a determining factor in overall campaign effectiveness of future conflicts. An improved methodology for the systematic performance analysis of the distribution segment of the logistics pipeline may aid AFMC transportation personnel (AFMC/LSO) in the quick identification of system bottlenecks, identification of root causes of performance shortfalls, and the recommendation of corrective actions, resulting in improved material flow times, reduced Customer Wait Times, more accurate Time Definite Delivery. Recommendations offered by this thesis are designed to provide the basis for developing the current methodology and to identify future research areas. Transportation Uncertainty and Postponement Strategy
A manufacturing company can postpone production and logistics process on its supply chain system. Delaying of manufacturing and logistics can eliminate burden of accurate forecasting of demand and reduce inventory carrying cost. Same postponement process cannot be implemented generally because every product has its own characteristic of demand and every company has its own characteristic of production environment. A company needs to find its best postponement strategy to minimize its cost of a product. This study applies Pagh and Cooper (1998)'s typology of supply chain process to find a best postponement strategy for an example company, one of the global 500 company which have factory both in Europe and U.S. Total cost of the example product may be affected by holding cost rate, customer service level, exchange rate, and transportation uncertainty while the product moves through each supply chain. This study will simulate the supply chain system and apply these factors in each postponement strategy. Using Future Value Analysis to Select an Optimal Portfolio of Force Protection Initiatives
With the recent increase in terrorist activity, force protection has become a key issue for the Department of Defense. Leading the research for new ideas and concepts in force protection for the US Air Force is the Air Force Force Protection Battlelab (FPB). The FPB is charged with searching out force protection ideas and selecting those most worthy for future consideration. In 2002, a Value-Focused Thinking (VFT) hierarchy was created to help the FPB select those ideas that provided the most value to the Air Force and it's force protection goals. This research effort uses the Future Value Analysis (FVA) approach, a decision-making methodology, to provide a more accurate project selection tool to the FPB. FVA incorporates the ideals of multi-attribute utility theory, specifically using the VFT process, as well as linear programming optimization techniques, to provide an optimal portfolio of initiatives for the FPB to pursue. Data Envelopment Analysis to Assess Productivity in the United States Air Force Medical Supply Chain
Utilizing a DEA model created by Dr. Paul Jensen, of the University of Texas, each of 73 AF MTFs was assigned baseline efficiency rating in the current medical supply chain network structure. Efficiency was calculated based on the facility's capability to process input(s) to output(s). Effectiveness, operationalized as application of the appropriate strategy "to get the job done," was assessed as a function of lead time using average delivery days. Contract specifications and manpower authorizations for FY11 in addition to sales, receipts, order lines, and lead times for the previous two years were inputs and analyzed. Modeling the Pre-Positioning of Air Force Precision Guided Munitions
The Air Force's ability to deploy, employ, and sustain operations in forward locations is a key to mission success. An integral part of this strategy is equipment prepositioning, to include: vehicles, aircraft support, consumable inventory, and munitions. This research focuses on defining and developing a model to aid decision makers with the afloat pre-positioning and deployment of munitions in an effort to ensure that the right weapons are available when, and where needed. This research places a particular focus on the strategic, global pre-positioning of the Afloat Pre-positioning Fleet (APF) in an effort to minimize the overall response time involved with offloading these ships and transporting their cargo to the intended point of use. The model developed in this study is a mixed integer program that was implemented using the General Algebraic Modeling System (GAMS). The model considers the various aspects of pre-positioning (forward operating locations, Standard Air Munitions Packages, and the APF) in order to optimally locate and configure each APF ship. Effects of startup collaboration on established firms
This book explores if and how a startup's entrepreneurial behavior can be transmitted into different organizational levels of an established firm. Both qualitative and quantitative research was conducted, using computer-aided text analysis, an abductive coding approach as well as validated items derived from the scientific entrepreneurship discourse for measuring transmission effects. The findings suggest that the transmission of entrepreneurial behavior is embedded in an organizational change process, in which four categories of employees (personas) were identified: The intrapreneur, the person of conviction, the opportunist and the objector. Depending on the category they belong to, employees of established firms are triggered by different stimuli and have different effect mechanisms for the transmission of entrepreneurial behavior. The quantitative analysis revealed that startup collaboration primarily stimulates innovativeness on firm level and proactive behavior among employees. The effects are contingent upon a number of variables.
Forecasting Flying Hour Costs of the B-1, B-2, and the B-52 Bomber Aircraft
This thesis both evaluates, and presents improvements to, the current method of forecasting flying costs of Air Force aircraft. It uses depot level repairable (DRL) and consumable (CONS) data for the Air FOrce's bomber platforms: B-1B, B-2, and B-52H. The current forecasting method assumes a proportional relationship between costs and flying hours such that 1) when no hours are flown costs are zero, and 2) a 1% increase in flying hours will increase costs by 1%. The findings of this research indicate that applying log-linear ordinary least squares regression techniques may be an improved fit of flying cost data over the current proportional model; the actual data indicate a non-zero intercept and a less than proportional relationship between costs and flying hours. This research also found that models including factors other than fklying hours as independent variables, such as sorties, lagged costs, and fiscal trends, may be more useful than models based solely on flying hours. The Influence of Framing Effects on Perceived Ease of Use, Perceived Usefulness, and Behavioral Intention in Information Technology Systems
Every year the Department of Defense spends millions of dollars on the purchase of new computer equipment. There is some question as to the necessity of the amount of this spending. Brynjolfsson (1993) and Landauer (1996) state that it appears that as the order of magnitude of information technology (IT) has increased in both numbers and processing power, the actual increase in the level of productivity, as a whole, has not. Unfortunately, in a time when Air Force budgets are shrinking and the United States military is called on by the taxpayers they serve to do more with less, funding for this IT is often not available. This thesis looks at the use of information framing to influence users' perceptions of information technology using the Technology Acceptance Model (TAM). TAM does this by measuring users' perceived ease of use, perceived usefulness, and behavioral intention toward a computer. An experiment was conducted by framing information about the technology level of two computers. Users' perceptions about using those systems were then collected using the TAM construct measuring instruments. The results of this study suggest that these perceptions about computer technology have more impact on users' actual use of an IT system than the actual technology level that is present in a computer. This indicates that the aggressive product replacement cycles for computers currently used by Air Force units could be reexamined to extend the useful life of existing systems. Purchasing and Supply Chain Management Costing
The Air Force has struggled to completely understand the costs associated with its operations. The issue of understanding cost is complex, involving many perspectives, methods and techniques. When examined from a broad standpoint, total supply chain costs can include a firm's costs plus upstream and downstream costs. This perspective takes vendors, suppliers and end customers into consideration. From this broad standpoint, the Air Force does not know its total supply chain cost. Since the Air Force's supply chain is too broad to be a focus of this study, a smaller segment was chosen for a closer look. Specifically, air cargo carriers were selected as a type of commercial organization that could be sufficiently similar to the Air Force in some respects and possibly offer information to address the investigative questions. The purpose of this research is to determine what costing issues exist in the air cargo arena and what costing methods or techniques are utilized to address those issues. The slope of the Treasury yield curve has often been cited as a leading economic indicator, with inversion of the curve being thought of as a harbinger of a recession. In this paper, I consider a number of probit models using the yield curve to forecast recessions. Models that use both the level of the federal funds rate and the term spread give better in-sample fit, and better out-of-sample predictive performance, than models with the term spread alone. There is some evidence that controlling for a term premium proxy as well may also help. Forecasting Expeditionary Training for Company Grade Logistics Readiness Officers
Since the development of the Expeditionary Airman concept and the start of combat operations in the Global War on Terrorism, the Logistics Readiness Officer's (LRO) duty environment has expanded beyond traditional garrison-based duties. This expansion can arguably incorporate current topics of joint operations, irregular warfare, and cultural intelligence. The intent of this study is to determine what training, if any, future company grade LROs will require on these three topics. The research uses Delphi methodology, utilizing an expert panel of twelve LROs with experience in joint operations within a deployed environment, and interactions with foreign nationals. The study applies two rounds of surveys; the first seeks the participant's recommendations on training statements on the three different topics. The second round survey consists of consolidated responses from the first survey, which panel members ranked for likelihood of implementation and impact using a 5-point Likert scale. The mean and standard deviation for these rankings describe the differences in participant's observations. A scatter plot graph for each of the three topics represents the relationship between the means of likelihood of implementation and impact for each statement.
