Aviation Contract Maintenance and its Effects on AH64 Unit Readiness
This study investigates the use of contractors to perform aviation maintenance on U.S. Army helicopters. It traces the development of the concept of privatization and the evolution of this process to the point where, currently, many duties formerly performed by soldiers are now the responsibility of contractors. The study analyzes why privatization became necessary in aviation maintenance and analyzes the effects of privatizing AH64 helicopter maintenance using the criteria of training, cost, readiness and deployability. The study concludes that the structure, training requirements and other nonproductive maintenance tasks required of today's soldiers forces commanders to hire contractors to maintain the readiness of the aviation fleet. The study also concludes that contractors are cost effective, when their cost and maintenance production is compared to soldiers. The readiness of aircraft is directly related to the number of maintenance man hours expended and it takes multiple soldiers to equal the production of one contractor. Based on the use of contractors to perform aviation maintenance in many recent contingency deployments, the deployability of contract maintenance is not a problem. A Network Flow Approach to the Initial Skills Training Scheduling Problem
The United States Air Force commissions new officers as they complete their undergraduate degree or their officer commissioning training. These officers are commissioned frequently throughout the calendar year, sometimes in large groups. In order to perform their job to the best of their abilities, they require proper training. With this in mind, it seems only natural that there exists a mathematical, repeatable and measurable method for scheduling these officers into their training courses to have them fully trained and available for Air Force duties in the timeliest manner. This thesis demonstrates that the goal of efficiently and effectively scheduling officers into their training courses is not being met, and it provides a method which can be utilized by the Air Force to ensure that the goal is actually achieved. The formulation is based upon a minimum cost network flow problem used to perform the scheduling. The algorithm solves the problem in a polynomial amount of time (in terms of the problem size) and gives the user measurable and comparable results. Performance-Based Logistics, Contractor Logistics Support, and Stryker
The study takes a comprehensive look at the reasons behind the recent Army decision to transfer the Stryker from contractor logistics support (CLS) to organic (Soldier) sustainment support. Using a case study approach with the Stryker, the thesis discusses the challenges with PBL and CLS. Specifically it addresses: funding integration, culture change, stovepipes in supply and maintenance activities, and government access to technical and demand data. The study also takes a look at the challenges associated with the transition to organic support and explores the notion of an organic PBL. The study takes on the issue of PBL being DOD's preferred sustainment strategy, and how it appears to be in direct conflict with the Army's recent sustainment decisions for Stryker. The research identifies the benefits, challenges, and lessons learned from the Stryker CLS support strategy, so that the Army can apply them to other PBL arrangements in the future. Both primary and secondary data were obtained and analyzed for this thesis. Primary data was obtained through questioning experts engaged in Stryker PBL/CLS activities in different agencies throughout the Army. Small Arms Ammunition Production and Acquisition Strategy for the US Army
The purpose of this research was to investigate the defense industrial base capability to support small arms ammunition production for the current and future operations, as well as an increase in force structure. Improved production and supply chain efficiencies have led to a reduction in government owned, contractor operated facilities from twelve facilities in World War II to only one today. These reductions were driven by a reduction in small arms ammunition requirements due to force reduction and periods of peace. However, today's current operations have dramatically increased these requirements beyond the current government owned, contractor operated production facility's production capability. Additionally, this study describes the contractor's supply chain used in manufacturing small arms ammunition. Historical data from World War II, post-Cold War operations, and Operations Iraqi Freedom and Enduring Freedom were used as part of the research tool to develop the argument and determine the primary question. The research proves current production meets the current requirements with the additional sourcing through alternative sources. Additionally, it provides information that estimates requirements for total war in a conventional environment. The book contains a research study on the purchase behaviour of television buyersin the metropolitan city of Kolkata and its suburbs. The researcher had conducted theresearch survey in Kolkata and nearby districts of the state of West Bengal, India. Theresearch was based on intensive literature survey and primary data survey of televisionbuyers and dealers in the jurisdiction of Kolkata and nearby districts. The researcher used thestimulus response model and designed the research as a combination of descriptive andcausal research. It was done so, since it is not sufficient to know, how the consumers behave, but also the cause of such behaviours, getting recorded. Area based sampling was undertaken, using the mall intercept survey method, whereby, time frame of 4 hours in peak time offootfall and 4 hours in lean time of footfall was considered. Every 5 th of the footfall as per therecorded footfall on the entry gate was considered as a sample element. In the consumersurvey, a total no of 509 television buyers were surveyed.
